You know the saying̶when lifegives you lemons, make lemonade! Downtown Hampton Child Development Center has beendealt its share of lemons this year, including...

• An unexpected move• The tough economy decreasing funding• Families suff ering layoff s and pay cuts, placing a heavier burden on our sliding scale

But we persevered! Our program made a smooth transition and is thriving in its new sites, and many donors and businesses stepped up their gifts.

Our children above all are “making lemonade” as they overcome the risk factors in their lives, such as low income or a parent in prison̶now they are getting a top-quality preschool education that will start them on the road to success in school.

“DHCDC has given our family a chance for our child to be in a classroom, while we work. Then our child reminds us to read, clean up toys and to use our manners. They have renewed my faith in people!”

Helping ImproveChild Care Statewide

Long considered a shining star among local child care centers, DHCDC helped lead a new initiative on improving the quality of early childhood programs across the state.

Last year, Virginia joined 16 other states to create a voluntary Star Quality

Initiative for child care and preschool programs. This new QRIS (Quality Rating

and Improvement System) will help existing centers move beyond “babysitting” toward a

focus on nurture, curriculum, nutritionand stimulating relationships.

DHCDC staff was instrumental in thisprocess, and our programs are

looked to as an example of what othercenters can strive to become.

This school year, DHCDC was evaluated,and we await our own star rating.

For the fi rst time, DHCDC off ered on-site courses in early childhood education from Thomas Nelson Community College. This new

extension of our continuing education requirements for staff made it easier for our teacher assistants who don’t already have an associate’s

degree to pursue one. All head teachers at DHCDC hold either a two- or four-year degree.

A Smooth Move

A Quick Recap of DHCDC

How: Offering the Peninsula’s only sliding-scale tuition rate, where families pay based on income and need, and the only full-day inclusion program for preschoolers with special needs. Our nationally accredited preschool program places us in the top 7% of child care centers nationwide.

Why: One in fi ve children on the Peninsula starting kindergarten is not ready for school, and children who start behind tend to stay behind. Quality early education is the key to success in later years.

What: Private, 501(c)3 nonprofi t child care center and preschool.

Who: 275 children, ages 6 weeks to 5 years—most facing risk factors.

Where: Four locations on the Virginia Peninsula.

When: Established in 1971 to address a need for affordable child care.

“You are phenomenal,” the Licensing Specialist told our staff during a recent surprise inspection

from the state.

All four of our Downtown Hampton Child Development Center sites received zero

violations during the unannounced visit from the Monitoring Inspections bythe Virginia Department of

Social Services.

This was no easy achievement,and we are proud of our staff for

this outstanding accomplishment.

It was a daunting task to vacate one of our largest sites and move it into two smaller, temporary locations... on short notice. But we were overwhelmed with an outporing of support from the community̶fi nancial contributions, equipment donations, off ers of free classroom space, landscape crews, painters and movers.

Our staff made it a seamless transition for the children, starting the school year on time without missing a beat̶and without closing any extra days!

Quality That Changes Lives

Hi! My name is Quentin and I am a miracle. Like my sister Lia, I was born to the same mother who didn’t know how to take care of herself̶so she couldn’t take care of me. I was born with infections and sepsis, and also had alcohol and drugs in my body. T h e d o c t o r s not iced I d idn ’ t have thumbs, and later realized I had diff erences in my heart, arms, wrists, legs, mouth, eyes, ears, stomach and brain. I also have a genetic condition called TAR Syndrome, where the

platelets in my blood don’t regrow. I could bleed internally if I bruise or fall. Over half of kids with TAR don’t live past age 2. When my new mom enrolled me at DHCDC, I had just turned 1 year old and needed stand-by oxygen. A lot of centers won’t accept children with needs like mine, but my teacher welcomed me. I’ve had a lot of surgeries since then, including an opera-tion to create thumbs out of my index fi ngers. My teachers work closely with my mom to make

sure everyone knows how to help me stay safe and support my unique needs. They even modifi ed class-room activities to empower me to be as independent as

possible. If I had ended up in another program, I might have felt iso-lated, but at DHCDC I benefi t from playing and learning beside my typically devel-oping peers, and my friends have learned that I am more like them than diff erent. You should see me shooting hoops̶swish! I’m now a 3-year-old with a lot of joy to share.

My name is Lia and the d o c t o r s s a i d I wou l d be a vegetable (maybe I’d make a cute cucumber!). I am adopted and I will grow up knowing that my family was very lucky to be able to meet and love me. I am one of seven siblings. Three of us have the same birth mom.

My birth mom made some mistakes when she was pregnant with me and she used a lot of drugs and abused alcohol. Because of

this, I was born 9 weeks premature and I have Fetal Alcohol Syndrome, Cerebral Palsy, and Periventricular Leukomalasia (PVL). PVL is a fancy way of saying that there are holes in my brain. I have done a lot more than most doctors thought I would. When my mom enrolled me at DHCDC as a toddler, I was wearing leg braces and working hard to learn to walk. Because of my cerebral palsy, I needed ad-ditional time and attention from staff . Within months, I was able to walk with my friends. I have enjoyed my t ime at DHCDC. I like it when my teachers let me help them. Sometimes I even help other children in my class with special needs. But mostly I’m like any other kid now. I always remember to sing the songs we learn when I get home. I like to write my name and to paint. I have a lot of friends and I am proud of what I do at school. Due to my pre-matur i ty and my late birthday, my mom had planned to defer my kinder-garten enrollment, but I’ve made such tremendous prog-ress at DHCDC this year that I will be starting kindergar-ten in the fall beside my typically develop-ing peers!

Our sliding scale aff ords underprivileged children a top-quality early education, and lets their parents go to work or school.

For a family of four, the U.S. poverty level is an annual householdincome of $22,050, and 200% of the poverty level is $44,100.

A year in our program makes a tremendous diff erence on children’s school readiness, especially pre-literacy skills.

Three Cheers For

DHCDC parents take time to stuff envelopes with a letter asking for donations to help with our unexpected move.

Our summer Ice Cream Social thanked special volunteers and supporters, including Robert Shuford, for their work.

At United Way Day of Caring in September, volunteers from NASA and SUPSHIP did improvement projects for us.

Parent speaker Rebecca Richmond-Sargent and emcee Scott Cash share a laugh April 20 at the 8th Old Point National Bank Fundraising Breakfast, which raised over $60,000.
