The Next Generation TOEFL Test—TOEFL iBT

The Internet-based version of the TOEFL test (TOEFL iBT)will be phased in beginning September 2005. It will beintroduced in the United States (excluding U.S. Territories)in September, followed by administrations in Canada,France, Germany, and Italy in October. ABOUT THE TOEFL TEST The purpose of the TOEFL test is to evaluate the English proficiencyof people whose native language is not English. In 2003–04, morethan 720,000 people registered to take the test.

TOEFL scores are accepted by more than 5,000 colleges, universi-ties, and licensing agencies in 90 countries.

The new, Internet-based version of the TOEFL test will be phasedin beginning September 2005. It will be introduced in the UnitedStates (excluding U.S. Territories) in September, followed by adminis-trations in Canada, France, Germany, and Italy in October. It will beoffered in the rest of the world in 2006. To find out when the test will be available in your country, visit the TOEFL Web site atwww.ets.org/toefl.

This bulletin contains information about the Internet-based for-mat of the test. A separate Information and Registration Bulletin isavailable for computer-based and paper-based testing and can bedownloaded from the TOEFL Web site at www.ets.org/toefl.

Every test center is open to all properly registered persons,regardless of race, color, creed, or national origin.

The test has four sections:� Reading—measures the ability to understand academic reading

matter.� Listening—measures the ability to understand English as it is used

in colleges and universities.� Speaking—measures the ability to speak English.� Writing—measures the ability to write in a way that is appropriate

for college and university course work.

The test that you take may include one or more questions that do not count toward your score. These are either questions thatenable ETS to make test scores comparable across administrations ornew questions that help ETS determine how such questions functionunder actual testing conditions.

The new test emphasizes integrated skills, measures all four lan-guage skills including speaking, provides better information aboutyour ability to communicate in an academic setting, and will bedelivered via the Internet.

Each section of the test has a time limit. The computer will indicatewhen to start and stop each section. If you finish a section early, youmay go on to the next section but you may NOT go back to a sectionyou have already completed. However, you may go back within theReading section during the time allotted for it. Failure to follow theserules will be considered cheating, and your scores will be canceled.

By sending your check, be aware that you are authorizing ETS at itsdiscretion to use the information on your check to make a one-timeelectronic debit from your account for the amount of your check; noadditional amount will be added. If you do not have sufficient fundsin your account, an additional service fee of US$20 will be debitedelectronically from your account. If you prefer not to have yourcheck used in this way, see below for other acceptable forms of payment.

Electronic checks (e-checks) may be used for online payment bytest takers with bank accounts in the United States or its territories.Electronic Check Processing (ECP) directly debits an individual’schecking or savings account or a corporate checking account for payment of goods and services. ETS offers this payment method viathe Web or by telephone when the transaction can be processed inreal time.

ECP transactions will be processed in U.S. dollars against U.S.bank accounts only. E-checks will utilize the Automated ClearingHouse (ACH) network. The ACH is a process by which member finan-cial institutions perform clearing of electronic debits and creditswhen the customer’s bank is a member, or by generating a facsimiledraft when the customer’s bank is not a participant of the ACH network.

ECP transactions will be submitted to ETS’s electronic check pay-ment processing vendor for validation, verification, and settlementsimilar to a credit card transaction.

To complete this type of payment, a test taker must have available,or be able to provide, the basic bank account information located atthe bottom of a check: bank account number, bank (or AmericanBanking Association) routing and transit number, and check number.Please be aware that your bank account may be debited as soon asthe same day we receive your request and that you will not receive acanceled check.

All test payments must be made in full. Services may be withheldfor nonpayment of fees. If you do not submit the correct fee, yourregistration form or your request for service will be returned. Scoreswill not be released if a payment is returned for any reason.

Do not send cash or demand drafts. Receipts for bank checks arenot acceptable. UNESCO coupons are not being accepted at this time.Unless an e-check is used, the actual negotiable check must be sentwith your request for service.

REGISTRATION INFORMATION iBT RegistrationRegistration for TOEFL iBT begins on July 25, 2005. A list of testlocations is on pages 12–15 of this bulletin. Test locations are contin-ually being added, so be sure to check the TOEFL Web site for themost up-to-date list.

The easiest way to register is online in the Learners & Test Takerssection of the TOEFL Web site at www.ets.org/toefl. You can registerany time, day or night, and receive instant e-mail confirmation ofyour registration. When you register, you will be required to establisha user name and password. You will be able to return to the site to:� update personal/contact information (e.g., change your password

or modify your address)� view your registration� reschedule or cancel your registration� place orders for services, such as additional score reports� check previously placed orders� view your scoresYou can also register by phone or by mail. To register by phone in the United States, U.S. Territories*, and Canada, call 1-800-GO-TOEFL (1-800-468-6335). To register elsewhere, see pages 16–17 foraddresses, phone numbers, and fax numbers for the RegionalRegistration Centers (RRCs).

To register by mail, complete the registration form in this bulletin(the form is also downloadable from the TOEFL Web site) and mail itto the address on the form.

Registration DeadlinesDue to high volume, early registration is recommended to improvetest location and date selection. Test centers fill up quickly. The dead-line to register for a test online and by phone is seven days prior tothe test date. If you are registering by mail, your registration formmust be received at least four weeks before your requested first-choice test date. See page 23 for a list of test administration dates.Testing times vary between 8 a.m. and 7 p.m. Your start time will be indicated on your confirmation ticket.

Payment PoliciesAll payments must be dated within 90 days of the date of receipt atthe Regional Registration Center or ETS, have the correct numericand written dollar amount, and have appropriate signature(s).Postdated checks will not be accepted.

Checks and money orders in U.S. dollars must be drawn on abank in the United States and made payable to ETS-TOEFL iBT. Thebank name and its address should be preprinted on the face of thecheck. Checks in Canadian dollars must be drawn on a bank inCanada at the prevailing rate of the U.S. dollar plus GST/HST/QST.

Refund PolicyA partial refund of US$65 is available if you� cancel your iBT registration no later than three full days before

your test date (not including the day of your test or the day of yourrequest; for example, the deadline to cancel a Saturday test date isTuesday.)

See below for information on how to cancel. Refunds will includetaxes as applicable.iBT credit card payments or e-check� If you cancel your registration no later than three full days before

your test date, a partial refund will be applied to your credit cardor bank account.

iBT payments by check� If you cancel your registration no later than three full days before

your test date, a partial refund will be processed automatically.� Refunds will be in U.S. dollars. If original payment was drawn on a

U.S. domestic bank, please allow 8 weeks after your cancellationfor your refund to be processed. If original payment was made innon-U.S. funds drawn on a bank outside the U.S., please allow 12weeks for your refund to be processed.

for information regarding test date and test location changes.

TELEPHONE REGISTRATION USING A CREDIT CARD OR E-CHECK� You must call at least seven days before the test date.� If you plan to test in the United States, Canada, or a U.S. territory*

call 1-800-GO-TOEFL (1-800-468-6335).� If you live outside the United States and want to test at a center in

the United States, call 1-443-751-4862. � For testing outside the United States, Canada, or a U.S. territory,

call the RRC that services the country in which you plan to test(see pages 16–17 for the RRC for your area).

� For TTY, call 1-800-529-3590.

To schedule by phone you will need a valid credit card: AmericanExpress, Discover, JCB, MasterCard, or VISA, or a U.S.-based bankaccount if you are paying by e-check. You will be given a registra-tion number. Be sure to write it down. You will also get a test date,reporting time, and test center address when you call. Look at theRegistration Form in this bulletin for the information you will beasked for when you call.

MAIL-IN REGISTRATIONIf you do not want to register online or over the telephone…� Fill in all the information on the Registration Form in this bul-

letin. (This form is also downloadable from the TOEFL Web site.)Be sure to indicate two test center choices.

� Include payment. (See page 6 for payment policies.)� Test takers with disabilities must use the registration form in this

bulletin. If they wish to pay by credit card, they can write theircredit card number and expiration date at the top of the form.Only test takers with disabilities can submit this form using acredit card; all others must submit either a check or money order.

� Mail the completed form to TOEFL Services or the appropriateRRC. Mailing instructions are on the form. The registration formmust be received at least four weeks before your requested first-choice test date.

You will be assigned a test date, time, and location based on the infor-mation you provide. If your requested date(s) cannot be accommodat-ed, you will be scheduled for the next available test date unless youindicate on the form that you do not want to be rescheduled. If youchoose not to be rescheduled, your payment will be returned to you.You will be assigned to a date as close as possible to your choices. Ifyour assigned test date does not meet your needs, contact TOEFLServices or the appropriate RRC within 24 hours of receipt of the confirmation of your registration.

If you do not receive a confirmation of your registration, youmust call the location where you mailed your registration at leastthree full business days prior to the registration deadline for yourfirst-choice date. If your choices are not in order by date, you mustcall the location where you mailed your registration at least threebusiness days prior to the registration deadline for your earliestchoice.

SCHEDULING HINTS FOR iBT� Register early; test centers fill up quickly.� Take the test as soon as possible so your scores will be received in

time to be considered with your application.� Registration is not transferable. You are not allowed to transfer

your registration to someone else.

The name you give when you register must match thename on the identification document you will present at the test cen-ter. If you registered online, you can go to the TOEFL Web site andupdate your profile up until 10:00 p.m. the night before the test.

RESCHEDULING OR CANCELING� You must reschedule or cancel your registration no later than

3 full days before your test date (not including the day of your testor the day of your request). Example: The deadline to reschedule aSaturday test date is Tuesday.

� To reschedule, you must provide your registration number and thefull name you used to register. The fee for rescheduling is US$40.Payment must be received prior to rescheduling.

� If you are testing in the U.S., Canada, or a U.S. territory,* go to theTOEFL Web site to reschedule or call 1-800-GO-TOEFL (1-800-468-6335) to cancel or reschedule.

� If you are testing outside the U.S., Canada, or a U.S. territory,* go to the TOEFL Web site to reschedule or call the appropriateRegional Registration Center (RRC) to cancel or reschedule.

� You cannot reschedule or cancel your registration via mail or e-mail.� If you do not cancel or reschedule your registration 3 full days

before your test date (not including the day of your test or the dayof your request), your full test fee will be forfeited.

Acceptable Secondary Identification DocumentsIf your primary identification is missing either a photograph or a signature, you must present one of the following secondary IDs inaddition to your primary ID. Secondary IDs that can be used to meetthe photograph and/or signature requirements are:� a government-issued identification document that has not expired

including but not limited to passport, driver’s license, state identi-fication, national identification, or military identification. (Thereare some exceptions: see “Unacceptable Identification Documents”below.)

� student ID� confirmation of identity letter from your educational institution.

(A sample letter is available on the TOEFL Web site.) The lettermust contain your name and date of birth; a recent, recognizablephotograph; your signature; the name of your school; and the dateissued. It must be typed on the original letterhead of the educa-tional institution you attend(ed), and the signature of the schoolofficial and the school seal must overlap your photograph. A letterof identity is valid for only one year after the date issued.

Unacceptable Identification Documents� any expired ID � international driver’s license� draft classification card � international student ID� credit card of any kind � notary-prepared letter or document� Social Security card � employee identification card� learner’s permit or any

temporary identification document

If you cannot meet the specified ID requirements or if you havequestions about ID, you must contact the ETS Office of TestingIntegrity (1-609-406-5430, fax: 1-609-406-9709, or e-mail:[email protected]) before you register. If you do not contact theOffice of Testing Integrity before registering and are not admitted tothe test, you will forfeit your test fee.

Part 2: If Testing WITHIN Your Country of CitizenshipOnly one form of primary ID is needed if your primary ID documentcontains a photograph and signature. Please see the list of acceptableprimary ID documents (see Part 1). However, if the test administratorhas any concerns about the primary ID document, you will berequired to present a secondary ID from the list above.

If your primary ID does not contain your signature, you musteither sign the document or present an additional ID from the list ofsecondary identification documents. The secondary ID cannot beexpired and must contain a recent, recognizable photograph andyour signature.

Part 3: If Testing OUTSIDE Your Country of CitizenshipYou MUST PRESENT YOUR PASSPORT as your primary identifica-tion document (citizens of European and Schengen Zone countries,see special requirements on page 9). If you do not meet this require-ment, ETS may automatically cancel your test scores.

If your passport is not written in English language letters, youmust also present an additional ID from the list of secondary identifi-cation documents (see Part 1) that contains a recent, recognizablephoto and is in English.

If your passport does not contain your signature, you must eithersign your passport or present an additional ID from the list of sec-ondary identification documents (see Part 1).

U.S. military personnel may present their U.S. military ID cardsfor admission to test centers. If a military ID card does not contain asignature, a secondary ID is required.

Identification (ID) RequirementsHow to use this information: All test takers must read Part 1.Depending on whether you will be testing within or outside your country of citizenship, you must also read either Part 2 or Part 3,as appropriate.

All test takers in Bangladesh, India, and Pakistan must use validpassports as their ID documents.

Part 1: Information for ALL Test Takers� You must have acceptable and valid identification (ID) with a sig-

nature and photograph to be admitted to a test center. Originaldocuments must be presented; copies are not acceptable. Identifi-cation requirements are strictly enforced. It is your responsibilityto read and understand the instructions and requirements.

� If you arrive at the test center without the required identification,the test center administrator will not admit you to the test and youwill forfeit the test fee.

� When registering, you must use exactly the same name that ap-pears on the primary identification document you will present atthe test center. Make sure to provide your entire first (given name)and entire surname (family name). DO NOT register under a nick-name. If the name shown on your primary identification does notmatch the name you registered under, you will not be permitted totest. When applying to a college or university, use the same nameand spelling of your name on your application.

� Check the name on your registration confirmation document. Ifthe name does not match the name on your primary ID document,go to the TOEFL Web site and update your online profile BEFOREthe test date.

� Only misspellings of your name can be corrected at check-in—NAME CHANGES WILL NOT BE MADE. If your name haschanged for any reason, including marriage, you still must presentprimary identification in the name under which you registered, oryou will not be permitted to test.

� If the test center administrator questions the ID you present, youwill be required to present additional proof of identity. If positiveconfirmation cannot be made, you may be refused admission tothe test center and will forfeit your test fee.

� Test center personnel will check your identification before assign-ing you a seat at the test center and you will be asked to sign thetest center log. The administrator will check your signature to verify that you are the person in your photo identification. Theadministrator will repeat this procedure before and after all breaks.

� Admittance to the test center does not imply that your form ofidentification is valid or that your scores will be reported. Allreported cases of questionable identification are subject to reviewand approval by the ETS Office of Testing Integrity.

� The photograph on your ID document must be recent and recog-nizable. For example, a ten-year-old photograph taken duringchildhood is not acceptable.

registration number, and a brief description of what occurred atthe test center. ETS will determine the appropriateness of therequest. Approved reimbursements will be made in U.S. dollars.

The following procedures and regulations apply during the entire testsession and during any breaks.� You will be required to write (not print) and sign a confidentiality

statement at the test center. If you do not complete and sign thestatement, you cannot test and your fees will NOT be refunded.

� Your picture will be taken and will be reproduced at your testingstation and on your score report. Be sure the correct photograph is displayed on your assigned testing station.

� You must answer at least one question in each Reading andListening section, write at least one essay, and complete at leastone Speaking task every time you take the test to receive an officialscore report.

� A booklet of blank paper (scratch paper) is provided for you to useduring the test. All scratch paper must be returned to the test cen-ter administrator at the end of the testing session.

� There will be a mandatory ten-minute break midway through thetesting session. If you exceed the time allotted, you may be dis-missed or your score may be canceled.

� If you need to leave your seat at any time other than the break,raise your hand; timing of the test section will not stop.

� If at any time during the test you have a problem with your com-puter, or for any reason need the administrator, raise your hand.

� Testing premises are subject to videotaping.� The maximum time allotted for untimed sections prior to the test

is 30 minutes. The purpose of untimed sections prior to the test isto become familiar with important information that will makeyour Internet-based testing experience as convenient as possible.The time you spend on untimed sections should not be used forany other purpose. Infractions will be reported to ETS, and the testadministrator is authorized to dismiss you from the testing admin-istration if you fail to follow the test administrator’s directions.

Although tests are administered under strict supervision and securitymeasures, testing irregularities may sometimes occur. Please contactETS as soon as possible to report any observed behavior that maylead to an invalid score—for example, someone copying fromanother test taker, taking a test for someone else, having access totest questions before the exam, or using notes or unauthorized aids. DISMISSAL FROM A TEST CENTERA test administrator is authorized to dismiss you from a test sessionand/or your scores may be canceled by ETS for violations such as, butnot limited to, the following:� attempting to take the test for someone else or having someone

take the test for you� failing to provide acceptable identification� obtaining improper access to the test, or a part of the test, or infor-

mation about the test� using a telephone or cell phone during the test session or during

breaks

European Union/Schengen Zone CountriesIf you are taking the test within a European Union or Schengen Zonecountry outside your own, you may use your valid national orEuropean identity card if you have one. The card you present mustcontain a recent, recognizable photograph, your date of birth, andyour signature. If your form of identification is not in English lan-guage letters and the test administrator cannot read the language inwhich it is written, you may not be allowed to test. If your official IDdoes not contain your signature, you must present an additional document from the list of secondary identification documents (seePart 1) that does contain your signature.

Admission to the Test CenterWhen you go to the test center, you must have� official photobearing identification (see above). Your identification

will be checked before you are admitted. The name given whenyou register must match the name on the identification docu-ment(s) you will present at the test center.

� a registration number. You will get this when you register; you willnot receive an admission ticket.

Test Center Procedures andRegulationsON TEST DAY� Dress so that you can adapt to any room temperature.� Friends or relatives who accompany you to the test center will not

be permitted to wait in the test center or be in contact with youwhile you are taking the test. Except for ETS-authorized observers,visitors are not allowed in the testing room while testing is inprogress.

� ID verification at the test center may include thumb printing, pho-tographing, videotaping, or other form of electronic ID confirma-tion. If you refuse to participate, you will not be permitted to test,and you will forfeit your test fee. This is in addition to the require-ment that you must present acceptable and valid identification.

� Other than ID, personal items are not allowed in the testing room.Before the test, you will be assigned a locker or receive instruc-tions from test center staff regarding where you must deposititems such as cell phones, pagers, handbags, and study materials.You may also be asked to empty your pockets. Storage space is lim-ited, so plan accordingly. You may not have access to your personalitems during the test or break.

� Test centers assume no responsibility for candidates’ personalbelongings.

� The test administrator will assign you a seat.� On occasion, weather conditions or other circumstances beyond

the test administrator’s or ETS’s control may require a delayedstart or the rescheduling of your test. In the event that a technicalproblem at the test center makes it necessary to cancel your testsession, or if it is later determined that your scores could not bereported, you will be offered the opportunity to retest free ofcharge or receive a full refund of the original test fee. In addition,you may seek reimbursement from ETS for the reasonable anddocumented expenses (for yourself only) associated with travelingto the test center, even though technical problems are generallynot the fault of ETS. To request reimbursement, please contactETS (see page 5) with the following information within 30 days ofyour original test date: your name, date of birth, mailing address,daytime telephone number, e-mail address, original test date and

Score Report Posting and MailingScores are posted online 15 business days after the test date (with a fewexceptions) and then mailed to you and your designated score recipi-ents. Score report posting and mailing dates are on page 23 of this bulletin. Scores can be viewed online in the Learners & Test Takerssection of the TOEFL Web site at www.ets.org/toefl. You will need yourregistration number to view your scores. Unlike the computer-basedversion of the test, you will not receive an unofficial score at the end of the testing session.

Examinee’s Score Record/Official Score ReportsThe TOEFL test payment entitles you to one printed examinee’s scorerecord and up to four official score reports that ETS will send directlyto the institutions or agencies you designate when registering for thetest. Score report recipients can be added or deleted online up until10 p.m. on the day prior to the test date. ETS will send an examineescore record to you and official score reports to institutions 15 busi-ness days after you take the test. The printed score report that ismailed to you will contain all of the final section scores as well asyour total score.

For the Internet-based test, you will receive four section scores:Reading (0–30), Listening (0–30), Speaking (0–30), Writing (0–30),and a total score (0–120). In addition to numeric scores, your exami-nee score record also includes performance feedback that indicatesyour performance level and a description of the kinds of tasks thattest takers within the reported score range can typically do. Yourscores are based on your performance on the questions on the test.You must answer at least one question in each Reading and Listeningsection, write at least one essay, and complete at least one Speakingtask to receive an official score report.

ETS will send the examinee score record to you at the most recentaddress you provided. If the postal service returns your score record asbeing undeliverable, TOEFL Services will send it again only if there isa new address on file. Therefore, if your address changes after you takethe test, please go online and update your profile or contact TOEFLServices (see “Contact Information,” General Inquiries).

Test results cannot be given any sooner than indicated on this page.Allow 7 to 10 days for delivery of mail within the continental U.S.and additional time for delivery to other areas.

Scores more than two years old cannot be reported or verified.

NOTE: Test centers do not provide receipts or printed scores for the test.

Canceling Your ScoresAt the end of the test session, you will be given the option to cancelyour scores. Although you will have this option, you should considervery carefully before doing so. Your scores will be reported to institu-tions only at your request. If you cancel your scores, they will not bereported to you or to any institutions, and no refund will be made.

If you cancel your scores, you may have them reinstated, providedthat your request is received at ETS within 10 days of your test date.You may call, fax, or mail a written request to TOEFL Services (seepage 5 for contact information). The fee for iBT score reinstatementis US$20. Your request should include your name, date of birth, daytime phone number, registration number, and payment (see“Payment Policies,” page 6). Scores will be reinstated and reported onthe Web site to you in approximately two weeks and your scorereport will be mailed shortly thereafter. If you wish to take the testagain, you must reregister and submit another test payment.

NOTE: You cannot cancel your score for one section of a test andhave the scores for the remaining sections reported. Once canceled,your scores will not be reported to you or to any institution, andyou will not receive a refund of your test payment. The TOEFLprogram deletes canceled scores from your permanent record.

� tampering with the computer� leaving the test room or test center without permission or leaving

the test center during the break� taking a weapon or firearm into the test center� taking food, drink, or tobacco into the testing room� leaving the test center vicinity during the test session or during

breaks� taking excessive or extended unscheduled breaks during the test

session. Test center administrators are required to strictly monitorunscheduled breaks and report test takers who take excessive orextended breaks.

� failing to follow any of the test administration regulations con-tained in this bulletin, given by the test administrator, or specifiedin any test materials

ETS reserves the right to take all action—including, but not limitedto, barring you from future testing and/or canceling your scores—for failure to comply with test administration regulations or the testadministrator’s directions. If your scores are canceled, they will notbe reported, and your fees will not be refunded.

� using any aids in connection with the test, such as mechanicalpencils, pens, pagers, beepers, calculators, watch calculators,books, pamphlets, notes, rulers, highlighter pens, stereos or radioswith headphones, cell phones, watch alarms, stop watches, dictio-naries, translators, and any hand-held electronic or photographicdevices

� creating a disturbance (disruptive behavior in any form will not betolerated; the test administrator has sole discretion in determiningwhat constitutes disruptive behavior)

� attempting to give or receive assistance, or otherwise communi-cate, in any form, with another person about the content of thetest during the testing session, during breaks, or after the test

� removing or attempting to remove any test content, scratch paper,or notes relating to the test. Under no circumstances may test con-tent or any part of the test content be removed, reproduced, and/ordisclosed by any means (e.g., hard copy, verbally, electronically) toany person or entity.

CONFIDENTIALITY OF TOEFL SCORESThe TOEFL program recognizes the right of examinees to privacywith regard to information that is stored in data or research files heldby Educational Testing Service and the program’s responsibility toprotect information in its files from unauthorized disclosure. ETS orits authorized representative may share examinee score data withinstitutions or agencies for verification purposes.

TOEFL test score data and writing and speaking responses thatmay be used at any time for informational, research, statistical, ortraining purposes are not individually identifiable.

Information retained in TOEFL records is the same as the infor-mation printed on the examinee’s score record and on the officialscore reports. Official score reports will be sent only to those institu-tions or agencies designated by the examinee when he or she regis-tered to test, on a Score Report Request Form submitted at a laterdate, or otherwise specifically authorized by the examinee.

Scores are not to be released by institutional recipients withoutthe explicit permission of the examinee.

Your score record and the documents you complete that are retainedat ETS (for example, your photograph) may be released to thirdparties, such as government agencies or parties to a lawsuit, ifrequested pursuant to a subpoena.

TEST QUESTION INQUIRIESLanguage specialists prepare TOEFL test questions. These specialistsfollow careful, standardized procedures developed to ensure that alltest material is of consistently high quality. Each question is reviewedby several members of the ETS staff. The TOEFL Committee ofExaminers, an independent group of professionals in the fields of lin-guistics, language testing, and language teaching that reports to theTOEFL Board, is responsible for the content of the tests. After testquestions have been reviewed and revised as appropriate, they areselectively administered in trial situations and assembled into testpools. The test pools are then reviewed according to established ETSand TOEFL program procedures to ensure that all possible versionsof the test are free of cultural bias. Statistical analyses of individualquestions ensure that all items provide appropriate measurementinformation.

Although ETS employs extensive quality control checks through-out the development of test questions and the preparation of finaltests, typographical errors or flaws in questions may occasionallyoccur. If you suspect a problem and want to question a test item forany reason, notify the test supervisor before you leave the test site.You may also write to TOEFL Test Question Inquiries 42-N-208,Educational Testing Service, Rosedale Road, Princeton, NJ 08541-0001, USA, or send a fax to 1-609-683-2600 immediately after takingthe test. Please include the name of the test, the section of the test,the test date, the name of the center where the test was taken, and, ifpossible, the number of the test item being questioned.

If you have a complaint about the testing facilities or the supervi-sor, write to TOEFL (see “Test Center Complaints,” page 5) withinthree days after the test date. Be sure to give the date of the test, thename of the test center, and the city and country in which you tested.

Ordering Additional Official ScoreReportsTOEFL Services will send official score reports to institutions otherthan those you indicated when you registered to test for a fee ofUS$17 per recipient. Additional score reports can be ordered onlineat www.ets.org/toefl or by completing the TOEFL Score ReportRequest Form in this bulletin. You will receive an acknowledgmentconfirming that your official score reports were mailed.

Please be aware that you cannot change or delete a designatedinstitution after you have made your request. No refunds will bemade.

The TOEFL Score Report Request form will be returned to you ifyou do not include complete and accurate information as well as thecorrect fee. Scores will be mailed to institutions within two weeksafter ETS receives your request. Score reports ordered online areusually sent to recipients within four days.

NOTE: TOEFL scores are measurement information and are subject toall restrictions on release of information indicated in this bulletin.They are not the property of the examinee. The informationcontained in your TOEFL record is the same as the informationprinted on your examinee score report.

Other Score-Related InformationSCORE VERIFICATIONInstitutions are advised to request official verification of any testscores sent to them directly by examinees. If you send your exam-inee’s score record to an institution and there is a difference betweenthe official scores recorded at ETS and those on the score record youprovided, the institution will be requested to send ETS a copy of thescore record. At the written request of an official of the institution,ETS will report the official scores, as well as any previous scoresrecorded for you within the last two years. ETS or its authorized rep-resentative will also provide information about your scores at therequest of an institution or agency that has a copy of your examinee’sscore record.

ACCEPTABLE TOEFL SCORESEach institution that requires TOEFL scores decides for itself whatscores or ranges of scores are acceptable. These requirements varyfrom institution to institution, depending on such factors as yourfield of study, your level of study (graduate or undergraduate),whether you will be a teaching assistant, and whether the institutionoffers special courses in English as a foreign or second language.There is no specific passing or failing score.

If you have questions about how your scores have been used orinterpreted, contact the institutions or agencies directly.

TEST SCORE DATA RETENTIONIndividually identifiable TOEFL test scores are retained in a databasefor only two years. After two years, all information that could identifyan individual is removed. If you took the TOEFL test more than twoyears ago, you will have to take the test again to have the scores sentto you, an institution, or an agency.

may be dismissed from the test center; in addition, ETS may declineto score the test or may cancel the test score.

MISCONDUCTWhen ETS or test center personnel find that there is misconduct inconnection with a test, the test taker may be dismissed from the testcenter, or ETS may decline to score the test or may cancel the testscore. Misconduct includes, but is not limited to, noncompliancewith the “Test Center Procedures and Regulations” found on page 9of this bulletin.

PLAGIARISMETS reserves the right to cancel the scores of test takers when, inETS’s judgment, there is evidence that an essay includes, for exam-ple, text or ideas that are substantially similar to that found in otherTOEFL responses or quotations or paraphrasing, without attribution,of language or ideas from published sources. Such responses do notreflect the independent speaking or compositional writing skills thatthe test seeks to measure.

INVALID SCORESETS may also cancel scores if, in its judgment, there is substantialevidence that they are invalid for any other reason. Evidence ofinvalid scores may include, without limitation, unusual answer pat-terns and/or inconsistent performance on different parts of the test.Before canceling scores pursuant to this paragraph, ETS notifies thetest taker in writing about its concerns, gives the test taker an oppor-tunity to submit information that addresses ETS’s concerns, consid-ers any such information submitted, and offers the test taker a choiceof options. The options include voluntary score cancellation, a freeretest, or arbitration in accordance with ETS’s standard ArbitrationAgreement. ETS Score Cancellation PolicyEducational Testing Service strives to report scores that accuratelyreflect the performance of every test taker. Accordingly, ETS’s stan-dards and procedures for administering tests have two primary goals:giving test takers equivalent opportunities to demonstrate their abili-ties, and preventing any test takers from gaining an unfair advantageover others. To promote these objectives, ETS reserves the right tocancel any test score when, in ETS’s judgment, a testing irregularityoccurs, there is an apparent discrepancy in a test taker’s identifica-tion, the test taker engages in misconduct, the test taker attempts touse the printed work or ideas of others as their own in the essay sec-tion of the test, or the score is invalid for another reason. Reviews ofscores by ETS are confidential. When, for any of the above reasons,ETS cancels a test score that has already been reported, it notifiesscore recipients that the score has been canceled, but it does not dis-close the reason for cancellation except when authorized to do so bythe test taker and in certain group cases.

TESTING IRREGULARITIES“Testing irregularities” refers to problems with the administration ofa test. When testing irregularities occur, they may affect an individualor groups of test takers. Such problems include, without limitation,administrative errors (such as improper timing, improper seating,defective materials, and defective equipment); improper access to testcontent; and other disruptions of test administrations (such as natu-ral disasters and other emergencies). When testing irregularitiesoccur, ETS may decline to score the test or may cancel the test score.When in ETS’s judgment it is appropriate to do so, ETS gives affectedtest takers the opportunity to take the test again as soon as possiblewithout charge.

IDENTIFICATION DISCREPANCIESWhen, in ETS’s judgment or the judgment of test center personnel,there is a discrepancy in a test taker’s identification, the test taker

HOW TO FILL IN THE TOEFL iBT SCORE REPORT REQUEST FORM

Use this form to request official score reports for institutions you did NOT indicate when you registered to test.

Fill in the following information on the other side where appropriate

• registration confirmation number • name • date of birth • test date

To order an official score report for an institution

• go to the TOEFL Web site (www.ets.org/toefl) and check the list of agencies and institutions that accept TOEFL scores*

• find the name of the agency/institution to which you want your score report sent

• write the name, address, and institution code where indicated

If you plan to study at the undergraduate level, or if the recipient is not a college or university

• leave the space for department name blank • write 00 in the boxes for department code

If you plan to study at the graduate level

• go to the TOEFL Web site (www.ets.org/toefl) and check the list of department codes*

• find the name of the department in which you plan to study

• write the name and code in the appropriate boxes • write 99 for the code if your department is not listed
