THIRD AVENUE VILLAGEThird Avenue Village is the heart of Chula Vista’s historic downtown. Shops,restaurants, businesses, services, a boutique bed and breakfast, and rental halls arelocated along the avenue. The tree lined street is given character by the two overarching signs at either end of the street. The diagonal parking and low-rise buildingsgive the village a quaint, small town feel. Activities along Third Avenue include aweekly Farmers Market, and signature events such as the Lemon Festival, VillageStreet Fair, Holiday in the Village and the Starlight Parade. EThe City of Chula Vista and the Third Avenue Village Association (TAVA)have collaborated to make a significant investment in upgrading the Villagewith infrastructure improvements. Third Avenue Streetscape Improvementsbegan in 2012. Phase 1 was a $5 million project that renovated Third Avenuefrom H to Madrona Street. The new enhancements on Third Avenue includetraffic calming measures for better pedestrian access, new medianlandscaping, trees, lighting, furnishings and community gateway features,expanded bicycle parking, relocated transit stops and new transit shelters.This phase of the project was funded in part with TransNet Smart GrowthIncentive Program from SANDAG. Additional funds came from the City'sCapital Improvement Program and the Third Avenue Village Association(TAVA).

The second phase of the Third Avenue Streetscape improvement project isscheduled to begin in June 2015 with completion planned for February 2016.The nearly $3 million project will extend improvements along Third Avenuefrom Madrona Street to F Street.

Phase 3 will extend improvements to E Street. The City is working with TAVAto identify funding opportunities for the third phase.

ONTThe Chula Vista Bayfront (CVBMP) is located at the southern portion of the San Diego

Bay and is approximately midpoint between downtown San Diego and the Mexicoborder. With panoramic views stretching from Baja California to San Diego and acrossthe San Diego Bay to the Pacific Ocean, the Bayfront offers a unique opportunity todevelop a special place that will draw from local and regional populations, as well as fromthe broader U.S. and international visitor groups that have historically travelled throughSan Diego or Mexico

At 535 Acres, the Chula Vista Bayfront Master Plan transforms Chula Vista's underusedindustrial Bayfront landscape into a thriving residential and world-class waterfront resortdestination. The Plan establishes thousands of new jobs, creates new public parks,protects natural coastal resources, provides conference and visitor-serving amenities andbuilds an important asset for the San Diego region, the South Bay, Chula Vista residentsand coastal visitors. The CVBMP is the result of a decade-long joint planning effort by abroad coalition of stakeholders, the Port of San Diego, the City of Chula Vista and PacificaCompanies, and was approved by the California Coastal Commission August 9, 2012.

The project will be implemented in four major phases over a 24-year period. The firstphase includes developing the hotel and resort conference center, creating public parksand open space, restoring habitat areas, and constructing a new fire station, RV park andmixed-use residential development. Pacifica Companies, a San Diego-based real estateinvestment and development company, will construct the mixed-use residential areasadjacent to the existing yacht marinas. This construction is planned to begin in 2016.

Several milestones have been achieved following Coastal Commission approval: theSouth Bay Power Plant was demolished; construction of the H Street extension to the bayis underway; and bicycle and pedestrian access is being enhanced.
