DAMEN SHIPYARDS IS ON THE MOVE IN THE OFFSHORE AND OFFSHORE WIND INDUSTRIES Offshore Energy 2012 sees Damen Shipyards coming back for the 4th time. Currently, Damen is building a series of Platform Supply Vessels for the Brazilian market in cooperation with Wilson, Sons, as well as various (seismic) survey and support vessels. In addition, six PSVs of the newly designed PSV 3300 Clean Design series are being built for Norwegian client WWS. As to offshore wind, the High Speed Support Vessel 2610, a catamaran with a double Sea Axe bow, has proven its worth in wave heights over 2.5 m. Within weeks, Damen will present a new, smaller Twin Axe design. LARGEST HEAVY LIFT CRANE IN EUROPE OPERATIONAL AT BOW TERMINAL In 2012, BOW Terminal has invested in the largest fixed heavy lift crane of Europe (Gottwald MK 1500 crane), with 1200 tons lifting capacity. The crane is in use as of April 2012. BOW Terminal, operational since 2010, is excellently located on the North Sea coast in Vlissingen at the mouth of the Western Scheldt, with direct access to open sea, without any locks or bridges. The availability of permanent heavy lift capacity makes this terminal a perfect location for offshore (wind) and heavy lift projects. In 2011/2012, BOW Terminal facilitated the construction of several offshore projects, such as Sheringham Shoal, Lincs, London Array, MORL, Teesside, South Arne and Ekofisk. On 19 March the dutch minister of economic affairs Maxime verhagen opened a new test facility of Marin, the well-known Maritime institute of The netherlands. The new depressurized Wave Basin is an impressive and unique facility, ready to be used for testing of propellers, shipboard noise, offshore structures and many other issues. This facility is part of The netherlands maritime knowledge infrastructure, and serves clients from The netherlands and abroad.

Surrounded by concrete walls of 1,5 m thickness, mr. Verhagen stated that this facility will strengthen the position of the Netherlands maritime industry. the cooperation between the industry, knowledge centres such as MARIN, and the government has contributed to the leading position of the industry in the world export markets. these three stakeholders have to renew and strengthen their relationship continuously in ever changing and very demanding conditions. Why do we need such a strong national cooperation in a truly international and global business?

the key to success for the industry is to make the right choices in a very competitive world market. the dutch companies have made the choice to specialize in niche markets that require complex and sophisticated ships. Examples of these are offshore work ships, dredgers, mega yachts, tugs, coastal and inland ships and ships for governmental services and defence. Recently a new category of ships has been added: ships for installation and maintenance of offshore wind farms. Another high potential market is deep sea mining.

there are other factors contributing to this success. the ship designers, shipyards and suppliers have to be flexible and innovative to make a difference both in development of products and in improvement of the building process. In addition the innovation process will accelerate when clients and suppliers are involved. dutch companies are well-known for their ability to communicate effectively with clients.

Innovation is enabled by a strong basis of industrial R&d programmes. Knowledge institutes are key in organizing pre-competitive R&d. this is done in Joint Industry projects, in which a number of companies, end users, class societies etc. cooperate. Many of these are organized by institutes such as MARIN and tNO, and involve international partners. Leader firms as well as various high tech SME’s participate in these projects. Some of these projects are carried out within the EC framework programmes, together with partners from all over Europe. the industry initiated four innovation themes: the clean ship, the smart ship, offshore resources and the smart port.

the industrial R&d will only be successful when based on scientific research in a number of technology areas. this is in my view primarily a responsibility for the government. In the dutch industry policy the government promised to take care of focused fundamental technology development for the priority industrial areas. A sound structure for development of fundamental knowledge at universities will contribute to the delivery of highly qualified engineers. Many talented foreign students complete their studies and find their way to the industry. the government supports these ideas but is bound by severe budget cuts.

the role of the government is not limited to the funding of fundamental knowledge and education. their responsibility is also to develop regulations for safe and clean operations of ships, mainly within the IMO framework. Regulations that will often stimulate development of innovative solutions. Another role is to act as launching customer of new technologies by setting high standards. And last but not least the government has to guard a level playing field in the world markets.

the dutch maritime industry has a strong position in the main export markets and will grow mainly in their international branches. they will however foster the fundamental knowledge, invest in cooperative industrial research and keep on building complex ships and systems in the Netherlands, in cooperation with the centres of knowledge and the government. their view is towards upcoming markets and to promote the maritime industry worldwide. the dutch maritime cluster is promoted with the branding campaign Maritime by Holland. Maritime by Holland is a joint initiative for 11,000 companies powering the maritime cluster in Holland. together, they generate social and economic value for clients worldwide through an combination of expertise, imagination and collaboration. Visitors of Offshore Energy can visit the Maritime by Holland pavilion and experience the key characteristics of the dutch maritime industry: innovation, cooperation and most of all, top quality!

Is the success of the dutch maritime industry fully explained by these factors? I do not think so. A major factor is that the dutch, our culture and our economy are connected strongly with the sea. the sea that offers many opportunities and challenges. the speech of mr. Verhagen concluded with an interesting observation: the X-factor is our ability to innovate, our power to achieve and our national identity. Water is in our genes.
