This directory helps West Virginians find local markets to sell or donate recyclable materials. It also lists end-use marketers serving West Virginia.
All directory information is as current as possible at the time of publication. Before delivering recyclable materials to any organization, please call for hours of operation, delivery address and types of materials accepted.
This guide is a product of the Energy Efficiency Program, a unit of the West Virginia Division of Energy of the West Virginia Department of Commerce. A grant administered by the U.S. Department of Energy aided the preparation of this report.

West Virginia Division of Energy, Energy Efficiency Program: Through the maintenance of an online database and the publication of this directory, the Energy Efficiency Program enhances marketing opportunities for recycled materials. REAP — West Virginia Department of Environmental Protection (DEP): Through its Statewide Recycling Program, the Rehabilitation Environmental Action Plan (REAP), a unit of the West Virginia Department of Environmental Protection, promotes community-based recycling programs and recycling education initiatives. Among the recycling programs this office administers are the Recycling Assistance Grant Program, Litter Control Grant Program, America Recycles Day, and the State Employees Office Paper Recycling Program. Solid Waste Authorities: Most county solid waste authorities administer local recycling programs. Their contact information is included in the county government listings of the local telephone directory. The West Virginia Solid Waste Management Board (WVSWMB) assists authorities in establishing local recycling programs. The WVSWMB also operates the West Virginia Materials Exchange, which encourages the recovery and reuse of discarded materials. The exchange carries more than 260 ads from 438 registered users across the country, Canada, India and Puerto Rico. Registered users are growing at a rate of 30 percent per year. Access the exchange at www.state.wv.us/swmb/exchange. A catalog also is available with a semi-annual addendum. Manufacturing Extension Partnership: Through the Waste Minimization Program, the Manufacturing Extension Partnership assists West Virginia manufacturers in reducing production costs and identifying waste markets. Introduction
West Virginia law requires that cities and counties reduce landfill waste volumes, causing a significant increase in state, local and private-sector recycling programs. The 2009 edition of the directory’s commercial/community section has county listings for two types of recycling programs. The commercial recycling center section contains private-sector operations that usually pay for materials from the public. The community program section consists of local government and civic group collection activities that gather materials from the public on a donation-only basis.

The end-use market section of the directory contains listings of West Virginia businesses that purchase bulk quantities of processed recycled materials. In most instances these businesses require baling, crushing or other processing of the recycled material before purchase. Our end-use markets contain listings for:
Rubber MarketsIncluding used tires and synthetic rubber scrap.
Plastic MarketsListings for different types of recyclable plastic materials.
Ferrous Metal MarketsTin and bimetal cans, tin-free steel cans, iron scrap, steel scrap, automobile bodies and appliances (also called white goods).
Nonferrous Metal MarketsAluminum cans and scrap; lead scrap; lead and nickel alloys; copper wire; and brass, bronze and zinc scrap.
Glass MarketsBottles, jars and cullet, which is scraps of broken or waste glass. Colors include flint (clear), green and amber (brown) and should be separated.
Paper MarketsCorrugated (cardboard), newsprint, magazines, brown papers, cotton fiber content and ledger paper.
Lighting Equipment and CopierCartridge RecyclersRefurbishers and commercial collectors of toner cartridges, fluorescent lamps and ballasts.
Wood Residue and PalletsPurchasers and producers of commercial volumes of sawdust, bark, chips and other wood byproducts.
Computer EquipmentCounty school systems and nonprofit organizations that accept computer and other electronic equipment.
All end-use marketers have stringent requirements concerning minimum purchases, cleanliness (contamination) of the materials and transportation. Please contact them in advance to discuss delivery of materials.

West Virginia joins Maryland, Pennsylvania, Delaware, Virginia and Washington, D.C., in e-Cycle, the nation’s first regional collection and recycling program for end-of-life electronics.
E-Cycling’s mission is to remove cathode ray tubes (CRTs) and other environmentally offensive electronic components from the waste stream in a cost-effective, comprehensive and environmentally sensitive manner.
