Theyear2011was,onceagain,veryfruitfulandrichineventsforFISA.Ouractivitywasfacilitatedbythestartofournewpartner-ships.Infact,thefinancialsupportofSamsungthatwasinforceforthefullseasonplayedanimportantroleinthesuccessoftheregattasoftheWorldCupwhichbecametheSamsungWorldRowingCup.

Thesigningoftwoothersponsors,GazprombankandParmigianiSwissPrecisionWatches,hasallowedFISAtoexploreanewwaythatcanhelpimprovethevisibilityandpopular-ityofoursport.WeassistedintheorganisationofalargesprintregattainthecitycentreofSt.Petersburg.Withtheweaknessofhavingtomovehundredsofspectatorstotheoutsideofthecitieswherewefindmostofourregattacourses,wearetryingtointroducerowingtowherethepublicislocated.WestagedasimilarkindofeventinLondonseveralyearsagobut,duetofinancialdifficulties,couldnotbecon-tinued.Thistime,theexperiencewaspositiveandwillhopefullyleadtoaseriesofthreeCitySprintsregattasinthecitiesofSt.Petersburg,LondonandZurich,in2013.Wewillhaveabigopportunitytopromoteoursportandwein-tend,ofcourse,torealiseitsfullpotential.

Wehavealsomadeprogressonanotherprojectrelatedtothepromotionanddevelopmentofrowingandthatistostageoneoftheregat-tasoftheWorldCupSeriesoutsideofEurope.Infact,thankstovarioussupport,especiallyfromAustralia,thefirststageoftheWorldCupin2013willtakeplaceattheSydneyOlympicregattacourseinPenrith.Thiseventconfirmsouropennessandglobalreachofthesport.

Theyear2011alsoallowedustotestfourdaysoffinalsattheWorldChampionshipsinBled

withregardtotheupcomingOlympicGamesofLondon.Wecontinuetoevaluatethisexperienceandtodetermineifanyfurtheractionisrequired.Wehavealsohadthechancetoimprovethepresentationofoursportatoureventsaswellasourservicetosponsorsandmedia.Inthisrespect,Iwouldliketocongratulateandthankallourorganisingcommitteesofthe2011FISAeventsfortheircooperationandexcellentwork.

WewouldliketomentiontheorganisersoftheWorldRowingJuniorChampionshipsatEton/Dorney,whichservedasatesteventfortheLondonOlympicGames.Thiseventenabledustohighlightsomepotentialdifficulties,forexample,theaccessforspectatorsandallowedustoworkwithLOCOGtomakethenecessaryimprovements.Globally,thisexpe-riencewasverypositiveandwillprovideusanexcellentOlympicGames.

OurCouncilhasdedicatedalargeamountoftimeconsideringthemanyquestionsrelatedtoadap-tiverowing.Thedistanceoftheraces,thetypesofboatsandrowerswithanintellectualdisabilitywereatthecentreofourconsiderationsandanumberofsignificantdecisionshavebeentakenrelativetothefutureofthis discipline.

Allotheractivitiesofourfederationwentverywell.WehavemadeprogressinpracticallyallareasandIwouldliketothankallthosewhohavecontributedtothispositiveprogress;themanyvolunteersattheheartofFISA,thenationalfederations,theorganisingcommit-teesandallotherorganisationswithwhomwework.Equally,IwouldliketorecogniseourstaffinLausannewho,underthequalifieddirectionofMattSmith,havedonearemarkablejob.

Activities

TheTreasurer’sprincipalresponsibilitiesarefinancialplanningandmonitoringprogressagainstourbudget.The2011accountsandacommentaryonthefinancialperformancearesetoutlaterintheagendapapers,andthere-foreIlimitmyselftobriefsummaryremarksinthisreport.

AttheCongressinBledIpresentedarevisedbudgetfor2012,resultingfromimprovedrightsincomefromourcontractswithourpartners,

Samsung,GazprombankandParmigiani.Thisenabledustoincreaseexpenditureinthenum-berofareasin2011,includingtwoadditionalstaffpositionsfocusingoneventsandmediaintheoffice,theWorldRowingrebranding,websiteupgradesandimprovementinEventpresentation.FISAachievedamodestsurplusin2011andweareplanningafurthersurplusin2012sothatourreserveswillberestoredtoalessuncomfortablelevelforthestartofthenextfour-yearfinancialperiod.

Atthetimeofwriting(March2012),wehavestartedplanningforthenextfour-yearperiod2013-16.WeexpectourIOCTelevisionRightsincomefromLondon2012tobesignificantlyincreasedinUSdollartermswhencomparedtoBeijing.However,thecontinuingstrengthoftheSwissfranc,inwhichouraccountsaremaintainedandmuchofourexpenditureisincurred,meansthatourincomefromthissourceisexpectedtoriseonlyslightlywhenmeasuredinSwissFrancs.Wewillthereforeneedtocontinuetoworkatthevalueweofferoureventpartnersinordertoimproveourincomefromourownactivities.Thefour-yearplan2013-16willbepresentedtotheOrdinaryCongressinPlovdivforcomments.

FISA’sinvestmentportfolioperformedsat-isfactorilyin2011,despitebeingfacedwithalmostimpossibleconditions.Theinvest-mentperformancewasslightly(lessthan1%)negativefortheyear,duringwhichnearlyallinvestmentsexceptgolddeclinedinvaluesignificantlyinSwissfranctermsbecauseofthestrengthofthecurrency.OurportfoliowasmainlyinvestedinbondsdenominatedinSwissFrancswhichavoidedanycapitallosswhilerestrictingtheincometothelowlevelsofinterestavailableinSwitzerland.A

strongperformancefromthebondportfolioasexpectationsbuiltthatinterestrateswouldremainlowforlongeralmostoffsetlossesonequitiesandotherinvestments.

AttheendofMaylastyearIretiredfromfulltimeemployment,withthehappyresultthatInowhavemoretimetodevotetoFISA’saf-fairsandrowingingeneral.IhavecommittedmyselftoattendingallWorldCupsandWorldChampionshipsfrompriortothefirstteammanagersmeeting,tosupporttheExecutiveDirectorasusuallytheonlyothermemberoftheExecutiveCommitteepresentfortheearlystagesofmostoftheseevents.Ihavecontinuedtoworkattheseeventscheckingthecorrectuseoftheprogressionsystemandtheprogrammeforsubsequentdays,aswellasanewroletoactasacommunicationshubintheeventofanychangestothepublishedprogramme.IhavecontinuedtoparticipateindiscussionswiththerelevantCommissionchairsabouttheprogressionsystemaswellasourcontingencyplanningforadverseweatherconditions.

InNovember,ItravelledtoAlexandria,EgyptwhereIwastheExecutiveCommitteerep-resentativeandPresidentoftheJuryattheAfricanOlympicQualificationregatta.IampleasedtoreportthattheregattawaswellmanagedbytheOrganisingCommitteeandajurycomprisedalmostentirelyofAfricaninternationalumpires.ItwaspleasingtoseetheprogressmadebyAfricanmembercoun-trieswithboththenumberandqualityofthe

participantswith18countriescompetingfortheavailableplaces.Onalighternote,inOctober,IhadthepleasureofrepresentingFISAatthe175thanniversarycelebrationofDerHamburgerundGermaniaRuderclub,oneoftheoldestrowingclubsintheworld.

TheFISAHeadquartersstaffisfocusedonitsworkontheareasidentifiedinourStrategicRe-assessment.Developmentremainsourpri-marygoalandtheDevelopmentDepartmentisledbyourDevelopmentDirectorThorNilsenandDevelopmentManagerSheilaStephens-Desbans.WehavedividedtheCommunicationsandMarketingfunctionsformoreeffectivefocusoftime.

TheCommunicationsManagerforPublicationsandNewMediaremainsDéboraFeutrenwithanexpandedteam.MelissaBraycontinuesasourwebsitejournalistforthewww.worldrow-ing.comwebsite.TheteamnowalsoincludesLauraFell,CommunicationsCoordinatorforSocialNetworkingMediaand,sinceMarch2012,LisaHayden,CommunicationsCoordinator-Website.

TheMarketingAreaisledbyourMarketingDirectorAndyCouperandisassistedbyUndineGroeger,thenewMarketingCoordinator.LongservingMarionGallimoreistakingsomewell-deservedtimeawaywithhergrowingfamily.

TheEventsDepartmentincludesEventsDirectorSvetlaOtzetova,EventsManagerColleenOrsmond,DanielaOronova,EventsCoordinator,andNathaliePhillips,ournewestEventsCoordinator

OurteamofconsultantsincludesTelevisionConsultantPeterHertrampfofQuattroMediaalongwithWorldRowingTVDirectorSteffenRappwhoassiststhehostbroadcastersandrightsholdersandtogethertheyformourWorldRowingProductionsteam.OlivierCaillet,ourinformationtechnologyconsultant,contin-ueshisintensework.JeanMauriceMordasinicontinuesasourassetmanager.

FISA’sheadquartershasnowbeeninthe“HouseofInternationalSport”since2006andcontinuestobenefitfromtheclosecontactwiththeInternationalFederationsofArchery,Boxing,Canoe-Kayak,Fencing,Triathlon,FISUandseveralotherorganisations.Thishasal-lowedourstafftoexchangeideasandshareexperienceswithotherIFstaff.

2. StrAtegIC PLAn

FISA’sStrategicRe-assessmentExercisewasstartedinSeptember2009.Becauseofthemanychangesinthetelevision,mediaandsponsorshipworlds,FISA’spromotionalandfinancialmodelshadtobere-worked.NewapproacheswereneededtosecurethefutureofFISA.

Thereweremanyimportantphasesafterthattimewhichincludedconsultationwithdiffer-entkeystakeholdergroupsaswellassurveysandquestionnaires.Akeystepforwardwason18May2011whenthenewbrandidentity

Afterextensiveconsultation,theExecutiveCommitteedefined31keyprojectswithinthesesevenareas.During2011,21ofthe31projectswereinitiated.

a. television-Inthe“Television”area,majorprojectswerelaunchedinNewZealandattheendof2010anddevel-opedthroughout2011.WenowhaveadedicatedteamofWorldRowingProductionsexpertstoprovide“handson”assistancetothedirectorofthehostbroadcasterofeachevent,plusaseparateteamdedicatedtocreatingcustommadenews-clipsandinterviewsofkeyrowersforourtelevisionrightsholders.TheyarealsocreatingathleteinterviewsfortheFISAdigitalmediaplatforms.Thesameteamalsomanagesourtelevisionrightssalesandrelation-shipswiththenon-EuropeanTVchan-nels.During2011long-terminterna-tionalsaleswereconcludedwithKoreaandBrazil.NegotiationsareinprogressforarenewaloftheFISA–EuropeanBroadcastUnionagreementfor2013to2016andtheyaregoingwell.WehopetohaveapositiveannouncementbeforethetimeoftheCongress.

b. digital media -Inthedigitalmediaarea,thenewwebsitewaslaunchedinMay2011whichpresentedthesportmuchmorevisually.Therearealwayssomeproblemswhenanewsiteislaunchedbutthesearebeingfixed.FISAhiredanewSocialNetworkingMediacoordina-torin2011andsheiscomplementednowbyaWebsitecoordinatorwhostartedinearly2012.FISAnowoperateseightFacebookpagesforthedifferentcommunitiesofrowersthatweidenti-fiedinoneofoursurveys,andtheyarebecomingmoreandmorepopular.In2011,thetotalnumberofpageviewsinFISA’sdigitalmediareached17.8million,farabovethe2010figureof8.6million.TheFacebookpagescontributedover7milliontothisfantasticimprovement.Theimprovementinthevideostream-ingplatformshasalsogeneratedmuchmoretraffic.Thecontenthasbeenim-provedaswellasthepresentation.

c. revenue generation–Thetraditionalfinancialmodelsofexclusive,geograph-icaltelevisionrightsandsponsorshipswhichreliedmostyonbrand-exposure,havedramaticallychangedandnewmodelswereneeded.NewprojectsanddedicatedpersonnelwerenecessaryintheareaofRevenueGeneration. Asaresultofthisapproach,televisionrightscontractshavebeennowextend-edtoNewZealand,Australia,Korea,Brazil,UnitedStatesandCanadaand,thankstothelaunchofournewWorldRowingbrandandaswitchofemphasistowardsoursport’s“corevalues”,sev-eralnewSponsorshipagreementshavebeenconcluded.

Aswell,thestrategicalliancewithWWFforCleanWaterhascreatedmuchmoreinterestfromcompanieslookingforacredible,environmentalsport.TheLicensingandMerchandisingpro-grammehasbeenre-workedwithprop-erlybranded“WorldRowing”OfficialMerchandisestandsatallevents.Manyothernewideaswerelaunchedin2011,somesuccessfulandothersnot.Inanattempttomaketheeventsself-financ-ingasmuchaspossible,bidfeesandhostingfeesaswellasthepackagingandsaleofcommercialrightstoorgan-isingcommitteesofourmajorWorldRowingeventswerestarted.Finally,sev-eralnewofficialsupplierswereidentifiedandagreementsreached.

d. Promotion and Improved events - In theareaof“Promotion”ofthesportand“ImprovedEvents”,andafteralongprocessofquestionnairesandinter-views,thenewWorldRowingbrandwaslaunchedinMay2011.Thisbrandisbasedonthecorevaluesofthesportandthosewhoparticipateinthesport.Itissimple,andyetmulti-dimensionalandhelpsusandourorganisingcommitteesfocusondeliveringan“on-brand”expe-rienceforourathletesandspectators. Withtheintroductionofanewbidseminar,andagreateremphasisonpromotionintheeventbiddingques-tionnaire,andouron-lineWorldRowingKnowledgeCenter,wearebetterabletoassistourOCsintheirunderstandingofourobjectives–especiallyinhowtoim-provethelocalpromotionofourevents.Aswell,theMediaandPromotionsCommissionhasbeenadaptedtoen-suretransferofknowledgeamongOCs

aswellasdocumentallideasfrompastevents. Finally,in2011,FISAengagedtheworld-leadingsportspresentationfirmGreatBigEventstoimprovethespectatorexperienceatallWorldRowingEvents.Wehopeyouhavefeltthedifference.

e. new events -Intheareaof“NewEvents”,theCitySprintsconceptwaslaunchedin2011inSt.Petersburg,Russia.Thisistheattempttobringthesportandsomeoftheworld’sbestrowers(inanentertainingway)tothepeople,tonewplacesandonaglobalmediaplatform.ThegoalistocreateaseriesofCitySprintseventsinmajorcitiesaroundtheworldin2013.In2012,anewCitySprintseventwilltakeplaceinZurich,Switzerlandon29September,andwewillusethisoccasiontotestsomeothernewconceptsforanexcit-ingevent. Alsoin2011,manynewideasweretestedinBari,ItalyattheCoastalChampionshipswiththeintentionofinitiatingsomenewconceptswhichwecanintroducetoCoastalRowinginthefuture.

f. new Audiences / Communities -Finally,amajornewstrategyhasbeentoad-dressthemanydifferent“communi-ties”intheworldofrowing.In2011,welaunchedindividualcommunitywebpag-esaswellaseightdifferentFacebookpages.Insummary,thismeansthatwecannow“speak”witheachcommunityandaddresstheirspecificinterestsandrequirements.In2012,weplantomakesignificantprogresswiththeIndoor

Rowingcommunity,aswellasfully-in-corporateUniversityRowingintotheworldrowingfamily.Aworkinggroupofindoorrowingmachinemanufactur-ershasalreadybeencreatedtoprovideguidancefortheIndoorRowingpages.

TheCouncil,CommissionandStaffmembershavebeenworkingdiligentlytoactivatetheStrategicPlan.

3. deVeLOPment

DevelopmentDirectorThorNilsenandhisteamarecontinuingtomakeprogressinthisarea.OurlongservingCoachingDirectorforLatinAmericaRicardoIbarrapassedawayon15thDecember2011afteralongillness.ThorisassistedbyRicardoIbarraourLatinAmericanCoachingDirector,MichelDoutreforAfrica,andChrisPerryinAsia.TheyarecomplementedbyactiveandinfluentialContinentalRepresentativeswhoarealsokeycontributors.YoucanreadaboutalltheirplansandgoalsintheDevelopmentProgrammereportsectionoftheseAgendaPapers.

4. FUtUre

Thedigitalrevolutionhaschangedeverything,andthatincludesthesportofrowingandFISA.Butunlikemanyothersports,wehavereviewedourstrategyandfinancialmodelsingreatdepth,consultedwithexpertsinthevariousfieldsandhavenowreacted;infact,andinmanyareas,weareaheadofthegame.TheCongresswillcontinuetobeupdatedandfeedbackatanypointisgreatlyappreciated.

5. COnCLUSIOn

The2010WorldRowingCoachesConferencewasheldinSlough,nearLondon,inJanuary2011,havingbeenpostponedfromNovember2010duetotheWorldChampionshipsinNew Zealandatthattime.TheCoachintheSpotlightwasUSWomen’sRowingHeadCoachTom Terhaarwhoenlightedtheaudi-enceontheverysuccessfulwomen’seightsprogrammeintheUSA.Attendeeswereabletoinspectthefacilitiesforthe2012OlympicGamesatnearbyDorneyLake.ManythanksgotoBritishRowingfortheirhospitality.

Thenthe2011CoachesConferencewasheldinVarese,Italy,thesiteofupcomingFISAevents.AnexcellentprogramincludedGianni Postiglione(Italy,Spain,Greece)astheCoachintheSpotlight,aswellasarangeofothertopics,includingananalysisofsomeofthemanybiomechanicsandtechnicaldataequipmentpossibilitiesavailabletoday,

The2012CoachesConferencewillbeheldinLimerick,Irelandfrom1-4November2012.

MembersoftheCommissionperformedFairnessCommitteeandSeedingdu-tiesattheWorldCupRegattasandWorldChampionships.Moreconsistencyandex-periencehasbeenaddedtotheFairnessCommitteethroughappointingasmallgroupofexperiencedmembersoftheCommitteewhichisheadedbytheCompetitiveRowingCommission’sChairmanofHonourThor Nilsen.Atthesametimeotherpoten-tialcommitteememberswillbeinvolvedwiththeCommitteetodevelopabetterpoolofpeopletocarryoutthisdifficulttask.OthermembersoftheCommissionremaininvolvedinassistingtheFairnessCommitteeand,inparticular,inconsultingwiththeteamsastotheirviewsandexperiences.Henk-Jan ZwollefromtheCommissioncontinuestocoordi-natesomeimportantresearchintomonitor-ingtheweatherconditionsonvariousWorldChampionshipandWorldCupcourses,andtheeffectthattheseconditionshaveonracing,sothatbetterpredictionscanbemade,andmoreinformeddecisionscanbetaken.

In2012,theCommissionwillbeassistingtheCouncilandtheExecutiveCommitteeinareviewoftheWorldChampionshipboat

TheCommissionisworkingwiththeDevelopmentDepartmentofFISAtoprovideupdatedcoachingeducationmaterialsforusebynationswhichdonothavetheirowncoacheducationprogrammes.Themoreadvancedcourseswillbealongthelinesofthoseofsomeleadingnationswhoarewillingtomaketheirmaterialsavailable.Rosie MayglothlingisleadingsomeworkwiththeEuropeanCouncilofCoachEducationtodeliversomecoordi-natedstandardsincoachingeducationwhichcanbeimplementedacrosssportsandacrosstheworld.

Activities of the Commission

The38thWorldRowingMastersRegattawasorganisedattheMaltaLakeRegattacourseinPoznan,Poland.Weracedfrommid-dayThursdaytolunchSunday,finishingwiththemixedraces.Wehadexpectedarecordentrybutperhapsduetotheglobaleconomicsitu-ationtheentrywasabitless.Wewillcontinuetomonitorthissituation.

Thefirstdayofracingwehadsomeverystrongwinds,andtheweatherforecastdidnot

looktoopromising.Buttheconditionswerefairandsafetywelltakencareof.Wehadnocomplaintsabouttheweatherorthecondi-tionsandtheweatherimprovedforthelasttwodays.

Wehad22FISAumpiresand24Nationalumpires.UndertheskilledhandoflongservingUmpiringCommissionmemberStan Komornicki,theumpiresdidagreatjob.Theareaaroundfinishattheoutgoingpon-toonsisnarrowforsuchabigregatta,buttherewerenoseriousincidents.

Ourrowersaregettingolderwhilestillrow-ing,andtheentryfortheoldestcategoriesisincreasing.Theperformanceoftheserow-erswasamazinganditwaswithgreatre-spectwewatchedthemracing.TheMastersCommissiontakesthisasasignofrowingbeinggoodforhealthandbeingalifelongsport.

Theboatrentalsystemwillneedtobelookedatcloselyforthefuture.InPoznantherewereseveralproblemsrelatedtorentalboatsandasmanyofourrowerscomefromoverseas,thiswillbeoneofourmainworkingareasforthecomingyear.

ForthefirsttimeinthehistoryofourregattawehadtheofficialFISAphotographeronsiteand,withthehelpofLaura FellfromtheFISAoffice,wewereactiveonFacebookandtheFISAwebsiteduringtheregatta.Theraceswerealsoshownonbigscreensatthecourseandthiswasmuchappreciatedbytherowersandspectators.Theopeningceremonywasamazing,androwersarestillspeakingaboutthefireworkscomingthroughtheairtowardsthefinishtower.Manyrowersattendedthe

Wehadformalmeetingswiththeorganis-ersoftheregattain2012Duisburg,Germanyand2013inVarese,Italy.TheFISAMastersCommissionencouragesfutureorganiserstoattendregattastolearnfromthecurrentorganisers.

Allmembersofthecommissionworklongandharddaysduringtheregattaincooperationwiththeorganisers.Thisdoesnotpreventourcommissionmembersfromracingandseveralgoodresultswerecelebratedinthecommission.

Accomplishments

TheMastersCommissionwashappytogettwonewmembersin2011,andthecommis-sionismovingforwardwithmanyideasonhowtoruntheregattaandevenmoreonhowtopromotetheregattaandkeeprowersandtheirfriendsupdatedduringracing.

ThechangeintomoreprofessionaluseofthesocialnetworkingmedialikeFacebookandthewebsiteismoreimportantthanever.AccordingtoFISAsurveys,themasterrowersareaveryactivegroupinusingsocialmedia.

WehavelookedintotheorganisingofthelandactivitiesincludingtheMastersPartyandtheceremonies.

TheintroductionoftheJcategoryisasuc-cess,andfor2012wewilltrytheJandJ2 cat-egories.Weareaskedtomakecategoriesall

thewayupto100andwewillaskFISAMedicalCommissionforadviceonhowtomaketheyeargapbetweentheoldestcategories.

Challenges for the future

Wehavehadanothergoodyearintermsofcontrollingthematerials,equipmentandtech-nologyinoursport.Wearepleasedthatwehavehadfewinfractionsandduringtheyearwehavediscussednewequipmentwithmanymanufac-turers.Themanufacturersseemtounderstandandacceptourprocessandarepleasedthatwehavenothadtoresolveanyextremeissuesafterthefactassomesportshave.

CoastalRowingcontinuestobeourbiggestareaofdevelopment.ThisyearMathiasandThanasiswereabletotraveltotheCoastalChampionshipsinBaritoobserveandmoreimportantly,measuresomeoftheexistingboats.Itwasveryvaluabletoseethecompeti-tioninactionasweworktoassistinpromotingthisaspectofoursport.

WeworkcloselywiththeAdaptiveCommissiontoensurethattheequipmenttheyuseisequalforall.Wenowhavefivemanufacturersproduc-ingandmoreareinterested.Thisisverygood

forthedevelopmentofthesport.Ournewcommissionmember,ConnyDraperhasalsoworkedwithadaptiverowersandshouldbeavaluableresourceinthecomingyear.

Asthe‘clearinghouse’fornewtechnologytherehavebeenasignificantnumberofappli-cationsinthepastyear.Themajorityoftheseweredeemednottobe‘innovations’underourrulesandavailableforimmediateuse.InthefuturewewillbepostingtheseproductsontheFISAwebsite.

Challenges for the Future

TheinformationgatheredatBariandthroughsubsequentdiscussionswillbeusedasabase-lineforthedevelopmentofFISAdesignsforthethreeboatclasses.AswithotherFISAde-signs,whenthehulldesignsarecompletetheywillbeavailableforfreetoanyoneinterestedinproducingcoastalrowingboats.Wecontinuetoworkwiththecoastalrowingcommunitytoimprovetheboatsandregulations.

Electronics,forbothsportsmeasurementsandcommunicationscontinuestobethebiggestdevelopingissuethatweareaddress-ing.Toassistusinthisarea,forthenextyearwewillbeaddinganewcommissionmember,Conny Draper.Asabiomechanistworkingprimarilyinrowing,shehasextensiveknowl-edgeandexperiencewithelectronicmonitor-ingequipment.WeexpectthatthiswillcreateacloserlinktotheCompetitive,MedicalandAdaptiveCommissionsaswellaswiththemanufacturersofelectronicequipment.

WearealwaysconcernedthatamanufacturerwillintroducenewandinnovativeproductsintheyearoftheOlympics.Ourrulesarevery

AftertherestructuringoftheMediaandPromotionCommission,2011wasthefirstyearforallmembersintheirfunctions.ReflectingontheirroleintheCommission,themembersseetheirparticipationasaprogres-sion,alearningcurvetowardstheirownWorldChampionships.

Thememberswenttodifferenteventswheretheyhelpedinseveralfields(presscentre,interviews,quickquotes,etc.)andgatheredideasonpromotion.Thishands-onperiodenablesmemberstoseethewholepicture,andbuildcontactswithotherFISApeopleaswellaswithnationalpressofficersandmedia.

DuringtheWorldChampionshipsinBled,theCommissionorganisedameetingwiththepressofficersofthenationalfederationstopresentsomeofthechangesintroducedintermsofpromotionofrowingduringtheseason2011(e.g.therenewedWorldrowingwebsite)andsetthebasisforthecreationofanetworkofpressofficersorpersonsinchargeofmediainthenationalfederations/FISAstaff/FISAMedia&PromotionCommission.

FISA tour 2011:LakeBiwa,Japan.

ThiswasthefirsttimeaFISAWorldRowingTourwasorganizedinJapan,orintheFarEast.ThefirsttimeJapaneserowershadparticipatedonaFISAtourwasinHollandin2005,andsincethen16Japaneserowershavemade25participations.

DuetothetsunamiandtheFokushimanucleardisaster,thetourwasatriskduringthespringof2011,andabout1/3rdoftheoriginalparticipantseventuallydecidedtocancel.FISAofferedtheJapaneseorganis-ingcommitteethepossibilitytopostponethetourbytwoyears.Thiswasnotan

optionthattheOCwantedtotake,andactivelyaskedthetourrowerstocometoJapanandhelpthemgetbacktonormallife.TheLakeBiwatourwaswellorganizedinaveryfriendlyatmosphere,andthosewhodecidedtogodidnotregretit.

In2013theFISAtourhasbeenofferedtoIreland,ontheriverShannon,andal-thoughthefinalagreementhasyettobesigned,wearepositivethatthetourwillmaterialize.

Nodefiniteplanshavebeenmadebeyond2013,butweareworkingonuptofourprojects.

The5thWorldRowingCoastalChampionship2011washeldinBari,Italy.ItwasthemostsuccessfulChampionshipstodate.

Theentriesforthechampionshipswherethelargesteverwith173crews,457par-ticipantsfrom19countiesattending.

the International nile rowing regatta – Luxor 2011

TheInternationalNileRowingRegattawasheldinLuxorfrom11–17January2011in10eventswiththeparticipationofAlgeria,Cameroon,Egypt,Kenya,Libya,Morocco,SudanandTunisiafromAfricaandseveralcountriesfromAsiaandAmerica.SeveralFISACouncilmem-berswereinvitedtoattendthenewlylaunchedregattawhichwasasuccessful.

The1stDoualaInternationalRowingRegattawasheldinDoualaon23–24September2011withtheparticipationofsixAfricanfedera-tions:Angola,Cameroon,Uganda,Senegal,TogoandZimbabwe.

Rowinghadbeenincludedinthesportspro-grammeof2011AllAfricanGamesafterpromisesofsupportfromFISAandFASA.Duetoseriouscommunicationsdifficultiesandfinancialproblems,therowingeventswerewithdrawnfromtheprogrammeofthegamesshortlybeforetheywereheld.

African Olympic Qualification Regatta

Crewsfrom17countries(ALG-ANG-CIV-CMR-EGY-KEN-LBA-MAD-MAR-NAM-NIG-SEN-SUD-TOG-TUN-ZAM-ZIM)participatedintheAfricanOlympicQualificationRegattaheldinAlexandriafrom1to3November2011andprecededbyatrainingcampforthepar-ticipatingteamswiththeassistanceofFISAandOlympicSolidarityduringtheperiodfrom22to30October2011.

Ugandahadplannedtoparticipatebut,intheend,couldnotattend.Thenumberofcountriescouldhavereached20countriesifNigeriaandSouthAfricahadtakenpart.

Thiswasremarkableprogressagainst12 coun-triesthatparticipatedintheAfricanquali-ficationregattainAlgeria2007.IalsothankMadagascarandNigerwhererowinghasonlyrecentlystarted–theyinsistedtoparticipateinthequalificationregattaforthefirsttime.

• AstheSeniorAdviserfor20123rdAsianBeachGamesOrganisingCommitteeinHaiyang,Shandong,China,IhavetriedtwotimestoconvincethelocalOCtoin-troducecoastalrowingandsomeotherwatersportsatthe3rdAsianBeachGames.ButtheydefinitelyselectedwindsurfingandwaterskiasthetwolastcompetitionsoftheirGames.

Accomplishments:

ThereweresomeachievementsfortheAsianrowingfamilythatshouldbeparticularlymentioned:

• Firstwasthesuccessfulorganiza-tionofthe201114thAsianRowingChampionshipsand16thAsianJuniorRowingChampionshipsinHwacheon,Korea.I’dlikeespeciallyexpressmythankstotheKoreaOrganisersandtomycolleaguesasMikeTanner,Chris ParryandFayHo.

• SecondonewassuccessfuloperationofthenewAsianRowingFederationSecretariatinKorea.Mr. Jong-Chul LEEasthenewARFPresidentandMr. Ken LEEasthenewARFSecretaryGeneralshowedin2011theircapacity,dedicationandefficiency.

Challenges for the future

ThefirstchallengefortheAsianareaofrowingisalwaystoimprovethetrainingandcompeti-tionlevelofourAsiancoachesandrowers.

The2ndchallengeistofinddifferentcountriesforthefutureAsianregattas.WearehappytohavetakennoticeoftheenthusiasmshowedbyKRAinrecentyears.Theywillconsecutivelyorganizefourupcomingeventsindifferentcit-iesasfollows:

AproposalwaspresentedandacceptedbytheCouncilthatfortheArgentinianRowingAssociationtoorganizetheOlympicQualificationRegattainTigreinMarchof2012

Pan American games, guadalajara

ParticipationwasarecordatthenewcourseinCiudadGuzmanwithexcellentresultsfromArgentina,Cuba,andUnitedStatesandthehostMexico.Theregattacoursewascalm,therewasbeautifulweatherandmorethan10,000spectatorseveryday.TheorganizingcommitteedeliveredalltherequiredelementsandthecommunitywillnowhaveanewcentertodeveloprowinginJalisco.

TheIberoAmericanRowingConfederation(“ConfederaciónIberoamericanadeRemo”)wasfounded.ThenationalfederationsofPortugal,Spain,México,Cuba,Guatemala,Honduras,Nicaragua,CostaRica,Panamá,Colombia,Venezuela,Ecuador,Perú,Chile,Paraguay,Uruguay,Argentina,PuertoRico,GuatemalaandElSalvadorsignedthecon-stitution.Themissionistoorganizearegattaeverythreeyears.

• FISAChampionships–Again,wemustprovideassistancewithlodgingand

boats.WemustworktoencouragetheNFsofourregiontoparticipateinWorldJuniorandUnder23Championships

• ThecreationofapermanentrowingcenterinCentralAmericaisoneoftheobjectivessince2009.Wehavenotbeenabletoachievethisobjective.

• Adaptiverowinghasnotstartedinourarea.

• Youthprogramsdonotexistinmostofthedevelopingnations.

Inspiteofallthechallengeswecontinuetoattractaconsiderablenumberofgoodath-letes.ThePanAmericanGameswereagreatsuccessandwemustworktobuildaRowingLeagueinLatinAmericawiththeparticipationofPortugalandSpainwecanfurtherbuildtheIberoAmericanArea.

Theyear2011wasagainadynamicyearforrowinginOceania.AlthoughmembershipoftheOceaniaRowingConfederationremainsatfourFederations,thestrengthofprogrammesinVanuatuandSamoacontinuestogrow,whilstNew ZealandandAustraliaremainneartheverytopoftheworld’sbestrowingnations.

Highlightsoftheyearincludethecompeti-tionofateamfromVanuatuintheAustralianInternationalYouthCup(AustraliaandNZcompete),andofthecontinueddevelopmentofSamoanborn,New Zealand-basedscullerBradleyJowitt–followinghisfineshowingatthe2010WorldRowingChampionshipsinNew Zealand.

2011wasRowingNew Zealand’smostsuccess-fulinternationalyear.Theywon4gold,1silverand4bronzemedalsatthe2011WorldRowingChampionshipsinBled,Slovenia.Indoingso,theyqualified11crewsforthe2012LondonOlympicGameswiththepotentialformore.

RowingNZhasreviseditscoacheducationanddevelopmentprogramme,andisintro-ducingamodularapproachtogaincoachingqualifications.Eachmodulehaspointsallo-catedforcompletingtherequirementsofthatmodulewithatotalnumberofpointsrequiredforaccreditationaslevelone,leveltwo,etc.,coach.Therearecompulsorymodulestoat-tendandallpreviousexperiencewillbetakenintoaccount.

UniversityRowinghasintegratedwithintheRowingNZmanagementstructureandisnow

asub-committeeoftheRowingBoard.Thiswillprovideamorestreamlinedapproachforthoseathletescompetingandwantingtocompeteatuniversitylevel.

TheRNZBoardsignedoffonanew2-yearstrategicplanincorporatingfivekeyareas:-

1. HighPerformance–aclearfocusonLondon2012;

2. DomesticRowing–astrongemphasisonintegratingwithSecondarySchoolRowing;

3. OperationalExcellence–aneedtopro-videworldclassIT;

4. LondonPlanning–workingwiththeNZOlympicCommitteetoprovidethebestenvironmentforourathletes;

5. Partnerships–workingwithsponsorsandSportNZ.

Vanuatu

TheVRA(VanuatuRowingAssociation)werefortunatetohaveLeeSpearpostedtoVanuatufromNew ZealandasaHighCourtJudgeandevenluckiertoalsohavehiswife(aqualifiedcoachandInternationalleveloffi-cial)assistwithcrewcoachingattheVanuatuRowingClub.Bothhavemadeasignificantim-pactintheday-to-dayoperationsattheClub.

InMarch2011,ReinholdBatschi(FISAdevel-opmentcoachingconsultant)againvisitedVanuatutocontinuehisworkinprovid-ingtechnicalexpertiseandadvicetotheAssociationregardingarangeofmatters–fromcrewpreparationtocoacheducation.

ClubCoachCameronCrichtonfromTasmaniarelocatedtoVanuatuinMayandhasalsoprovedinstrumentalinimprovingtrainingmethodol-ogyfortheelitecrewsintheVRA.CameronhasalsobeenagreathelpinmaintainingtheClub’sageingboatsandteachingboatmanTomhowtorepairequipmentwhenneeded.

MayprovedtobeabusymonthfortheVRAandthePVRC(Pt.VillaRowingClub),asthecrewswereinvitedtotheYouthRowingChampionshipsinSydney.Withlimitedfunds,theNationalBankofVanuatusteppedupasamajorsponsor.

InJuly,VanuatuwasrepresentedforthefirsttimeinaninternationalrowingeventattheYouthRowingChampionshipsinSydney.Althoughnomedalswerewon,manyheartswere.Itwasagreatopportunityforcrewstoexperiencecompetitionfirst-handandunder-standtheimportanceoffitness,well-beingandcommitment.

InSeptember,VanuatuhostedacrewfromtheBayofPlentymastersrowinginNZ–whowereeventualwinnersofthe‘Inter-Island’trophy.TheannualcorporateregattawasheldinOctoberandagainwasagreatsuccesswithninecorporatebusinesshousesparticipating.InOctober,theGrandHotelmadeasignifi-cantdonationofgymequipmenttotheclub.Otherhighlightsof2011includedtheregular‘SaturdayRowing’,thepurchaseoftworowingergometersfromNZ,twonewOceanKayaks(VASANOC),anewcoachboat(donatedbyBRDEBank)andtheannualXmasbreakfastrow.

• Preparationforparticipationinthe2013YouthOlympicFestival,Sydney;

InMarch2011,theMinisterforSportMark ArbibofficiallyopenedtheNationalRowingCentreofExcellencefacilityinCanberraandlaunchedthenextexcitingchap-terintheevolutionofRA.

LocatedatYarralumlaBayinCanberra,thisfacilityenablesallareasofrowing’snationaloperationstoco-locateandworkcollabo-rativelytodeliverthekeystrategicgoalsofthetwobusinessunitsofHighPerformance,resourcedandservicedundertheNationalRowingCentreofExcellence(NRCE)partner-ship,andCommunityDevelopmentwithaclearvisionanddirection.Thisstructurehasalreadyfacilitatedgreaterefficiencyinthedeliveryofournationalteamprogramandanelevatedfocusonthedevelopmentofcom-munityrowingandanationaleventsprogram.

TheopeningofthisnewnationalheadquarterscementsRAasahighlyregardedandsuc-cessfulorganisationthathasavisionandthecapacitytoguidethefuturedevelopmentofoursport.

2010/11wasanexcitingyearinthisevolu-tionarypathonmanylevelswithanumberofdedicatedcorporate,communityandhighperformanceprogramsbeingimplementedacrossthecountry.

Inanothercompetitivebid,RAteamedupwiththeVictorianMajorEventsCompanytose-curetherighttohostthe2014WorldRowingMastersRegattaatLakeWendouree,Ballarat,nearMelbourne.

InitsbestperformanceataFISAWorldChampionshipsinhistory,theAustralianRowingTeamwon3gold,3silverand4bronzemedalsattheWorldRowingChampionshipsinBled,Slovenia.Indoingso,theyqualified10 crewsforthe2012LondonOlympicGamesand2crewsfortheParalympicGames.

RAcontinuedtodemonstrateitscommitmenttoAdaptiveRowingbyappointingaNationalAdaptiveDevelopmentCoordinatortocomple-menttheworkoftheAdaptiveHeadCoach.

Samoa

New Zealand-basedSamoanBradleyJowittcontinuestobethemainfocusinSamoanrowing.Astrongshowinginthe2010WorldRowingChampionshipshasgivenimpetustoSamoanrowingathome.

AsthenewestmemberofOceaniaconfed-eration,futurestrategiesincludegrowingthesportatitsbaseanddevelopingopportuni-tiestodevelopanexchangeprogrammetodeveloppotentialcoachesandathleteswithAustraliaandNew Zealand.ThesetwoinitialstepswouldprovideanimpetustodevelopasmallprograminSamoa.

Aimsfor2012includedevelopingthesportsbaseandatanelitelevelnominatingBradley JowitttotheIOC(throughFISA)inordertoqualifyfora‘Tripartite’CommissionInvitationPlace’fortheLondon2012OlympicGames.PlacesarelimitedbuteffortsfocusontheprofilethiswillbringthesportintheOceaniaregion.

The1stEuropeanRowingJuniorChampionshipstookplaceinKruszwica,Polandon24-25June2011.Therewere386athletes128crews,from23nationspar-ticipating.Competitionswereheldinthe13 WorldRowingJuniorChampionships

events.ThankstotheexcellentorganisationbytheKruszwicaorganisingcommittee,itwasagoodexperienceforboththeparticipantsandspectators.CompetitionswereheldovertwodayswithacompleteFISAprogressionsystem.Thecourseislocatedonanaturallake,thefacilitiesbasedatthelocalrowingclubprovidedgoodconditionsfortheteams.Itwasasuccessfulstartofthiscompetition.

2011 european rowing Championships –Plovdiv,Bulgaria

The2011EuropeanRowingChampionshipstookplaceinPlovdivatthevenueofthe2012WorldRowingSeniorandJuniorChampionshipsonthenewlyextendedeightlaneregattacourse.Thankstotheexperi-encedOrganisingCommittee,itwasaneventonahighstandard.Alotofspectatorswerewatchingthefinalsandthelevelofcompeti-tionwasgood.Asexpected,therewerefewerentriesthanin2010.Comparingthenumberofparticipantsin2010(506)whentheERCHwasheldsixweeksbeforetheWorldRowingChampionshipsand2011(385)withthedateaftertheWRCH,provesthattheproposaltochangethedatestotheendofMaywillservetheneedsofthenationalfederationsbetterandhaveabetterplaceintheInternationalregattacalendar.

AttheGeneralAssemblyoftheEuropeanNationalRowingFederationsthe2013EuropeanRowingChampionshipswereattrib-utedtoSeville(ESP),andthe2013EuropeanRowingJuniorChampionshipstoMinsk(BLR).FollowingFISA’sdecisiontochangetheWorldRowingCupprogrammefor2013,theGAacceptedthenewdatesproposedforthe

Accomplishments

• TheEuropeanJuniorRowingChampionshipswererunsuccessfullyforthefirsttimereachinghighparticipa-tionnumbers.

• Thebidprocedurewasmodifiedandharmonisesthebiddingtimelinestoallowforbotheventstobeawardedtwoyearsinadvance.

• TheprojecttoestablishaEuropeanIndoorRowingChampionshipswasstartedinaconstructivewayinvolvingdiscussionsaboutpossiblewaysofco-operationwithmanufacturerConcept2.Theoptiontostageitin2013isfeasible.

Challenges

• TheERMBhastofinalisethedetailsofestablishingtheEuropeanIndoorRowingChampionshipsincludingdraftingthe

regulations,determiningwhicheventswillbeincluded,findingwaystomatchalltherequirementstohavetherighttoawardaEuropeanChampionshiptitle.

• ERMBcontinuestotryestablishinglinkswiththeEUinordertogetfundingforprojectsthatcanenhancethelevelandparticipationofEuropeanRowing.

• TheERMBisseekingwayshowtocontrib-utemoretothedevelopmentprogrammeinEuropeaimingatanincreaseinpartici-pationatEuropeanrowingevents.

Conclusion

TheactivitiesoftheERMBaresupportingtherealisationofFISAstrategyaimingtostrengtheninvolvementinrowingandeventsoncontinentalandregionallevel.ThankstothesupportofFISAstafftheprofileoftheEuropeanRowingChampionshipshasbeenraisedsignificantly.

Asforecastedinthefinancialpresentationtothe2011Congress,thetotalsofbothincomeandexpendituresare60%abovebudget.AsusualbothincomeandexpendituresareinflatedincomparisonwiththebudgetbyitemswhichoffsetasaresultofFISAincurringexpenseswhicharethenrechargedtothirdparties,mainlytheOrganisingCommitteesofourevents.Theserechargesamountto25%oftheincrease.TherestoftheincreaseistheresultofsignificantimprovementsinFISA’sincomefromcommercialrightswhichhasfundedfurtherinvestmentsmadeaspartofthestrategicreassessmentexercise.Thesecostsincludethedevelopmentandlaunchofthenewbrand,thenewwebsite,thecleanwaterprojectandtheSprintregatta.

TheseadditionalincomesallowedFISAtoincreasethelevelofservicesprovidedatourevents,especiallyinthePromotionandMedia area.

2011 FISA FInAnCIAL rePOrt

FISA’sfinancialpositionhascontinuedtoimprovewithagrowingnumberofsponsorsandpartners.Howevertheadditionalincomethishasproducedhaslargelybeenusedinin-creasedexpendituredrivenbygreateractivity,moreevents,anincreasedstaffandthecostsofthestrategicreassessmentexercise.

Wepresentedarevised2012budgetatthe2011FISAOrdinaryCongressinBled.Itre-flectssomeofthechangesexpectedfromthestrategicreassessmentprojects.Weexpecttofinish2012withasmallsurplus.

Wehavepreparedafouryearfinancialplanfor2013-6whichisincludedintheseCongresspapers.AsasubstantialpartofFISA’sincomeisreceivedintheyearoftheOlympicgamesfromtheIOCTVandsponsorshipincome,weneedtobudgettousethisoverthenextfouryears.Thefirstyearofthisplanisthebudgetfor2013.

Inadditiontothethree-yeartermsponsorshipagreementwithSamsung(2010-2012),FISAalsosignedin2011aoneyearFISAPartnershipwithGazprombank.TheSamsungagreementhasbeenrenewedfor2013andGazprombankfor2012.

Partialcommercialrightsincomeforfutureevents(2013Chungjuand2015AiguebeletteWorldRowingChampionships)hasbeenrecognisedin2011.

Theseadditionalrevenuesincreasedactualsponsorshipfiguresby370%comparedwithbudgetandWorldCupTVrightsincomeby55%.

In2011,FISAhelpedtoorganiseasprintregattainSt.Petersburg(RUS).ThecostsofthiseventwerecoveredbytheOrganisingCommitteeandthesponsors.

Foreachrowingevent,theactualincomeincludesaportionofre-invoicingofexpenditure,whenFISAre-invoicesorganisingcommitteesforexpenditureincurredontheirbehalf.Thisresultsinbothactualincomeandexpenditurebeinginflatedabovethenumbersoriginallybudgeted,al-thoughthesenumbersoffseteachotherinthefinalbalance.

Thesalesofgoodsatourevents(especiallyatWorldCups,JuniorandSeniorWorldChampionships)werebelowexpectationsanddecreasedbyCHF18’842(-37%)comparedwith2010.ThelaunchofanewrangeofWorldRowingproductsshouldboostourfuturesales.

ThedemandforDVD’sdecreasedcomparedtolastyear(-42%).Thisismainlyexplainedbythefactthatourracesmaynowbewatchedontheinternet.

Websitecostsincreasedby88%comparedwithbudget.In2011,FISAre-designeditswebsitewiththelaunchofanewbrand.Thedevelopmentcostsofthisinvestmentwereentirelyrecognisedin 2011.

FISAincreasedthephotographiccoverageofoureventsinordertohavemorematerialforthenewwebsiteandotherpromotionalactivities.ThisisreflectedintheincreaseofactualPublicationscosts(+15%versusbudget).

PromotionandMediaexpendituresincreasedby121%comparedwith2010.ThisismainlyduetothedevelopmentoftheFISAnewbrandandalsototheservicesprovidedtooursponsors,part-nersandspectatorsatourevents.Withthearrivalofnewsponsors,additionaleffortswereputinplaceintheexposure(TV),presentationandentertainmentatFISAWorldRowingevents.Since2011,FISAisalsoworkingwithGPS,acompanyprovidingtheserviceandtransportofourad-vertisingmaterialandTVcatamarans.Thesesponsorservicingcostsarepartiallyre-invoicedtothe sponsors.

Arevisedbudgetfor2012waspresentedtothe2011CongressinBled.Duetothestrate-gicreassessmentexercise,wehaveunder-takensignificantprojectssuchasthedevelop-mentofthenewbrand,thenewwebsiteandmanyotherrelatedprojects.Wearecarefullycontrollingthesecostsagainstnewsourcesofincometobesurenottooverspend.Atthetimeofwritingthisreport,wewouldliketoinformyouthattherearefurtherincreasesinincomeandexpenditurecomparedwiththebudgetapprovedlastyear.Neverthelessweexpecttoend2012withasmallsurplustoaddtoourreserves.

d. 2013 BUdget

The2013budgetispresentedwiththeac-countsintheusualformatintheseCongressPapers.Thisisthefirstyearofafour-yearbudgetplanfortheperiod2013to2016alsopresentedintheseAgendaPapers.

e. OUtLOOK And COnCLUSIOn

Thesigningofseveralnewpartnershipsin2012,alongwithinvestmentstoattractfuturepartners,hasensuredFISA’ssolvencyandallowsustoendthefouryearfinancialperiodwithamodestlevelofreservesgreaterthanplanned.Atthetimeofwritingthisreport,othernegotiationswithpotentialFISApart-nersarecontinuing.Despitethedifficulteconomicclimate,FISAiswellplacedfollow-ingthestrategicreassessmenttocontinuetoincreaseourrevenuesfromourevents,whichinturnwillallowagradualexpansionofouractivities.

2013-2016 Four year Financial Plan

Introduction

FISAreceivesapproximatelyhalfitstotalincomefromtheOlympicTVrightsincometowardstheendoftheyearofthesummerOlympicGames.Intheother,non-Olympicyearsourplannedexpenditureexceedsourincomebyasubstantialamount.Itisthere-forenecessaryforustoplanourfinancesforeachfouryearperiodstartingintheyearaftertheGames,soweallocateincomefromthissourcetofutureexpenditureforeachyear,toensurethatwedonotrunoutofmoneybeforetheendoftheperiod.

Income

Thereareanumberofassumptionswhichweneedtomaketocompletethisexercise.FirstlytheUSdollaramountweareduetoreceivefromtheOlympicTVrightsrevenuesisnotyetfixed.WeexpectthisamounttobeatleastUSD13’095’195afterinsurancecosts(againstcancellation)anditcouldbe10%,ormore,higherthanthis,buthaveusedthisfigureasthebasefortheplan.Thenextassumptionistheexchangerateatwhichthisamountiscon-vertedtoSwissFrancs.WehaveassumedUSD1tobeworthCHF0.90forthepurposesofthisexercise.Finallywehavetomakeassump-tionsaboutthelevelofincomeforfutureyearswhichhasnotyetbeencontracted.Wehaveincludedonlycurrentlycontractedincomeaswellasconservativelyexpectedpotentialin-come,withtheresultthatrightsincomefromoureventsfallsoffduringtheperiod.Wehaveassumedthatthereturnonourinvestedcashwillbe1.5%.

Adaptive rowing race distance AsmentionedinBled,theCouncilwouldlikethecongresstoexpressitsviewonthequestionoftheAdaptiveRacingDistanceforthe2013and2014WorldRowingChampionships.Thequestioninvolvespossiblemedicalimpacts,financialimpactonorganisingcommittees,timingofracesateventsandsubjectiveconsiderationssuchasattractiveness.TheCouncilwillpresentaninformationalpaperonalloftheabovesubjectsintheperiodleadinguptotheCongress.

Currently,Rule35–“Characteristics”allowstheCounciltochangetheadaptivedistancefortheseWorldChampionshipsto2’000metersasitonlyspecifiesthattheracedistancefortheParalympicGamesanditsqualificationregattasshallbe1’000metres.ButtheCouncilwouldliketheCongresstoexpressitsviewonthissubjectfor2013and2014.

Thewordingtobeputtoanindicativevotewouldbe:

“TheracedistanceforAdaptiverowersatthe 2013and2014WorldRowingChampionshipsshallbe2’000metres”

Dependingonthisvote,aproposalwouldbeputforwardforthe2013ExtraordinaryCongresssuchthattheracedistancefortheParalympicGamesanditqualificationregattasshallbe2’000metresaswell.ThevoteattheExtraordinaryCongresswouldbeachangeofanexistingrulewhichwouldrequiretwo-thirdssupport.

2. events Working group

AttheCongressinBled,theCouncilannouncedthataworkinggrouponeventsintheWorldChampionshipsprogrammewouldbeformed.TheEventsWorkingGroupischairedbyTriciaSmithandJohnBoultbee.TherehavebeenseveralmeetingsofthisgroupsinceBled,contributionsfromnationalfederations,asurveywascarriedoutofnationalfederationsand,sofar,manyoftheissueshavebeendiscussedbytheExecutiveCommittee.

TheCouncilwillpresentapaperwhichsummarisesthediscussionsandproposessomepossibleactions,someofwhichwouldleadtoproposalsforthe2013ExtraordinaryCongressinFebruary2013.TheCouncilwouldliketohaveafewminutesofdiscussionatthe2012OrdinaryCongresstohearsomeviewsfromthedelegates.

Overview

AsthisistheOlympicyear,theDevelopmentProgrammehasbeenfocusedonassistingasmanyteamsaspossibletotrytoqualifythroughtheContinentalOlympicQualificationRegattasortheFinalOlympicQualificationRegatta.Thenoncequalified,assistingthemtoprepareasbestaspossiblefortheGames.

Theorganizationofthepre-OlympicQualificationRegattaTrainingCampsaswellascampsinthepreviousthreeyearstoaidteamsinimprovingtheirlevelhavebeenthemainfocusofthedevelopmentprogrammeduringthisquadrennium.

BasedondiscussionsatthelastCouncilmeet-ingsinNovember2011,theDevelopmentProgrammeispreparingaproposalforthefuturesystemforthecontinentalOlympicqualificationevents.Theseeventswillalsobeusedtosupporttheregionalandcontinentalgamesandchampionships.TheDevelopmentProgrammehasbeguntoworkcloserwiththecontinentalrowingconfederationstobet-tercollaborateonthevariousactivitiesthatoccurintheregionsandwillcontinuetodosoin future.

Additionally,membersoftheDevelopmentProgramme,incooperationwithseveralotherpartners,areworkingonaproposaltoimprovethedeliveryofourcoachingeducationcours-es.Asofthewritingofthisreport,aproposalisbeingpreparedforafour-yearprojectofaligningtheFISACoachingDevelopmentProgrammematerialswiththecoachingeducationmaterialsfromleadingrowingna-tionsinvariouslanguages.TheDevelopmentProgrammewillbeabletoconsistentlydeliver

courseswithlong-termevaluationandsup-portforcoachestoimprovetheirknowledgeandability.

Asummaryofsomeequipmentdonationsthathavebeenorganizedin2011andwillbedeliveredshortlyisalsoincludedaswellassomeothergeneralactivities.

training Camps

Seville–TheSevilleDevelopmentTrainingCamptookplacefromthe13to26February2012.ItsfocuswasonassistingqualifiedOlympiccrewsorcrewsthathopetoqualifyinthenextfewmonths.FISAisworkingmorecloselywithteamsfromAfricathathaverequestedsupportfortrainingandcompeti-tionintheleaduptotheOlympicGames.ParticipantsfromAlgeria,Cyprus,Egypt,Lebanon,TunisiaandZimbabweattended.ThankstotheAndaluciaSportsMedicalCentreand“Bio-Row”theathletesreceivedacompletephysicalandmedicalevaluation,aswellasabiomechanicaltestonthewater.

TheMen’sSingleScullerfromCameroon,whoqualifiedfortheOlympics,continuestotrainatoneoftheFrenchNationalTeamCentresandisworkingcloselywithaFrenchcoach.HeiscompetingwithintheFrenchregattasystemaspartofhispreparations.Thisisfullysup-portedthroughanOlympicSolidarityathletescholarship.

Latin American Olympic Qualification regatta–Thiseventtookplacefromthe22to25March2012inBuenosAires,Argentina.TheArgentinianFederationhelpedtohostthetrainingcampincooperationwithOlympicSolidarityfor16LatinAmerican

NationalFederationsandNationalOlympicCommittees(theteamsmusthavetheap-provaloftheirNOCstotakepartinthetrain-ingcampiftheywanttoreceivefunding).Westronglyencouragedallnationstosendatleastonefemaleathletetotheevent.Thetrainingcamptookplaceatthesamevenuefromthe12to21March.ThefeedbackfromtheparticipantsandCOPAR(ConfederationofPanAmericanRowing)hassuggestedthatcampstakeplaceonanannualbasis.FISAwillbeaskingCOPARandthefederationsforrecommendationsonfuturevenuesaswellasrequirementsforthetrainingcamps.

Piediluco–ThankstotheinitiativeoftheItalianRowingFederation,theFISADevelopmentProgrammewasagainabletoassistwithatrainingcampjustbeforethe‘PaoloD’AlojaMemorialRegatta’fromthe5to15April.AswiththetrainingcampinSeville,invitationswereissuedtoteamsalreadyquali-fiedfortheOlympicsorstilltryingtoqualifyinLucerne.FISAthankstheItalianRowingFederationandtheorganizingcommitteeforthison-goingsupport.

Asia Olympic Qualification Regatta–Thiseventtookplacefromthe26to29April2012inChungju,Korea.Theorganisingcommitteeusedthisasatesteventforthe2013WorldRowingChampionships.ItwaswellorganizedandFISAworkedcloselywiththeOCandtheKoreanRowingAssociationforthedeliveryofthisevent.ThankstosupportfromOlympicSolidarity,atotalof22nationstookpartinthepreeventtrainingcampfromthe15to25 April.

training Camps in Future–FISAisnowwork-ingwiththecontinentalconfederationstoplantrainingcampsconnectedwitheventsinthefuture.This,ofcourse,issubjecttothecontin-uedsupportfromIOCandOlympicSolidarity.Astandardprotocolforthesecampswillbe

establishedwhilemaintainingflexibilitytofocusonspecificsubjectsthatmightbede-siredbythecoachesandcrews.

Coaching education–TheInternationalCouncilforCoachEducationhaslaunchedaninitiativetocreateanInternationalSportsCoachFramework.Thiswouldprovideaguid-ancetoolforcoachingeducationqualifica-tionsandcertification.RosieMayglothlingoftheCompetitiveCommissionhasbeenworkingcloselywiththepeopleinvolvedinthisprojecttohelptoidentifywaysthatFISAcouldimproveitscoachingeducationpro-gramme.Afour-yearprojecthasbeenac-ceptedtomovethisprojectforwardstartinginSeptember 2012.ThemappingofLevel Ihastakenplaceandisnowinasimplefor-mat.ThesameapproachwillbeappliedtoLevel II shortly.

evaluation of development teams over past Olympic cycles

TheDevelopmentProgrammeisstartingaprojecttoevaluatethestandardoftheteamsfromthecontinentalqualificationeventsandhowtheyhavechangedinthepastcoupleofOlympiccycles.Theinformationfromthisanalysiswillbeavailableattheendof2012.

• FayçalandMichelincooperationwithKhaledandFASAhavepreparedsomeplanningdocumentsforAfricathatin-cludealongtermregattacalendar.ThisshouldassistwithdevelopingaregularcompetitionscheduleinAfrica.

• FISArecentlysentBulgarian/CanadiancoachLuboKisiovtoMoldovaforaCoachEducationSeminarwiththesupportofOlympicSolidarityandtheMoldovanNationalOlympicCommittee.

• Mr.KisiovalsohasvisitedArmeniaandGeorgiatoreviewthecurrentsituationforrowinginthecountries.Thenationalfederationshavemadesomepropos-alsaboutdevelopmentofthesportandhadaskedforsomedialoguewithFISAregardingtheirplans.

• Sitevisitsaretakingplacetothepro-posedvenuesforthe2014ContinentalQualificationRegattasfortheYouthOlympicGames.TheDevelopmentProgrammeisworkingcloselywiththeYouthCommissionandEventsCommissiononthisproject.

• Discussionsaroundthefuturestrate-giesoneachofthecontinentsforthe2013-2016periodsareon-going.

• TheFrenchRowingFederationhasassistedseveraldevelopmentteamsin2011and2012topreparethemforvariousregattasaswellastheOlympic Games.

• TheBritishRowingFederationispro-vidingon-goingsupportforthecoacheducationactivities.DuetosupportfromRowingforAllCommissionChairGuinBatten,theMaldiveshasbeenabletotakepartinthetrainingcampandre-gattainAsiaforthefirsttimeandwillbereceivingacoachingcourseinfuture.

• TheAustralianFederationcontinuestoprovidesupportforthedevelopmentofrowinginOceaniaaswitnessedbytheestablishmentofrowinginVanuatuandSamoa.Theywilltakepartinregionalevents.SamoasentanathletetotwoFISAeventsinthepastthreeyears.

• ThePortugueseRowingFederationcontinuestosupportthedevelopmentofrowingintheLusofonia(Portuguese-speaking)countries.

• TheSpanishRowingFederationcon-tinuestoprovidemanydifferentop-portunitiestothenationsfromLatinAmericafortheirathleteandcoachdevelopment.

• DevelopmentteamscontinuetobeabletousehighqualityboatsthankstothegeneroussupportofWintech,Filippi,Staempfli,Swift,ConceptIIandCroker.Wewouldnotbeabletohelpteamsinthesamewaywithoutthissup-portandwethankthesecompaniesfortheir solidarity.
