The special meeting of the Oshkosh Area School District Board of Education was called to order by President Lemberger on Wednesday, March 2, 2011 at 6:00 p.m. in the district administrative offices. Teresa Collins verified that the meeting had been noticed pursuant to Wisconsin State Statutes. ROLL CALL - Verification of Quorum. Present: Dedow, Eliasen, Lemberger, McDermott, Schneider, Wiedenhoeft Absent: Loewenstein (arrived at 6:02 p.m.) ADJOURN TO EXECUTIVE SESSION Moved by McDermott and seconded by Dedow to adjourn to executive session to: 1. Deliberate or negotiate the purchasing of public properties, the investing of public funds, or

The meeting adjourned into closed session at 6: 02 p.m. The meeting reconvened into open session at 7:20 p.m. INDIVIDUALLY CONSIDERED RESOLUTIONS Resolution #1 Moved: McDermott Second: Dedow BE IT RESOLVED, that the Oshkosh Area School District Board of Education approve the resignation as filed with the secretary of the Board of Education March 2, 2011 in accordance with the Rules, Regulations, and Policies of the Board of Education. COMPLIANCE WITH OPEN MEETING LAW NOTIFICATION [§19.84(2)]. The regular meeting of the Oshkosh Area School District Board of Education was called to order by President Lemberger on Wednesday, March 9, 2011 at 6:00 p.m. in the district administrative offices. Teresa Collins verified that the meeting had been noticed pursuant to Wisconsin State Statutes. ROLL CALL - Verification of Quorum. Present: Dedow, Eliasen, Loewenstein, Lemberger, McDermott, Schneider, Wiedenhoeft PLEDGE OF ALLEGIANCE was led by students from Webster Stanley Middle School. NON AGENDA PUBLIC FORUM: Allison Garner, 4712 Bay View Ln., spoke about the south side solution and that the district will be finished paying off Traeger causing competing interest for ways to use the available funds. One of the ideas on the table is to consolidate the south side elementary schools into a single 500 student facility. This idea competes with maintaining current south side facilities. A selling point is that investments can be made without raising taxes; however, she encouraged the board to only consider ideas that have less than a 2 year simple payback. There is a $25 million deficit being forecasted in the next 5 years, and she would like to see the district put that money to good use and continue a cycle of reinvestment. This is the way to long term financial health. Derek Kloiber, 1138 Jackson St., expressed concern with Dr. Viegut’s annual goals and objectives. As a concerned citizen, he would like to locate those goals and objectives. AGENDA PUBLIC FORUM: Michele Hoernke, 1050 W. 10th St., encouraged the board to pass Resolution 8. This will affect relationships between teachers and school leaders and have a lasting impact on teacher recruitment. Kim Nyguen, 682 Evans, spoke in support of Resolution 8. Passage of the budget repair bill will result in the gutting of the OASD and the loss of recruitment potential or other problems. His family would be left with very few options of where to send their children to school. The basis of getting a degree is having a very good elementary and high school education. He stands fully in support of OASD. Michelle Kuhl, 415 Hazel St., has a daughter in 3rd grade and spoke in support of Resolution 8. She grew up in the south and knows what it looks like firsthand to have an underfunded public school system. This state invested in education. She is opposed to Governor Walker budget repair bill. Keep Wisconsin moving forward and keep it different from other states. Amanda Potratz, 1942 Montana St., thanked the board for their support of public employees. She chose Oshkosh for its schools and its kids. She asked the board to show support for public employees by maintaining collective bargaining. Jeff Pickron, 415 Hazel St., strongly supports Resolution 8. A few weeks ago the City Council did a similar thing and it is an important affirmation. Collective bargaining and a right to have people sit down and discuss the direction of a community are very important. This is a very important message to send, and he finds the vilification of teachers very disturbing. He has a daughter at Washington who is surrounded by incredible teachers. This is a great chance for us to affirm our values and to show that we stand with teachers who give so much to our communities. Mark Boushele, 240 Berkley St., Neenah, expressed his support of Resolution 8. He heard at a recent conference that there is a strong connection between student performance and employee groups who are organized. He encouraged the board to send the message that we want to have educational institutions with high performance. Gregg Goers, 2185 Fairview St., expressed his support for Resolution 8 and encouraged the board to pass the resolution and cast a vote against Governor Walker’s repair bill.

sponsored by piano arts South Park hosted 4 rotary exchange students Merrill elementary families participated in a game night on March 24 West gymnastics team won sectional and qualified for state Lauren Orton, a Webster Stanley Elementary teacher, was awarded a 2011 Kohl Educational

Foundation Fellowship Award. Distributed updates with regard to a press release regarding the proposed state budget, update

on February 17-18 absences and an invitation to Celebrate Education

PRESIDENT’S AWARDS were awarded to Ann Fried, representing Down to Earth; and Shannon Walter, representing Special Education Needs Coalition. Minutes from the February 21, 2011 board retreat on Facilities & Finance. 2. Minutes from the February 23, 2011 board meeting. 4. (A) BE IT RESOLVED, that the Oshkosh Area School District Board of Education approve the

temporary increase in assignment, change of assignment, co-curricular appointments, resignations, retirements, and salary schedule as filed with the Secretary to the Board of Education March 9, 2011 in accordance with the Rules, Regulations, and Policies of the Board of Education.

5. BE IT RESOLVED, that the Oshkosh Area School District Board of Education approve the Request for Program or Curricular Modification per Board Policy 431.1 as filed with the Secretary to the Board of Education.

6. BE IT RESOLVED, that the Oshkosh Area School District Board of Education approve the purchase of Middle School literacy text sets as filed with the secretary to the Board of Education.

7. BE IT RESOLVED, that the Oshkosh Area School District Board of Education approve the purchase of K-5 literacy author and genre study text sets as filed with the secretary to the Board of Education.

Unanimous upon roll call. Resolution #3 Moved: Dedow Second: McDermott Schedule of vouchers payable filed with the secretary of the Board in the amount of $908,179.01 for the Board of Education and $2,118.47 for the recreation department for a total of $910,297.48. Unanimous upon roll call. Resolution #8 Moved: McDermott Second: Dedow WHEREAS, quality K-12 education is a vital component to building a prosperous and vibrant future for our state and country; and WHEREAS, the Oshkosh Area School District (OASD) has been recognized as producing high quality graduates at one of the lowest costs in the region; and WHEREAS, the OASD currently faces significant budgetary shortfalls that demand flexibility and innovative solutions; and WHEREAS, the governor's budget proposal radically cuts state aid while reducing the district's ability to use local tax levy authority to cover the increased financial difficulties that the proposal will cause; and WHEREAS, skilled public employees and proactive employee unions are intrinsic to the Wisconsin tradition of innovative and progressive public service and have been instrumental in the provision of quality educational opportunities for students; and

Resolution #8 (cont.) WHEREAS, good faith public sector collective bargaining is critical for the long-term delivery of innovative and cost-effective public services; and WHEREAS, the OASD Board of Education is working closely with its employees and their collective bargaining units to devise solutions to the problems that we face; and WHEREAS, the governor's proposed budget severely restricts the ability of local school districts to make their own decisions about appropriate tax levies, educational policy, and relations with employee groups. NOW, THEREFORE, BE IT RESOLVED that the Oshkosh Area School District Board of Education requests that the Wisconsin State Legislature delete the provisions of the fiscal repair bill currently being considered under Special Session SB11 pertaining to Collective Bargaining and Employment Relations that would prohibit public employee collective bargaining, and that said items be given separate consideration, with public hearings, legislative committee mark-up, and deliberation in each house of the legislature. BE IT FURTHER RESOLVED, that the OASD Board of Education requests that the Wisconsin State Legislature rethink the priorities as outlined in the governor's budget proposal in order to strongly support public education and allow local communities the flexibility to manage their own school districts. BE IT FURTHER RESOLVED, that the Oshkosh Area School District stands in solidarity with the hard working men and women of the public sector and thanks them for their invaluable contribution to our community through teaching our children, maintaining and cleaning our schools, plowing our streets, keeping our families safe, and all of the other important services they provide Voting “YES” Dedow, Eliasen, Loewenstein, Lemberger, McDermott, Wiedenhoeft Voting “NO” Schneider The resolution was adopted. WORKSHOP SESSION AGENDA Update on the Riverside Program in Collaboration with FVTC Danica Lewis The Riverside Program was created at the end of the 2009-10 school year in response to the closure of East High School. The Riverside Program, a collaboration between the OASD and the Fox Valley Technical College, is a GED program for students from North or West high schools who are at least 16 years old. During this workshop, the board was presented the status of the program through an examination of data and anecdotal notes. Enrollment was capped at 42 OASD students and students follow the FVTC school calendar. Policy 611 Fund Balance Bob Tess This policy was provided to the board with an opportunity to discuss the merits of the current fund balance policy versus a modified policy. Considerations included defining what the board actually wants to see in a fund balance policy. If the goal is to have and maintain 10%, the way policy is written, once you hit 10% money can be taken out. If at 10% can money be used to insulate against revenue loss, etc? The policy needs to be clear about that so in the future there is no disagreement about how to access those funds. The policy should not be so restrictive that funds could not be utilized for necessary expenditures. In summary, the policy will go back to the Policy Governance Committee and will include input from tonight as well as the required GASB changes. It will then come forward to the board as a resolution. ANNOUNCEMENTS

Steve Dedow commented that he had the opportunity to tour South Park’s basement and that the picture representation of the boilers was very accurate.

Ben Schneider gave historical data on superintendent goals and objectives that the board had approved in June 2009.

Overall Content/Purpose of Presentation: The purpose of this report is to give the Board of Education information regarding the need to purchase

materials for third grade social studies.

and atlases. III. Major Points in this Report:

A. A task force of third grade teachers reviewed the current resources available to classroom teachers. The team determined that third grade students needed greater access to high quality informational texts related to the social studies strands of geography, political science, and economics. These texts needed to match the range of reading ability for third grade students in the Oshkosh Area School District. The team also determined that updated atlases were needed; atlases currently in classrooms were printed prior to 2000.

B. The selected texts will enable third grade teachers to better meet the content standards for social

studies by widening student access to information. Students will be able to: Explore topics within the texts using the nonfiction features they are developing in literacy Support answers with specific references within the text Synthesize information about geography, political science, and economics with prior

knowledge Apply literacy skills authentically to the social studies content Have access to the same resources as peers throughout the district Read engaging nonfiction texts Have access to up-to-date geography information

C. The process for selecting social studies resources included: Reviewing the standards and benchmarks for third grade social studies Reviewing the current resources accessible to classrooms throughout the district Identifying texts that meet the range of reading abilities among third grade students in the

OASD Identifying motivating and engaging texts Comparing potential items to purchase for social studies resources with items already in

building-level collections to avoid duplication in orders

D. Third grade teachers will continue to collaborate during early release collaboration days to discuss the best uses of the additional resources within the social studies and literacy curriculum to ensure consistency across the district.

SUBJECT: Tentative Agreement for 2009-12 Contract between the Board of Education and the Oshkosh Education Association

I. Overall Content/Purpose of Presentation: To present the Board with a tentative agreement for a 2009-12 collective bargaining agreement between the Board of Education and the Oshkosh Education Association (OEA).

II. Board Motion Needed (if any): A Board motion will be needed to approve the tentative agreement between the Board and the OEA.

III. Major Points in This Report:

A. Background The Board of Education agreed to open negotiations to accomplish the following:

1) Balance the multi-million dollar deficit projected for the 2011-12 budget; 2) Minimize layoffs to retain quality programs and services for students; 3) Provide stability, maintaining a positive culture for students and staff; and 4) Sustain the district’s high performance in student achievement. The parties met on Thursday, March 17, 2011 and agreed to extend the current contract with revisions one year with an expiration date of June 30, 2012. The tentative agreement is attached to this report. The OEA has planned a ratification vote prior to the board meeting. The tentative agreement now comes to the Board for its approval.

B. Wages

The parties agreed on an absolute wage freeze for 2011-12. There is no increase in wage base. There is no movement by anyone on the salary schedule - no step increases for years of service and no lane movement for graduate credits or degrees for the 2011-12 year. This means the district will not need to increase the 2011-12 budget by $950,000 for step movement and $220,000 for lane movement.

C. Health Insurance Changes Effective July 1, 2011 1) The OEA agreed to increase their contribution to 12% (from the current 5%). This

results in additional payments by the teachers of $651,508 per year for family coverage and $65,754 per year for single coverage. The overall savings based on current premium rates is $ 717,262.

2) The Board can change the insurance provider for additional savings. 3) The Board can change the plan of coverage for additional savings.

C. Retirement Contributions Effective July 1, 2011 The OEA will pay 100% of the employee contribution (50% of the total) currently at 5.8% of their salary. This results in a budget reduction of approximately $2,465,000.

D. Income Protection – Sick Days

1) The OEA employees will now earn 10 days of sick leave per year of service up to a maximum of ninety (90) days. 2) Current OEA employees will be given credit for seven (7) days per year of service up to a maximum of ninety (90) days. 3) OEA employees will have the option to purchase short term disability insurance at their own expense.

E. Summer School Pay (effective for the 2011-12 program)

1) Hourly pay rate will now be fixed at the Fox Valley Summer School Consortium rate – currently at $22.70 per hour, rather than the hourly equivalent of annual salary which ranges from $24.53 an hour to $52.33 an hour.

F. Other Issues Addressed

The parties agreed to Board/management rights to the following: 1) The Calendar; 2) The Department Chair compensation process; 3) The Co-op Program; 4) A Professional Growth committee to align all aspects of teacher training, including

induction, supervision and evaluation.

G. Duration The agreement expires June 30, 2012. Unless mutually agreed upon by both parties, the 2009-12 contract provisions shall not be used to define the status quo or establish any precedent or practice.

IV. Budget/Financial Impact

The wage freeze, plus additional contributions to health insurance and retirement should allow the district to balance its budget without any other cuts to programs or services for students during the 2011-12 school year based on current budget assumptions. Changes in the health insurance carrier and coverage could provide additional savings.

OSHKOSH AREA SCHOOL DISTRICT AND

OSHKOSH EDUCATION ASSOCIATION TENTATIVE AGREEMENT

March 17, 2011

Note: All provisions of the 2009-11 agreement shall continue in the 2009-12 agreement except for the following changes effective July 1, 2011 unless otherwise noted: 1. Agreement and Article 2. Update the duration clause to provide a three year contract from July 1, 2009

through June 30, 2012. Adjust other dates throughout the contract accordingly.

Add: Notwithstanding any other provision, the parties expressly agree that as of June 30, 2012, the existing contract shall expire. All provisions of the 2009-12 contract shall be deemed null and void except for the increase in total base wages. Unless mutually agreeable to both parties, the 2009-12 contract's provisions shall not be used to define the status quo or establish any precedent or practice.

Note: The District wants to ensure that the 2011-12 extension expires and there

is no "carryover" of its provisions. 2. Article 19 - Summer School Teaching Load.

A. Delete: Although the normal teaching day for summer school is four (4) hours, the Board may vary the teaching time upward or downward; but under no circumstances may the Board increase the summer school teaching day to a length greater than that of the normal school year or reduce the summer school teaching day to less than two (2) hours. Preparation time will be prorated at one-seventh (1/7th) of the teaching time. Teachers will be paid one thirteen hundred thirty-seventh (1/1337) of their current base salary.

B. Delete: Pay rates may deviate from established pay schedules for

teachers performing during the summer, or after regular school hours, who are engaged in projects which are at least seventy-five percent (75%) supported by federal or other outside funding. The pay scale shall be $13.00 per hour, or one thirteen hundred thirty-seventh (1/1337) of his/her regularly scheduled pay per hour, whichever is less.

Note: The rate from the Fox Valley Summer School Consortium will be used

beginning with the 2012 Summer School Program.

3. Article 20 - Income Protection.

(A) Delete: All teachers shall be guaranteed ninety (90) teaching days of income protection for each teaching contract year in the event of absences due to sickness or disability. Such income protection shall be prorated for teachers teaching less than full time.

Insert: Employees shall earn ten (10) days of sick leave per year,

accumulating up to ninety (90) days, beginning July 1, 2011.

Note: The District will offer employees the opportunity to purchase short-term disability insurance at their own cost. Current employees will be given credit for 7 days of sick leave per year of service up to an accumulation of ninety (90) days.

4. Article 25, Section B - Hospital, Surgical and Medical Insurance.

(1) Add: Effective July 1, 2011, the District shall pay 88% of the single and family premium for each qualified employee for the group health plan.

(6) Delete reference to Drug Card as of July 1, 2011. (7) Delete reference to maximum aggregate as of July 1, 2011. (8) Delete reference to designation of WEA Trust Plan as of July 1, 2011. Note: The District reserves the right to bid out all insurance providers and

change the coverage after July 1, 2011.

Article 25, Section F. - Dental Insurance. Delete: "The plan will be selected by the OEA after consultation with

Administration."

5. Article 27 - WRS.

A. Add: Effective July 1, 2011, the employee shall pay 100% of the employee contribution (50% of the total) as designated by WRS.

B. Delete: "Any increase in the employee share to the State Teachers

Retirement System above six and five tenths (6.5%) will be shared equally between the Board and teachers."

6. Article 28 - Salary Schedule Provisions.

(A)(1)(f): Delete: An alternative to attaining graduate credits as set forth in sub section (f) of this article for the purpose of salary schedule advancement will be provided through district taught courses. Teachers may earn the equivalent of graduate credits which apply toward advancement on the salary schedule by satisfactorily completing all requirements set forth in the district courses. There must be a minimum enrollment of twenty (20) in order to run a district course. Courses will be published annually with a maximum employee fee for the course included in the publication.

Note: We do not have the administrative capacity at this time to implement the

program by fall, 2011. 7. Article 30 - Department Chairperson/Co-op. Delete reference to release time and it will be moved to policy.

Note: Administration reserves the management rights to address release time in regards to department chairs and co-op program.

8. Salary Schedule. 2011-12. No increase in BA base. No step movement. No lane movement. 9. School Calendar.

Delete all references to the school calendar throughout the contract.

Note: While the District will continue to work with the OEA on a collaborative basis in establishing the calendar, the District seeks flexibility and adaptability and retains the right to make the final decision.

10. Memorandum of Understanding - Joint Study Committee on Health

Reimbursement Arrangements. Delete Number 1.

Add: The parties agree to implement a $2000 (single/$4000 (family) in-network and $4000/$8000 out-of-network high deductible health insurance plan January 1, 2011 on a trial basis. Employees and retirees shall pay the

first $250/$500 in-network deductible and $500/$1000 out-of-network deductible. The District will reimburse the next $1750/$3500 of the deductible, regardless of whether incurred in-network, out-of-network, or a combination of the two. Employees and retirees shall pay the remaining $1750/$3500 of the out-of-network deductible, effective January 1, 2012.

11. All middle school coaches' compensation percentages would be reduced 25% for

volleyball, basketball, wrestling and track and 20% for cross-country. 12. Memorandums of Understanding.

1) Balance the multi-million dollar deficit projected for the 2011-12 budget; 2) Minimize layoffs to retain quality programs and services for students; 3) Provide stability, maintaining a positive culture for students and staff; and 4) Sustain the district’s high performance in student achievement. The parties met on Thursday, March 17, 2011 and agreed to extend the current contract with revisions one year with an expiration date of June 30, 2012. The tentative agreement is attached to this report. The OPEA has planned a ratification vote prior to the board meeting. The tentative agreement now comes to the Board for its approval.

B. Wages

The parties agreed on an absolute wage freeze for 2011-12. There is no increase in wage base. There is no movement by anyone on the salary schedule for longevity for the 2011-12 year; therefore, the district will not need to increase the 2011-12 budget by $9,697.

C. Health Insurance Changes Effective July 1, 2011 1) The OPEA agreed to increase their contribution to 12% (from the current 5%).

This results in additional payments by the paraprofessionals of $148,552 per year for family coverage and $12,478 per year for single coverage. The overall savings based on current premium rates is approximately $161,030.

2) The Board can change the insurance provider for additional savings. 3) The board can change the plan of coverage for additional savings.

D. Retirement Contributions Effective July 1, 2011

The OPEA will pay 100% of the employee contribution (50% of the total) currently at 5.8% of their salary. This results in a budget reduction of approximately $203,456.

E. Assignments and Promotions

In filling vacancies, transfers, and promotions, it was agreed to revise the factors to be considered from “seniority, merit, work record, qualifications, and personal fitness” to “qualifications, work record, merit and personal fitness. If the factors are equal, then seniority will be considered.

F. Duration

The agreement expires June 30, 2012. Unless mutually agreed upon by both parties, the 2009-12 contract provisions shall not be used to define the status quo or establish any precedent or practice.

IV. Budget/Financial Impact

The wage freeze, plus additional contributions to health insurance and retirement should allow the district to balance its budget without any other cuts to programs or services for students during the 2011-12 school year based on current budget assumptions. Changes in the health insurance carrier and coverage could provide additional savings.

Eighth Paragraph. Where merit, work record, qualifications, and personal fitness are relatively equal, seniority shall prevail. 3. Article XIV - B. - Hospitalization and Medical Benefits.

Second Paragraph.

Delete: Effective no later than December 1, 2007, all eligible Employees will be enrolled in the Wisconsin Education Association Insurance Trust Trust Preferred Plan #3, or its equivalent. The plan will include a co-payment schedule of $0.00 in network, $10.00 non-network office calls, $10.00 urgent care, and $100.00 emergency room. The health insurance benefit includes the $0/$5/$20 managed care prescription drug card program.

Third Paragraph.

Delete: Effective January 1, 2011, all eligible Employees will be enrolled in the

Wisconsin Education Association Insurance Trust Trust Preferred Plan #3, or its equivalent. The plan will include a co-payment schedule of $0.00 in network, $10.00 non-network office calls, $10.00 urgent care, and $150.00 emergency room. The health insurance benefit includes the Value Choice $0/$5/$10/$40 managed care prescription drug card program with Walgreens.

district to use that provider or plan, but simply sets forth the framework of the insurance plan modification.

Fifth Paragraph.

Delete: For Trust Preferred Plan #3 or its equivalent. Retain: Employer pays 95% of actual single and family premiums. Add: Effective July 1, 2011 the Employer pays 88% of actual single and family

premiums.

Sixth Paragraph.

Delete: The maximum aggregate benefit as prescribed by the health care benefit plan is $2,000,000 per covered individual. Effective January 1, 2011, the maximum aggregate benefit is unlimited per covered employee.

The parties agree to implement a $2000 (single/$4000 (family) in-network and $4000/$8000 out-of-network high deductible health insurance plan January 1, 2011 on a trial basis. Employees and retirees shall pay the first $250/$500 in-network deductible and $500/$1000 out-of-network deductible. The District will reimburse the next $1750/$3500 of the deductible, regardless of whether incurred in-network, out-of-network, or a combination of the two. Employees and retirees shall pay the remaining $1750/$3500 of the out-of-network deductible, effective January 1, 2012.

Article XIV - F. - WRS

Delete: Any increases in the Employee share of payment to the Wisconsin Retirement System above six and five-tenths percent (6.5%) will be shared equally between the Board and Employees.

I. Overall Content/Purpose of Presentation: To present the Board with a tentative agreement for a 2009-12 collective bargaining agreement between the Board of Education and the Non-Teaching Employees Association (NTEA).

II. Board Motion Needed (if any): A Board motion will be needed to approve the tentative agreement between the Board and the NTEA.

III. Major Points in This Report:

A. Background The Board of Education agreed to open negotiations to accomplish the following:

1) Balance the multi-million dollar deficit projected for the 2011-12 budget; 2) Minimize layoffs to retain quality programs and services for students; 3) Provide stability, maintaining a positive culture for students and staff; and 4) Sustain the district’s high performance in student achievement. The parties met on Thursday, March 17, 2011. The NTEA has ratified the agreement. The ratified agreement now comes to the Board for its approval.

B. Wages

The parties agreed on an absolute wage freeze for 2011-12. There is no increase in wage base. There is no movement by anyone on the salary schedule for longevity for the 2011-12 year; therefore, the district will not need to increase the 2011-12 budget by $14,664.

C. Health Insurance Changes Effective July 1, 2011 1) The NTEA agreed to increase their contribution to 12% (from the current 5%).

This results in additional payments by the non-teaching employees of $115,658 per year for family coverage and $8,159 per year for single coverage. The overall savings based on current premium rates is approximately $123,817.

2. Article VIII - Work Schedule.

network office calls, $10 urgent care, $150 emergency room, unlimited maximum aggregate, extraction and replacement of natural teeth, waiver of premium, and Four-Tier Value Choice Drug Plan ($0/$5/$20/$40 National Network).

Add: Effective July 1, 2011, the District shall pay 88% of the single and family

premiums except that for General Cleaner position, the Employer shall pay 88% of the single plan and an Employee in the General Cleaner position pays any cost grater than the Employer contribution whether for a single or family plan.

to a particular insurance carrier. In addition, the board is not obligated to use the WEAIT prescription drug card program and only names this program as a reference for establishing plan parameters.

Fifth Paragraph. Delete: The group health insurance plan may be changed provided the benefits

are equal to, or better than, the existing coverage. The Employer agrees to provide the Association with the information necessary to allow the Association to determine whether the change in the plan provides benefits which are equal to, or better than, the existing coverage.

Eighth Paragraph.

Delete: Increase the maximum aggregate benefit per covered individual to

$2,000,000.00

Article XIII, D. - Dental Insurance.

Second Paragraph. Delete: The group dental insurance plan may be changed provided the benefits

are equal to, or better than, the existing coverage. The Employer agrees to provide the Association with the information necessary to allow the Association to determine whether the change in the plan provides benefits which are equal to, or better than, the existing coverage.
