     ABOUT THE TECHNOLOGY H ANDBOOK

    The Technology Handbook  offers summaries of business and workforce development resourceswhich encourage the growth of the technology industry in St. Mary’s County, Maryland. The TechnologyHandbook is produced by St. Mary’s County Department of Economic and Community Development(DECD) to encourage communication between local firms and to expand markets for the local technologyindustry.

    The Technology Handbook is utilized throughout the country and around the globe.

    The Interactive Technology Handbook is an online database that allows users to search for specificcompanies based on various criteria, including business name, location, business capabilities andbusiness size. To view the Interactive Technology Handbook please visit www.stmarysmd.com/decd/handbook/default.asp. The Handbook is also available electronically at the same site.

    The 2005 Technology Handbook features nearly 200 companies located in the County along with their human resource contacts, technology support organizations, professional organizations, education

    opportunities and a separate section for manufacturers.

     All company information found in the Technology Company Profiles section was provided by localbusinesses between July and October 2004.

     ABOUT ST. M ARY’S COUNTY GOVERNMENT

    Mission Statement:

    St. Mary’s County Government will be responsive and accountable to the county’s citizens;

    provide high quality, cost effective and efficient services; preserve the county’s environment,

    heritage and rural character; and foster opportunities for present and future generations.

    St. Mary’s County is governed by five county commissioners elected to serve four year terms. Four commissioners are elected by voters to represent their districts of residence. The Commissioner President may live anywhere in the county.

    The Board of Commissioners’ meetings are held 48 times per year, on Tuesdays, in Room 14 of theGovernmental Center, Leonardtown, Maryland. Meetings are open to the public and broadcast live onCable Channel 12, the Governmental Access Channel for St. Mary’s County and via streaming video onthe County website at www.stmarysmd.com/broadcast.asp.

    HISTORY OF ST. M ARY’S TECHNOLOGY INDUSTRY

    St. Mary’s County  was founded in 1634 by settlers pursuing economic opportunity and religious free-

    dom. St. Mary’s City was the original capital of colonial Maryland from 1634 until 1694. In 1649 the

    Maryland Assembly passed the Act of Toleration, a major step in the principle of freedom of religion in

     America.

    From the 1600’s through World War II, the majority of County residents were farmers and fishermen and

    depended on natural resources for their livelihoods. In 1942 this all changed when the United States

    Navy built the Naval Air Station Patuxent River (Pax River) to serve as a school for test pilots.

    Many famous pilots and astronauts have been affiliated with Pax River, including Astronauts John Glenn,

    Jim Lovell, and Alan Shepard, while Captain W.V. Davis, director of the Flight Test Division, became

    the first Navy pilot to exceed the speed of sound on November 7, 1949. The U.S. Naval Test Pilot

    School at Pax River enrolls students from many services and countries.

    Specialized labs and other testing facilities were developed at Pax River in Lexington Park and Webster Field in St. Inigoes, including the Atlantic Test Range, and the Air Combat Environment Test and Evalu-

    ation Facility ( ACETEF). The number of technology companies and aircraft developers grew in the

    surrounding communities to support the work done at the Navy facilities. The consolidation of the Naval

     Air Warfare Center- Aircraft Division (NAWCAD) and the recent relocation of the Naval Air System

    Command (NAVAIR) to the Patuxent River complex, from Arlington VA, has created a full life-cycle,world-class center of excellence for maritime aviation research, development, and testing.

    Today more than 19,000 government workers including military, civilian and defense contractors di-

    rectly support the $18 billion business that is the Patuxent River Naval Air Station. Many companies are

    attracted to St. Mary’s County due to the access of the state of the art federal laboratories. An active

    technology commercialization initiative is underway in partnership with the Patuxent Partnership (TPP)

    and Maryland’s Technology Development Corporation (TEDCO).

    The growth of the Technology Industry in the County has caused Lexington Park to be designated asa

    Micropolitan Statistical Area. This category refers to smaller scaled (less than 50,000 people) areas

    that are hubs of activity for the surrounding region.

    Technology companies in St. Mary’s County supply a full range of technological products and services

    and span many disciplines. Their products and services are marketed to both the U.S. Government

    and commercial sectors in the Mid-Atlantic region and world wide.

    Pax River promises to grow with the addition of many large programs. These include the Joint Strike

    Fighter (F-35), the Multi-Mission Marine Aircraft (MMA), Presidential Helicoptor (VXX), and the Un-

    manned Aerial Vehicle, “Global Hawk.” Meanwhile, development and testing continues on large pro-

    grams like the F/A-18 E/F and G, the V-22 Osprey and many others.

    Mission:

    The Naval Air Systems Command (NAVAIR) has its national headquarters aboard the NAS Patuxent River. It’smission is to provide unsurpassed products and services to the fleet. NAVAIR is responsible for development,acquisition, and life-cycle management for aviation systems. Pax River provides effective and affordable inte-grated warfare systems and life cycle support by performing research, development, test and evaluation,engineering and fleet support for manned and unmanned aircraft, engines, avionics, aircraft support systemsand ship/shore/air operations.

    Background:

    NAVAIR Pax River is one of eight Naval Air Systems Command sites that provide cost-wise readiness anddominant maritime combat power to make a great Navy/Marine Corps team. Pax River is home to the Nava

     Air Systems Command headquarters, the Naval Air Warfare Center Aircraft Division, the Webster Field Annexat St. Inigoes, and is host to more than 50 tenants including three services, federal agencies and privateindustry. With a work force of more than 10,700 Department of Defense personnel, NAVAIR Pax River em-ploys 7,600 civilian employees and about 3,100 active-duty military personnel. Pax River is the largest em-ployer in St. Mary’s County.

    Doing Business With Us

    Private sector access to federal facilities, laboratories and technology is authorized by statute. The termgenerally used is Technology Transfer. These arrangements benefit both the Navy and industry by maximizingthe use of Navy facilities, providing unique facilities for use by private parties and fostering healthy partnershipsfor this access between the Navy, industry, and academia. Technology transfer adds a valuable dimension togovernment sponsored research and development. It provides the tools for American industries to leveragetechnologies and bring new products to market. Mechanisms for technology transfer are described below.

    The Commercial Service Agreement (CSA) is the primary method for private use of NAVAIR Aircraft Divisionactivities. Through this agreement, government expertise and facilities can be directly funded by industry to

    perform services that are not commercially available. Frequently, the service provided is a unique technologyor testing capability.

     A Cooperative Research and Development Agreement (CRADA) is a legal instrument that allows one ormore federal laboratories and/or one or more non-federal entities to jointly conduct specified research anddevelopment-related technology transfer activities that are consistent with the mission of the laboratory.

    The Patent License Agreement, (PLA) licenses commercial companies to exploit patented government-developed technology commercially. The federal government’s technology transfer policy is to promote theutilization and commercialization of inventions that arise from agency-supported research and development

    through a PLA.

    The Maryland Department of Business and Economic Development  (MD DBED) works to stimulateprivate investment and create jobs, attract new businesses to the State, encourage the expansion and reten-tion of existing companies, and provide Maryland businesses with workforce training and financial assistanceDBED also publicizes Maryland’s economic advantages and markets local products and services at homeand abroad to spur economic development, international trade and tourism.

    DBED has also created the Office of Military Affairs. This office provides a voice and acts as a liaison, workingwith high-level federal and military officials in positioning Maryland’s military facilities for the future.

    DBED’s Southern Maryland Regional Office provides a variety of services to technology and manufacturing

    The Patuxent River Naval Air Museum seeks to impart the importance of the U.S. Navy’s aviation heritageand its significant contributions to the advancement of aviation. Exhibits and programs convey the humandynamics of courage and intellectual inquiry needed for the naval aviation community to respond to futurechallenges.

    The progress of naval aviation requires a fusion of science and technology, with constant, rigorous testing ofnew aircraft and systems; always redefining and challenging the edges of the aeronautical “envelope”.TheMuseum acts as a link between the Navy and the region’s scientific and technical community. It supports theNaval Aviation interests of the United States and serves as the generational gateway to the fascination ofaviation science and technology.

    The interim museum facility, adjacent to Gate One at NAS Patuxent River, is averaging 50,000 visitors a yearand we anticipate that the New Museum, to begin in 2005.     In response to the changing needs of entrepreneurs in St. Mary’s County, the Small Business DevelopmentCenter offers no-cost counseling five days a week. SBDC counselors can help existing business owners andthose interested in starting businesses create business plans, find sources of capital, develop marketing andpromotional objectives, and learn basic accounting, technology, and managerial skills. The SBDC referencelibrary and 8(a)/SDB certification software is available for walk-ins daily from 12:30 to 2:30 p.m., and businessstart-up classes and Quick Books® training are offered regularly.

    SBDC counselors are also entrepreneurs who have developed their own successful businesses and offer excellent advice to businesses needing assistance in a wide array of areas including technology. During thepast three years, the Southern Maryland SBDC has counseled more than 1,200 entrepreneurs and helped

    businesses obtain more than 90 loans providing over $19 million in capital. With no-cost counseling, low-costinstructional programs, experienced counselors, and a vast array of references and community resources,the St. Mary’s County SBDC office may be one of the most valuable business resources around.

    SMARTCO—Southern Maryland Applied Research and Technology Consortium—is a local volunteer groupthat refurbishes old computers and peripherals and donates them to schools and non-profits. They welcomedonations of computers and Volunteers!

    Skill in the use of the personal computer (PC) has evolved from a luxury to a necessity. SMARTCO provides

    the environment for volunteers to refurbish ADP equipment (mostly personal computers), rehabilitate them-selves and learn new skills, incubate a new business in computer repair, and educate themselves in basiccomputer literacy skills. The SMARTCO FAST refurbishing program provides the opportunity to achievethese objectives and to enhance the computer literacy of our volunteers, customers and their clients.

    The success of the FAST program is clear. SMARTCO has donated over 8,000 personal computers and over 2,500 peripherals (printers, scanners, copiers, fax machines, external CD drives, hard drives, and other mis-cellaneous electronic equipment in full operating condition to our customers. Our Community Technology

    Learning Center teaching basic computer literacy skills has graduated 109 students.

    St. Mary’s County Community Development Corporation, a private non-profit organization, was estab-lished in 1985. The Development Corporation works in partnership with the County and State, private propertyand business owners and other non-profit organizations to develop, finance and administer projects and pro-grams to promote economic and community development throughout St. Mary’s County. The Corporationmanages a business revolving and guarantee loan program for small business start-ups and expansions,administers the Lexington Park Focus Enterprise Zone and a wide array of other programs designed topromote commercial revitalization in Lexington Park.     Jobs Connection is a focal point for workforce development programs in St. Mary’s County.     More than 600 businesses, organizations and individuals form the membership of the St. Mary’s County Cham-ber of Commerce, a diverse organization of businesses of all sizes and types. The unity and the number of members permit the Chamber to accomplish what no single person or business could accomplish alone.

    The Department of Economic and Community Development (DECD) was established within St. Mary’sCounty Government to encourage the growth of a diverse, healthy economy and a higher quality of life forcounty residents. The Department is comprised of the following divisions: business development, whichincludes the redevelopment of Lexington Park, tourism, agriculture and seafood, and community and housingdevelopment.     The Southern Maryland Higher Education Center  (SMHEC) serves as the regional graduate educationhigher education institution for the State of Maryland in Southern Maryland. In partnership with nine universities and colleges, SMHEC offers over 60 academic programs in engineering, education, nursing, manage-ment, social work, and counseling. All courses and degree requirements for all academic programs presentedat SMHEC are offered at SMHEC.

    GRADUATE DEGREE PROGRAMS.  Working with the leadership at the Naval Air Station at Patuxent Riverthe technology and defense support community, public school administrators and other major employers inthe Tri-County Region, SMHEC identifies and recruits quality university academic programs that meet the

    professional development needs of the region. Academic programs are added each year. In FY 2004, 13new academic programs were approved for presentation in Southern Maryland.

    John Hopkins University offers master’s degrees in systems engineering, technical management, schoocounseling, and clinical community counseling. SMHEC’s campus includes four meeting rooms thathold 50 to 500 individuals for training and conference programs, board meetings, retreats, luncheons, ban-quets and other formal gatherings. A caterer’s kitchen enables a full complement of luncheon and dinneoptions.

    SMHEC is located on a 24 acre campus, in two high-tech buildings with a total of 35 classrooms and compute

    In seeking to meet the needs of the Southern Maryland community, SMCM provides professional develop-ment certificate programs in acquisition management and cost estimating. Through a pilot program with theDefense Acquisition University (DAU), SMCM provides an opportunity for the local contracting community toenroll in DAU courses. The courses will use on-line and classroom formats and case studies to teach con-cepts and applications, resulting in a professional development certificate recognized by the major employersin the region.

    St. Mary’s is also a PMI (Project Management Institute) Global® Registered Education Provider. The ProjectManagement Certificate Program offers in-depth instruction in management practices. The final lab is ahighly interactive capstone experience which uses teams to simulate a project from early initiation throughcloseout phases.      About 400 people enroll each semester for continuing education courses, all of which are held on the College’scampus.     The University of Maryland University College excels at providing higher education to working adult stu-dents through distance learning. The university offers traditional-classroom courses at its Patuxent River site.

    UMUC undergraduate students can now choose from 23 majors and 35 minors. UMUC currently offers 20master’s degrees, including an online Master of Business Administration degree, as well as a doctorate inManagement with three specializations.

    Both the UMUC School of Undergraduate Studies and the university’s Graduate School offer several certifi-cates in various specialty areas. Thirty-five undergraduate and graduate degree programs and 59 certificateprograms are offered on-line.

    The University of Tennessee Space Institute (UTSI) offers a specialized Master of Science degree in Aviation Systems at Patuxent River through its Graduate Education and Research Facility located in Tullahoma,Tennessee. The program offers a unique combination of aviation systems, industrial engineering, and engi-neering management courses. Classes are recorded daily in video-classrooms on campus and are availableon the internet or by video recordings express-shipped to the Graduate Education Center office at PatuxentRiver where they are available for student checkout. If a student leaves this site, the program will follow the

    student.

    The Aviation Systems program offers thesis (30-hour) and non-thesis (33-hour) options. The program isdesigned for those students who possess a Bachelor’s degree in engineering or science from an accreditedinstitution and who wish to study under a “systems philosophy” toward careers in research and developmentor administration in areas pertinent to aviation. Combining elements of aerospace engineering and industrialmanagement gives the graduate a comprehensive understanding of development, testing, and life-cycleprocurement.
