2012 was an exciting year for the Eau Claire Community Foundation! We completed our 15th year with over $1.1 million in donations, one of our highest years since the Foundation’s establishment. Thank you for your commitment, which helps us continue to provide
grants to nonprofit organizations throughout the Eau Claire area.
We would like to share 2012 highlights:
We are very excited to announce the Board of Trustees’ recent approval of a 4% distribution policy for 2013, up from 2.5%.
As we move forward, our focus is to keep our expenses under 3% of our net assets each year. We strive for efficiency to keep our operational costs down. We have streamlined our grantmaking
process, reducing and in some cases eliminating paper costs. We
also expanded the use of our software grant module.

We completed recertification of our compliance with National Standards through the Council on Foundations.
More than $210,000 was awarded in grants to 48 nonprofit organizations.
The 11th Annual Children’s Legacy Luncheon was held in April. Our upcoming Luncheon will be on April 18, 2013!
The Women’s Giving Circle celebrated their 5th anniversary.WGC membership is the highest ever, with over 160 members.
The Eau Claire Public Schools Foundation now has over 30 Founding Partners.

The Bien family
My wife and I have been part of the Eau Claire community for most of our lives. We have been blessed in life with three healthy children. The Eau Claire community has provided our family with a quality of life well beyond our expectations. As young professionals, we were fortunate to have good mentors for our careers (namely Joe Stienessen & Jim Pinter), a church to provide a great spiritual foundation for our kids, and a belief that it is our duty to give back to a community that has been so good to us.
In addition to serving on numerous boards and being involved in other organizations that require our time, we wanted to pass on that sense of purpose and financial responsibility to our children in
the event we passed away before we had a chance to instill those values in our kids. Therefore, we started out by simply designating the Eau Claire Community Foundation as a beneficiary on a life insurance policy. Since that time, we have funded our Donor Advised Fund on an annual basis and plan to continue to do so.
We will continue to educate our children about the fund and provide them with the opportunity to become engaged in this process by making suggestions annually for distributions to organizations that are important to them, and that they have done research on. We also believe this process will provide a fun, and meaningful, annual conversation piece for our family.

Give Back for ImpactcHARITABLE FunDs Giving through the foundation is easy
The Eau Claire Community Foundation holds more than 140 charitable funds ranging in size from $10,000 to more than $1 million in assets. When an individual, family or business creates a charitable fund, they give it a name and a purpose. Each fund is as unique as the donor who creates it! The Foundation invests these funds in one of our three investment pools. Every year, a portion of each fund is used to make
charitable grants according to the wishes of the donor.
Acorn Funds are starter funds that grow over time. Donors can invest as little as $500 up front and add tax deductible contributions each year for approximately 5 years. When the Acorn Fund reaches its minimum amount in gifts and earnings for its fund type, granting can begin. Please refer to the table below for details.
If you prefer not to create a fund, we welcome donations to the Foundation’s Community Fund, which serves the greatest needs of the community and the Operations Fund, which helps to support the operations of the Foundation.

The Eau Claire Public Schools Foundation (ECPSF) is an independent non-profit foundation dedicated to promoting learning opportunities for students in Eau Claire Public Schools by fostering supportive relationships with the school district, its alumni and the community; raising funds to provide learning opportunities for students, teachers and staff; and awarding grants for innovative projects. The ECPSF was formed by a group of committed community members who believe that supporting the educational needs of school children will build a better community for all. Our Founding Partners came together to build a strong base of support through the Fund for Today and the Endowed Fund for the Future. The Fund for Today supports current student needs, and the Endowed Fund For the Future supports future student needs.
The ECPSF Fund for Today and Endowed Fund for the Future support the Eau Claire Area School District in a variety of meaningful and creative ways. The results of these contributions include a growing endowment fund, purchase and installation of a new playground at an elementary school, gifts of appreciated stock that are bringing art and music opportunities to under-resourced elementary and middle school students, and funds for the greatest needs at every school in the district. All this is possible thanks to gifts large and small from members of the community.

WOMEn’s GIvInG cIRcLE2012 circle leadership:
WGc Grants Awarded In 2012Eau Claire Children’s Theatre:This grant will fund ECCT’s “Rising Star Productions,” bringing the program to Longfellow and Lakeshore Elementary Schools. The after-school enrichment component allows 50 students to be part of a full-scale theatre performance produced in one week. The School Day Residency component includes 10-hour-long theatre workshops that involve students in theatre games and creative drama activities in the classroom.
Eau Claire County aim Court:The 2012 AIM Court grant will be used for financial literacy training, forging relationships with area landlords, and incremental financial stipends for AIM participants who successfully complete budgeting counseling. This program aids in the success of current AIM participants by teaching financial responsibility and linking participants with safe, suitable, and affordable home environments.
literacy volunteers-Chippewa valley:The “Worthy Work for Mothers” program will teach English instruction, computer, employment, and career development skills to women of diverse low-income families. This program will equip women with the skills and certification to pursue careers in food handling, health care, light manufacturing, and early childhood day care.
lutheran Social Services:This grant will assist women in the Chippewa valley to access licensed AODA (Alcohol and Other Drug Abuse) treatment in a gender-specific, trauma-informed manner at Lutheran Social Services Touchstones Center. The program consists of 36 sessions of primary outpatient treatment, followed by 16 weeks of continuing care. Program goals include increasing sobriety, securing safe housing, becoming employed, decrease in correctional system involvement, as well as improvement in overall well-being and family relationships.

or philanthropy on behalf of children in the Chippewa valley. The 2012 Honorees, pictured below,
are known and respected for their lifelong commitment to children and families. In addition to
receiving the “Outstanding Achievement Award” at the Children’s Legacy Luncheon, each Honoree
is invited to recommend a $500 grant from the Eau Claire Community Foundation to a non-profit
organization of their choice.
2012 Children’s Legacy Luncheon grant recipients were the Eau Claire Public Schools Foundation
Fund for Today, Children’s Dyslexia Center, Inc., North High School Band Parents, Inc., United
Cerebral Palsy of West Central WI, Special Olympics - Indianhead Area, and the L.E. Phillips Memorial
Library - Children’s Library.
The Luncheon also raises money for the Children’s Legacy Endowment Fund at the Eau Claire Community Foundation, which supports grants to programs that serve children. The 2012 grant recipient from the Endowment Fund is the Boys and Girls Club of the Greater Chippewa valley.

cHILDREn's DysLEXIA cEnTER:“The Children’s Dyslexia Center of Upper Wisconsin, as a relatively new organization, was thrilled to receive funds through the Eau Claire Community Foundation this past year to support the work being done to help students become better readers. Our organization is able to train individuals to work with students using a time-tested, proven effective, method of teaching language skills. Tutors complete a rigorous, accredited training program that consists of 45 hours of classroom instruction, 5 hours of observation, and 100 hours of practicum instruction free of charge. Our students are able to receive all of their tutoring services free of charge as well, making this a viable source for families to get the help they desperately need but aren’t able to get elsewhere.
As a locally funded center, we rely on the collaboration and partnerships in the community. cHIppEWA vALLEy MusEuM“CVM’s capital campaign took 10 years and during that time, the Eau Claire Community Foundation made nine grants to us. Since then, there are few things we have done of any significance that the Foundation has not been part of. ECCF has supported collections storage improvements and new exhibits. It played a critical role in setting up our ongoing digitization program.
A 2012 grant is helping the Chippewa Valley Museum make progress on a new 4,200-square foot exhibit. Intersections will trace 300 years of regional history and reflect research, collections, and technique acquired over the past two decades. The museum’s grant supports design plus working with historians, geographers, conservators and other museum specialists.

AIDs REsOuRcE cEnTER“With a generous gift from the ECCF, the AIDS Resource Center of Wisconsin (ARCW) has fought hunger and improved the quality of life of more than 70 HIV positive individuals and their families living in Eau Claire County in 2012. The gift from the Foundation provided support for the ARCW Food Pantry, enabling the agency’s staff to provide high calorie, high protein food items and nutritional supplements critical to the health and well being of these individuals.
A solid nutritional base is particularly important for a person living with HIV, it gives the person’s body energy to manage the disease. In 2011, the Eau Claire Public Schools Foundation became the first Supporting Organization of the Eau Claire Community Foundation. A supporting organization (also known as a “supporting foundation”) is a 501(c)(3) organization that is classified as a public charity. By affiliating with the ECCF, the overhead and administrative costs are reduced and expensive software programs are not necessary. The supporting organization is distinct from the ECCF, and determines its own grants.

pIcTuRED LEFT:GLORIA GOLDGloria Gold is involved in many facets of the Foundation. Gloria and her late husband Walter are members of our Society of Founders, helping to start the Foundation fifteen years ago. As a member of our Legacy Society and Women’s Giving Circle, Gloria strongly supports the Foundation’s mission to serve as a catalyst to address the greatest needs of the Eau Claire community.
Gloria experienced the joy of philanthropy at a young age. During World War II, her mother was very active in the Red Cross in their hometown of Tampa, Florida. While Gloria was in college, her mother held open houses where anyone was welcome, and was involved in collective giving with close friends for the benefit of children in need. Through the example of her father and mother, Gloria “learned early on to help others in any way possible.” In fact, as one of the newest members of the Women’s Giving Circle Grants Committee, Gloria continues her mother’s tradition of collective giving.
Gloria has generously contributed her time and money to a variety of organizations. She has packed meals at Hope Gospel Mission, led two Brownie Scout Troops, and volunteered for Mayo Clinic Health System, the YMCA, and the Eau Claire Service League, to name just a few.
Gloria is eager to pass on her passion for philanthropy. She encourages her children and grandchildren to volunteer, and has made the commitment to include the Eau Claire Community Foundation in her legacy giving. Thank you, Gloria, for your dedication and contribution to the ECCF!

OuR HIsTORyIn 1995, the Hobbs Foundation, which had donated over $5 million to organizations throughout the community for 35 years, gave its final
donation. Following its closure, an Eau Claire couple offered to make a significant gift to the community if a community foundation was in
place. The couple, aware of the value of foundations, wanted to see their gift have an impact on the Eau Claire area through a community
foundation.
In January 1997, the Board of Trustees established a goal of finding 25 individuals by December 31, 1998, to become members of the Society
of Founders. Each member was asked to make an unrestricted commitment of $10,000 (or more), payable over five years. A total of 64
members made pledges totaling more than one million dollars. With this the Eau Claire Community Foundation became a reality and opened
its doors in 1997.

the area as the leading community resource promoting philanthropy,
collaboration and innovation, and building endowments.
OuR MIssIOnWe strengthen our community by offering donors opportunities to
establish charitable legacies by making grants, and by serving as a
catalyst to address community needs.
