Dear Friends:
We are very excited to present to you the 2010 Strategic Plan for
The John Carroll School.
This Plan is the culmination of a six-month process, begun on June 22, 2009
and completed on January 27, 2010, following its formal approval by The John
Carroll School Board of Trustees. Fifty-nine participants representing a broad
cross-section of our stakeholders (19 trustees, 17 members of faculty and staff,
23 at large members including 2 students) formed the seven subcommittees:
Catholic Mission, Facilities, Marketing and Communication, Finance, Institutional
Advancement, Student Learning, and Faculty, Staff and Administration. Through
prayer and discussion, research and analysis, the committees developed and
refined the strategy. These volunteers invested 2,427 hours in the creation of
the Strategic Plan. We are deeply grateful for their dedication.
This 2010 Strategic Plan for The John Carroll School is compelling; it draws
our school into a unique five-year era of transformation. It provides multiple
possibilities for educating our young men and women to be considerate,
compassionate leaders of a more just society. It is uncompromising;
it underscores a commitment to excellence as we provide a Catholic
foundation of values, challenging academics and real-life experiences
in educating the whole person.
We appreciate the support of many people in the development of the 2010
Strategic Plan. We are energized by it and eager to begin its implementation.
We invite you to join us in giving the very best in 21st century Catholic secondary
education to each young person who enters The John Carroll School.

John Carroll has exchange programs with schools in France, Germany, Spain and Russia. A new exchange program with China is in
development, with the first exchange beginning in the next couple of years.

IN THE EARLY 1960’s, Lawrence Cardinal
Shehan made the decision to build an
Archdiocesan Catholic, co-educational
high school on a site in Bel Air, Maryland.
The John Carroll School opened its doors
to 202 freshmen on September 9, 1964,
under the leadership of Principal Reverend
Raymond Wanner. The Reverend Charles
K. Riepe, chaplain of the school in its first
years and later its first president, guided The
John Carroll School through its transition
to independent school status in 1971. Also
instrumental in the school’s history have
been the Sisters of St. Joseph, based in
Philadelphia, PA.
The school is named for America’s first
Catholic bishop and archbishop. A member
of one of the most prominent families
of colonial times, John Carroll founded
Georgetown University in 1789, and two
years later, established America’s first
Catholic seminary, St. Mary’s Seminary, in
Baltimore. He laid the foundation for the
Catholic Church and Catholic schooling
in America, and was a fervent patriot who
actively supported the American Revolution
and the founders of the new nation.
Nearly two hundred years after his death in
1815, Archbishop John Carroll continues to
be an inspiration for the students, faculty
and staff, who strive to be, like he was, the
finest possible scholars, citizens and children
of God. The school’s mission is to cultivate
in each student a love of learning, a respect
for self and sensitivity to others; to educate
the “whole person”; to develop young people
of moral integrity; and to prepare them to
embrace opportunities and serve responsibly
in shaping a more just and compassionate
global society.
Over the course of carrying out that
mission, The John Carroll School has
witnessed growth and change, guided by
thoughtful and responsible planning. The
physical plant has expanded, with the
addition of twelve classrooms in the early
1980’s and a fine arts wing and new
athletic facilities during the past decade.
Completed in 2004, the school’s first
Strategic Plan led to renewed emphasis on
Catholic identity and mission, enhanced
communications initiatives, greater student
enrollment in Advanced Placement courses,
and the addition of the capstone Senior
Project program. Other key outgrowths of the
Strategic Plan were the adoption in 2007 of
the President-Principal leadership model, to
provide focus to both the educational needs
of students and the more comprehensive
needs of the school related to marketing,
development, and overall advancement.
Additionally, the same strategic plan led
to a bold Master Facilities Plan that, when
accomplished, will transform the campus
and support educational initiatives for the next
generation of John Carroll students. On January
27, 2010, the board of trustees took another
major step forward by approving the second
Strategic Plan in the school’s history.
The living testimony to the value of a John
Carroll education are our alumni, now nearly
8,000 in number. While many graduates return
to live and work in Harford County, others serve
around the globe. They include diplomats,
business leaders, teachers, filmmakers, poets,
leaders of religious congregations, medical
personnel, professional athletes and military
men and women—all following the call of The
John Carroll School mission statement to make
a difference in the world.
In all things, The John Carroll School seeks to
be, in the words used to eulogize Archbishop
John Carroll, “compelling, considerate, and
uncompromising.” As the school approaches its
50th anniversary, these words embody what the
school has meant for so many, guide its efforts
on behalf of young people today, and define
how the school will continue to be remembered
well into the future.
