    Buttery Fleet 20, White Rock Boat Club, and the Corinthian SailingClub welcome you to the 2012 Buttery Single Hand NationalChampionship. The Championship is back in Dallas for the rst timein over 20 years and all hands on deck are very excited you are here.

    This event would not be possible without the active national and localbuttery class.     White Rock LakeA brief history of our little pond...

    A dam was built on White Rock Creek to ensure a continuing supply of water forthe City of Dallas. The site was chosen because it was slightly higher in elevationthan downtown which provided enough water pressure to reach the top of Dallastallest buildings with minimal pumping. The construction of the dam began inspring 1910 and was completed a 1 year later in 1911. The dam is 40-ft high, 15-ft wide, and made of wooden pilings and earth faced with concrete on the reservoirside. In the mid-20s, it was recognized that the lake was inadequate to supplythe citys growing water needs. A new reservoir called Lake Dallas (now LakeLewisville) was completed in 1929.

    During the 1920s and into the 1930s, White Rock Lake was considered to be out inthe country. The city purchased the land surrounding the lake, and in 1919, county

    jail prisoners completed an unpaved road encircling the lake.

    The Navy Reserve Corps of Dallas was established in 1922 and had a dock andnaval station on the lake in the mid-1920s. With 3 cutters and 150 men, this wasone of the largest inland navies in the US. These reservists may have been the rstsailors on the lake

    During the Depression between 1935 and 1942, the Civilian Conservation Corps,as part of the National Park Service, established Camp 2986 beside the lake whereWinfrey Point is now. The 250 young men working there were paid $30 a month.The National Park Service worked with the Dallas Park Board to make manyimprovements around the lake.

    A city ordinance was passed in 1958 forbidding boats with engines larger than 10.5horsepower on the lake. Skis, surfboards and sailboards were also banned. Thelake has since been the domain of sailors, kayakers, rowers and shermen.

    The rst sailing club on the lake was the Dallas Sailing Club (DSC) which was

    formed in 1928. A decade later, the Corinthian Sailing Club (CSC) and White RockSailing Club (WRSC) were both in operation. A fourth club, White Rock Boat Club(WRBC), came along much later - 1961.

    White Rock Boat Club which was formed in 1961 as the brainchild of threemembers of the Corinthian Sailing Club. Two of the founders, the Oetkings, hadalso developed a ne catamaran called the Hellcat and had gone into productionwith growing sales, but they couldnt nd davits at CSC. WRBC was constructednot only to supply reasonably priced davits, but to help sell Hellcats. The club wasconstructed with a few differences from its present conguration. In order to promoteorganized class sailing, WRBC at one time limited the type of boats kept at the club

    to racing classes. In the 1970s, the following classes of sailboats were eligible formembership: Buttery, Coronado 15, Flying Scot, Harpoon, Lido, Lone Star 13, MCScow, M16 Scow, M20 Scow and Rebel. The club remains active on the lake todayand embarked on a major facilities renovation in the 2000s.

    Buttery Fleet 20A brief history of our eet..

    As stated in the 1969 By-Lays the eet was formed for this simple reason:

    The purpose of the Dallas Buttery Fleet is to promote the appreciation of theButtery as a ne racing boat and training vehicle and to provide the organization,machinery, and social apparatus necessary to accomplish these goals.

    In the early 1970s the Buttery was raced at White Rock year-round everySaturday morning with 20 to 30 racers on the starting line for three races. Mostwere from the large number of C Scow and M Scow sailors that in those daysdominated the joint lake sailing program on Sundays. Weve continued ourSaturday morning program ever since, even when the Scow eets dwindled. Theeconomy has caused the number of Butterys to wax and wane, but becauseof the enthusiasm of individual sailors, our eet has persisted. Every eet has aspark plug person and ours in those years was Bob Biegler. Bob would arriveat the lake every week ready to sail and look around wondering why we didntalready have our boats rigged. Dedicated, Bob ounce broke ice on the surface ofthe lake to get out to the race course. Because of his continuing contribution toButtery Fleet 20, Ko Uyeda donated the coveted annual Buttery Sailor of theYear perpetual trophy in his name.

    Another part of the success of Buttery Fleet 20 is because of our spectrum ofsailors ranging from novices to experts. There was always someone availableto give you competition and encouragement when you arrive on the racecourse,especially juniors. The eet has continually sponsored training and friendlymembers were always available for coaching, encouragement and rulesdiscussions, especially during the lunch break between second and third races.

    White Rock Lake has hosted the National Buttery Single-Handed Championshipsseveral times in the past years. Our Lake has produced winners of this eventmultiple times. Mike Uyeda a young local sailor at 17 years old won here in 1976.That year, with 56 boats, we had coverage in Sail Magazine and a cover on theSunday supplement of the Dallas Morning News along with a several page article(see the back of this program).

    The Fleet had many sailors that traveled from White Rock Lake to participate inButtery and other major regattas. Doug Peckover who has won this event twoof the last three years is going to be stiff competition for todays sailors. In Lasershe has won the Masters Worlds and always places high in that competition in hisother Masters appearances. Other winners Paul Forester of Dallas went on to wina gold medal and two silver medals in Olympic sailing. Scott Young, a record 6time winner of the Mens National Championships (Mallory Cup), says the Butteryis the rst boat he ever sailed. Besides winning the Buttery Single-Handedhe more recently crewed in the 2011 Champion of Champions hosted by theCorinthian Sailing Club of Dallas. Robert Johnston of Dallas won J24 Worlds lastyear. Eric Faust, Scott Slocum, Scott Mauney, and Bruce Faust are other localsailors that have won this event on several occasions.

    And now in 2012, the Buttery Fleet 20 of Dallas is honored to once again host theNational Buttery Single-Handed Championships. We hope that all participantswill have an enjoyable time in what should be a championship quality regatta.

    1. RULES

    1.1 The regatta will be governed by the rules as dened in The Racing Rulesof Sailing (RRS).1.2 Rule A2 will be changed to provide that when fewer than ve (5) races arecompleted, a boats score will be the total of her race scores.1.3 Rule A4.2 will be changed to provide that a boat that does not nish or re-tires after nishing will be scored points for the nishing position one more thanthe last place nisher.1.4 Rule 66 will be changed to provide that on the last day of the regatta, a

    request to reopen a hearing shall be delivered (a) within the protest time limitif the party requesting reopening was informed of the decision on the previousday or (b) no later than 30 minutes after the party requesting reopening wasinformed of the decision on the last day.

    2. ADVERTISING

    Advertising will be restricted per ISAF Reg. 20.

    3. ELIGIBILITY AND ENTRY

    3.1 The regatta is open to all boats of the Buttery class that comply with theNBA Class Rules.3.2 Skippers must be in good standing with the NBA. NBA dues may be paid

    when registering.3.3 Junior award is open to all skippers and crew under 17 years of age onJune 10, 2012.3.4 Open division sailors must sail without crew.3.5 Junior skippers may elect to sail with a crew. If a junior elects to take acrew, they must indicate this at registration. The crew must be a junior, must beused for every race, and must remain the same throughout the regatta. Juniorssailing with crew are eligible for Junior awards, but not overall Race or Regattatrophies or awards.3.6 Sail numbers must be properly displayed and may not be changed duringthe regatta.3.7 Eligible competitors may register online at http://eet20.blogspot.com ormail the attached form.3.8 Entries will be accepted through the close of registration on June 9, 2012.

    4. FEES

    The entry fee will be $45.00 and includes all meals for one and a regatta T-shirt. Entries postmarked or completed on the internet after May 15, 2012, orcompleted during registration will be subject to a late fee of $20. Extra mealsand regatta T-shirts may be purchased. When registering by mail, entry feesmay be paid by check or paid during regatta on-site check-in. When register-ing on the internet, entry fees may be paid by credit card, check or paid duringregatta on-site check-in.     9.1 The courses to be sailed will be Windward/Leeward, Triangle. Gold Cup orOlympic.9.2 An offset mark may be used as part of the Windward/Leeward course.

    9.3 A leeward gate may be used as part of the Windward/Leeward course.

    10. SCORING

    10.1 The Low Point System of Appendix A will apply.10.2 Seven (7) races are scheduled, of which one (1) race shall be completedto constitute a series.10.3 Appendix A will be changed in accordance with paragraphs 1.2 and 1.3above.

    11. SUPPORT BOATS

    Team leaders, coaches and other support personnel shall stay outside areaswhere boats are racing from the time of the preparatory signal until all boatshave nished or the race committee signals a postponement, general recall orabandonment.

    12. LAUNCHING AND BERTHING

    Launching and boat storage will be available at the White Rock Boat Club andthe Corinthian Sailing Club. Trailer storage will be available.

    13. RADIO COMMUNICATION

    A boat shall neither make radio transmissions while racing nor receive radio

    communications not available to all boats. This restriction applies to mobiletelephones.

    14. PRIZES

    Prizes will be awarded as follows:14.1 First (1st ) through fth (5th ) places, Tune-Up Winner, Top Junior and TopWoman.14.2 Class perpetual trophies.

    15. DISCLAIMER OF LIABILITY

    Competitors participate in the regatta entirely at their own risk. See rule 4, Deci-sion to Race. The organizing authority will not accept any liability for materialdamage or personal injury or death sustained in conjunction with or prior to,during, or after the regatta.

    17. INSURANCE

    Each participating boat shall be insured with valid third-party liability insurance.

    18. CHARTER BOATS

    A limited number of charter boats are available at no cost on a rst come basis.If interested, contact the Registrar.

    19. HOUSING

    Competitors may wish to consult http://eet20.blogspot.com which lists somelocal hotels. The lake is located in a city park and overnight camping is notallowed.

    SAILING INSTRUCTIONS

    1. RULES

    The regatta will be governed by rules as dened in The Racing Rules ofSailing.

    2. NOTICES TO COMPETITORS

    Notices to competitors will be posted on the ofcial notice board located in theclubhouse.

    3. CHANGES TO SAILING INSTRUCTIONS

    On Saturday, any change to the sailing instructions will be posted at the

    adjournment of the Competitors meeting. On other days of the regatta, anychange to the sailing instructions will be posted before 9:00 AM on the day itwill take effect, except that any change to the schedule of races will be postedby 7 PM on the day before it will take effect.

    4. SIGNALS MADE ASHORE

    4.1 Signals made ashore will be displayed from the race committee boat at ornear the dock.4.2 When ag AP is displayed ashore, it means The race is postponed. Thewarning signal will be made not less than 30 minutes after lowering ag AP.This changes race signal AP.

    5.2 No more than 5 races will be sailed on Saturday and no more than 7 racestotal.5.3 The race committee shall attempt to complete all scheduled races.5.4 On Sunday no warning signal shall be made after 12:00 noon.

    6. CLASS FLAGS

    The class ag will be Numeral Pennant 1.

    7. THE COURSES

    7.1 The attached diagrams show the courses.7.2 Marks 1, o (windward offset), 2 and 3 are to be rounded to port.7.3 Courses will be posted on the starboard side of the committee boat.

    8. MARKS

    8.1 Marks 1, 2 and 3 will be orange spheres.8.2 The windward offset mark (o) will be a white sphere.8.3 The new mark, when used as described in SI 10, will be a black bandedorange sphere.

    9. THE START

    9.1 The starting line will be between a staff displaying an orange ag on therace committee boat and a nearby orange mark.9.2 A boat starting later than 5 minutes after her starting signal will be scoredDid Not Start (DNS) without a hearing. This changes rule A4.

    10. CHANGING OF THE NEXT LEG OF THE COURSE

    To change the next leg of the course, the race committee will lay a new markand remove the original mark as soon as practicable. If used, the offset markwill also be moved to maintain its relative position to the windward mark. Whenin a subsequent change the new mark is replaced, it will be replaced by anoriginal mark.

    11. THE FINISH11.1 The nishing line will be between a staff displaying an orange ag on therace committee boat and a nearby orange mark.11.2 Code ags AP over H own at the nish indicates that races arepostponed, return to the dock. The next warning signal time will be posted onthe notice board.

    12. TIME LIMITS

    12.1 If no boat has passed Mark 1 within 20 minutes, the race will beabandoned.12.2 The time limit will be one (1) hour for the rst boat to sail the course andnish. If no boat nishes within the time limit, the race will be abandoned.12.3 Boats failing to nish within 20 minutes after the rst boat nishes shallbe scored points for the nishing position one more than the last place nisher.This changes rules 35, A4 and A5.

    13. PROTESTS

    13.1 A competitors intent to protest shall be reported to the race committeepromptly upon nishing that race. This changes rule 61.13.2 Protests forms are available at the regatta desk. Protests shall bedelivered to the regatta desk within (30) minutes after the time that the racecommittee boat docks at the end of the day. Protests may be led andhearings held during Postponements Ashore.13.3 The protest committee will hear protests in approximately the order ofreceipt as soon as possible.

    13.4 Protest notices will be posted within 30 minutes of the protest time limitto inform competitors of when and where there is a hearing in which they areparties to a protest or named as witnesses.13.5 On Sunday, a request to reopen a hearing shall be delivered (a) withinthe protest time limit if the party requesting reopening was informed of thedecision Saturday or (b) no later than 30 minutes after the party requestingreopening was informed of the decision on Sunday. This changes rule 66.

    14. SCORING

    14.1 The Low Point Scoring System of Appendix A will apply, as changed by SI12.3 and14.3.

    14.2 One (1) race is required to be completed to constitute a series.14.3 When fewer than 5 races have been completed, a boats series score willbe the total of her race scores. When 5 or more races have been completed, aboats score will be the total of her race scores excluding her worst score.

    15. SAFETY

    15.1 Prior to the warning signal of the rst race each day, each yacht shall sailpast the stern of the committee boat and hail her sail number. Such hail will beacknowledged. Any yacht failing to check-in in accordance with this rule maybe scored Did Not Start (DNS) for that race.15.2 A boat that retires from a race shall notify the race committee as soon aspossible.

    15.3 All junior competitors shall wear a USCG approved life jacket completelyzipped and buckled.

    NATIONAL BUTTERFLY ASSOCIATION RULES

    Since the Buttery Rules were rst written, in the early 1960s, the parentorganization of all sailboat racing, now called the International Sailing Federation,has held the there are two basic class rule systems, One-Design and Open. Inan Open Class, any changes are allowed except what is mentioned in the ClassRules. In a One-Design class, only those changes specically mentioned in theClass Rules are allowed. The Buttery Class Rules, although written before thosestandards were settled upon and including a section on Changes Not Allowed,specically states that the class is One-Design, and as a pioneer class in that

    regard, adheres to the standards of the ISAF with regard to One-Design classes.

    Last modied July 2011 to change Barnett Boats to Barnett Boat Company Inc orits legal successors, and to allow rope bridles, with limits

    In the interest of true one-design sailing, all boats will be the Barnett Butterydesign and will carry the Buttery sail emblem. All changes in the design must beapproved by the National Buttery Association Committee (NBAC).

    INTERPRETATIONS

    In interpreting any point not adequately covered, or wording of obscure

    meaning, the NBAC shall consider the intended rather than any technicalmisconstruction that might be derived from the wording and shall bear in mindat all times, that the basic principle of the specications is to maintain the class,within reasonable limitations, as a standard equalized one-design class.

    RACING RULES

    Racing Rules as set forth by the International Sailing Federation, as adoptedby US Sailing, will be followed at all regattas. Any alteration of these Rules onan experimental basis must be approved by the NBAC, or, if not available, bythe local Race Committee

    In cases where there is both a skipper and crew on the boat and they are

    racing as a team on the boat in every race of a regatta or series of races,either may act as skipper in any one entire race. In the team situation, only oneperson may act as skipper during any one entire race. Other than the teamsituation, the registered skipper must act as skipper during the entire regatta orseries. The crew, if any, may be changed from race to race.

    SINGLE HANDED EVENTS

    In single handed events, no minimum weight limits are required of the skipper.The same skipper must sail single-handed in all races of any regatta or series-- no substitutions may be made. In the junior division, crew may be used. If a

    junior skipper uses a crew, the same crew must be used for the entire regatta.Junior skippers and crew may not be 17 on the rst day of the regatta. (Added2003)

    OPEN EVENTS

    In open events, the boat may be sailed either single-handed or with crew,without weight limitations, in any race of the regatta or series, but the skippermust be the same person for all races.

    JUNIOR EVENTS

    In junior events, the boat is sailed double-handed, that is, with 2 personsminimum on board for all races of the regatta or series, with no weightrequirements. No one on board may have reached their 17th birthday before orduring the event.

    SAILS

    1. Only sails obtained from Barnett Boat Company Inc or its legal successorseither direct or through an authorized dealer, or certied by the class secretarybefore February 1, 1968, will be legal. (Sail measurements are kept on le atBarnett Boat Company Inc or its legal successors.) Sails may not be alteredfrom stock other than normal repairs.2. Only one sail shall be used in a regatta or race series.3. Leach adjusting or reeng mechanisms are not allowed.4. Sails may not be rigged loose footed.5. Only one sail may be set at one time.

    6. Sails must be set on the mast fully-hoisted to the mast head during racing;the height of the boom on the mast shall be controlled only by the bolt rope andluff of the sail, and the downhaul line, it is not allowed to x the height of theboom with anything around the mast or in the sail track. (Added 2006)7. A window is allowed; it must be set in the lower, front section of the sail, withthe bottom no more than 6 above the boom sleeve, with a maximum size of168 sq in. (Added 2006)

    HULL

    1. Molds for hull to be built only from plugs initialed by the NBAC.2. Hull minimum weight -- 140 pounds. Hull weight is measured less sails butshall include mast, boom, standing and running rigging, center board, rudder,

    tiller, and all hull ttings and otation equipment excluding life jackets. Boatsare to be bailed completely dry.

    CHANGES NOT ALLOWED

    Daggerboards and rudders may not be reshaped, nor may the edges berounded or sharpened.

    Outriggers, trapezes or any additional hand or foot rails other than standardequipment, may not be used for racing.

    No special arrangements for intentionally bending the mast are allowed.

    The sheeting system may not be altered (see CHANGES ALLOWED).

    The points of attachment for the stays may not be changed. The stays and

    xed adjusters may be any xed length.

    The boat must be raced with the rudder fully down.

    CHANGES ALLOWED

    Tiller hiking sticks of any length may be added.

    Hiking straps may be added either (1) a single strap athwartship attached oneach side at a point along the length of the handrail only, or(2) two independentstraps (or loops) each attached at a point or points along each handrail, but notconnected with each other athwartships. No other hiking assist is allowed.

    The outhaul may be modied to the extent of adding a cleat anywhere alongthe length of the boom to be connected to the sail clew by a single purchaseline led through the outhaul casting.

    Forestay tighteners may be used.

    Tell tales and/or wind vanes may be added for the determination of winddirection.

    A boom vang with any type block and jamb cleat may be added. The vang mustterminate at a single point on the mast or extension thereof and at a singlepoint on the boom.

    Mast otation tips may be used to facilitate righting a capsized boat providingthey do not increase sail area.

    Special mooring cleats, lights, life preserver cushions and any convenience orsafety device that does not increase performance of the boat may be added.

    Any material may be used for sheets. Any non-metallic material may be usedfor the halyard.

    An instant-release snubbing block may be used on the mainsheet, providedthat the sheeting arrangement is not altered.

    The internal mast stiffener is optional.

    A single xed block or lead for the mainsheet (with or without a cleat) canbe placed anywhere along the centerline of the boat from the aft end of thedaggerboard trunk to the aft end of the cockpit. Two (2) xed cleats for themainsheet can be placed anywhere on the deck.

    Bridles may be made of rope or wire and shall be attached using only theexisting attachment points on the deck. Bridles shall not be adjustable whileracing. The minimum height of the bridle above the deck at its center shall be 41/2. (Added 2011)
