    Mt Scott Arleta Neighborhood Association Board Meeting October 3, 2012

    Meeting started at 6:30 p.m.

    Board members attending: Erika Wilson, Lisa Anne Ross, Jonathan Brandt, Dan Portis-Cathers, ScottVala, Meghan Humphreys, Jed Roberts

    Mt Scott Community Center - Fall Festival / Halloween Carnival coming up soon. A flyer was passedaround with the details.

    Scott moved for a $30 gift certificate for Mt. Scott CC staffer Sarah, who was recently moved to a newlocation within Parks & Recreation. Jonathan seconded and the motion passed.

    Neighborhood Concerns: Erika said that she met with Brad Taylor, Crime Prevention, re: homeless folksin Park and Arleta Triangle. He has been talking to the Presbyterian Church, which is starting a Thursdaynight foot patrols. Erika offered the foot patrol option to the full group if anyone wants to start one intheir area. Its a Neighborhood Watch, but with the added element of walking around theneighborhood. Brad mentioned that a group (not sure what organization) is connecting withneighborhoods that border 82 nd Avenue, and are doing more foot patrols around 82 nd. Dan Portis-Cathers said that if someone finds a spot and no one responds immediately, they are likely to campthere for as long as possible.

    Feast for Southeast Event (Nov. 22, 2 to 4 p.m.): Louisa Lakos said theyre in the third year of this freemeal program. Last year, 320 people showed up, of all walks of life. They will be offering hats, gloves,scarves and socks (but not canned food as last year.) They will have a few street team / canvassingparties at Pieper Caf on the last two Saturdays in October, approaching businesses to ask forhelp/involvement. On the Saturdays in November, they visit homes in the neighborhood to invite themto the event. Last year, 80% of the houses where they spoke to someone had someone attend the actualFeast. Anyone can volunteer on the day of the event, including families with kids, and also donate fundsto the Feast. Louisa is asking for $300 for the meal from the Neighborhood Association. The overall costof putting it on is $20,000. The group agreed to discuss the Neighborhood Association contributionwhen we discuss the budget tonight.

    Scott Fernandez is running as a write in candidate for mayor due to the recent fluoridation issue. ScottVala said active campaigning is not allowed per nonprofit rules, at least according to SE Uplift. Cheri saidthat ONI said that candidates are allowed to visit. The neighborhood will get clarification about thiscandidate issue before the November election. Cheri has the referendum petition for people to sign if

    they want to put it on the ballot in May 2014.

    Officer s report Officer Declerque visited for Officer Staples. No stats were available for the meeting.He asked about graffiti, and Don said a couple of businesses have cleaned up since last month; most aretagger graffiti rather than gang graffiti as far as he can tell.

    Foster Green EcoDistrict Ryan Givens said this group wants to initiate projects in this area, includinghis project to a master plan for Laurelwood Park at Holgate and Foster. He is volunteering as a project

    manager, with a volunteer landscape architect, to do three neighborhood meetings to gather info aboutwhat people want to see happen in the park. Hes an urban planner with a consulting firm, and felt thisis a project he wanted to do. Some parks have maste r plans, others dont. Dan asked Ryan Givens toprovide regular updates. Jonathan motioned for the Mt. Scott Arleta Neighborhood Association toendorse the idea of doing a citizen-driven master plan for Laurelwood Park, on behalf of Foster Green

    EcoDistrict. Scott seconded, and the motion passed.

    SE Uplift update: There will be a Sustainability Workshop on October 20 th , 10 AM 12 PM onCommunity Resource Sharing (i.e. tool libraries, other sharing in communities). There are also hearingscoming up on apartments without parking being developed. Coming up is the deadline forNeighborhood Small Grants (Nov. 5 th .) This neighborhood association cannot apply this year, due to anactive project still in process.

    Land Use & Sustainability Foster Corridor Investment Strategy Open House, Oct. 10 th , 5:30-8:30 iscoming up next week. The event will focus on 82 nd & Foster, and other nodes in the area. All should goand give feed back. Arleta School Cleanup Day is coming up at, 10 AM 1 PM, Saturday Oct. 27 th .

    Cell tower issue: Erika said that LUBA just denied our appeal on this issue, which means that we couldappeal to the Oregon Supreme Court, and its unlikely that the LUBA decision would be overturned. Itwould mean additional cost to us to appeal it.

    Nicole Green would like to take on the Land Use Chair role and meets the requirements. JonathanBrandt nominated Nicole Green for the role. Scott seconded, and motion passed.

    Erika asked if the Neighborhood could dust off our New Seasons letter and ask other grocery companiesto consider putting a store in this location. Lisa Anne asked if we could put an ask for a very sustainable

    store in the letter. Lisa Anne motioned that the Board endorse the letter that the LUST committee willbe editing, outreaching to grocers; Jonathan seconded. The motion passed.

    Library Update : Vickie said that for every 8 requests / holds on a book, the library could purchase morecopies of a book. There is a new online resource from National Geographic going back to 1888,accessible through the Databases page on the Multcolib.org website.

    Treasurer Report : Jed Roberts fi led the MSANAs tax return, and is up to date re: communicationsfunding with SE Uplift. The board members can review the suggestions Jed has made. Lisa Annesuggested that we move more funds out of Communications and more into Land Use, Sustainability andTransportation. Jed will put together a plan for how its being managed on a monthly basis. Dan

    motioned that a $300 donation be given to Feast for Southeast, and Jed seconded. Motion carried.
