Introduction Established in October 2007 by the Under Secretary of Defense for Policy (OSD-P), the Global Center for Security Cooperation (GCSC) enhances mission support of the Regional Centers for Security Studies and other security cooperation education and training providers. The GCSC provides centralized oversight and builds cohesion among Department of Defense international education providers. A subordinate organization of the Defense Security Cooperation Agency, the GCSC resides at the Naval Postgraduate School in Monterey, CA, and responds to the policy guidance of OSD-P.

Vision Build a federation to provide leadership to a select Consortium of international educators. Develop a symbiotic, supporting relationship with the five Regional Centers and other Consortium members to harmonize efforts for maximum effectiveness in accordance with Defense Security Cooperation Guidance.

Mission The Global Center for Security Cooperation organizes and manages a consortium of the Defense Department’s International Partner Education providers in order to coordinate, integrate and deconflict their efforts, to enhance OSD policy dissemination, and to increase awareness of DoD partner nation education and training resources, consistent with OSD priorities.

The Global Center is the only entity within DoD that tracks

International Partner Education events of all kinds (resident and non-resident courses, conferences, seminars, workshops, etc.) conducted by numerous schools/centers, using all fund sources.

Aggregating information allows GCSC to support collaboration

efforts among providers and identify potential overlaps, conflicts, or undesired redundancies.

The NATO School is NATO’s key training facility on the operational level. Since 1953, the school has trained and educated members of the NATO Treaty Alliance as well as partner nations. The mission of the NATO School is to conduct courses, training, and seminars in support of NATO’s current and developing strategy and policy. Mission: To conduct courses, training and seminars in support of NATO's current and developing strategy and policy. This includes cooperation and dialogue with military and civilian personnel from non-NATO nations. Mission: Develop, coordinate, resource, execute, and evaluate training and education concepts, policies, plans, and programs to ensure Marines are prepared to meet the challenges of present and future operational environments. Since 1954, the Defense Language Institute English Language Center (DLIELC) has performed its mission to support the policies and objectives of the US Government and the US Department of Defense (DoD). .

Mission: This Department of Defense agency is responsible for management and operation of the Defense English Language Program to train international military and civilian personnel to speak and teach English, manage the English as a second language program for the United States military, manage non-resident English training programs, provide for our students’ health, morale, and welfare, and conduct the DoD Field Studies Program.

The Defense Language Institute Foreign Language Center (DLIFLC) is one of the finest schools for foreign language instruction in the world. The Institute provides Basic, Intermediate, Advanced and Refresher resident instruction in 24 languages and several dialects. Courses last between 26 and 64 weeks.

Facilities at the Presidio of Monterey accommodate approximately 3,500 students. Students are taught by more than 1,700 highly educated instructors, 98 percent of whom are native speakers of the languages they teach.

Mission: DLIFLC provides culturally-based foreign language education, training, evaluation, and sustainment for DoD personnel in order to ensure the success of the Defense Language Program and enhance the security of the nation.
