2012 Biopower and Wind Program

Biopower Program• Biopower Working Group will be held on Wednesday, February 29 from

Wind Program Update• The NJBPU has decided to continue the HOLD on the Wind Program until

the results and recommendations from the forthcoming NREL forensic studythe results and recommendations from the forthcoming NREL forensic study on the two turbine failures has been completed

Proposed New Rule Amendment-Meter Requirements

• Scheduled for NJBPU review and approval early 2012

• Once adopted, a letter will be sent out by the Market Manager to all customers in this grouping (approx 7000) and an email sent out to all installers/RE listserv, etc.

• PJM-GATS will send out an email to their subscribers

Th d R l A d ld li i h f d i i f l i h• The proposed Rule Amendment would eliminate the use of production estimates for any solar systems six months from BPU board adoption of those amendments and the amendment is published in the NJ Registry

• All projects regardless of program, project status and system size will be required to install a revenue grade meter that is certified to the ANSI C12.1-2008 standards . This is an additional meter from the utility meter.

• All customers will be required to use actual production

• Customers will not be required to submit any paperwork or photos to the MM if the system is installed and project complete

New Jersey Renewable Energy Manufacturing Incentive (NJREMI)

• If the project includes certified NJ manufactured products and seeks the NJREMI incentive, proof of purchase documentation must be submitted together with a REIP Application form, indicating who will receive the incentive. These documents must be submitted with the Final As-Built paperwork packet

• To be eligible to receive the NJREMI incentive the project must have received an SRP acceptance letter prior to 12/31/2011

• A fully compliant Final As Built packet must be submitted on or before the earlier of 1) expiration date listed in the original SRP acceptance letter or 2) March 31, 2012. NJREMI payments will not be processed for any Final As Built submittals after March 31 201231, 2012.

SREC Registration Program (SRP) Extension Policy

• Projects will be given 12 calendar months to be completed and Final As Built paperwork submittedsubmitted

• If the project was accepted in the EDC SREC Based Financing Program (ESFI), the ESFI commitment will be made for a period of 12 months from the date of the EDC contract and the SRP project expiration date will be extended to match the expiration date of the EDC contract expirationexpiration

• If the project cannot be completed within the initial 12 month period, the registrant/contractor may apply for an extension

• The extension request must be submitted to the MM prior to 5pm on the expiration date of the initial SRP acceptance letter and must include detailed documentation regarding the reasons for the delay

SRP projects ill be eligible for a 6 month e tension from the original e piration date• SRP projects will be eligible for a 6 month extension from the original expiration date

NOTENOTECORE and REIP Projects are subject to the extension policy approved by the board order dated 6/21/2011

2012 Electrical Contractor Requirement

• Pursuant to N.J.S.A. 45:5A-2(d), which states that solar PV systems are by definition electrical work and requires any person engaged in installing, erecting or repairing such equipment to be an electrical contractor under the provisions of the Actprovisions of the Act

• The electrical contractor listed on the SRP Registration form must have a valid business permit and hold a non expired license from the NJ Board of p pElectrical Contractors

• The NJ Electrical Contractor license number and name of license holder will be required on the SRP Registration form
