Ecaterina AndronescuMinister of Education, Research and Innovation

Romania travels, together with the EU member states, on the roadtoward a knowledge based society. This is the only viable and longstanding answer to the today’s Europe major challenges:globalization and the world economic crisis.

To respond to these two challenges, Romania sustains, within the knowledge triangleeducation research innovation, the advanced research which is focused on obtainingscientific results of international level, encourages career developments in research, aswell as creating poles of excellence. The complex research activities performed withinedge domains and participation in international networks of high level education andresearch are, also, supported. The scientometric analysis and that of the existinginfrastructure in the excellence poles emphasized some domains having a specialpotential, which are also traditional in the Romanian scientific research: biology,genetics and medicine, chemistry, the energetic sector, environment, the environmentprotection and materials science, mathematics, physics and technological physics,geology and atmosphere physics.Changing from the competitiveness based on factors (work, natural resources) orinvestments to the one based on creativity and innovation requests a development of theresearch capacity in high technology domains that can generate added value, can beexported and may involve other sectors as well. In the present moment, the researchobjectives are designing new and advanced materials, increasing products andprocesses competitiveness by using automation and integrated design, and new highlyprecise technologies and products, IT and environment protection systems design anddevelopment.The European Union has proposed the “20-20-20” targets by 2020, meaning 20%reduction in greenhouse gas emissions, 20% share of renewable energy in EU finalenergy consumption and 20% improvement in energy efficiency. According to theRomania’s Energy Policy document, the Romanian energy intensity is about two timeshigher than the EU average. Romania has a substantial potential of renewable resources:hydroelectric power, biomass, solar, wind and geothermal power. The connection to theEuropean objectives, but also the direct interest in solving those complex problems,require an RDI effort complementary to the direction of action “Increased energyefficiency and sustainable development of the energy systems” included in the NationalStrategic Reference Framework.Considering the above, through a coherent innovation policy we must aim by our nextperiod actions to the preparation of designs, technologies, and goods contributing to themeeting of the energy needs at the lowest possible price. This is possible through the useof new energy sources and an improved decision-making process, an increasedtechnology expertise and the promotion of knowledge and technology transfer in theenergy field.Creativity and innovation within the education research active partnership can producethe conditions to meet the energy needs of a modern economy and a high livingstandard, while keeping the promise to our children: a sustainable development, withoutcompromising Romania’s nature capital.

The Bucharest PowerTech Conference continues the traditionof the Power Tech Conferences held in odd years so far inAthens, Stockholm, Budapest, Porto, Bologna, St. Petersburgand Lausanne. PowerTech is intended to provide a forum forscientists and engineers interested in electric powerengineering to share ideas, results of their scientific work, to learn from each other aswell as to establish new friendships and rekindle existing ones. We feel honored toorganize the 2009 PowerTech edition in the 125-anniversary year since IEEEfounding.For the successful organization of the conference, besides the three co-organizers,namely University “Politehnica” of Bucharest, Romanian Power Grid CompanyTranselectrica S.A. and IEEE-PES Romania Chapter, a valuable support was offeredby the Industries and Services Commission and Education Commission of theChamber of Deputies of the Romanian Parliament, who facilitated to establish theconference venue at the Parliament Palace, the largest civilian administrativebuilding in the world.The nowadays power systems are facing revolutionary changes regarding the powerenergy supply issue approach in the sense of improving the power system security andpower quality, as well as environment protection. We are therefore witness oftransformation from “passive networks” to “active networks”, following theadvancements in telecommunications and computer science. A significant number ofhigh level papers were submitted on actual topics such as: smart grids, renewable energysources, WAMCS based surveillance strategies, power electronics based devices,energy efficiency, etc. This proves once again that PowerTech is the anchor conferenceof the IEEE Power & Energy Society in Europe, joining together each time a highnumber of power system engineers. It is not a coincidence that the BucharestPowerTech's motto is “Innovative Ideas toward theElectricalGridof theFuture”.Out of the 825 abstracts submitted by authors from 65 countries all over the world,after the two review processes, 538 papers have been selected for publication in theconference proceedings. As the PowerTech Conference provides a bridge betweengenerations, the interest from students wishing to publish their work is stronglyobserved at least by the presence of over 26% of the papers having a student as thefirst author. I am happy that the Basil Papadias Award is an important ingredient forthe future of the PowerTech Conference and also for the power systems engineering.My deep gratitude is addressed to all Corporate Sponsors who have financiallysupported us for organizing the conference in this economic crisis year.It is also my duty to address warm thanks to the members of the InternationalAdvisory Committee and the technical reviewers who have selected the best papers.Special acknowledgements are addressed to the Local Organizing Committee as well asto all volunteers who have contributed during the long period of the conferencepreparation.I wish all of you a successful conference and a pleasant stay in Bucharest.

How to get to Parliament Palace

The passengers must have a valid ticket, season ticket or magnetic card beforeboarding. The passengers are obliged to validate the ticket without delay whenboarding the vehicle. The ticket is valid for a trip with only one bus, any transferimplies a new validation.

The full cost of trip is1.25 and is deducted from the card whenever entering the metro network,regardless of the number of times a traveller changes the metro network in a giventime interval. The Chapter Chairs Meeting will be held on Sunday, June 28, from 9:00 to 16:00 at theUniversity “Politehnica” of Bucharest, in the Senate Hall.

Asmall internet point will be available close to the “Nicolae B ” Hall.

The official currency in Romania is Romanian Leu (or RON). Exchange facilities areoffered to the participants at airports, train stations, in hotels and at the exchangesdesks of banks (most of them are open from 8:30 to 16:30).

Participants are advised to exchange money only atthe exchange desk of banks, if possible. Bank offices are also available inside theParliament Palace.

Most shops are open from 09:00 to 20:00 (SuperMarkets up to 22:00).Fruit and vegetable markets are open all week days in special locations.

In Romania, electricity supply is 230V, 50Hz. The 2-pin connecting plug is differentthan the ones used in some other countries e.g. USA, UK, Japan, etc.

Summers are generally very warm to hot, with summer (June to August) averagemaximum temperatures in Bucharest being around 28°C (82°F), but temperaturesover 35°C (95°F) are fairly common during this period of the year. Minima inBucharest are around 16 °C (61°F). Precipitation is average, with over 600 mm (24 in)per year in the part of the country around Bucharest. During summer, long periodswith very high temperatures are followed by short heavy rains associated with highspeed wind, lightning and sometimes hail.

The is one of the world mostinteresting ethnographical parks in open air. Founded in1936 by Dimitrie Gusti, this museum illustrates theperpetual spring of surprising originality. The house andhouseholding samples gathered from all regions of thecountry are exhibited according to ethnographical areas.The permanent exhibition of the museum, set out on a2.5 acres ground, includes dwelling houses and annexconstructions (stables, barns and storehouses, summerkitchens and granaries, stalls and hen coops), gates witharchways, wells, crosses and wooden and stone roadsidecrucifixes, old wooden churches with pointed cupolas,artisan workshops and installations with popularindustrial mechanisms, thus illustrating theachievements of the Romanian people in the fields ofpopular architecture and decorative art, as well as itstechnical-artisan’s ingenuity.The tour includes also the Parliament Palace and theNational Museum ofArt of Romania (the Royal Palace).

No other place in the world holds, as Bucovina does,such a highly developed organic painting system;nowhere else in the whole world are there to be foundfrescoes on both the interior and the exterior sides of thewalls of churches which are drawn together within anarea so small as if it were an open air museum.Moreover, no other place exhibits frescoes preserved sowell as the monasteries, which lie at the foot ofBucovinan hillocks. The aesthetic value of thosepaintings goes well beyond their iconographic, culturaland historic significance, as they can undeniably beranged among the greatest Byzantine or Renaissanceworks of art.
