A - p. 2The Committee meetings have been attended by 9 members, 3 substitutes and 2 observers.

The Committee Chairman first welcomed Members and observers.

Discussions have been devoted to i) the preparation of the new Bulletin "Guidelines for use of numerical models in dam engineering", ii) the lessons from the last (10th) Benchmark Workshop, and iii) the preparation of the next one.

i) Preparation of the new bulletin.

Three chapters have been reviewed during the last year and the draft has been checked and commented during the session. Chapter 4 will be prepared as the synthesis of the 10 benchmark workshops organised to date by the Committee. Elements for conclusion are to be prepared by all members. The schedule for revision has been agreed so as to have the final text ready by the end of November 2011. The full final draft will be ready in January 2011 for circulation to National committees, and it will include full translation and figures in adequate format, so as to be quickly editable after approval.

ii) Lessons from the 10th Benchmark Workshop

The 10th Benchmark Workshop was held last September in Paris with bout 60 participants, i.e. more than the previous ones.

The preparation of the synthesis of themes by formulators has been delayed due to the late delivery of solutions, and a new strategy for following the schedule is necessary. On the other hand, a better contribution for the dissemination of the announcement will be requested from national committees.

iii) Next (11th) Benchmark Workshop

The Polytechnic University of Valencia (UPV, Spain) has proposed to host the 11th B.W. in September 2011, with the support of the Spanish Committee of Large Dams. This candidature has been welcomed and accepted.

The workshop will have 2 to 3 themes, plus one open session. Themes will be selected among proposals from members.

Les séances de travail du comité ont été suivies par 9 membres, 3 remplaçants et 2 observateurs.

Le président du comité a d'abord souhaité la bienvenue aux membres et aux observateurs.

Les discussions ont été consacrées i) à la préparation du nouveau bulletin "Du bon usage des modèles numériques dans l'ingénierie des barrages", ii) aux leçons tirées du dernier (10ème) atelier de calcul, et iii) à la préparation du prochain.

i) Préparation du nouveau bulletin

Le contenu de 3 chapitres a été révisé dans le courant de l'année passée et le brouillon a été vérifié en séance. Le chapitre 4 en préparation sera une synthèse des 10 ateliers de calcul organisés par le comité jusqu'à présent. La conclusion sera rédigée à partir d'éléments fournis par tous. Le programme a été redéfini avec l'objectif de disposer du texte final à fin novembre 2010. Le brouillon final complet sera prêt en janvier 2011 pour communication aux comités nationaux, sous forme complète avec traductions et figures au format, de façon à pouvoir être édité sans délai après approbation.

ii) Leçons du 10ème Atelier de calcul

Le 10ème atelier de calcul s'est tenu en septembre dernier à Paris et a rassemblé une soixante de participants, soit un peu plus que pour les précédentes rencontres.

La préparation des synthèses des thèmes par leurs formulateurs a été retardée par les retards de fourniture des solutions, et une nouvelle règle relative au respect des délais est nécessaire. Par ailleurs, l'aide des comités nationaux sera recherchée pour diffuser les bulletins d'annonce de l'événement.

iv) Prochain (11ème) Atelier de calcul

L'Université Polytechnique de Valence (UPV, Espagne) a proposé d'organiser le 11ème Atelier de calcul en septembre 2011, avec l'appui du Comité espagnol. Cette candidature a été reçue avec plaisir et acceptée par le Comité Technique.

L'Atelier comprendra 2 ou 3 thèmes, plus une session libre. Le choix des thèmes sera fait en fin d'année à partir des propositions des membres.

Agenda

1. Information by Chairman (i) Meetings and attendance: Two meetings were held from 9.00-12.45 and 13.45-14.40 on May 24, 2010; 14 committee members including 3 substitutes and

5 observerswere present. (ii) Committee members: Msr. Spasic-Gril has replaced Mr. Hinks from U.K., Mr. C. Marulanda and Mr. Papadimitriou have joined the Committee and Mr.

Alexandrov has been nominated from Bulgaria; the Committee includes 31 countries. (iii) Report on main items discussed at Meeting of Committee Chairmen of May 23 regarding status of technical committees and ICOLD bulletins. The bulletin

on reservoirs and seismicity approved in 2004 is still delayed due to missing French translation. Bulletin 62 approved in 2008 is translated by Burkina Faso (translation in progress).

2. Selected Reports from Committee Members (i) Chile: A presentation was made by Noguera (M 8.8) on February 27, 2010 Maule earthquake in Chile. Several large dams were affected by this major

earthquake, however all of them were quite far away from the ruptured fault. (ii) China: A presentation was made by Chen Houqun (M 7.1) on the April 14, 2010 Yushu earthquake in Qinghai province, China. Several small hydropower

plants were affected by this earthquake. (iii) Thailand, Italy and France reported that new seismic regulations for dams have been approved or have been prepared. (iv) Several papers have been published by committee members in connection with the May 12, 2008 Wenchuan earthquake in China. The final report of the

UNDP project on seismic aspects of dams prepared by IWHR, Beijing has been completed and the executive summary has been reviewed by Hoeg. This is an important document, as it can provide input to three of the terms of reference of the Committee. The chairman will follow up this matter with the ICOLD President. Committee members were also contacted by Science in connection with the possible relation between the Wenchuan earthquake and the Zipingpu reservoir. A corresponding short article has appeared in Science in March 2010.

3. Review of ICOLD Bulletin 72

Bulletin 72 (1989): Selecting seismic parameters for large dams (coordinator: Hinks) was posted on the ICOLD web page in April 2009. The comments discussed at the meeting in Brasilia in 2009 and additional comments received from committee members were implemented in the revised document. The bulletin is ready for approval at the Executive Meeting in Hanoi. Minor editorial changes will be implemented prior to submission of the bulletin to the ICOLD Secretariat at the end of June 2010.

4. Position Paper on Dam Safety and Earthquakes

The Committee has prepared a draft position paper on Dam Safety and Earthquakes, which was discussed. A small committee was set-up to make editorial changes. It is expected that this document can be approved at the Executive Meeting in Hanoi. The main objective of this paper is to provide basic technical information on this subject to people with technical background, in addition, this information can be distributed to the press following strong earthquakes and it is expected that it will be used by journalists as reference for their news articles.

5. Status of Terms of Reference 2009-2013

The status of activities is as follows: (i) Lessons learnt from the Wenchuan earthquake on the seismic safety of dams (Basis: main conclusions of UNDP report by IWHR; several papers have

been published on this subject by Committee members) (ii) Seismic aspects of RCC dams (Basis: main conclusions of UNDP report by IWHR); (iii) Seismic aspects of CFRD dams including dams with asphalt core and surface membranes (Basis: main conclusions of UNDP report by IWHR; (iv) Review of nonlinear seismic analysis procedures for concrete and embankment dams (in cooperation with committee on computational aspects of

analysis and design of dams; the Chairman will discuss this mater with A. Carrere); and (v) Interpretation of seismic data obtained from dams (A revised draft was prepared by Matsumoto; the corresponding bulletin shall also include a part on

strong motion instrumentation; some additional information has to be included in the graphs to make them more useful, i.e. specification of empty or full reservoir, specification of foundation condition, i.e. rock or soil; additional strong motion records from dams are required form e.g. Iran, Indonesia, China etc.; activities shall be coordinated by Matsumoto and Babbitt).

2 Approval of minutes of the previous Brasilia Meet ing (22 May 2009) – No comments 3 Discussions and approval of the list of contents of the New Bulletin The list of contents for the new bulletin, proposed by the Chairman and previously sent to the Committee members, was discussed, amended and approved. As a conclusion, the list of contents of the bulletin, to be used by members to prepare the initial drafts, was agreed to be the following:

It has been pointed out that the bulletin is not a “text book” and should not be written in this way. The contents should reflect the accumulated experience within each theme, preferably making use of real cases, and illustrated with relevant figures, drawings and photos. Conclusions and recommendations based on successful cases and lessons from unsuccessful cases should be included.

It has been strongly emphasised that the idea is to obtain contributions from all members, and to achieve this, contributing members should contact directly each chapter co-ordinator to organise the preparation of contributions and their insertion in the overall chapter draft. 5 Schedule for the work to be carried out before th e 2011 meeting The following was agreed:

i. Chapter co-ordinators shall prepare chapter itemisation proposals and send to members for comments, before 31 August 2010. ii. Comments and observations by members shall be sent back to chapter co-ordinators before 30 September 2010. iii. Chapter co-ordinators shall liaise with contributing members between October 2010 and January 2011 so that co-ordinators have received all contributions

by 31 of January 2011. iv. Initial chapter drafts shall be prepared by co-ordinators based on texts and contributions produced by members so that a compiled full initial draft is available

by 31 March 2011. v. A full initial draft shall be distributed to members by the Chairman by 30 April 2011to be reviewed and discussed in the Switzerland meeting in the end of

May 2011.

1 Terms of Reference and Membership

The new Terms of Reference (TOR) for the Committee as approved at the 2009 Executive Meeting. were discussed. These included three new Bulletins on:

• Selection of Materials for Concrete for Dams • Expanding Concrete in Dams • Water-stops in Concrete Dams •

In addition a paper is to be prepared on: • Sustainable Concrete Dam Construction

and a contribution to the Committee on Decommissioning Bulletin on: • Decommissioning of Concrete Dams – Options for Recycling •

Two additional items were proposed in the Brasilia Committee Meeting: � A database for physical properties � A database for expanding concrete cases

Charlwood (USA) will continue to Chair the Committee from 2009 to 2012. Gil (Spain) was approved as a Co-opted Member to assist on the new Bulletin on Expanding Concrete. Jacques Burdin, France, will be proposed as a Co-Opted member at the 2011 Executive Meeting to assist on the Materials Bulletin. Hao Jutao, China, will be proposed as a Co-Opted member at the 2011 Executive Meeting to assist on the Joints Bulletin.

2 ICOLD Publications Policy

At the Brasilia Executive Meeting the ICOLD President stated that the structure of Bulletins will be as a short hard copy document of 50 – 100 pages with supplementary materials as Appendices to be published on the ICOLD website. In preparation for the Hanoi Executive meeting there has been active email correspondence recommending that Bulletins are published on the ICOLD web site free of charge to expedite and maximise distribution. Chairman Charlwood is in favor of this and will seek agreement at the Executive Meeting.

3 The Specification and Quality Control of Concrete for Dams (Berthelsen)

This Bulletin is complete and has been published by ICOLD as Bulletin No. 136 4 Physical Properties of Hardened Concrete in Dams (Berra)

This Bulletin was resubmitted to ICOLD and approval at the Brasilia Executive Meeting and approved and added to the process of publication by ICOLD. Draft is available at ICOLD website. Publication as Bulletin No. 145 is being translated by Moroccan and French Committees. Date of expected is unknown. http://www.icold-cigb.net/pagearticle.aspx?ssmenu=520 then see Circular 1770

5 Selection of Materials for Concrete Dams (Pichler)

In 2008 in Sofia Dr. Pichler tabled a new outline for discussion. The table of contents was reviewed and revised and writing assignments established. A special meeting was held in Milan in October 2008 at which major revisions were proposed. Dr Pichler circulated an updated rough draft in March 2009 which was tabled for review and decisions on writing assignments. H. Kreuzer made detailed comments in March 2009. M. Launay will act as coordinator of the drafting of this Bulletin and has redrafted the Introduction. The Bulletin will address both CVC and RCC. Limits will only be suggested for manufactured components. Chaiman Charlwood and Vice-Chairman Launay met in Paris in February 2010 to review status. Launay will coordinate an updated draft with Pichler. New inputs were received from J Burdin and A Camello for Chapter 3. A rough revised Draft was circulated at the Hanoi meeting for Committee review The structure of the Bulletin will be as proposed by ICOLD President as a short hard copy document of 50 – 100 pages with supplementary materials as Appendices to be published on the ICOLD website.

Action Required: Launay to consolidate and edit the new inputs and circulate a revised draft by June 30, 2010 for Committee review. A final draft will be prepared in time for submission to the 2011 Lucerne Executive Meeting.

6 Expansion Phenomena in Concrete Dams (Charlwood, Buil, Gil and Berra)

In Seoul Mr. Buil and Mr. Gil (Spain) proposed consideration of a future Bulletin on Expanding Concrete – Diagnosis, Rehabilitation and Prevention (considering all potential forms of expansion due to chemical and physical processes, including AAR). The International Journal of Hydropower and Dams hosted a joint ICOLD+SPANCOLD Workshop on this topic in their October 2007 conference in Granada, Spain. Workshop PPT presentations available at: http://www.dam-research.org/Granada-2007/index.html Chairman Charlwood and Mario Berra attended a meeting with RILEM-ACS Committee in Milan in February 2009 and agreed on coordination of work. An updated draft outline for the Bulletin was prepared and has been included in the proposed new Terms of Reference. Chairman Charlwood attended a meeting with RILEM-ACS Committee in Ponta Delgarda, Azores in February 2010. It was agreed that the Bulletin will refer heavily to RILEM-ACS publications and minimize duplication. The outline was reviewed. It was agreed that a section on Case Studies was not required if the data base discussed under item 11 is prepared. The structure of the Bulletin will be as proposed by ICOLD President as a short hard copy document of 50 – 100 pages with supplementary materials on the web.

Action Required: Charlwood to prepare updated Outline. Buil, Gil, Berra and Charlwood to propose joint writing assignments jointly with RILEM-ACS.

7 Waterstops and Joints (Jia)

It was agreed in Sitges that there is a need for a publication of selection, design and installation of waterstops for concrete dams. There could be contributions from China, Japan, Brazil and others. Dr. Jia and Dr Hao presented an outline and for discussion by the committee.

Dr Jia presented an updated outline for discussion. Chincold suggest Dr Hao as a new co-opted member to take the lead in drafting the Bulletin. Plans for a Bulletin should consider the new ICOLD Bulletin CFRD Concepts for Design and Construction by the Committee on Materials for Fill Dams, November 2004, and avoid duplication or contradiction. The structure of the Bulletin will be as proposed by ICOLD President as a short hard copy document of 50 – 100 pages with supplementary materials as Appendices to be published on the ICOLD website.

Action Required: A revised table of contents and scope section will be prepared to show the focus is on joints in concrete dams not CFRD. Dr Hao will target for preparation of a revised TOC and Scope section as soon as possible and a draft by February 2011 for consideration at the 2011 Lucerne meeting.

8 Sustainable Concrete Dam Construction (Jabarooti) It was agreed that we should develop a paper considering low cement concrete, optimization of design, minimal energy consumption for possible publication in Intl J. Hydropower and Dams. Mr. Jabarooti prepared a draft for discussion in Sofia. However, as he was not present and no draft was available, discussion was postponed to 2011. Action Required: Mr. Jabarooti to develop the draft for circulation and review by the Committee as soon as possible.

9 Decommissioning of Concrete Dams – Options for Re cycling (Berra)

There was no discussion on this topic except that ChinCOLD wish to contribute to this Bulletin

Action Required: Dr Berra to prepare draft submission to the ICOLD Committee on Decommissioning.

10 Database on Physical Properties of Concrete Dams (Filho)

It was agreed at the Brasilia meeting that the Committee should develop a data base on material properties. This would be lead by Jose Marques Filho. Jose Marques Filho presented and Executive Outline for discussion. There are a number of complex issues to be resolved on the structure. He will draft a summary of the anticipated uses of the data base for discussion. Then the structure of the database will be reviewed. Action Required : Dr Filho to prepare a summary of the proposed uses of the database for review by the Committee

11 Database on Expanding Concrete Dams (Buil)

It was agreed at the Brasilia meeting that the Committee should develop a data base on expanding concrete dams. This would be lead by Juan Buil Sanz. Juan Buil and Arturo Gil presented a draft ACCESS database that has been prepared to address 15 Spanish dams with expanding concrete issues. They offered to make an English version of the data base for international cases. They will investigate options for hosting the website at the University of Barcelona. If acceptable then all ICOLD National Committees will be invited to ask Owners to input cases into the Database. Action Required: Mr. Buil and Mr Gil to investigate hosting options. Then Chairman to contact National Committees for input by owners.

12 Guidelines for Hardfill (CSG) Dams (Jia)

Dr Jia proposed a new Bulletin on Guidelines for Hardfill Dams. There are an increasing number of such dams being constructed around the world. ChinCOLD is preparing a Chinese language document which will e offered to the ICOLD Committee for review and editing into a new Bulletin. Action Required : Dr Jia will complete the Chinese version and submit it to the Concrete Dams Committee for review.

6- D. Paul from US is willing to update the bulletin on Geotextile. He was not able to assist that meeting. The questionnaire that is

prepared was presented and will be sent to all national committee and we are waiting for answers before three months. 7- Asphaltic core dams. It is proposed to update the bulletin. Canada will take the lead with the support of China, Austria and

Norway. 8- We are waiting for proposal for new or updating bulletins on water in dams (Finland), on optimizing external slopes and seepage

(Iran) and on filters in dams (Spain).

The Committee on Dam Surveillance held a one-day meeting in Hanoi on May 24, 2010, attended by 9 members, 2 corresponding members and 4 observers. The Guide for dam surveillance, progressed well in Hanoi. The meeting reviewed and discussed draft, and assigned Coordinators for each chapter in order to have an assembled draft for finalization with the goal to submit it to the Executive Meeting in June 2011.

Le Comité de la Surveillance des Barrages a tenu une réunion d’une journée à Hanoi le 24 mai 2010, suivie par 9 membres, 2 correspondants et 4 observateurs. Le Guide de surveillance, a bien avancé à Hanoi. Les participants ont revu et discuté plusieurs chapitres en préparation. Welcome speech by the chair Introduction of new members Presentation of Chair’s comments TOR 1 Mr. Ken Roberts, Dam Safety Management, NZ, sent me “Table of Environmental Issues” for 26 countries on 1 April 2010, with correspondence of Vice-Chair. TOR 2 A new task on TOR2 was discussed. The chair will distribute his proposal to the members in next step. The new task will be started at the next meeting with a news leader. TOR 3 The chair explained the draft of “introduction” of the supplementary Paper for ICOLD Position Paper “Dams and Environment” 1995. Mr. S. Kinoshita, leader of the taskforce, outlined the chapter 1, focusing on global environmental changes. The first draft will be distributed to the members begfore the next meeting, and then the final draft will be proposed at the meeting held in 2012. TOR 4 The chair proposed some wide range of discussion on the envrionment impact assessment and reviewed making up a guideline. TOR 5 The chair proposed a new task on environmental problems in the hydropower field and the members discussed this proposal. The chair proposed close correspondence with all members.

The Committee on Dam Safety (CODS) is now at the end of its term 2008 - 2010. A request from the CODS Chairman to extend the Committee for another two years with the same Terms of Reference has been submitted to Central Office and is included in the Agenda of the Executive Meeting in Hanoi. The major task of the CODS in the present term is the initiative related to development of a new Bulletin on Dam Safety Management. The Committee has also added to its activities the compilation and review of information on the state of legislative and regulatory arrangements for safety of dams in countries represented in the CODS.

Bulletin on Dam Safety Management The presentation of the first complete draft of the Bulletin delivered by A. Zielinski, D. Hartford and M. Poupart (D. Bowles, F. Giuliani, H. Janssen, R. Lafitte, S. McGrath, other members of the Working Group) was followed by the discussion centered on issues related to finalization of the document.

The Committee endorsed the draft sent to the members prior to the Hanoi meeting and expressed support to extensions presented by D. Hartford for Chapter 4. The revised draft will be completed by September 15 and subsequently sent to CODS members for review. CODS members were encouraged to share the draft with other members of respective National Committees and provide the comments back to the Working Group by November 15. The comments will be incorporated or addressed in the final text of the Bulletin in time to submit the document for consideration at the Annual Meeting in Lucerne in 2011. Review of Dam Safety Legislation and Regulation J. Polacek, leader of the Working Group on the topic (N. Humar, G. Holm-Midttomme, F. de Gennaro Castro, H-U. Siebert, members) provided the information about the polling of CODS members on this subject. As reported before the Group received 23 responses to the questionnaire sent to the CODS members and 3 other countries belonging to ICOLD. All countries (with a single exception) have legislation and various forms of regulation in place. More responses were received in 2010 resulting in a total of 31 countries.

The Group is planning to follow with some additional clarifying questions and complete the collection of information by the end of 2010. The first draft of the report will be sent to CODS members prior to the meeting in Lucerne in 2011. Other Work on preparation of the first draft of educational document concerning risk management for dams will follow immediately the completion of the Bulletin on Dam Safety Management.

The meeting commenced at 9:00 hours

1. Attendance and contact information Wayne Edwards, Chairman, opened the meeting with introduction of the attendees. Four member countries were represented and seven were absent. New committee member Oleg Lupachev of Russia was in attendance.

2. Terms of Reference No changes were recommended to the Terms of Reference.

3. Discussion of Dam Removal Activities Worldwide Japan is proceeding with the removal of Arase Dam, a 25 meter high concrete gravity structure. Russia has not removed any dams to date but has many old dams in bad condition that no longer serve a purpose. At some dams the gates have been removed and the reservoir level lowered. Some dams have been abandoned with no one with responsibility for dam safety.

4. Review of ICOLD Draft Dam Decommissioning Guidelines The attendees reviewed the current draft of the ICOLD guidelines and made changes to several sections of the document. By September 1, 2010, W. Edwards will prepare Section 1 – Forward, K. Kido/N. Ishikawa will edit Section 5 – Design and Construction Issues, and M. Dolbec will edit Section 7 – Performance Monitoring. The revised draft will be sent to other committees, such as Dam Safety, Sedimentation, and Small Dams, for review by January 2011. The plan is to have the guidelines ready for approval at the next annual meeting in Lucerne.

2010 Tailings Dam committee meeting (Committee L) spent both meeting sessions in addressing the following on-going tasks :

1) Proposed new Bulletin: SUSTAINABLE DESIGN AND POST-CLOSURE PERFORMANCE OF TAILINGS DAMS. This draft is nearing completion and has active participation from all members of the committee. It is anticipated that the draft Bulletin will be submitted to the 2011 Executive Meeting for approval

2) Update of Bulletin 104: TAILINGS DAM MONITORING/SURVEILLANCE. A first draft was tabled in 2009 but has not proceeded further at this stage.

3) Update of Bulletin 106: TAILINGS DAM DESIGN. It is proposed to bring this up to date with current practice by means of an Addendum Report. This work has not proceeded beyond the preliminary scoping stage.

All tasks are progressing, with further work being done by a committee task team on Tuesday 25 May. However, because of the large volume of work involved in the tasks, it will not be possible to complete all of the three tasks by 2011, the end of the Committee’s current term of office. The meeting was attended by 14 members and 3 observers. Attendance at this committee’s meetings has now become more stable permitting greater progress to be achieved. Unfortunately the meeting was shortened by the Organising Committee late in the day preventing the full program from being achieved. The Committee welcomed the ICOLD “forum” as a very useful aid in finalizing the documents. TOR 1 (staffing for operations) is complete and awaiting final committee approval. It should be ready for distribution to National Committees by the end of the year. TOR 2 (underwater rehabilitation). All case studies are now complete and a draft prepared. This has taken longer than hoped and will now be subject to complete editing to ensure that it is current. The Czech Committee has agreed to complete thus by September. Final editing will take place over the following few months and this should also be available for distribution to National Committees by the end of the year. Bulletin 49A. An outline for a revision has been completed and a number of case studies identified. A thorough review has indicated a wide range of practices that now vary significantly from those reported twenty five years ago. It is expected that these will be finalized at the next Annual Meeting so that a draft suitable for circulation to National Committees can be shortly after the next meeting. Procedures for Raising of Dams. No work has been undertaken on this topic.

Introduction:

The Committee on Public Awareness and Education met from 900 to 1200 hours on Monday 24 May 2010 during the Annual ICOLD Meeting in Hanoi, Vietnam. The meeting was attended by 7 members, 2 substitute and 2 observers.

Summary:

The following is a summary of the meeting:

• The committee welcomed new members from Sri Lanka (Prada Kamaladasa) and Russia (Anatoly Zeiliguer). The committee expressed its wish to welcome more members from developing countries in the future.

• A general discussion was held on the draft Terms of Reference for the period 2008 to 2011. • The draft version of the PowerPoint presentation “What is ICOLD?" for use by ICOLD Officers and the Central Office has been

finalized and will be forwarded to Central Office. Obtaining suitable quality digital photographs is an issue for this presentation and other presentations produced by Central Office.

• A draft of the revised ICOLD Communication plan was presented and comments received from members. A revised draft will be finalized in the next few months and forwarded to Central Office. It was noted that many valuable documents have been produced by world organizations on the benefits of water storage and hydropower. It was recommended that these should be referenced on the ICOLD Website.

• The ICOLD media manager, Mr Grenier gave an update on media activities. He noted the difficulties locating reliable contacts and sources of information from National committees when approached by the international press on specific regional issues. A strategy to address specific regional issues was discussed. It was concluded that detailed knowledge and reaction should be obtained from the relevant National Committee before press comments were made by Central Office. More regular news updates to National Committees was discussed. A small bi-monthly email news bulletin was proposed and is to be discussed with Central Office.

• Issues regarding the perception in some regions that run of river hydropower projects are preferable to a storage project was discussed. It was considered that a paper was required to clarify that the final form of a project is a function of topography and where possible storage projects can provide significant benefits over run of river through the storage of potential energy.

• A strategy to increase the profile of ICOLD Technical Bulletins was discussed. Further work was planned to finalise specific actions.

• Members of the committee provided an update on their National Committee initiatives in the area of public awareness and education. It was noted that many national committees are very active in the area of public awareness with many initiatives including publishing books and active web sites.

• Priorities for the coming year were discussed. Priorities included finalizing current documents including the Communication Plan and Strategy, improving the profile of Technical Bulletins and contacts and communications within ICOLD.

Chairman informed committee members about the extension of the working period of the committee on WRDD by one year until 2011.

a) State of Data Collection 2010 (before meeting)

Data are collected in 176 countries (90 member countries, 86 non-member countries)

Data collection is

- finished in 92 countries (63 mc, 29 nmc)

- in progress in 23 countries (15 mc, 8 nmc)

- in progress with doubt in 11 countries (3 mc, 8 nmc)

- with no answer in 42 countries (11 mc, 31 nmc)

- with no information in 8 countries (8 nmc)

During meeting some countries were announced as with a finished or in-progress data collection.

The list of State of Data Collection was reviewed country-wise (see progress report-long version)

b) Problems of Data Collection

Committee members reported about problems of data collection with the software, with the response and support of some member countries and

with difficulties of data collection in non-member countries, even not finding a contact person.

To improve the results for a new edition or another update of the WRD (especially in nmc) following recommendations were given:

- finding completely new ways of data collection (see also item 8)

- non-member countries should be encouraged by

• giving them free and easy access to the WRD

• publishing and mentioning the work they have done in ICOLD publications, on the web site, etc.

• Mentioning the name of the person(s) who did the work in the WRD

c) Chairman asked all committee members to send a list of addresses, email addresses, telephone and fax numbers of contact persons in the

countries committee members are responsible for, to give this address list to next reappointed committee WRDD.

7) Proceeding of WRD

a) Absolute deadline for sending the data to chairman is 31.08.2010. By this time data evaluation of the update 2006 will start.

b) The mode of evaluation of the update 2006 was discussed. For each country which is included in the update 2006 a stastical

table should be put in front of the national register. Details of evaluation see progress report-long version.

c) The mode of edition of the update 2006 was discussed. Committee proposes as similar edition as for the update 2001.

Details of the mode of edition will be given in the progress report-long version.

8) New Access to Data Collection and WRD

a) New ways for creating updates or new editions of the WRD were discussed. Details can be found in the progress report-long version.

b) It was suggested to keep the periods of updating or new edition of five years as long as permanent updating can be managed by ICOLD.

c) A lot of recommendations to C.O. were given (see progress report-long version).

9) Chairman reported that feedback from C.O. has been rather poor.

10) Chairman reported about the state of fulfilling the terms of reference.

11) Terms of reference of a new reappointed committee WRDD were discussed. It was decided to go on thinking about the needs and

necessities of ICOLD, of the technical committees and about promotion of WRD and other ICOLD documents. Chairman asked committee

members to send their ideas to him until 31.08.2010.

12) Membership in reappointed committee WRD

Chairman asked committee members to make clear with their national committees to stay in a new reappointed committee WRDD or nominate a

successor. C. O. will be asked for support.

13) Miscellaneous

No comments.

14) As the working period of the committee was extended by one year the Hanoi meeting was not the last meeting of the present committee on

WRDD. Nevertheless chairman thanked all committee members for their efforts and huge work.

The Ad Hoc Constitution Committee met on the 24th May in Hanoi. Maria Bartsch, Bernard Hagin, Cassio Viotti, Patrick Le Delliou and F. Miguez de Mello attended the meeting. The draft of the Constitution and By-laws was discussed and agreed by all members present. This draft will be circulated to other members of the committee in June for final comments. The updated draft will be sent to the Central Office in July to be analyzed by the Board. The Board will meet in September and will give its position to the Committee. The Committee will prepare the final draft and send to the Central Office in November 2010, to be circulated to National Committees. The Committee should receive the comments from National Committees in time for consideration and inclusion in the final draft to be provided to the Central Office in time for inclusion on the Agenda of the 2011 Executive Meeting.

The Committee had in Hanoi its third meeting. Fourteen Countries nominated their representative in the Committee before the meeting. Members from three new Countries (Russia, India, Sri Lanka) will be nominated in this 2010 executive meeting. The Committee meeting was attended by nine Members (or substitute) and five Observers. The French Member, Mr. Boulet, will act as Vice-Chairman of the Committee. The Committee reviewed and discussed the current status of the collection of information and experiences relevant to the various sections in which this part of the work has been subdivided: - Section A: Hydropower in response to energy needs: energy demand and production; role of hydropower; current situation and future

scenarios. - Section B: Dams and reservoirs for hydropower; current situation and trends. - Section C: Policies and programs for the promotion of the renewable energies and hydropower production - Section D: Pumped Storage Power Plants - Section E : Available information sources. As far as Sections A and B are concerned, a specific note will be prepared for the leading Countries in hydropower production: China, Brazil, India, Canada, USA, Russia and Norway. For the other Countries represented in the Committee more synthetic information will be given. In the meeting the Members discussed the Draft documents that were circulated before the meeting. It has been confirmed that the Bulletin of the Committee will have the scope of providing an introduction to the main aspects of the hydropower development, highlighting its capability to give an important contribution to satisfy energy needs. The preparation of a draft text for the Bulletin will be started in 2010, for the parts referring to Sections A, B, C, D. The framework adopted for the General Report of Question 88 (Brasilia Congress) will be adopted as reference scheme for the preparation of this text. The possibility of including significant case histories, from which interesting lessons were learned (positive or negative), will also be evaluated. The draft document relevant to “Tidal Power Plants” circulated among the members in 2010 was discussed during the meeting, and it was concluded to include this subject in the Bulletin of the Committee.

1. PLACE The meeting was attended in Hanoi, Vietnam, at the National Convention Center, on 24 May 2010, from 9:00 to 12:00 and 13:30 to 16:00 h.

2. OPENING AND NEW MEMBERS PRESENTATION After the welcome for all the present members, it was talked about the last activities of the Ad Hoc Committee on Small Dams , since the Brasilia last meeting, in Brazil, in May 2009. Before starting the agenda, it was observed that we had no member changes in the last year.

3. SHORT PRESENTATION OF THE MAIN ACTIVITIES IN THE LAST YEAR After our last meeting Mr. Matsuura, Mr. Danie Badenhorst and Mr. Paul Royet, sent several comments about “Small Dams Definition and Classification” and “Legislation”, which is now “Legislation and Decommissioning”, and some other chapter of our ICOLD bulletin, to whom we would like to present our thanks. Last month Mr. Badenhorst sent some more comments concerned the Chapter “Small Dams Definition and Classification”, and the Chapter 7 “Rehabilitation Practices for Small Dams”.

4. HISTORICAL REVIEW ON ANCIENT DAMS – Vol. I The first bulletin – Volume I called “Historical Review on Ancient Dams ” is one of the last ICOLD bulletin to be pushed by our Central Office, in Paris, with the contributions about the construction of the ancient dams in 21 different countries, with the oldest built around 4 000 years ago. The contribution from Italy, initially only in French, had been recently translated to English, and all the other contributions are already translated to French. According to our central office in Paris, this bulletin is programmed to be published until 2.011 (Probably).

5. FINAL REVISION OF THE SMALL DAMS BULLETIN

At the Hanoi meeting it was presented a second and complete draft of our “Small Dams” bulletin and made a general revision of several chapters, discussed in the last months, which will be submitted to a general revision in the following month, in order to prepare a general compatibility between the several items and try to shorten it a little bit, in order to reduce the total number of pages. The up to date version has 167 pages at the English version.

Appendix 7 Appendix 7 is a list of relevant software related to flood statistics or hydrological modelling. It was agreed to replace Appendix 7 by a reference to recent textbooks describing various software and to the result of a study recently carried out for the World Bank.

Language editing and general formatting It was agreed upon that language editing will be carried out on the final version of the bulletin, which should be available sometimes in July. This task will be shared by the English speaking members (Australia, Ireland, UK and USA). The scope of this edition will be limited to correcting spelling and grammatical errors, and to replace grossly improper idioms.

1. Extension of Work Period The current work period of CDWT till 2010 had been proposed to be extended up to 2012, and this extension was approved by ICOLD.

2. New Member Canada nominated a new member for CDWT, Mr. Mickey Davachi. Official recognition by ICOLD will be confirmed. During executive meeting this nomination was not confirmed since there was not a formal nomination from Canada NG. Mr. Mickey CV has to be reviewed by CDWT chairman.

3. Bulletin Itemization The optimized bulletin itemization determined in the 2009 annual meeting was confirmed and accepted.

4. First Draft Bulletin The first draft bulletin had been prepared. The contents were presented and explained to the attendants. The files will be transferred to all the members and observers soon for their collaboration.

5. Chapter 2 Chapter 2, still incomplete will be developed based on ICID draft on this issue whose draft was last updated in 2007. This task will be developed by Abrahão and Nakagawa.

6. Planning It was agreed to have all collaboration by August, and then the bulletin will be formatted and handed to ICOLD central office, by September to circulate it into the community.

7. Final remarks We found appropriate to finish this first bulletin anyway and, upon its analysis, verify the need of extending the term of this committee and consequent actions, for example the preparation of a workshop on Water Transfers as already mentioned in previous reports and the preparation of a new bulletin for complimentary issues. During Executive Meeting it was accepted the nomination of Dr. Sedigheh Torabi from Iran; however, she had already been appointed CDWT member during the Executive Meeting in Barcelona. Since this is a quite new subject and has not aroused the due interest, the bulletin proposed to be delivered next September will be considered as a trial probe and is expected to be modified or even complemented in other bulletins if so.

The available time for the meeting was shortened according with instructions of the board. The meeting was held from 9.00 to 13.00. In the first part of the meeting, the chairman informed to the crowd about the previous Meeting of Chairmen and Vice-Chairmen with ICOLD Officers and Honorary Presidents. In that meeting, the Chairman explained the progress of the works of the committee, specially the document “Role of dams in the development and management of river basins. A general review”. That is presently under circulation. Translation to French must be still initiated. The Chairman made a report about last period activities. During last year the crossed activities with INBO (International Network of Basin Organizations) to exchange experiences, documents and also crossed attendance at their meetings continued. After the first presentation on the role of dams facing flood concerns, in the context of the Annual Meeting of INBO in Romania and World Water Forum in Istanbul, the chairman was invited to present ICOLD position on the role of dams facing the challenges in XXIst century in the Mondial Meeting of INBO in Dakar, last January. The ability of dams and their advantages facing water related challenges was put on the table and ICOLD took advantage to the meeting were a lot of authorities with responsibilities in water resource management were concentrated. Also some other presentation of the role of dams addressing present concerns were done in Madrid, Valencia (Spain) and Limassol (Cyprus) in the context of WATER & ENERGY EXCHANGE annual meeting. During the meeting, a brief discussion was held about the presently under circulation report. Vice-Chairman, M. Sadeghian, proposed some changes that will allow improve the version at the same time that reactions from National Members Committees could recommend an updated version. That must be done in some few weeks. Some interesting issues were under discussion. It must be remarked that the report is not an argument in favour of dams as anti-dam community sometimes has done. On the contrary it’s a balanced reflexion on dams as useful tools, many times with major advantages respect real alternatives, facing severe problems that humankind have to face in relation with water management and energy supply for development. Concerning the environmental approach, when effects of alternatives are to be assessed, it must be stated that “do nothing” is unacceptable when human dignity is in risk. Special cases, when MDG are not be reaching, “no action” must not be considered amongst the set of alternatives are use to be in general environmental impact assessment. Also special attention was taken about the definition of objectives when proposals of development at basin level are analyzed. Not only economic optimization can be considered as a goal itself. Multicriteria approach, considering feasibility of proposed actions, for instance when social restrictions cannot be put under quantitative terms. Also a suggestion to improve the “Flowchart” in Public Participation Processes is recommended in order to identify reactions in the first stages of Master plans development. The second part of the meeting dealt with the second bulletin on Basin Case Studies. Basins in which Committee is working at the time are:

• Niger Basin – Mali will be the promoter of collection data and redaction of the draft putting in contact with ABN. Chairman contacted with representatives of Côte d’Ivoire and Director of ABN MR. Guero in Dakar.

• Karun River Basin – Iran will prepare the study case.

Vice-Chairman Mr. Sadeghian presented a comprehensive study of the Basin Planning Process, focusing on technical matters.

• Nile Basin – Committee expect to receive a draft from Egyptian National Committee to present a comprehensive presentation. The Nile Basin Initiative (NBI)

will be contacted. Chairman contacted with Egyptian representatives to provide data. IRWM in Egypt by Prof. Todini could be considered as a relevant input. Involving other countries must be achieved.

• Tajo/Tagus Basin – Spain will provide the Plan of the Basin including Spain-Portugal agreement.

• Parana upper Basin – Brazil proposed this case. Availability of date must be checked. In this case, the main issue will be hydropower development and flood

control.

• Yellow River Basin. Chairman visited Mr Shang from YRCC in Zhengzhou to prepare the case study. At least four of the eight basins must be documented to release a bulletin. It was agreed the implied National Committee or Basin Authorities have to be asked to give a “green light” to the prepared cases studies in order to avoid controversies. ICOLD will compile representative cases of National or Trans-boundary Basins, Small and Great River Basins, but avoiding a particular decision making processes.

Cost Savings in Dam Construction Seven members were present plus 2 substitutes. The drafts of various parts of the second Bulletin “Cost Savings in Specific Dams” have been discussed. Further comments will be received within two months in order that the final drafts may be ready before the end of the year and the Bulletin proposed for approval in 2011 Executive Meeting. The items of the Bulletin will be: - Low head dams in very large river. - Dams used only for flood mitigation. - Offshore dams. - Dams for P.S.P. - Dams with significant siltation problems. - Very low earthfill dams. - Dams built in severe weather conditions. - Upgrading dams.

- Previous meeting in Brasilia . Meeting was held from 9:00~12:00 on May 22nd, 2009 in Brasilia . 3 committee members and 4 observers . This committee got a extension of TOR till 2011

- In Hanoi, 3 committee members and 4 observers were attended in the committee from 9:00~11:30 on May 24th, 2010. The meeting chaired by H.-S. Kim with committee members. The agenda for the 4th meeting of TC on groundwater dams was determined and discussed as follows:

Agenda 2 : Collecting Groundwater Dams Data Review - From 10 countries, several hundreds groundwater dams information have been collected and organized in the form of table. - Japanese member gave the information of 2 new groundwater dams in Japan, and Chinese member also gave the information of 2 new groundwater dams in

China. The substitute member from Iran also gave the Qanat and some other information about groundwater dams in Iran. - Any information relating with groundwater dam will be pleased. The committee members will share the information by e-mail and web_site.

1. Preparation of TC paper presentation at the symposium

A common paper has been submitted and accepted for presentation at the Hanoi meeting symposium. Every participant has been invited to comment and add information to the draft document provided by the Chairman Ron Lemons. A final 18-slides document has been completed and is ready for presentation. Ron Lemons (chairman) and Denis Aelbrecht (vice-chairman) will share the oral presentation on May 25 afternoon (1:45 pm). 2. Climate Impacts checklist

Tomonobu Suguira presented a comprehensive vision of what kind of impacts should be addressed by the group and the bulletin. These impact issues were :

- Structural safety - Durability of dams - Function of dams

An emphasis has been raised about the need to distinguish regional climate specific features in the impact analysis, and the social aspects of global change (non-climatic drivers, social conditions, …). 3. Thinking structure proposition

Denis Aelbrecht first presented a synopsis of interactions within a schematic water resources system, from which one can derive a possible structure of the bulletin to make sure every aspect of the Terms of Reference has been covered. Then, Denis Aelbrecht detailed the tentative TOC that he suggested. Contribution of M. Suguira about Climate impacts will enrich some parts of the document. Then, they will both interact to finalize the TOC with level 1, 2 and 3 sections. A first tentative assignment of chapters/sections outlines has been suggested within the different active members of the group. 4. Future work plan

- Finalize structure and Table Of Contents (TOC) of future bulletin – levels 1, 2 and 3 ;

integrate Suguira Climate impact analysis - Share final TOC and inform about chapters/sections outlines assignment

- Contact and interact with ICOLD “Environmental” Committee on reservoirs

contributions to GHG emissions with IHA (and compare to alternate water supply solutions, e.g. desalination), and on climate-induced water quality issues (algae development, water temperature, …)

- Produce draft outlines of each level 1, 2, 3 chapters/sections

The meeting was the first formal meeting of the Ad Hoc committee created during the executive meeting of Brasilia on May 2009. The agenda was organized around five aspects

1. Introduction of the committee members and designation of a Vice chairman and a secretary 2. Review and discussion of the Committee TORs and scope of work 3. Progress of the ongoing training programs 4. Committee work plan and distribution of tasks 5. Review and adoption of the training and capacity building survey questionnaire

1) Introduction of the committee members and designation of a Vice chairman and a secretary

Due to the absence of many members of the committee, it was not possible to structure the committee. It was decided to make consultations with the members to nominate a vice chairman and a secretary for the Ad Hoc committee. Two additional members are proposed to join the committee: - Dr Ali Noorzad from Iran - And Dr Kevin Wall form South Africa The Committee proposes to correct the origin country of Mr. Lars Hammar which is Sweden and Not Norway; even members of the Committee are not representing countries. 2) Review of the Committee TORs and scope of work

The TORs were reviewed and discussed during the meeting to ensure that all committee members understand the expectations of ICOLD in creating this new Ad hoc committee. The goals are to provide a comprehensive vision and strategy and an Action plan to implement this vision and strategy. The Committee has also the task to conduct the ongoing training programs and to develop new program for ICOLD Members countries members training. The capacity building issue is an general question concerning both developed and undeveloped countries of ICOLD.

3) Progress of ongoing training programs The progress of the training program was assessed during the meeting:

- Consultations with DSI form Turkey are undertaken for the extension for a new term of three years for the training program - The training in Morocco is also progressing with the second session which start on April 2010 and will be completed by June 2010. The third and last

session will be held on 2011. The Morocco dam’s authorities are available for extension and Morocco present good opportunities for on the Job training regarding the ongoing pace in dam construction.

It was also suggested to undertake consultations with SIDA of Sweden and also Norway to arrange training programs. China is also available to support such kind of program and Chincold will consulted..

4) Committee Work plan

The main milestones defined during the meeting are the following:

- Implement and complete the survey to assess the ongoing training programs and the capacity building needs for National committees before the annual meeting of Switzerland.

- Issue the draft note on ICOLD and capacity Building and the action plan to be submitted to the Annual Meeting of 2012.

5) Review and adoption of the questionnaire for the survey of training program and capacity building needs The meeting has reviewed a questionnaire for the survey of the ongoing training programs. The questionnaire will be finalized by end of june and the survey will be launched immediately. For the capacity building needs survey in ICOLD Members countries, Mr. LARS was designated to propose a draft questionnaire which will be commented and amended by the committee members and finalized to allow the launch of the survey soon,
