Theyear2011was,onceagain,veryfruitfulandrichineventsforFISA.Ouractivitywasfacilitatedbythestartofournewpartner-ships.Infact,thefinancialsupportofSamsungthatwasinforceforthefullseasonplayedanimportantroleinthesuccessoftheregattasoftheWorldCupwhichbecametheSamsungWorldRowingCup.
Thesigningoftwoothersponsors,GazprombankandParmigianiSwissPrecisionWatches,hasallowedFISAtoexploreanewwaythatcanhelpimprovethevisibilityandpopular-ityofoursport.WeassistedintheorganisationofalargesprintregattainthecitycentreofSt.Petersburg.Withtheweaknessofhavingtomovehundredsofspectatorstotheoutsideofthecitieswherewefindmostofourregattacourses,wearetryingtointroducerowingtowherethepublicislocated.WestagedasimilarkindofeventinLondonseveralyearsagobut,duetofinancialdifficulties,couldnotbecon-tinued.Thistime,theexperiencewaspositiveandwillhopefullyleadtoaseriesofthreeCitySprintsregattasinthecitiesofSt.Petersburg,LondonandZurich,in2013.Wewillhaveabigopportunitytopromoteoursportandwein-tend,ofcourse,torealiseitsfullpotential.
Wehavealsomadeprogressonanotherprojectrelatedtothepromotionanddevelopmentofrowingandthatistostageoneoftheregat-tasoftheWorldCupSeriesoutsideofEurope.Infact,thankstovarioussupport,especiallyfromAustralia,thefirststageoftheWorldCupin2013willtakeplaceattheSydneyOlympicregattacourseinPenrith.Thiseventconfirmsouropennessandglobalreachofthesport.
Theyear2011alsoallowedustotestfourdaysoffinalsattheWorldChampionshipsinBled
withregardtotheupcomingOlympicGamesofLondon.Wecontinuetoevaluatethisexperienceandtodetermineifanyfurtheractionisrequired.Wehavealsohadthechancetoimprovethepresentationofoursportatoureventsaswellasourservicetosponsorsandmedia.Inthisrespect,Iwouldliketocongratulateandthankallourorganisingcommitteesofthe2011FISAeventsfortheircooperationandexcellentwork.
WewouldliketomentiontheorganisersoftheWorldRowingJuniorChampionshipsatEton/Dorney,whichservedasatesteventfortheLondonOlympicGames.Thiseventenabledustohighlightsomepotentialdifficulties,forexample,theaccessforspectatorsandallowedustoworkwithLOCOGtomakethenecessaryimprovements.Globally,thisexpe-riencewasverypositiveandwillprovideusanexcellentOlympicGames.
OurCouncilhasdedicatedalargeamountoftimeconsideringthemanyquestionsrelatedtoadap-tiverowing.Thedistanceoftheraces,thetypesofboatsandrowerswithanintellectualdisabilitywereatthecentreofourconsiderationsandanumberofsignificantdecisionshavebeentakenrelativetothefutureofthis discipline.
Allotheractivitiesofourfederationwentverywell.WehavemadeprogressinpracticallyallareasandIwouldliketothankallthosewhohavecontributedtothispositiveprogress;themanyvolunteersattheheartofFISA,thenationalfederations,theorganisingcommit-teesandallotherorganisationswithwhomwework.Equally,IwouldliketorecogniseourstaffinLausannewho,underthequalifieddirectionofMattSmith,havedonearemarkablejob.

Activities
TheTreasurer’sprincipalresponsibilitiesarefinancialplanningandmonitoringprogressagainstourbudget.The2011accountsandacommentaryonthefinancialperformancearesetoutlaterintheagendapapers,andthere-foreIlimitmyselftobriefsummaryremarksinthisreport.
AttheCongressinBledIpresentedarevisedbudgetfor2012,resultingfromimprovedrightsincomefromourcontractswithourpartners,
Samsung,GazprombankandParmigiani.Thisenabledustoincreaseexpenditureinthenum-berofareasin2011,includingtwoadditionalstaffpositionsfocusingoneventsandmediaintheoffice,theWorldRowingrebranding,websiteupgradesandimprovementinEventpresentation.FISAachievedamodestsurplusin2011andweareplanningafurthersurplusin2012sothatourreserveswillberestoredtoalessuncomfortablelevelforthestartofthenextfour-yearfinancialperiod.
Atthetimeofwriting(March2012),wehavestartedplanningforthenextfour-yearperiod2013-16.WeexpectourIOCTelevisionRightsincomefromLondon2012tobesignificantlyincreasedinUSdollartermswhencomparedtoBeijing.However,thecontinuingstrengthoftheSwissfranc,inwhichouraccountsaremaintainedandmuchofourexpenditureisincurred,meansthatourincomefromthissourceisexpectedtoriseonlyslightlywhenmeasuredinSwissFrancs.Wewillthereforeneedtocontinuetoworkatthevalueweofferoureventpartnersinordertoimproveourincomefromourownactivities.Thefour-yearplan2013-16willbepresentedtotheOrdinaryCongressinPlovdivforcomments.
FISA’sinvestmentportfolioperformedsat-isfactorilyin2011,despitebeingfacedwithalmostimpossibleconditions.Theinvest-mentperformancewasslightly(lessthan1%)negativefortheyear,duringwhichnearlyallinvestmentsexceptgolddeclinedinvaluesignificantlyinSwissfranctermsbecauseofthestrengthofthecurrency.OurportfoliowasmainlyinvestedinbondsdenominatedinSwissFrancswhichavoidedanycapitallosswhilerestrictingtheincometothelowlevelsofinterestavailableinSwitzerland.A

strongperformancefromthebondportfolioasexpectationsbuiltthatinterestrateswouldremainlowforlongeralmostoffsetlossesonequitiesandotherinvestments.
AttheendofMaylastyearIretiredfromfulltimeemployment,withthehappyresultthatInowhavemoretimetodevotetoFISA’saf-fairsandrowingingeneral.IhavecommittedmyselftoattendingallWorldCupsandWorldChampionshipsfrompriortothefirstteammanagersmeeting,tosupporttheExecutiveDirectorasusuallytheonlyothermemberoftheExecutiveCommitteepresentfortheearlystagesofmostoftheseevents.Ihavecontinuedtoworkattheseeventscheckingthecorrectuseoftheprogressionsystemandtheprogrammeforsubsequentdays,aswellasanewroletoactasacommunicationshubintheeventofanychangestothepublishedprogramme.IhavecontinuedtoparticipateindiscussionswiththerelevantCommissionchairsabouttheprogressionsystemaswellasourcontingencyplanningforadverseweatherconditions.
InNovember,ItravelledtoAlexandria,EgyptwhereIwastheExecutiveCommitteerep-resentativeandPresidentoftheJuryattheAfricanOlympicQualificationregatta.IampleasedtoreportthattheregattawaswellmanagedbytheOrganisingCommitteeandajurycomprisedalmostentirelyofAfricaninternationalumpires.ItwaspleasingtoseetheprogressmadebyAfricanmembercoun-trieswithboththenumberandqualityofthe
participantswith18countriescompetingfortheavailableplaces.Onalighternote,inOctober,IhadthepleasureofrepresentingFISAatthe175thanniversarycelebrationofDerHamburgerundGermaniaRuderclub,oneoftheoldestrowingclubsintheworld.

TheFISAHeadquartersstaffisfocusedonitsworkontheareasidentifiedinourStrategicRe-assessment.Developmentremainsourpri-marygoalandtheDevelopmentDepartmentisledbyourDevelopmentDirectorThorNilsenandDevelopmentManagerSheilaStephens-Desbans.WehavedividedtheCommunicationsandMarketingfunctionsformoreeffectivefocusoftime.
TheCommunicationsManagerforPublicationsandNewMediaremainsDéboraFeutrenwithanexpandedteam.MelissaBraycontinuesasourwebsitejournalistforthewww.worldrow-ing.comwebsite.TheteamnowalsoincludesLauraFell,CommunicationsCoordinatorforSocialNetworkingMediaand,sinceMarch2012,LisaHayden,CommunicationsCoordinator-Website.
TheMarketingAreaisledbyourMarketingDirectorAndyCouperandisassistedbyUndineGroeger,thenewMarketingCoordinator.LongservingMarionGallimoreistakingsomewell-deservedtimeawaywithhergrowingfamily.
TheEventsDepartmentincludesEventsDirectorSvetlaOtzetova,EventsManagerColleenOrsmond,DanielaOronova,EventsCoordinator,andNathaliePhillips,ournewestEventsCoordinator
TheGovernanceareaisadministeredbytheControllerEmilioPastorello,Anti-DopingCoordinatorNatalieSchmutzandGovernanceCoordinatorMaradiBaldassare.
OurteamofconsultantsincludesTelevisionConsultantPeterHertrampfofQuattroMediaalongwithWorldRowingTVDirectorSteffenRappwhoassiststhehostbroadcastersandrightsholdersandtogethertheyformourWorldRowingProductionsteam.OlivierCaillet,ourinformationtechnologyconsultant,contin-ueshisintensework.JeanMauriceMordasinicontinuesasourassetmanager.
FISA’sheadquartershasnowbeeninthe“HouseofInternationalSport”since2006andcontinuestobenefitfromtheclosecontactwiththeInternationalFederationsofArchery,Boxing,Canoe-Kayak,Fencing,Triathlon,FISUandseveralotherorganisations.Thishasal-lowedourstafftoexchangeideasandshareexperienceswithotherIFstaff.
2. StrAtegIC PLAn
FISA’sStrategicRe-assessmentExercisewasstartedinSeptember2009.Becauseofthemanychangesinthetelevision,mediaandsponsorshipworlds,FISA’spromotionalandfinancialmodelshadtobere-worked.NewapproacheswereneededtosecurethefutureofFISA.
Thereweremanyimportantphasesafterthattimewhichincludedconsultationwithdiffer-entkeystakeholdergroupsaswellassurveysandquestionnaires.Akeystepforwardwason18May2011whenthenewbrandidentity

forWorldRowingwasintroducedandthenewwebsitewentlive.
TheStrategicRe-AssessmentExercisecon-sideredthefollowingkeyareas:

Afterextensiveconsultation,theExecutiveCommitteedefined31keyprojectswithinthesesevenareas.During2011,21ofthe31projectswereinitiated.
a. television-Inthe“Television”area,majorprojectswerelaunchedinNewZealandattheendof2010anddevel-opedthroughout2011.WenowhaveadedicatedteamofWorldRowingProductionsexpertstoprovide“handson”assistancetothedirectorofthehostbroadcasterofeachevent,plusaseparateteamdedicatedtocreatingcustommadenews-clipsandinterviewsofkeyrowersforourtelevisionrightsholders.TheyarealsocreatingathleteinterviewsfortheFISAdigitalmediaplatforms.Thesameteamalsomanagesourtelevisionrightssalesandrelation-shipswiththenon-EuropeanTVchan-nels.During2011long-terminterna-tionalsaleswereconcludedwithKoreaandBrazil.NegotiationsareinprogressforarenewaloftheFISA–EuropeanBroadcastUnionagreementfor2013to2016andtheyaregoingwell.WehopetohaveapositiveannouncementbeforethetimeoftheCongress.
b. digital media -Inthedigitalmediaarea,thenewwebsitewaslaunchedinMay2011whichpresentedthesportmuchmorevisually.Therearealwayssomeproblemswhenanewsiteislaunchedbutthesearebeingfixed.FISAhiredanewSocialNetworkingMediacoordina-torin2011andsheiscomplementednowbyaWebsitecoordinatorwhostartedinearly2012.FISAnowoperateseightFacebookpagesforthedifferentcommunitiesofrowersthatweidenti-fiedinoneofoursurveys,andtheyarebecomingmoreandmorepopular.In2011,thetotalnumberofpageviewsinFISA’sdigitalmediareached17.8million,farabovethe2010figureof8.6million.TheFacebookpagescontributedover7milliontothisfantasticimprovement.Theimprovementinthevideostream-ingplatformshasalsogeneratedmuchmoretraffic.Thecontenthasbeenim-provedaswellasthepresentation.
c. revenue generation–Thetraditionalfinancialmodelsofexclusive,geograph-icaltelevisionrightsandsponsorshipswhichreliedmostyonbrand-exposure,havedramaticallychangedandnewmodelswereneeded.NewprojectsanddedicatedpersonnelwerenecessaryintheareaofRevenueGeneration. Asaresultofthisapproach,televisionrightscontractshavebeennowextend-edtoNewZealand,Australia,Korea,Brazil,UnitedStatesandCanadaand,thankstothelaunchofournewWorldRowingbrandandaswitchofemphasistowardsoursport’s“corevalues”,sev-eralnewSponsorshipagreementshavebeenconcluded.

Aswell,thestrategicalliancewithWWFforCleanWaterhascreatedmuchmoreinterestfromcompanieslookingforacredible,environmentalsport.TheLicensingandMerchandisingpro-grammehasbeenre-workedwithprop-erlybranded“WorldRowing”OfficialMerchandisestandsatallevents.Manyothernewideaswerelaunchedin2011,somesuccessfulandothersnot.Inanattempttomaketheeventsself-financ-ingasmuchaspossible,bidfeesandhostingfeesaswellasthepackagingandsaleofcommercialrightstoorgan-isingcommitteesofourmajorWorldRowingeventswerestarted.Finally,sev-eralnewofficialsupplierswereidentifiedandagreementsreached.
d. Promotion and Improved events - In theareaof“Promotion”ofthesportand“ImprovedEvents”,andafteralongprocessofquestionnairesandinter-views,thenewWorldRowingbrandwaslaunchedinMay2011.Thisbrandisbasedonthecorevaluesofthesportandthosewhoparticipateinthesport.Itissimple,andyetmulti-dimensionalandhelpsusandourorganisingcommitteesfocusondeliveringan“on-brand”expe-rienceforourathletesandspectators. Withtheintroductionofanewbidseminar,andagreateremphasisonpromotionintheeventbiddingques-tionnaire,andouron-lineWorldRowingKnowledgeCenter,wearebetterabletoassistourOCsintheirunderstandingofourobjectives–especiallyinhowtoim-provethelocalpromotionofourevents.Aswell,theMediaandPromotionsCommissionhasbeenadaptedtoen-suretransferofknowledgeamongOCs
aswellasdocumentallideasfrompastevents. Finally,in2011,FISAengagedtheworld-leadingsportspresentationfirmGreatBigEventstoimprovethespectatorexperienceatallWorldRowingEvents.Wehopeyouhavefeltthedifference.
e. new events -Intheareaof“NewEvents”,theCitySprintsconceptwaslaunchedin2011inSt.Petersburg,Russia.Thisistheattempttobringthesportandsomeoftheworld’sbestrowers(inanentertainingway)tothepeople,tonewplacesandonaglobalmediaplatform.ThegoalistocreateaseriesofCitySprintseventsinmajorcitiesaroundtheworldin2013.In2012,anewCitySprintseventwilltakeplaceinZurich,Switzerlandon29September,andwewillusethisoccasiontotestsomeothernewconceptsforanexcit-ingevent. Alsoin2011,manynewideasweretestedinBari,ItalyattheCoastalChampionshipswiththeintentionofinitiatingsomenewconceptswhichwecanintroducetoCoastalRowinginthefuture.
f. new Audiences / Communities -Finally,amajornewstrategyhasbeentoad-dressthemanydifferent“communi-ties”intheworldofrowing.In2011,welaunchedindividualcommunitywebpag-esaswellaseightdifferentFacebookpages.Insummary,thismeansthatwecannow“speak”witheachcommunityandaddresstheirspecificinterestsandrequirements.In2012,weplantomakesignificantprogresswiththeIndoor

Rowingcommunity,aswellasfully-in-corporateUniversityRowingintotheworldrowingfamily.Aworkinggroupofindoorrowingmachinemanufactur-ershasalreadybeencreatedtoprovideguidancefortheIndoorRowingpages.
TheCouncil,CommissionandStaffmembershavebeenworkingdiligentlytoactivatetheStrategicPlan.
3. deVeLOPment
DevelopmentDirectorThorNilsenandhisteamarecontinuingtomakeprogressinthisarea.OurlongservingCoachingDirectorforLatinAmericaRicardoIbarrapassedawayon15thDecember2011afteralongillness.ThorisassistedbyRicardoIbarraourLatinAmericanCoachingDirector,MichelDoutreforAfrica,andChrisPerryinAsia.TheyarecomplementedbyactiveandinfluentialContinentalRepresentativeswhoarealsokeycontributors.YoucanreadaboutalltheirplansandgoalsintheDevelopmentProgrammereportsectionoftheseAgendaPapers.
4. FUtUre
Thedigitalrevolutionhaschangedeverything,andthatincludesthesportofrowingandFISA.Butunlikemanyothersports,wehavereviewedourstrategyandfinancialmodelsingreatdepth,consultedwithexpertsinthevariousfieldsandhavenowreacted;infact,andinmanyareas,weareaheadofthegame.TheCongresswillcontinuetobeupdatedandfeedbackatanypointisgreatlyappreciated.
5. COnCLUSIOn
IwouldliketothankDenisOswaldforthetremendouscommitmenthemakesforrow-ingandhissupportforourworkinLausanne.IwouldalsoliketothanktheCouncilandCommissionmembersaswellasthenationalfederationsandtheirstafffortheirexcellentcooperation.Thisisgreatlyappreciatedbythestaffandme.IwouldespeciallyliketothankthestaffandconsultantsfortheirdedicationandcommitmenttorowingandtoFISA.

ThisregattawasheldinMunich,GermanyduringMay.Atotalof15countries(AUS,BRA,CRO,ESP,FRA,GBR,GER,HUN,IRL,ISR,ITA,POL,POR,RUSandUKR)comprising41boatscompetedinadaptiverowingevents.Theentriesforeacheventwere:LTAMix4+(10);TAMix2X(7);ASM1X(18);ASW1X(6).There
hasbeenaslightincreaseofadaptivepartici-pationthisyearwhencomparingwith2010WorldCupI.
World rowing Championships, Bled
Adaptivecrewsfrom25countries(AUS,BLR,BRA,CAN,CHN,ESP,EST,FRA,GBR,GER,HKG,HUN,IRL,ISR,ITA,JPN,KOR,NZL,POL,POR,RAS,RUS,SLO,UKRandUSA)partici-patedinadaptiveeventsatBled,SloveniainlateAugustandearlySeptember.ThiswasalsotheQualificationRegattaforrowingat2012LondonParalympicGames.Therewere61crewspar-ticipating,asfollows:ASM1X(17);ASW1X(12);TAMix2X(12);LTA-ID4+(4)andLTA4+(16).

1.BasicClassificationWorkshop
TheFrenchRowingFederation(FFSA)hostedaBasicClassifierWorkshopfrom19to21 January2011inParis.Thetrain-ingwasopenedbyPascalBerrest,TechnicalDirectoroftheFrenchrowingfederation,andGérard Masson,presidentoftheFederationforthedisabledinFranceandoftheFrenchParalympicCommittee.

The2010WorldRowingCoachesConferencewasheldinSlough,nearLondon,inJanuary2011,havingbeenpostponedfromNovember2010duetotheWorldChampionshipsinNew Zealandatthattime.TheCoachintheSpotlightwasUSWomen’sRowingHeadCoachTom Terhaarwhoenlightedtheaudi-enceontheverysuccessfulwomen’seightsprogrammeintheUSA.Attendeeswereabletoinspectthefacilitiesforthe2012OlympicGamesatnearbyDorneyLake.ManythanksgotoBritishRowingfortheirhospitality.
Thenthe2011CoachesConferencewasheldinVarese,Italy,thesiteofupcomingFISAevents.AnexcellentprogramincludedGianni Postiglione(Italy,Spain,Greece)astheCoachintheSpotlight,aswellasarangeofothertopics,includingananalysisofsomeofthemanybiomechanicsandtechnicaldataequipmentpossibilitiesavailabletoday,

MembersoftheCommissionperformedFairnessCommitteeandSeedingdu-tiesattheWorldCupRegattasandWorldChampionships.Moreconsistencyandex-periencehasbeenaddedtotheFairnessCommitteethroughappointingasmallgroupofexperiencedmembersoftheCommitteewhichisheadedbytheCompetitiveRowingCommission’sChairmanofHonourThor Nilsen.Atthesametimeotherpoten-tialcommitteememberswillbeinvolvedwiththeCommitteetodevelopabetterpoolofpeopletocarryoutthisdifficulttask.OthermembersoftheCommissionremaininvolvedinassistingtheFairnessCommitteeand,inparticular,inconsultingwiththeteamsastotheirviewsandexperiences.Henk-Jan ZwollefromtheCommissioncontinuestocoordi-natesomeimportantresearchintomonitor-ingtheweatherconditionsonvariousWorldChampionshipandWorldCupcourses,andtheeffectthattheseconditionshaveonracing,sothatbetterpredictionscanbemade,andmoreinformeddecisionscanbetaken.
In2012,theCommissionwillbeassistingtheCouncilandtheExecutiveCommitteeinareviewoftheWorldChampionshipboat

TheCommissionisworkingwiththeDevelopmentDepartmentofFISAtoprovideupdatedcoachingeducationmaterialsforusebynationswhichdonothavetheirowncoacheducationprogrammes.Themoreadvancedcourseswillbealongthelinesofthoseofsomeleadingnationswhoarewillingtomaketheirmaterialsavailable.Rosie MayglothlingisleadingsomeworkwiththeEuropeanCouncilofCoachEducationtodeliversomecoordi-natedstandardsincoachingeducationwhichcanbeimplementedacrosssportsandacrosstheworld.

The38thWorldRowingMastersRegattawasorganisedattheMaltaLakeRegattacourseinPoznan,Poland.Weracedfrommid-dayThursdaytolunchSunday,finishingwiththemixedraces.Wehadexpectedarecordentrybutperhapsduetotheglobaleconomicsitu-ationtheentrywasabitless.Wewillcontinuetomonitorthissituation.
Thefirstdayofracingwehadsomeverystrongwinds,andtheweatherforecastdidnot
looktoopromising.Buttheconditionswerefairandsafetywelltakencareof.Wehadnocomplaintsabouttheweatherorthecondi-tionsandtheweatherimprovedforthelasttwodays.
Wehad22FISAumpiresand24Nationalumpires.UndertheskilledhandoflongservingUmpiringCommissionmemberStan Komornicki,theumpiresdidagreatjob.Theareaaroundfinishattheoutgoingpon-toonsisnarrowforsuchabigregatta,buttherewerenoseriousincidents.
Ourrowersaregettingolderwhilestillrow-ing,andtheentryfortheoldestcategoriesisincreasing.Theperformanceoftheserow-erswasamazinganditwaswithgreatre-spectwewatchedthemracing.TheMastersCommissiontakesthisasasignofrowingbeinggoodforhealthandbeingalifelongsport.
Theboatrentalsystemwillneedtobelookedatcloselyforthefuture.InPoznantherewereseveralproblemsrelatedtorentalboatsandasmanyofourrowerscomefromoverseas,thiswillbeoneofourmainworkingareasforthecomingyear.
ForthefirsttimeinthehistoryofourregattawehadtheofficialFISAphotographeronsiteand,withthehelpofLaura FellfromtheFISAoffice,wewereactiveonFacebookandtheFISAwebsiteduringtheregatta.Theraceswerealsoshownonbigscreensatthecourseandthiswasmuchappreciatedbytherowersandspectators.Theopeningceremonywasamazing,androwersarestillspeakingaboutthefireworkscomingthroughtheairtowardsthefinishtower.Manyrowersattendedthe

MastersPartyandlivemusicandgoodandplentifulfoodseemtobeimportant.
Wehadformalmeetingswiththeorganis-ersoftheregattain2012Duisburg,Germanyand2013inVarese,Italy.TheFISAMastersCommissionencouragesfutureorganiserstoattendregattastolearnfromthecurrentorganisers.
Allmembersofthecommissionworklongandharddaysduringtheregattaincooperationwiththeorganisers.Thisdoesnotpreventourcommissionmembersfromracingandseveralgoodresultswerecelebratedinthecommission.
Accomplishments
TheMastersCommissionwashappytogettwonewmembersin2011,andthecommis-sionismovingforwardwithmanyideasonhowtoruntheregattaandevenmoreonhowtopromotetheregattaandkeeprowersandtheirfriendsupdatedduringracing.

CoastalRowingcontinuestobeourbiggestareaofdevelopment.ThisyearMathiasandThanasiswereabletotraveltotheCoastalChampionshipsinBaritoobserveandmoreimportantly,measuresomeoftheexistingboats.Itwasveryvaluabletoseethecompeti-tioninactionasweworktoassistinpromotingthisaspectofoursport.
WeworkcloselywiththeAdaptiveCommissiontoensurethattheequipmenttheyuseisequalforall.Wenowhavefivemanufacturersproduc-ingandmoreareinterested.Thisisverygood
forthedevelopmentofthesport.Ournewcommissionmember,ConnyDraperhasalsoworkedwithadaptiverowersandshouldbeavaluableresourceinthecomingyear.
Asthe‘clearinghouse’fornewtechnologytherehavebeenasignificantnumberofappli-cationsinthepastyear.Themajorityoftheseweredeemednottobe‘innovations’underourrulesandavailableforimmediateuse.InthefuturewewillbepostingtheseproductsontheFISAwebsite.
Challenges for the Future
TheinformationgatheredatBariandthroughsubsequentdiscussionswillbeusedasabase-lineforthedevelopmentofFISAdesignsforthethreeboatclasses.AswithotherFISAde-signs,whenthehulldesignsarecompletetheywillbeavailableforfreetoanyoneinterestedinproducingcoastalrowingboats.Wecontinuetoworkwiththecoastalrowingcommunitytoimprovetheboatsandregulations.
Electronics,forbothsportsmeasurementsandcommunicationscontinuestobethebiggestdevelopingissuethatweareaddress-ing.Toassistusinthisarea,forthenextyearwewillbeaddinganewcommissionmember,Conny Draper.Asabiomechanistworkingprimarilyinrowing,shehasextensiveknowl-edgeandexperiencewithelectronicmonitor-ingequipment.WeexpectthatthiswillcreateacloserlinktotheCompetitive,MedicalandAdaptiveCommissionsaswellaswiththemanufacturersofelectronicequipment.

DuetothetsunamiandtheFokushimanucleardisaster,thetourwasatriskduringthespringof2011,andabout1/3rdoftheoriginalparticipantseventuallydecidedtocancel.FISAofferedtheJapaneseorganis-ingcommitteethepossibilitytopostponethetourbytwoyears.Thiswasnotan
optionthattheOCwantedtotake,andactivelyaskedthetourrowerstocometoJapanandhelpthemgetbacktonormallife.TheLakeBiwatourwaswellorganizedinaveryfriendlyatmosphere,andthosewhodecidedtogodidnotregretit.

African Olympic Qualification Regatta
Crewsfrom17countries(ALG-ANG-CIV-CMR-EGY-KEN-LBA-MAD-MAR-NAM-NIG-SEN-SUD-TOG-TUN-ZAM-ZIM)participatedintheAfricanOlympicQualificationRegattaheldinAlexandriafrom1to3November2011andprecededbyatrainingcampforthepar-ticipatingteamswiththeassistanceofFISAandOlympicSolidarityduringtheperiodfrom22to30October2011.
Ugandahadplannedtoparticipatebut,intheend,couldnotattend.Thenumberofcountriescouldhavereached20countriesifNigeriaandSouthAfricahadtakenpart.
Thiswasremarkableprogressagainst12 coun-triesthatparticipatedintheAfricanquali-ficationregattainAlgeria2007.IalsothankMadagascarandNigerwhererowinghasonlyrecentlystarted–theyinsistedtoparticipateinthequalificationregattaforthefirsttime.

RowingNZhasreviseditscoacheducationanddevelopmentprogramme,andisintro-ducingamodularapproachtogaincoachingqualifications.Eachmodulehaspointsallo-catedforcompletingtherequirementsofthatmodulewithatotalnumberofpointsrequiredforaccreditationaslevelone,leveltwo,etc.,coach.Therearecompulsorymodulestoat-tendandallpreviousexperiencewillbetakenintoaccount.

InJuly,VanuatuwasrepresentedforthefirsttimeinaninternationalrowingeventattheYouthRowingChampionshipsinSydney.Althoughnomedalswerewon,manyheartswere.Itwasagreatopportunityforcrewstoexperiencecompetitionfirst-handandunder-standtheimportanceoffitness,well-beingandcommitment.
InSeptember,VanuatuhostedacrewfromtheBayofPlentymastersrowinginNZ–whowereeventualwinnersofthe‘Inter-Island’trophy.TheannualcorporateregattawasheldinOctoberandagainwasagreatsuccesswithninecorporatebusinesshousesparticipating.InOctober,theGrandHotelmadeasignifi-cantdonationofgymequipmenttotheclub.Otherhighlightsof2011includedtheregular‘SaturdayRowing’,thepurchaseoftworowingergometersfromNZ,twonewOceanKayaks(VASANOC),anewcoachboat(donatedbyBRDEBank)andtheannualXmasbreakfastrow.

LocatedatYarralumlaBayinCanberra,thisfacilityenablesallareasofrowing’snationaloperationstoco-locateandworkcollabo-rativelytodeliverthekeystrategicgoalsofthetwobusinessunitsofHighPerformance,resourcedandservicedundertheNationalRowingCentreofExcellence(NRCE)partner-ship,andCommunityDevelopmentwithaclearvisionanddirection.Thisstructurehasalreadyfacilitatedgreaterefficiencyinthedeliveryofournationalteamprogramandanelevatedfocusonthedevelopmentofcom-munityrowingandanationaleventsprogram.
TheopeningofthisnewnationalheadquarterscementsRAasahighlyregardedandsuc-cessfulorganisationthathasavisionandthecapacitytoguidethefuturedevelopmentofoursport.

The2011EuropeanRowingChampionshipstookplaceinPlovdivatthevenueofthe2012WorldRowingSeniorandJuniorChampionshipsonthenewlyextendedeightlaneregattacourse.Thankstotheexperi-encedOrganisingCommittee,itwasaneventonahighstandard.Alotofspectatorswerewatchingthefinalsandthelevelofcompeti-tionwasgood.Asexpected,therewerefewerentriesthanin2010.Comparingthenumberofparticipantsin2010(506)whentheERCHwasheldsixweeksbeforetheWorldRowingChampionshipsand2011(385)withthedateaftertheWRCH,provesthattheproposaltochangethedatestotheendofMaywillservetheneedsofthenationalfederationsbetterandhaveabetterplaceintheInternationalregattacalendar.
AttheGeneralAssemblyoftheEuropeanNationalRowingFederationsthe2013EuropeanRowingChampionshipswereattrib-utedtoSeville(ESP),andthe2013EuropeanRowingJuniorChampionshipstoMinsk(BLR).FollowingFISA’sdecisiontochangetheWorldRowingCupprogrammefor2013,theGAacceptedthenewdatesproposedforthe

The2011resultafterprovisionforunrealizedlossonsecuritiesandexchangeratelossispositivewithasurplusofCHF159’913.
Asforecastedinthefinancialpresentationtothe2011Congress,thetotalsofbothincomeandexpendituresare60%abovebudget.AsusualbothincomeandexpendituresareinflatedincomparisonwiththebudgetbyitemswhichoffsetasaresultofFISAincurringexpenseswhicharethenrechargedtothirdparties,mainlytheOrganisingCommitteesofourevents.Theserechargesamountto25%oftheincrease.TherestoftheincreaseistheresultofsignificantimprovementsinFISA’sincomefromcommercialrightswhichhasfundedfurtherinvestmentsmadeaspartofthestrategicreassessmentexercise.Thesecostsincludethedevelopmentandlaunchofthenewbrand,thenewwebsite,thecleanwaterprojectandtheSprintregatta.

Arevisedbudgetfor2012waspresentedtothe2011CongressinBled.Duetothestrate-gicreassessmentexercise,wehaveunder-takensignificantprojectssuchasthedevelop-mentofthenewbrand,thenewwebsiteandmanyotherrelatedprojects.Wearecarefullycontrollingthesecostsagainstnewsourcesofincometobesurenottooverspend.Atthetimeofwritingthisreport,wewouldliketoinformyouthattherearefurtherincreasesinincomeandexpenditurecomparedwiththebudgetapprovedlastyear.Neverthelessweexpecttoend2012withasmallsurplustoaddtoourreserves.

e. OUtLOOK And COnCLUSIOn
Thesigningofseveralnewpartnershipsin2012,alongwithinvestmentstoattractfuturepartners,hasensuredFISA’ssolvencyandallowsustoendthefouryearfinancialperiodwithamodestlevelofreservesgreaterthanplanned.Atthetimeofwritingthisreport,othernegotiationswithpotentialFISApart-nersarecontinuing.Despitethedifficulteconomicclimate,FISAiswellplacedfollow-ingthestrategicreassessmenttocontinuetoincreaseourrevenuesfromourevents,whichinturnwillallowagradualexpansionofouractivities.

FISAreceivesapproximatelyhalfitstotalincomefromtheOlympicTVrightsincometowardstheendoftheyearofthesummerOlympicGames.Intheother,non-Olympicyearsourplannedexpenditureexceedsourincomebyasubstantialamount.Itisthere-forenecessaryforustoplanourfinancesforeachfouryearperiodstartingintheyearaftertheGames,soweallocateincomefromthissourcetofutureexpenditureforeachyear,toensurethatwedonotrunoutofmoneybeforetheendoftheperiod.
Income
Thereareanumberofassumptionswhichweneedtomaketocompletethisexercise.FirstlytheUSdollaramountweareduetoreceivefromtheOlympicTVrightsrevenuesisnotyetfixed.WeexpectthisamounttobeatleastUSD13’095’195afterinsurancecosts(againstcancellation)anditcouldbe10%,ormore,higherthanthis,buthaveusedthisfigureasthebasefortheplan.Thenextassumptionistheexchangerateatwhichthisamountiscon-vertedtoSwissFrancs.WehaveassumedUSD1tobeworthCHF0.90forthepurposesofthisexercise.Finallywehavetomakeassump-tionsaboutthelevelofincomeforfutureyearswhichhasnotyetbeencontracted.Wehaveincludedonlycurrentlycontractedincomeaswellasconservativelyexpectedpotentialin-come,withtheresultthatrightsincomefromoureventsfallsoffduringtheperiod.Wehaveassumedthatthereturnonourinvestedcashwillbe1.5%.

Adaptive rowing race distance AsmentionedinBled,theCouncilwouldlikethecongresstoexpressitsviewonthequestionoftheAdaptiveRacingDistanceforthe2013and2014WorldRowingChampionships.Thequestioninvolvespossiblemedicalimpacts,financialimpactonorganisingcommittees,timingofracesateventsandsubjectiveconsiderationssuchasattractiveness.TheCouncilwillpresentaninformationalpaperonalloftheabovesubjectsintheperiodleadinguptotheCongress.
Currently,Rule35–“Characteristics”allowstheCounciltochangetheadaptivedistancefortheseWorldChampionshipsto2’000metersasitonlyspecifiesthattheracedistancefortheParalympicGamesanditsqualificationregattasshallbe1’000metres.ButtheCouncilwouldliketheCongresstoexpressitsviewonthissubjectfor2013and2014.

AttheCongressinBled,theCouncilannouncedthataworkinggrouponeventsintheWorldChampionshipsprogrammewouldbeformed.TheEventsWorkingGroupischairedbyTriciaSmithandJohnBoultbee.TherehavebeenseveralmeetingsofthisgroupsinceBled,contributionsfromnationalfederations,asurveywascarriedoutofnationalfederationsand,sofar,manyoftheissueshavebeendiscussedbytheExecutiveCommittee.
TheCouncilwillpresentapaperwhichsummarisesthediscussionsandproposessomepossibleactions,someofwhichwouldleadtoproposalsforthe2013ExtraordinaryCongressinFebruary2013.TheCouncilwouldliketohaveafewminutesofdiscussionatthe2012OrdinaryCongresstohearsomeviewsfromthedelegates.

Overview
AsthisistheOlympicyear,theDevelopmentProgrammehasbeenfocusedonassistingasmanyteamsaspossibletotrytoqualifythroughtheContinentalOlympicQualificationRegattasortheFinalOlympicQualificationRegatta.Thenoncequalified,assistingthemtoprepareasbestaspossiblefortheGames.
Theorganizationofthepre-OlympicQualificationRegattaTrainingCampsaswellascampsinthepreviousthreeyearstoaidteamsinimprovingtheirlevelhavebeenthemainfocusofthedevelopmentprogrammeduringthisquadrennium.
BasedondiscussionsatthelastCouncilmeet-ingsinNovember2011,theDevelopmentProgrammeispreparingaproposalforthefuturesystemforthecontinentalOlympicqualificationevents.Theseeventswillalsobeusedtosupporttheregionalandcontinentalgamesandchampionships.TheDevelopmentProgrammehasbeguntoworkcloserwiththecontinentalrowingconfederationstobet-tercollaborateonthevariousactivitiesthatoccurintheregionsandwillcontinuetodosoin future.
Additionally,membersoftheDevelopmentProgramme,incooperationwithseveralotherpartners,areworkingonaproposaltoimprovethedeliveryofourcoachingeducationcours-es.Asofthewritingofthisreport,aproposalisbeingpreparedforafour-yearprojectofaligningtheFISACoachingDevelopmentProgrammematerialswiththecoachingeducationmaterialsfromleadingrowingna-tionsinvariouslanguages.TheDevelopmentProgrammewillbeabletoconsistentlydeliver

Seville–TheSevilleDevelopmentTrainingCamptookplacefromthe13to26February2012.ItsfocuswasonassistingqualifiedOlympiccrewsorcrewsthathopetoqualifyinthenextfewmonths.FISAisworkingmorecloselywithteamsfromAfricathathaverequestedsupportfortrainingandcompeti-tionintheleaduptotheOlympicGames.ParticipantsfromAlgeria,Cyprus,Egypt,Lebanon,TunisiaandZimbabweattended.ThankstotheAndaluciaSportsMedicalCentreand“Bio-Row”theathletesreceivedacompletephysicalandmedicalevaluation,aswellasabiomechanicaltestonthewater.
TheMen’sSingleScullerfromCameroon,whoqualifiedfortheOlympics,continuestotrainatoneoftheFrenchNationalTeamCentresandisworkingcloselywithaFrenchcoach.HeiscompetingwithintheFrenchregattasystemaspartofhispreparations.Thisisfullysup-portedthroughanOlympicSolidarityathletescholarship.
Latin American Olympic Qualification regatta–Thiseventtookplacefromthe22to25March2012inBuenosAires,Argentina.TheArgentinianFederationhelpedtohostthetrainingcampincooperationwithOlympicSolidarityfor16LatinAmerican

NationalFederationsandNationalOlympicCommittees(theteamsmusthavetheap-provaloftheirNOCstotakepartinthetrain-ingcampiftheywanttoreceivefunding).Westronglyencouragedallnationstosendatleastonefemaleathletetotheevent.Thetrainingcamptookplaceatthesamevenuefromthe12to21March.ThefeedbackfromtheparticipantsandCOPAR(ConfederationofPanAmericanRowing)hassuggestedthatcampstakeplaceonanannualbasis.FISAwillbeaskingCOPARandthefederationsforrecommendationsonfuturevenuesaswellasrequirementsforthetrainingcamps.
Piediluco–ThankstotheinitiativeoftheItalianRowingFederation,theFISADevelopmentProgrammewasagainabletoassistwithatrainingcampjustbeforethe‘PaoloD’AlojaMemorialRegatta’fromthe5to15April.AswiththetrainingcampinSeville,invitationswereissuedtoteamsalreadyquali-fiedfortheOlympicsorstilltryingtoqualifyinLucerne.FISAthankstheItalianRowingFederationandtheorganizingcommitteeforthison-goingsupport.

Coaching education–TheInternationalCouncilforCoachEducationhaslaunchedaninitiativetocreateanInternationalSportsCoachFramework.Thiswouldprovideaguid-ancetoolforcoachingeducationqualifica-tionsandcertification.RosieMayglothlingoftheCompetitiveCommissionhasbeenworkingcloselywiththepeopleinvolvedinthisprojecttohelptoidentifywaysthatFISAcouldimproveitscoachingeducationpro-gramme.Afour-yearprojecthasbeenac-ceptedtomovethisprojectforwardstartinginSeptember 2012.ThemappingofLevel Ihastakenplaceandisnowinasimplefor-mat.ThesameapproachwillbeappliedtoLevel II shortly.
