Owners, Renters, Non-Profits, Members, Customers, & Employees --- You Must Act Now! 

A “Private Membership Corporation” is again working to establish and administer a MaintenanceAssessment District to give them the power to tax you, for projects and activities they want. This is notabout improving our community, but in fact to give TAX MONEY & POWER to a Private Corporation and ahand full of Private Individuals. Some don’t even live in the neighborhood. In other words, a Private

Corporation wants the ability to “TAX US”! Yes, all of “us” property Owners and Renters. Who do you thinkthe property and business owner has to pass the taxes to - “YOU!” Just like SDG&E rate increases.

Would you give SDG&E, Shell Oil, Salvation Army, United Way, VFW, or Sears the ability to “TAX” you? TheseAssessment Districts are considered “CASH COWS” for private non-governmental organizations. They can get moneyfrom taxpayers without having to ask “us” for an open 2/3 vote and approval for specific projects per prop 13. How thisworks: Once the Golden Hill CDC establishes the MAD [approved by the City Council], they administer this AssessmentDistrict with its own board of directors [bureaucratic Corporation]. They will have the ability to do everything like any otherCorporation -- set the rules, spending priorities, budgets, projects, purchasing, employees, board member benefits, andeverything else they want. But unlike the government, they will never be required to ask YOU for approval for projects oto tax us in the future. They will just put it onto our tax bill as an “Assessment”; this is how they get around prop 13 Vote.“WE ARE LIABLE FOR ALL OBLIGATIONS AND THERE IS NO LIMIT WHAT WE CAN BE CHARGED – FOREVERWITHOUT OUR VOTE!” The real total liabilities and final tax won’t be calculated until after approval of MAD -- we the

property owners and renters are stuck whatever tax they figure and must pay all the debts and contractual obligations.Why give such enormous powers to another non-accountable group of non-elected people to take our moneyand control our lives? Most are upset that government is not responsive and waste billions! The City can affordBILLIONS of dollars in corporate welfare for the ball park, stadium, mission bay, convention center, airport expansion [tokeep us up at night], outrageous pensions to themselves and employees; “THEY CAN AFFORD TO PROVIDE US THENEEDED, POLICE, STREET CLEANING, and GRAFFETIE CLEAN-UP!” YOU ALREADY PAY TAXES FOR THESESERVICES! The Golden Hill C.D.C. is a Private Membership Corporation, which charges membership dues, with itsown goals, priorities, interests, and financial needs: Many times in the past their goals and priorities conflictedwith the community, business owners, and homeowners. They always do what is best for the CDC and not what thecommunity wants, such as, over the objections of the community, they promoted and supported the building of ill-

conceived public housing so they could receive management fees and money for the projects. We have almost 37% ofthe low-income housing; why did they “fight against us” on this problematic one? It’s because they got management of theproject, and money? Please go ask the many local business owners who have refused to consider approving a CDC runBusiness Assessment District and the underhanded stuff that was pulled on small business folks (it’s a shame). They callpeople terrible names and cause great strife in the neighborhood. “Just 5-years ago” the community soundly defeatetheir last attempt to establish this MAD TAX. Yet they still believe “WE OWE THEM MONEY”! Yes that is right, theyare “NOT” asking for YOUR desires if we want “them” to establish a MAD tax – they are doing it --- “ that is not honest?”Over the 6+ years, they have spent enormous amount of San Diego City [tax money] community grants for unwantedMAD TAX other than on community needs. This same money they expect us to repay them for their promotion andestablishment of the District. True before you said yes, they are spending “your money”, and they want you to give themmore money! NOT HONEST AGAIN – the recent questionnaire for community advice they sent was in fact a “Petition” toshow that the community wanted a MAD TAX – yes misrepresenting responses – they are again deceitful and dishonestto the community {they believe we are truly dumb}. Can you ever trust them do right thing with your money or cleaningyour street? I do not respect or trust them. I am sorry to say I do not believe they have my, nor our community interest intheir heart, but only their own Corporation’s priorities and goals – MONEY & POLITICAL POWER! Be careful the councilstaff, and responsible employees are not impartial – they are in open support of this MAD TAX – neighbors are upset andbelieve we will not get a fair hearing [disinformation is coming from tax paid employees]. Some hope that theneighborhood [YOU] will not become involved – thus sneaking TAX into Law.

YOU MUST ACT TODAY --- THE ONLY WAY TO STOP THE MAD TAX: Make copies of this flyer and give to yourlandlord, neighbors, renters, friends and membership. Today YOU and the property owner must send Letters (handwritten is ok) to City Officials (listed on back) to legally protect your rights and counter the false Petitions they are using.Look for future ballots in the mail “VOTE NO” and immediately return. Keep this handy and pay attention when they tryagain to take your money and control your life. Put up signs “NO MAD TAX” in your businesses and neighborhood..

These documents are related to an ongoing 17 years conflict between the Citizens

(Property owners) of the communities of SOUTH PARK and GOLDEN HILL, of SanDiego, California, battling against the employees of the City of San Diego, and the GreaterGolden Hill Community Development Corporation (GGHCDC) who dishonestly andmaliciously caused the illegal establishment of a Maintenance Assessment District over themajority objections of the Citizens [property owners]. This to specifically provide fundingand support with additional property assessments (taxes/fees) to be provided revenue to aprivet membership corporation (GGHCDC).

In 2012 the battle is continuing although the Citizens clearly and decisively won every courtcase, which ORERED a Writ of Mandate, vacating the unconstitutional and illegalgovernmental actions/proclamations establishing the Grater Golden Hill Maintenance

Assessment District (GGHMAD) for the benefit of and administration by the Greater GoldenHill Community Development Corporation (GGHCDC). As of today the City employees arecontinuing the Battle and are refusing to return the stolen monies by the government to theproperty owners.

These Documents are provided to CITIZENS to assists you in fighting the tyranny of ourGovernments’ uncaring Politicians, and their dishonest, officious, manipulative, bullingBureaucrats. They were obtained and provided from many sources and volunteers towhom we shall never forget their goodwill and good-works.
