2011 Legislative Priorities
• Eliminate MBT Surcharge – This is needed to make our state’s business tax structure more competitive with surrounding states, especially as it relates to commercial real estate.
• Property Taxation Reform – Work within the framework of Proposal A to decrease the overall property tax burden on Michigan citizens. We are supportive of various concepts to expand the Homestead Tax Credit, make the process for appealing an assessment easier, the proration of an owners’ Principal Residence Exemption, ‘pop-up’ relief, a Michigan homebuyer tax credit, and constitutional amendments to prevent property tax increases as values decrease. Sound property tax reform measures are needed to ensure economic growth in Michigan.
• Prevent Sales Tax on Real Estate Commissions – Oppose an expansion of the current sales tax base or further industry fees. Michigan businesses and citizens continue to do their best during these challenging economic times. Further costs impacting the housing industry will only serve as more disincentive for market activity. State government needs to reprioritize the way it operates and spends before looking to citizens for additional revenue.
• Appraisal Management Companies (AMCs) – Registration of Appraisal Management Companies in Michigan. After the implementation of the Home Valuation Code of Conduct, the contact between appraisers and lenders became highly regulated. With that, came in increase in prominence of Appraisal Management Companies. AMCs now handle a majority of home appraisals and play a large role in the appraisal industry as they have become the preferred third party intermediary in ordering appraisal work. However, unlike Appraisers, AMCs are not regulated in Michigan.
• Private Transfer Fees – Prohibit third party fees. We are opposed to fees collected by a third party that are levied on the purchase price of certain real property to benefit the developer, broker, conservation effort, or a community-oriented facility. This fee is usually collected as an investment incentive for the project of for the benefit of the community.
• Statewide Septic Code – Prevent further costly local point of sale mandates. MAR has been working with the legislature and a workgroup for over five years to develop a statewide septic code. We need a solution that provides efficient disclosure of property condition while respecting the rights of the property owner.

Talk about the association's strengths in public and save discussion of its weakness for the board table. Any public discussion of weakness undermines the association's ability to raise funds, recruit volunteers and perform services for our statewide membership base.

Although the RPAC Trustees have ultimate authority and accountability for RPAC fundraising and expenditures, each MAR board member should be prepared to participate in fundraising including reaching out to the membership to solicit funds.

No individual board or staff member has any power in the association other than the power the board delegates to him or her. This means an individual must observe protocol and the structure of the organization in respect to new ideas, projects, or complaints.
