Loudoun County, VA, is one of the fastest growing jurisdictions in the U.S. Although ranked by Forbes Magazine as the richest county in the United States, Loudoun faces challenges posed by massive growth and an ever-tightening budget. In just over 20 years, Loudoun County has grown from a farming community of 86,000 residents to a mix of rural, suburban, and urban development with a population of over 328,000 residents. The Loudoun County Department of Fire, Rescue, and Emergency Management uses several Deccan products to build response areas, determine optimum new station and apparatus deployments, and to help ensure that they are providing the public a good value for their tax dollars.

The Virginia Beach Fire Department relies on CAD Analyst to gather and report on baseline objectives required for CFAI’s Accreditation Process. Follow how CAD Analyst can be used to provide data and information required for the Standards of Cover document required by the CFAI.

William Brooks will discuss some of considerations and methodology the Austin Fire Department (AFD) used to configure LiveMUM to manage resources for 13 fire departments serving the City of Austin & Travis County. It is also one of the most iconic features along the San Diego Bay, paying tribute to the region’s extensive military history. Decommissioned in 1991 and converted to a Naval Maritime Museum, the Midway is one of San Diego’s top attractions.

Get ready for exceptional food, flight simulators, and docent lead tours of the ship. A 1.2 mile waterfront walk from the hotel, this venue will offer spectacular views of the San Diego skyline and harbor. Watch the sun set over Point Loma, and check out the flight deck’s vintage aircraft exhibits.

The El Paso Fire Department uses Esri ArcGIS as its primary GIS platform for cartography and spatial analysis. With the implementation of CAD Analyst and ADAM on a MapInfo 11 platform, the Department has found a need to be able to move data between the two environments for display and further analysis. Topics include converting and displaying spatial data between Esri and MapInfo, adding base maps and aerial imagery, and transferring analysis results to Esri for further analysis.

Spatial Analysis of Deccan Data within the Esri Environment

Traditionally, Austin – Travis County EMS has looked at response time compliance to verify that LiveMUM is working effectively. Since multiple factors contribute to response time compliance, ATC has explored methods to specifically identify LiveMUM’s contributions and effects on this measurement. Accordingly, ATC EMS decided to review move-ups over a period of time and analyze whether that unit responded to a call while posted. A study was done using available CAD data on the busiest posted units to see if they received a call when on the post assignment in that area. To this end, ATC reviewed the unit activity, normalized the data, and made correlations between the posts and calls.

An annual highlight of the Users Group Conference, this year’s Chiefs’ Forum will include first-hand accounts of departmental application of the Deccan software line from Chief Officers throughout the country. Because of the importance of considering stakeholder buy-in and engagement, the presenters will discuss strategies, successes, and challenges in this area. Dr. Dan M. Haverty, Fire Chief (Ret.), will moderate the Forum and provide an overview and useful tools to improve stakeholder planning for fire departments. Presenters will include:

In this session Raj Nagaraj will preview and discuss CAD Analyst on the Esri Platform. Raj will walk you through the application’s sleek new web-based graphic user interface (GUI) by demonstrating the creation and viewing of scenarios. He will then explain how Esri’s ARC GIS technology delivers convenience and functionality, supercharging analysis and usability. Finally, Raj will solicit feedback to incorporate into the final version of CAD Analyst & ADAM.

City management wanted to reduce overtime while providing more EMS service to the citizens. A budget neutral solution was offered involving adding five full time Rescues, converting all Engines to ALS Engines and removing eight peak demands. Dallas Fire Rescue used CAD Analyst, Hypercube ADAM and other data sources to provide answers to its Rescue Committee. Topics include: data items requested, map legend customization, PDG data extraction, code table customization, time data analysis, base line data formulation, and many others.

EMS Response Optimization and Analysis

This session will explore a number of grant funding opportunities for deployment analysis software available to fire and EMS agencies. The topics include: why you need to invest in deployment software, sources of funding, strategies for maximizing your odds of getting a grant, and how it can be used to leverage resources within your agency.

On April 6, 2012, a F/A-18D jet fighter crashed into an apartment complex just miles off the run way. The cooperation with the NAVY and the fire department proved invaluable when attacking this complex incident. The incident commander will provide insight into the incident objectives and strategies deployed in the early stages of this incident that set the stage for a successful outcome.

He will answer questions such as: What did it take to overcome these hurdles and implement the LiveMUM product? Can LiveMUM really predict when and where the next call will happen? What are some of the best ways to use LiveMUM and how they might work for you? Ken Reese will then conclude by discussing how to train and engage a dispatcher in the use of LiveMUM.

LiveMUM: The Next Generation

Since 2009, Fairfax County Fire and Rescue has used LiveMUM on a daily basis to cope with demanding call volume and increasingly fewer department resources. After budget cuts led to the elimination of a second on-duty Uniformed Fire Officer, the department deployed LiveMUM to manage resource deployment in real time and for planned events. This session will provide practical, rather than data-driven, insight into the successful everyday use of LiveMUM, and how its use has helped to quickly identify coverage gaps and forecast gaps for planned events using Wall Map, static, and live versions of LiveMUM.

Rock StarsMike Barakey joined the Virginia Beach Fire Department in 1995. He is a District Chief and the department’s accreditation manager. Chief Barakey is a Virginia Department of Emergency Management Hazardous Materials Specialist, Instructor III, a National Registered Paramedic, and a Plans Team Manager for FEMA Urban Search and Rescue VA-TF2. Chief Barakey holds a Master of Public Administration Degree from Old Dominion University, and is a graduate of the National Fire Academy Executive Fire Officer Program. He is also a classroom instructor for Fire Department Instructors Conference (FDIC).

Mathew Barnhart has 18 years of fire and rescue experience. He has been employed with the Fairfax County Fire & Rescue Department for 13 years and currently holds the rank of Captain. Presently, he is assigned to the communications section as the CAD officer. He is an active member of the National Capital Region’s communications cache which is a communications interoperability group (CIG) response team. Mat also is part of the Virginia state communications cache team. This is a communications response team that falls under the Virginia Department of Emergency Management (VDEM). Mat is certified through FEMA and the Department of Homeland Security as a communications unit leader COML.

Captain William Brooks has served with the Austin Fire Department for over 28 years. Most of his career he spent in operations in various ranks assigned to the Special Operations (Hazmat, WMD, and Confined Space Rescue). The last six years he has been assigned to the Communications Division of the fire department where he has overseen the administration of VisiCAD, Locution, VESTA and now

Jasper Brown, EMT-I, EMD is a Division Chief with the Austin -Travis County EMS System. He is responsible for 9-1-1 Operations for EMS Communications, and oversees field scheduling. The Communications Center was the first in Texas to become an Accredited Center of Excellence (ACE), and has been re-accredited three times since 2000. Chief Brown began his career in public safety in 1984 as a volunteer firefighter with the City of San Marcos and South Hays County Fire Departments. In 1994 he continued his public safety work as a volunteer with Mission Fire Department were he obtained his EMT. He has been with Austin –Travis County EMS since 1997.

Randy R. Bruegman was appointed the Fire Chief of Anaheim FD in October 2010. He is a noted author and lecturer on such topics as leadership and managing change in the fire service. Chief Bruegman served as President of the IAFC in 2002-2003, and since 2003 has served as President of the Board of Directors of the CPSE. He serves on the editorial advisory board for Fire Chief Magazine, is a principle member of the NFPA 1710 Technical Committee, is a member of the Institution of Fire Engineers, and is a CFO. He has an Associates Degree in Fire Science, a Bachelors Degree in Business, and a Masters Degree in Management.

Gary Cadd is a Strategic Planning Lieutenant in his 20th year of service with the El Paso Fire Department. He serves as the department’s GIS analyst, working with ArcGIS, MapInfo, and Deccan analysis tools. He also performs database programming and statistical analysis tasks for the department. He has served as the department’s Standards of Cover Manager, and as part of the department’s accreditation team helps maintain ISO Class 1 and CFAI Accredited status. Lt. Cadd has an educational background in computer science and database administration.

Eugene Campbell, Jr. is a fire service veteran who began his career with Las Vegas Fire & Rescue and had the pleasure to serve as Deputy Chief before he retired, then later served Dallas Fire-Rescue as an Assistant Chief. Currently Gene is a Deccan family partner and strives to foster “Data-Driven Leadership”. In addition he has launched Campbell Consulting and most recently was a guest speaker for Fire-Rescue International 2012. Gene holds a holds a Master of Science Degree in Educational Leadership from the University of Nevada, Las Vegas and certificates from the Executive Fire Officer Program at the National Fire Academy and Senior Executives in State and Local Government program at the Harvard Kennedy School.

Mike Carter is the CAD System Analyst for the Loudoun County Department of Fire, Rescue and Emergency Management. He started as a volunteer firefighter in 1984, and was hired as a dispatcher for Loudoun County in 1988. In 1995, he became a 9-1-1 Shift Supervisor, and in 2001, he was promoted to his current position, where he is responsible for the maintenance of the Loudoun County CAD system.

Micheal D. Despain, M.A., EFO, CFO, MIFireE, has over 27 years of experience in the fire service and currently serves as a Deputy Chief and former Interim Fire Chief for the City of Fresno, the 5th largest city in California. The Fresno Fire Department is a consolidation of agencies that protect a population of over 600,000 from 24 stations. He has worked for a number of fire service and law enforcement agencies throughout California, has been involved in fire service accreditation since 2002 and is active as a peer assessor for the Center for Public Safety Excellence. He has worked as a private consultant developing deployment analysis curriculum for the U.S. Fire Administration and safety curriculum for various educational institutions and private companies.

Thomas J. DiBernardo, Fire Chief, has served the City of Sunrise, Florida for over 20 years as a Firefighter/Paramedic, Rescue Lieutenant, Driver Engineer, Captain, Division Chief and Deputy Chief with the Sunrise Fire-Rescue Department. Chief DiBernardo recently earned the designation of Chief Emergency Medical Service Officer (CEMSO). He has been teaching for over 18 years as a part-time EMS instructor at Broward College and Nova Southeastern University. He holds a Bachelors Degree in Professional Studies and a Masters Degree in Public Administration, both from Barry University. DiBernardo serves as Chair of the Broward County Infectious Disease Committee, Vice-Chair of the Fire Chief’s Association of Broward County EMS Sub-Committee, member of the Florida Professional Firefighters EMS Committee, and member of the Broward EMS Regional Council.

Stephen P. Grasso is the Fire Planner for the City of Sunrise Fire-Rescue Department in Sunrise, Florida. Prior to coming to Sunrise, he served 30 years with Lauderhill Fire-Rescue where he held the rank of Battalion Chief and SWAT Medical Commander. In his role as Fire Planner, Grasso works on performance measures, GIS and is the current Deccan co-manager for Broward County Chief’s Association. He holds an AS in Fire Science from Broward College and a BA in Organizational Leadership from St. Thomas University. He has taught EMS at Palm Beach State College and Broward College for 15 years. Grasso is a member of the Special Operations Medical Association, National Tactical Officers Association and the Florida SWAT Association.

Dr. Dan M. Haverty is a 28-year Fire Service veteran and served as the Fire Chief and Deputy Emergency Services Director for the City of Folsom, California and Interim Fire Chief for the City of Lodi, California. He served in the California Fire Service from Tailboard Volunteer Firefighter/Paramedic to Fire Chief. Dan is an Adjunct Associate Professor within the Sol Price School of Public Policy at the University of Southern California. He also developed and taught the first Emergency Management course at California State University, Sacramento for Masters and Baccalaureate students. His education includes a B.S. in Fire Service Management and M.S. in Public Agency Communication from California State University, Sacramento and an M.P.A. and Doctorate in Public Administration from the University of Southern California.Captain II Reginald Johnson is a 19-year veteran of the Fairfax County Fire and Rescue Department. He is an active member of the Hazardous Materials Response team and a former member of the National Capital Region Radio Cache. Over the past year, Capt. Johnson has supervised Fire Department operations at the county’s PSAP. During this time, he has utilized LiveMUM for static and live move-ups. In the near future, Capt. Johnson will be promoted to the rank of Fire Battalion Chief.

Chief Keith Ludeman is an 18-year member of the Fairfax County Fire & Rescue Department, a Virginia suburb of Washington DC. Chief Ludeman is currently assigned to the Business Services Bureau as the Communications Battalion Chief overseeing critical support functions to include Computer Aided Dispatch and related technology systems, Field Communications, Virginia and National Capital Region Interoperability Response Teams, and Fire Dispatch Operations. Prior to his assignment as the Communications Battalion Chief, Chief Ludeman served as the Captain II of the Communications Section directly supervising the four Uniformed Fire Officers in Fire Dispatch. Previous career assignments include the Training Division, Operations, and the Emergency Medical Services Division as an EMS Supervisor.

Adrian Weaver holds the rank of Lieutenant and has worked for Dallas Fire Rescue for 16 years, seven of which were in the Communications and Technology Division. He has supported the Fire Department’s Technology Division by extracting CAD data, conducting trend analysis, and writing programs to support Dallas Fire Rescue’s backup dispatch program. He currently holds a Bachelor of Science in Computer Science and is stationed at Fire Station number 37 located just north of downtown Dallas.

Javier Mainar has served as the City of San Diego’s Fire Chief for the past three years. As Chief, he directs a department of more than 1200 firefighters, lifeguards, paramedics, emergency medical technicians and civilian personnel with a budget just under $200,000,000. Mainar is a 33-year veteran of the San Diego Fire-Rescue Department. Prior to becoming Chief he served three years as Assistant Chief of Support Services, overseeing Logistics, Fire Communications, Fire Prevention and Fiscal and Administrative Services. He holds a B.A. in Public Administration from San Diego State University and an A.S. in Fire Science from Miramar College. In addition, Chief Mainar holds numerous fire service management certificates and certifications.

Cathy Morse joined the Virginia Beach Fire Department in 1980. She is the department’s Senior Public Safety Analyst and is the Manager of the Research and Analysis Division.

Abdo Nahmod is the Chief in charge of the Emergency Medical Services for the FDNY. He is a 26–year veteran of the Department who has risen through the ranks and worked throughout the city. In his previous assignment as a Deputy Assistant Chief from 2008 to 2011 he was the Chief of Emergency Medical Dispatch responsible for more than 1.2 million EMS incidents dispatched annually. Chief Nahmod was an active member in the FDNY Incident Management Team and part of the original deployment to New Orleans for Hurricane Katrina. He is a former Master Exercise Practitioner and has developed a number of preparedness exercises and policies. His educational background includes a Masters degree in Security Studies from the Naval Postgraduate School and a Bachelors degree in Nursing from the College of Staten Island. He has been a certified paramedic for 27 years.

Amy Phelps has been working for Loudoun County Department of Fire, Rescue, and Emergency Management for four years. She is currently working in the Emergency Communications Center as a dispatcher. Amy is participating in many communications division projects including the process for purchasing a new CAD system and the creation of the Communications and Support Division’s first annual report. Amy is also pursuing her Masters in Public Administration with a concentration in Disaster Management.

Thomas Quinn has been a firefighter for the El Paso Fire Department for 15 years. He currently works in the Strategic Planning Division as a Fire Lieutenant where he assists with the development of the department’s Strategic Plan, Standard of Cover, Annual Report, and facilitates the requirements for Public Protection Classification for fire insurance rating purposes and International Accreditation. He also assists with managing personnel staffing software and incident management reporting software. He provides data analysis and recommendations to Assistant Chiefs and the Fire Chief. His recent accomplishment includes earning a Masters Degree in Public Administration at the University of Texas at El Paso.

Ken Reese is Communications/Technology Manager at REDCOM Fire&EMS 9-1-1 in Sonoma County, California. Ken is responsible for managing all operational aspects of a County-Wide Fire and EMS Dispatch Center, consisting of 50 Fire Agencies and eight EMS Agencies. Ken has worked in the Public Safety and Local Government sectors for 22 years and comes from a background of Law Enforcement, Local Government, Fire & EMS Communications & Computer Technology with an emphasis on CAD and related technology. Ken is the co-chair of the Sonoma County Public Safety Consortium CAD Committee, which oversees a County-Wide CAD system, consisting of seven independent dispatch centers.
