MESSAGE FROM THE ADMINISTRATOR

The USAIDAnnualAwardsCeremony for 2008 is a greatcause for celebration.

The year just ending has beenone of signal accomplishment,growth, and rededication to ourAgency’s mission of excellencein foreign assistance. Thanks tothe efforts of all of our team,and especially those beinghonored withAnnualAwards,USAID is enjoying a greatrevitalization.

From leadership in responding to the global food challenge,to world-class professionalism in disaster relief, to innovationin health and education,USAID officers this year have shownthe world once again the compassion and commitment oftheAmerican people.

Continuous improvement of management has been crucial tothis year’s success. OurAgency’s management,measured byobjective and uniform standards, has improved dramatically.We have attained the highest rank,“green,” in four of sevencategories, and we are recognized for “green progress” in allseven categories.

We also have changed our business model profoundly sothat leveraging official development assistance throughpublic-private partnerships now is the norm instead ofthe exception. Since 2001,USAID has built more than 680public-private alliances with over 1,700 individual partners tocontribute more than $9 billion of combined public-privateresources.

I offer each of our 2008 award recipients my warmestcongratulations for outstanding service to our nationand the world.

BUSHAWARD FOREXCELLENCE INTHEADVANCEMENT OFGLOBALWOMEN’SEQUALITYThis award was established in 2008 to honor FirstLady LauraW.Bush for her unwavering support ofwomen worldwide who are working to advance devel-opment, democracy, and equality. She has givenencouragement and hope to countless individuals indeveloped and developing countries who share herbelief in the dignity and worth of all human beings. Thepublic recognition provided by the award is intended

to promote bold and creative action to advancewomen’s equality and empowerment.

A winner of this award will be announced for the first timeat the InternationalWomen’s Day Conference, March 2009.

JOHN L.WITHERSMEMORIAL AWARDThis annual award was created in honor of John L.Withers, former USAID Mission Director to honor anindividual who either through sustained effort and/or aspecial act has promoted human rights through actionswhich include but not limited to the promotion of uni-versal human rights through reducing human sufferingand saving lives.

Candidates are being considered for their dedication todemocracy and a lifetime committed to promoting andadvancing human rights. The recipient of this prestigiousaward will be announced early 2009.

THE AWARD FOREXCELLENCE INTHEADVANCEMENT OFHUMAN RIGHTS ANDFREEDOMThis annual award is being established in 2008 tohonor Mission Directors who have assumed the chal-lenge of promoting human rights, an objective that isby nature fraught with risk and a high degree of failure.The public recognition provided by the award isintended to serve as an encouragement to MissionDirectors around the world to promote bold andcreative action to advance human rights, especially inchallenging environments. The award will mirror theDepartment of State’s “Diplomacy for FreedomAward,” established by Secretary Rice in 2006 torecognize U.S. ambassadors who best advance theFreedomAgenda.

THE FOOD SECURITYTASK FORCE

In response to the significant food price increases hittingdeveloping countries around the world, the Administratorestablished a food security task force to develop aPresidential response to the global food challenge. The taskforce acted quickly to develop an urgent plan comprisedof emergency assistance and a medium to long-termagriculture development plan that places USAID as the leadresponder to the food price crisis and its impact on thepoorest people in food insecure countries. The Presidentannounced his plan to deal with the global food challenge onMay 1 and Congress subsequently approved a supplementalappropriations bill which included $200 million for mediumto long term agriculture development programs to attackunderlying causes of food insecurity as well as $850 millionmore for emergency food aid. TheTask Force included.USAID, State/F and State/EG members.
