    NORTHUMBERLAND - A survey and recommendations about the food sectorin Northumberland contain "some pretty powerful employment numbers" andthe capacity for growth, representatives of the county's economicdevelopment and agriculture department say.

    "In just 363 local food businesses across the region (City of Kawartha Lakesto Frontenac) there were over 4,200 jobs," Trissia McAllister toldNorthumberland County councillors Wednesday. "In Northumberland alonethere are more than 650 permanent full- and part-time jobs connected to thelocal food (industry) in the 77 businesses we surveyed."

    The survey included food growers or producers, retailers, restaurants andprocessors.

    If every Northumberland County household spent just $10 a week on localfood, it would put an additional $16.4 million into the economy in a year, shesaid about the capacity for growth.

    That compares to about $155 million in gross receipts going into the economyfrom agricultural producers alone, according to the 2011 Statistics Canadareport, McAllister said in an interview following her presentation.

    Trissia McAllister outlines a food producer survey and recommendationsduring Wednesday's county council session. Both she and the county'seconomic development director Dan Borowic stressed the discovery ofpowerful employment provided by the sector and capacity for more.

    A global figure for Northumberland including all those in the local foodindustry was not available.

    "Just by participating, we increased awareness of local food…. Hundreds ofpermanent jobs, millions of dollars into the economy, and strong communitysupport: that is Local Food in Northumberland County," McAllister stressed tocouncillors.

    The 180-question survey discovered from respondents that:

    • nearly 70% were located in the countryside;

    • almost 100% found the quality of life in Northumberland excellent or good;

    • just over 70% found municipal taxes and transportation costs fair or poor;and

    • almost 70% found access to suppliers good or excellent.

    Among recommendations from the committee overseeing the food project'sretention and expansion initiative were:

    • working with stakeholders to capitalize on the positive attitude of surveyrespondents;

    • improving the links between food industry stakeholders;

    • training to fill in the skills gap in local food sector businesses;

    • sharing best practices;

    • educating the public about the benefits of local food; and

    • developing infrastructre such as value-added processing and developingagri-food incubators.

    Port Hope Mayor Linda Thompson said the good news revealed by the surveyabout employment in the food sector was important.

    Cramahe Mayor Marc Coombs called the survey a good first step towardpursuing food incubator operations such as those he saw recently in Vermont.

    Regional Local Food Survey Confirms Economic Impact NEWS Cobourg – During a presentation Thursday, August 16th, results of the Regional Local Food Business Retention and Expansion (BR&E) Project were reported with significant findings useful to both local communities and the entire Eastern Ontario region. The purpose of the initiative was to increase awareness of local food, identify opportunities for business growth, job creation, and to develop partnerships. Businesses in the study area from Kawartha Lakes to Frontenac that produce, process, distribute or promote food from local communities were asked to participate in a Local Food Business Retention and Expansion (BR&E) Survey. Developed in conjunction with the Ontario Ministry of Agriculture, Food, and Rural Affairs (OMAFRA), these surveys identified the strengths and challenges faced by participating businesses. The BR&E Tool is typically used to develop economic strategies to help industries thrive and is proven to be successful in Ontario. By conducting the survey in a regional partnership, each community benefited from the information garnered for internal development but also received information on overarching themes and goals across the region. QUOTES “I’m excited to see that the key findings confirm significant economic impact by the Local Food Sector and actions identified within the Recommendations will lead to additional jobs, innovation, productivity and additional food security,” says Warden Gil Brocanier of Northumberland County Dan Borowec, Director of Economic Development and Tourism for Northumberland County, the lead municipality in the project, feels that “the regional collaboration has led to the development of significant partnerships and strategies that will have long term benefits.” “This confirms that local food is truly multi-sectorial and cross-jurisdictional. It bridges urban and rural interests and offers a multitude of opportunities in economic and workforce development,” says Anne McIntosh, East Central Ontario Training Board. The Regional Local Food BR+E was funded in part by Northumberland County, the Province of Ontario through the Ontario Market Investment Fund, the East Central Ontario Training Board, The City of Kawartha Lakes, Kawartha Lakes Community Futures Development Corporation, Trenval Community Futures Development Corporation and Sustain Ontario.

    NORTHUMBERLAND — Northumberland County, the lead agency of a local /regional food and business retention and expansion program, gathered itspartners together last week to set the stage for an action plan to create morejobs.

    "It's pretty much given, the importance of agriculture and food in our county,"Northumberland's economic development director, Dan Borowec, told peoplefrom Northumberland, plus partners from the counties of Hastings, PrinceEdward, Peterborough, Lennox & Addington, and Frontenac, as well as thecities of Belleville, Quinte-West and Kawartha Lakes.

    The event was held Thursday morning in the Northumberland Countyheadquarters in Cobourg and was well attended. It included regional fooddisplays from wine and cheese to grains, beef and dairy.

    The research accumulated through the project's survey has provided a betterunderstanding of the food and agriculture mix and produced the hard datawhen lobbying or advocating for action, Borowec said.

    Among the encouraging figures is that the region's food growing, processingand preparing business already accounts for 4,200 regional jobs, the county'sagriculture business co-ordinator Trissia McAllister said.

    "Local food is a big employer," she said.

    It also appears the local / regional food industry is set to grow, with 51% ofsurveyed businesses reporting they plan to expand during the next threeyears, the audience was told. Only 5% expect to downsize and the rest tomaintain the status quo.

    One of the major barriers to growth is the "seasonality" of food produced inthe region and the goal is to find solutions to extend the market season andincrease the food supply. Other impediments include access to financing andred tape, the group was told.

    During a previous interview, Borowec said that a regional kitchen andprocessing facility could let smaller producers book time in the regionallysupported facility where fresh product might be put into another form for salebeyond that when freshly picked. (Some ways to do that include canning,pickling, preserving and freezing.)

    McAllister said the next stage is for stakeholders to address each of therecommendations that came out of the survey and that requires continuedleadership, a sentiment echoed by Ontario Ministry of Agriculture and Foodand Rural Affairs, Karen Fenshaw. She offered continued support, on both alocal and regional level, to developing the expansion of local foods.

    Borowec noted that in addition to leadership, the key is for others to pick upon the vision contained in the recommendations.

    "Our role is to inspire others to get on board," Borowec said.

    "We are at the possibility stage. We need to keep the momentum."

    Food survey provides information for local businessesAugust 22, 2012

    (KAWARTHA LAKES) Information gathered from the recent regional Business Retention and Expansion Projectwill help local businesses linked to the food industry build for the future.

    The project, which involved food industry groups spanning the entire eastern Ontario region was designed toincrease awareness of local food, identify opportunities for business growth, create jobs and developpartnerships.

    Businesses in the study area from Kawartha Lakes to Frontenac that produce, process, distribute or promotefood from local communities were asked to participate in a survey that was developed in conjunction with theOntario Ministry of Agriculture, Food, and Rural Affairs (OMAFRA). The surveys identified the strengths andchallenges faced by participating businesses.

    By conducting the survey in a regional partnership, each community benefited from the information garneredfor internal development but also received information on over-arching themes and goals across the region.

    "I am pleased to see that the key findings confirm the actions identified within the plan will lead to new jobs,innovation, productivity and additional food security," stated Mayor Ric McGee.

    Kelly Maloney, City agriculture development officer, believes "the regional collaboration has led to thedevelopment of significant partnerships and strategies that will have long-term benefits and only adds to theconcept that food has no borders."

    The project was funded in part by Northumberland County, the Province of Ontario through the OntarioMarket Investment Fund, the East Central Ontario Training Board, The City of Kawartha Lakes, KawarthaLakes Community Futures Development Corporation and Sustain Ontario.

    NORTHUMBERLAND -- The survey results arein and the recommendations made, now it's upto each of the partners who took part in thelocal food project to carry out an action plan.

    "It's one thing to inspire people to dosomething, the real key is to make sure thereare followers who pick up on the inspiration,"said Dan Borowec, director of economicdevelopment and tourism for NorthumberlandCounty, speaking at a gathering that includedregional elected officials and municipal staff inCobourg Aug. 16.

    There's nothing like good research to changepolicy and obtain private and public sectorinvestment, he told approximately 40 peoplewho attended a presentation of the resultsfrom the Regional Local Food BusinessRetention and Expansion Project.

    The general recommendations address theneed to: create partnerships; facilitateopportunities for investment; developinfrastructure and facilities; expand the season and markets for local food; improve access to financing; trainstaff; and reduce red tape.

    The findings and recommendations are contained in a 1,650-page report that can be downloaded fromwww.proudlynorthumberland.ca/pages/bre.aspx.

    Northumberland's agricultural and creative economy co-ordinator, Trissia McAllister, said in an interview theCounty's economic and tourism department"will be leading the charge"in putting together specific projectslocally in consultation with interested stakeholders. She envisions a number of ad hoc committees beingformed to come up with proposals.

    "We haven't developed a timeline to this point, but I estimate we would be addressing the recommendationsof the study over the next three to five years,"she said.

    "The volume of information that we have, which is still under analysis in some quarters, will give you theopportunity to drive many of these recommendations forward based on facts, not on anecdotal stories orfiction," Mr. Borowec said. "Our next stage is to go forward with the possibilities that exist for all of us."

    The information was collected in surveys conducted over 41 weeks, involving 171 volunteers and 363businesses that employ 4,200 people.

    The results provided a better understanding of how critical the food component is to the region's economicmix, Mr. Borowec said. "Food is power."

    Northumberland was the lead for the project, which included the counties of Hastings, Prince Edward,Peterborough, Lennox and Addington, and Frontenac, and the cities of Belleville, Quinte-West and KawarthaLakes as partners.

    Karen Fischer, agricultural and rural economic development adviser with the Ministry of Agriculture, Food andRural Affairs, said the project "is a great example of regional collaboration knocking down boundaries that areartificially created."

    The ministry sees it as a pilot project for developing best practices that can be applied across the province,she said.

    The project increased awareness of local food and the many good news stories that are out there, Ms.McAllister said.

    "We know there are more good news stories to come, hundreds of permanent jobs, millions of dollars in thelocal economy, and strong community support."

    Support for local food is already strong in eastern Ontario, she said, "but we need to keep up the momentum.This is just the beginning."

    "Ten years ago agriculture wasn't really on the map as far as county programs," Cobourg-area farmer PaulBurnham said afterward. "With this evolution I see great prospects for local food opportunities."

    If Northumberland County Council approves a business proposal thisWednesday, and the funding can be found, Cramahe Township will be thehome of a new agri-business incubator/food processor next year. The county will be considering a plan to locate a 15,000 square-footfacility in the Cramahe Industrial Park that would providerefrigeration/freezing capacity, allow processed foodproduction, and include meeting/office space. There will also be room for aprivate-sector business, if all goes as planned by the county Director ofBusiness Development and Tourism, Dan Borowec. It would be housed inthe Real-Flex building, already approved by Cramahe Township, but notyet built. The county did an extensive 12-month survey from Frontenac to theKawartha Lakes and found that there is a need for a facility to enhancelocal food production. It would serve Northumberland, Quinte, PreinceEdward County, Hastings County and Peterborough. It would supportvalue-added production and offer business services for the industry. If the project is approved the venture is expected to create new businessopportunities and employment, and broaden product offerings. It willencourage more investment in agriculture in this area and provide afacility where entrepreneurial efforts can be realized. Cramahe Mayor Marc Coombs sit on the county council.     partners from the public and private sector, and include all levels ofgovernment. Businesses will be able to rent cooling, freezing, cooking andpackaging equipment on a cost-recovery basis. The operations would begoverned by a board of directors. The plan being set before Northumberland County Council on Wednesdaycalls for the facility to be operational by the third quarter of 2013. Theproposed budget for 2012-12 is $350,000 and includes $250,000 inequipment. To get the project moving the county must approve the motion to allowMr. Borowec to apply for about a quarter of a million dollars in grantmoney to go along with $100-150 thousand of county money. TheSeptember 19 report to council outlines four possible sources to obtain the$250,000 needed for the green light. The county portion is alreadyavailable due to savings in other areas. The county financial forecast predicts the project will do better than breakeven from the anticipated start in the second half of 2013.

    NORTHUMBERLAND - The next step in the agricultural business retentionand expansion marketing study on local and regional foods is the creation of aproduction/education facility and Northumberland County councillors are beingasked to take that step.

    The county level of government's approval is being sought to fund (leasehold)construction and the initial operation costs of this agri-food incubatorproposed for the Colborne Industrial Park. The anticipated 15,000-square-footfacility would house production, refrigeration and freezer space, pluseducation and meeting spaces.

    A consultant has already provided the business case which includes thefinancial stability model, human resources and equipment needs, along withsite preparation, and has interviewed potential user groups, states a reportcouncillors will review Wednesday.

    "The facility would provide space for the Business Advisory Centre ofNorthumberland to assist in the pricing, marketing and product developmentof specific items from emerging businesses," states the report authored by the

    Cramahe Township assumed a lead role in the financing of a proposed15,000 square-foot food processing facility when Council agreed to applyfor a major Trillium grant and signed a three-year collaboration agreementwith the County of Northumberland. At a special meeting on October 29,council voted unanimously to make a grant application for $150,000 overthree years. If the application is successful, the money will be used to paystaffing and youth employment at the location in the Colborne IndustrialPark. Trillium will announce its decision in 12-15 weeks. Economic Development and Tourism Director Dan Borowec and hisindefatigable assistant, Trissia McAllister were at council on Monday toupdate council on plans for the food processor and business incubator. Cramahe Now first reported the story on September 16. Read story. County staff have been exploring the possibilities and conducting researchto test the feasibility and need for a local food processor and businessincubator. Mr. Borowec admitted that the niche food processing aspect istaking a bigger role than his team had anticipated when they started workon the project. Originally they had looked at a business incubator only butsoon realised it could not break even. In the proposed configuration andallowing for multiple revenue streams, the operation is projected to beself-sufficient soon after it opens its doors, as early as September, 2013. If it does come into being it will be overseen by a board composed of twoCramahe representatives, two from the county and one from theNorthumberland Federation of Agriculture Production space will be rented at $50 per hour. Freezers/refrigerators willbe booked at $3 per square foot.

    If the funding comes together, the facility will allow farmers and foodprocessors from Kawartha Lakes to Frontenac to rent space and equipmentseasonally on an as-needed basis. They can bring in fruit and vegetablesfor processing, packaging, flash freezing, refrigeration, and storage,paying a cost-recovery rate for equipment usage. Mr. Borowec explained that the facility will allow for the preparations ofraw foods, an increasingly lost art. At the same time it will meet the needsof consumers who want to know where they are getting their food. Heenvisions that it might one day be the location of a regional wholesalefarmers’ market. The facility will allow growers to extend the selling period for their crops. The project is expected to have numerous peripheral and spin off effects. There will be tie-ins with food preparation training at the area colleges andwith the local health unit. There will be greater local food availability andprobably increased investment in the local ag industry. There will bevalued-added opportunities in the food industry, too. Implementation hinges on getting adequate funding to pay for the plannedoperation. The County has earmarked $150,000, and funding is beingrequested from the Eastern Ontario Development Fund ($165,000),Northumberland Community Futures Development Corporation ($100,000),and inquiries have been made at the Eastern Ontario DevelopmentProgram ($100,000). The Trillium funding falls under grants for sustainable community projectsfor skilled youth professions. The general manager hired will operate thefacility, supervise internships, create community gardens and support thelocal food movement. In the lengthy analysis done to date, Cramahe was identified as thedesired location, with the goal to locate in a planned building in theindustrial park close to the 401. Over half of the 668 ag and food-related businesses responded to theinitial survey, identifying the region from Kawartha Lakes to Frontenac asa good or excellent place in which to do business. Respondents discussedplans, considered obstacles to growth and provided the backgroundinformation about their businesses which allowed the steering committeeto come forward with the current proposal, one that is unique in easternOntario.

    The timelines were tight on the Trillium grant request, with a November 1deadline for application in this round. All work on the application washandled by Northumberland County staff. Cramahe Councillor Clinton Breau asked if Cramahe would be expected tomake a financial contribution to the project. Mr. Borowec acknowledgedthat he didn’t know. It would depend on any arrangements the townshipmakes with the developer who is building the building which will house theoperations. Mayor Marc Coombs told council that none has been spent by thetownship and council will decide on any arrangements to be made with thedeveloper. The Northumberland County money will be used as the localcontribution required for any matching grants. Councilor Ed Van Egmond was interested in the equipment which might behoused i the building and suggested a need for a quick-freeze unit and adehydrator. In response to that request and a question from Councillor Pat Westroperegarding a roasting capacity, Mr. Borowec noted that they were still inthe planning stages.

    COBOURG — Making the leap from farmer to processor is about to get a little cheaper, thanks to a pro-posed 15,000 sq. ft. agri-food incuba-tor with cooking, chilling, freezing, and storage capacity.

    It’s a boost to the local food move-ment that could put more money in farmers’ pockets, says Trissia McAl-lister, the agriculture and creative economy co-ordinator with Northum-berland County, which spearheaded the project as part of a 16-month long, regional study that spanned three cit-ies and six counties — which spans an area the size of Vermont.

    With commercial bakery and cooking equipment, a fl ash freezer, food scales, a labelling machine, re-frigeration and storage space at their disposal for a yet-to-be-determined rental fee, farmers can trial run new ideas without the thousands-of-dollars in investment or health and safety approvals they’d need to get

    started on-farm. McAllister says value-added may

    be as easy as slicing, peeling, packag-ing, or even washing fruits and veg-etables before they head to market. When she was a child, her mother used to do a smell test when buying a bag of potatoes at the grocery store.

    “If it smelt like dirt, you were in good shape. Now when I open that bag of potatoes, they’re the cleanest potatoes I’ve ever seen,” says McAl-lister. “That’s a little bit of a markup farmers can put on the product, rather than the processor paying someone to wash or slice it.”

    When the incubator opens its doors in 2014, the Business Advisory Cen-tre of Northumberland will be on site to give marketing advice to budding entrepreneurs.

    Funding applications are underway to make up a portion of the $400,000 to $500,000 price tag for the incuba-tor, which will lease space in a yet-to-be built facility in Colborne, just off the 401 Hwy, near the Big Apple.
