During the past month staff have spent considerable time working at the
Community Centre.
Conducting road patrols

Funding Application for Dillon Road has been submitted. Results od
awarding will be in July.
Half Loads have been lifted.
Checking, straightening and replacing various signs as needed.
Repairing road shoulders as required.
Once water levels have leveled out we will be adding another layer of
blocks to compensate for the higher water levels at all of the boat launch

c. implement the access requirements of the MTO; and
d. require the applicant to address the road access issues relating to the Woody's Lane access forthe proposed retained lot to the satisfaction of the Township.
2. That the proposed severed lots be rezoned to a RuralException Zone (reducing the list of permitted
uses to those of the RR Zone, excepting any farm use) and that the retained lot be rezoned to theWaterfront Residential 1 (WF1) Zone;
3. That the MTO confirm it has no objections to the proposed consent and that any further requirementsof the MTO be satisfied;
4. That a right-of-way be secured over Proposed Severed Lot 3 in favour of the Retained LoU
5. Receiving adequate 91"1 addressing for the new lots;
6. Payment of parkland dedication or cash-in-lieu of parkland dedication satisfactory to the Township;
and
7. Payment of any applicable planning fees.
BACKGROUND:Jeff Pavuk is the owner of a large parcel of land with frontage on Shebeshekong Lake and Shebeshekong Road.
The subject land is described as Part of Lots 13 and 14, Concession 5 and is identified locally as 164
Shebeshekong Road.
The owner has applied to the Parry Sound Area Planning Board for consent to create three new rural lots, each
with frontage on Shebeshekong Road. The application proposes that a fourth waterfront lot be retained.
ln 1989, the applicant applied for a consent to create three new lots fronting on Shebeshekong Lake. These lots
are located immediately south of the subject land and are accessed via Woody's Lane which extends offShebeshekong Estates Road.

The applicant has pre-consulted with the Ministry of Transportation (MTO) to confirm that entrances are
available for each of the proposed lots.
KEY POINTS:ProperW_Descriotion
The subject land is an irregular shaped lot with frontage on Shebeshekong Lake and Shebeshekong Road. ln
total, the subject land measures 36,3 hectares (90 acres) and includes 1990 metres (3250 feet) of straight-line
frontage on 5hebeshekong Road. Total shoreline frontage arnounts to approximately 915 metres (3000 feet).
There are a number of environmental features on the subject land that warrant consideration when reviewing
this application.
The entire shoreline frontage has been designated Type L (Critical) Fish Habitat. Mapping illustrating the
shoreline fish habitat is attached to this report. ln addition to the fish habitat, there is a large, local wetland
located on the subject land (primarily on Severed Lot 1 and Severed Lot 3).
Though the lots being proposed are rural in nature, it is important to ensure that any future development on
these lots do not have negative impacts on the fish habitat or the wetland. A number of restrictions are
recommended by the Township as a condition of any approval of this application.
ln recent years, a road has been constructed over the wetland and provides access to the proposed retained
lot.
Prooosed Consedl
The table below illustrates the frontage , area, and depth of the proposed retained and severed lots:
OfficialPlan
The subject land is designated Waterfront in the Township's Official Plan. Although designated Waterfront, the
application is proposing the creation of three new rural "highway" lots.
As described in Section 27.04 of the Official Plan, the Waterfront designation "generally includes those lands
within 300 metres of the Township's recreational waterbodies...Any lands that physically or functionolly relate
to the odjoining recreationalwaterbody shall be considered to be within the Waterfront designation."
None of the proposed severed lots will have physicalfrontage on Shebeshekong Lake and will allbe accessed
off Shebeshekong Road. These lots will not physically or functionally relate to Shebeshekong Lake. Because the
lotswillfunction as rurallots, the Ruralland use policies of theTownship's Official Plan should apply.
A number of different uses are permitted in the Rural designation, including residential land uses. lt is
anticipated that each of the proposed severed lots will be developed in the future for residential purposes.
Section 27.O2.7 of the Official Plan sets out the criteria for new lot creation in the Rural designation.

These criteria include the following:
o) Frantage on a year-round public rood;
b) A proposed drivewoy entrdnce for severed and retained lands meet the appropriote site lines and be
sotisfactory to the Township road superintendent;
c) There will be no extensions required to municipal services;
d) Lot sizes are generally grcater than 7.5 hectares and have frontages in excess of 150 metres.
The proposal satisfies each of the above criteria. The MTO has provided pre-consultation comments on the
application and has indicated they would be supportive of the application so long as the owner of each of the
lots secures entrance permits from MTO in the appropriate locations identified by MTO.
The proposed retained lot is to be accessed by travelling over Woody's Lane (Part 9 and 10 Plan 11380).
Woody's Lane was conveyed to the Township as a condition of the previous Pavuk consent approval (1989). A
right-of-way will need to be secured over Severed Lot 3 in favour of the proposed retained lot. Consent approval
should be conditional on the applicant entering into a 51(26) consent agreement which will require the
applicant to address the road access issues relating to the Woody's Lane access for the proposed retained lot,
to the satisfaction of the Township.
Section 27.A2.L0 of the Official Plan indicates that 'tore shall be taken for any development that tokes place in
the Rural area adjocent ta Waterfront designated londs to ensure thot there are na adverse impacts created by
Rural octivities on these waterfront lands." As previously discussed in this report, each of the proposed lots will
not physically or functionally relate to Shebeshekong Lake.
ln order to further protect Shebeshekong Lake, the Type 1 Fish Habitat along the shoreline, and the on-site
wetlands, any approval should include a condition that the applicant enter into a 51(26) agreement with the
Township which will restrict development on any of the proposed severed lots within 50 metres (164 feet) ofthe boundaries of the wetland. Additionally, this agreement will also require the owners of the severed lots toenter into a site plan control agreement with the Township prior to development of the lots.
Each of the severed lots will front directly on and will be accessed from Shebeshekong Road, a provlncial
highway, As such, each of the lots will need to satisfy any requirements of the MTO. As described in the
attached pre-consultation comments, the MTO's permit control area extends 45 metres from the highway limit
and any development or site alteration within this area will require MTO permits prior to the commencement
of work.
Although the MTO was pre-consulted priorto submitting the application, they are stillrequired to be notified
of the application as part of the standard clrculation process. As a condition of consent approval, the applicant
should be required to satisfy any of the MTO's recommended conditions of approval.
Section 14 of the Official Plan sets out the Township's natural heritage policies. The entire shoreline of the
subject land has been designated asType L {Critical} Fish Habitat in Schedule'B-2' of the Official Plan. As per
Section 2.1.6 of the PPS, no development or site alteration (as defined in the PPS) is permitted within Type 1
Fish Habitat. Development or site alteration on the lands adjacent to the fish habitat is not permitted, unless
the ecological function of the adjacent lands has first been evaluated and it has been determined that there
would be no negative impacts on the natural feature or its functioning.

The Township's Official Plan defines adjacent lands as those lands within 30 metres (L00 feet) of the fish
habitat. Each of the proposed severed lots are being created such that they will be located 30 metres (100 feet)
from the boundaries of the fish habitat in order to ensure there will be no negative impacts on the habitat.
There is a large, local wetland located on the subject land. This wetland is not designated as a Provincially
Significant Wetland. Typically, any buildings or structures would be required to be setback 5 metres (16 feet)
from the boundaries of the EP Zone. ln order to provide an added layer of protection for this wetland, it isrecommended that a condition of consent approval be that the applicant enter into a 51(26) agreement with
the Township to restrict any development, site alteration, buildings or structures from locating within 50
metres (164 feet) of the boundaries of the wetland. This added restriction will ensure the lots continue to
function as rural lots moving forward and that the ecological function of the wetland is protected,
Zonins Bv-law C500-2011
The subject land is zoned Rural (RU) in the Township's Comprehensive Zoning By-law C500-2011-. ln order to
preserve the water quality of Shebeshekong Lake, it is recommended that any approval include a condition
that each of the severed lots be rezoned from the RU Zone to a RU-Exception Zone. This site-specific exception
zone would establish a more restrictive list of permitted uses that would be identical to the uses permitted in
the Rural Residential (RR) Zone, aside from a farm use, which will be prohibited.
The minimum standards for new RU lots are set out below:
Minimum Lot Areo:1.6 hectares
Minimum Lot Frontage: L2O metres
Minimum Lot Depth:120 metres
Each of the proposed lots will satisfy these minimum standards. The 51,(26) consent agreement which is
recommended as a condition of consent approval should include a clause requiring the owners of the subject
land to enter into a site plan agreement with the Township.
The proposed retained lot should be rezoned from the RU Zone to the Waterfront Residential 1{WF1)Zone to
recognize its function as a waterfront recreational property. The retained lot will satisfu the rninimum lot
frontage {100 metresl330 feet), lot area (0.6 hectares/l.5 acres), and lot depth (80 metres/262 feet) standards
of the WFL Zone.
The Zoning By-law includes a provision in Section 5.52 which states that all buildings and structures must be
setback 5 metres (16 feet) from any EP Zone. The recommended 51(26) consent agreement should include a
clause that no development, site alteration, buildings or structures shall be permitted within 50 metres (164
feet) from the boundaries of the wetland. The agreement should include a schedule delineating the boundaries
of the wetland and illustrating the area where development will be prohibited.
Frovlncial Policv $tatement (PPSI
The section of the PPS most relevant to this application is Section 2.1 relating to the protection of natural
heritage features.
As mentioned throughout this report, it is recommended that any approval of this application be conditional
on a number of items designed to preserve existing natural heritage features. The shoreline of the subject land

has been designated Type L Fish Habitat. As such, the boundaries of the proposed severed lots have been
established 30 metres (100 feet) from the extent of the fish habitat to ensure there will be no negative impacts
on the fish habitat or the adjacent lands.
There is a large, local wetland which is located on the subject land. The wetland is not designated as a
Provincially Significant Wetland. To protect the functioning of this wetland, no development, site alteration,
buildings or structures shall be permitted within 50 metres (164 feet)from the boundary of the wetland. This
restriction shall be included in a 51(26) consent agreement, which is recommended as a condition of consent
approval.
Section I.l.4.t of the PPS speaks to promoting rural areas through building upon ruralcharacter. Each of theproposed severed lots will be large, rural lots similar in size and anticipated use to those other rural lots along
Shebeshekong Road. The establishment of these lots is unlikely to negatively impact the rural character of the
Shebeshekong Road corridor or the Township in general.
Section 1..6.7.t of the PPS states that "transportation systems should be pravided which are safe, energy
efficient, focilitote the movement of peaple and goods, and ore appropriote ta address projected needs". fheMTO has provided pre-consultation comments on this application. ln these comments they have identified
appropriate entrances which satisfy their sightline and safety requirements. They have indicated that they are
supportive of the proposed application, but should still be circulated for comment as part of the normal notice
process. lt is recommended that any further requirements/recommendations of the MTO should be
incorporated into any further approval.
As a condition of consent approval, the applicant should be required to enter into a 5L(25) agreement which
will require the applicant to address the road access issues relating to the Woody's Lane access for theproposed retained lot to the satisfaction of the Township.
The application is consistent with the PPS

BACKGROUND:1962967 Ontario lnc. is the owner of a triangular-shaped parcel of land fronting on Woods Road and
Shebeshekong Road. The subject land is described as Part of Lot 16, Concession 8 (Part 1- on Registered Plan
42R-11009). lt is identified locally as 74 Woods Road.
This parcel was the subject of an application for consent to sever in 1990. The then owner (Francis Geroux)
applied to the Parry Sound Area Planning Board for consent to create three new lots, each with direct frontage
on Shebeshekong Road. The Planning Board approved this application on August 29, t99O. A copy of the
approval is attached to this report.
For an unknown reason, the conditions of approval were never completely satisfied and the approval lapsed.
The new owner has resubmitted an application for consent to create the three lots. The proposed lot fabric
remains almost exactly the same as what was approved in 1990.
KEY POINTS:Propertv Description
The subject land is a triangular-shaped lot located southeast of the intersection of Woods Road and
Shebeshekong Road. ln total, the subject land measures 18.51 hectares (45.7 acres) in size and includes 1350
metres (1148 feet) of frontage on Woods Road with an additional 923 metres (3028 feet) of frontage on
Shebeshekong Road.

The subject land includes one small structure measuring 62.8 square metres (676 square feet) in size. The
property slopes gradually from east to west towards Shebeshekong Road and is heavily forested.
There is a hydro corridor that runs parallel to Shebeshekong road along the entire western property boundary.
The hydro corridor should not impact entrances into the proposed lots, but any future construction will need
to be developed in accordance with any required setbacks from overhead lines.
Proposed Consent
The table below illustratesthe frontage, area, and depth of the proposed retained and severed lots
Official Plan
The subject land is designated Rural Community and Rural within the Township's Official Plan
Section 27.03.2 of the Official Plan indicates that the Rurol policies of Section 27.O2will apply to the Rural
Community designation. However, the Official Plan has established a minimum standard for new lot creation
in the Rurol Community designation. This standard includes a minimum lot size of L hectare (2.47 acres) and
minimum frontage of 100 metres (328 feet). Each of the lots being proposed will satisfy these standards.
A number of different uses are permitted in the Rural designation. These include, but are not limited to
residential land uses. lt is anticipated each of the new lots will be used for residential purposes.
Section 27.02.7 of the Official Plan sets out the criteria for new lot creation in the Rural designation. These
criteria include the following:
o) Frontage on o yeor-round public rood;
b) A proposed driveway entronce for severed ond retained londs meet the oppropriote site lines and be
sotisfactory to the Township road superintendent;
c) There will be no extensions required to municipol services;
d) Lot sizes ore generolly greater thon 7.6 hectores ond have frontages in excess of L50 metres.
The proposal satisfies each of the above criteria. The Road Superintendent has confirmed appropriate site lines
are available. The Ministry of Transportation (MTO) will need to confirm they have no objections to the
proposed consent.
The proposed severed lots all front upon Shebeshekong Road, a provincial highway. Section 1-3.01- of the Official
Plan sets out the Township's policies relating to development along provincial highways. As per Section 13.01.4
"opprovol of the Ministry of Transportotion will be required for any development within the permit control oreo
of Highway 69/400 as o Controlled Access Highwoy, or of Highwoy 559 or 7182 os a Kings Highwoy, os per the
Public Tronsportotion and Highwoy lmprovement Act." Any future construction on the lots will be subject to
the MTO's permit control area, where applicable.

Section 13.01..7 of the Official Plan outlines that any development adjacent to a provincial highway is subject
to the safety and geometric requirements and permits of the Ministry of Transportation. These areas of interest
that may need to be satisfied by the MTO include, but are not limited to geometric and safety requirements,
traffic impacts, grading and stormwater management, site layout, site servicing, exterior illumination, and
signage.
Any approvalof this application should include the condition that the MTO confirm they have no objection to
the proposed consent. Additionally, a condition should be included that all recommended conditions of the
MTO be satisfied.
Section 14 of the Official Plan includes the Township's policies relating to the protection of natural heritage
features. As per Schedule 'B-2' to the Official Plan, the subject land is entirely free of natural heritage features.
The proposed consent will have no negative impacts on the Township's natural heritage.
The application conforms to the Township's Official Plan
Zoning Bv-law C500-2011
The subject land is zoned Rural (RU) and Rural Residential (RR) in the Township's Comprehensive Zoning By-
law C500-2011. lt appears the portion of the subject land zoned RR is a mapping error and the entire property
should correctly be zoned RU. The minimum standards for new lots within the RU Zone are as follows:
Minimum Lot Areo:1.6 hectares
Minimum Lot Frontoge: I2O metres
Minimum Lot Depth: L20 metres
Each of the proposed lots will satisfy these minimum standards. There is no reason to require site plan control
as a condition of approval for this application. The application complies with the Township's Zoning By-law.
Provincial Policv Statement (PPSI
Section 1..1..3.L of the PPS speaks to existing settlement areas as the focus of growth and development.
Although the Township of Carling does not contain any rural settlement areas as they are defined in the PPS, itdoes have a number of historic rural communities. Woods Road is considered one of these communities. This
is why a portion of the subject land is designated Rural Community in the Township's Official Plan. This
development represents a natural extension of the existing rural community.
Section !.L4.1. of the PPS indicates that healthy, integrated and viable rural areas should be supported by
"building upon rurol chorocter, ond leveroging rurol omenities qnd ossets". The proposed development will not
alter the existing rural character of the Shebeshekong Road/Woods Road corridor. The large residential lot sizes
being proposed in this development are typical of the rural character that exists throughout Carling Township.
Section 1.6.8.3 of the PPS states thal "Planning outhorities shall not permit development in plonned corridors
thot could preclude or negotively offect the use of the corridor or the purpose(s) for which it wos identified. New
development proposed on odjacent londs to existing or plonned corridors ond transportation focilities should
be compatible with, ond supportive of, the long-term purposes of the corridor ond should be designed to avoid,
mitigate, or minimize negotive impocts on ond from the corridor ond transportation focilities".

Each of the proposed severed lots will front on Shebeshekong Road, a provincial road. Any approval of this
application should be conditional on the MTO confirming they have no objection to the proposed consent and
that any of MTOs recommended conditions be satisfied.
Section 2.0 of the PPS speaks to the preservation of natural heritage features throughout the Township. As per
Schedule 'B-2' of the Official Plan, the subject land is entirely free of significant natural heritage features. The
proposed consent will not negatively impact natural heritage in the Township.
The application is consistent with the PPS.

efforts, much needed financial support has been provided to hundreds of projects that our community and our
Rotarians are very proud of. The list is exhaustive and impressive including multi-year financial support to the Fitness
Trails development; our local Sailing Club; to equipment and palliative support at our Health Centre. There is no request
too big or too small for our local Rotary Club to support.
The Lst Annual Rotary 3 Pitch "Strikes Against Cancer in support of Cancer Care in our WPSHC and Parry Sound Rotary
Club's Beneficiaries", formerly The RACH ! www.ps3pitch.com already has 26 teams who have signed up and paid for the
spot to play ball on June 14, l-5th at Kinsmen Park (Father's Day weekend). This event will be replacing the RACH, The
Dragon Boats and Parry Sound's got Talent. We are hoping to make this one of Parry Sound's largest events. Our plans
are to maintain the family, fun, fundraising theme which has made this the popular local event it has become.
We would like to present these changes and the opportunities this event creates to your council.

Council Targets for 2018-2021 Term
Working with MTO to bring Highway 559 up to an acceptable and safe standard;
Create a master plan to determine the best use for Township property;
Ensure there are lights on our building for Christmas;
The Completion of the Community Centre and Roof over the Rink;
Working with the other municipalities in the area to bring a pool to the West
Parry Sound Area with consultation from ratepayers and area municipalities;
Design a 50 year strategic plan;
Create a plan for our landfill;
Work towards setting a zero waste goal for the Township;
Improve Wi-Fi access to the area;
Explore the possibility of getting a nursing station;
Review service levels in regards to climate change;
Create new Industrial Park Agreement;
Update our Emergency Plan;
Create a Community Hub;
Looking into getting a new Fire Hall;
Support local initiatives;
Consult with Canador College about offering trades training and encourage more
individuals to go into the trades;

I wanted to firstly take this opportunity to thank the Township of Carling for considering me as theirrepresentative on the local Veterinary Services Committee, and their long standing support of this worthyorganization. I have been in place for over 25 years, and recognize it is now time for me to step down and moveaside for younger or newer producers to work with the individuals on this project. New blood is essential forthe growth and renewal of committees to avoid becoming outdated and stale.
I will be stepping down as of our Annual Meeting on April 3rd,2019. This will allow you to find someone overthe course of the summer to fill the position for the next year. I will be happy to go over details with theCouncil at any time, and provide support for that individual. I would also welcome members of Council tocome to any of our meetings, though we generally only meet annually.

May 13, 2019 Dear Mike Konoval, On behalf of Parachute, Canada’s national charity dedicated to injury prevention, I am writing to you today regarding an official public proclamation recognizing Parachute Safe Kids Week June 3 to 9, 2019. In Safe Kids Week’s 23rd year, we will focus on the topic of preventing harm from children’s falls in the home and at play. The week will draw attention to predictable and preventable fall-related injuries in children, and the need to address key hazards for children that cause serious injuries from falls. Falls are the leading cause of injury to Canadian children. Falling is a normal part of children’s development, as they walk, climb, run, jump, play and explore their environment. While most falls do not result in serious injury, each year more than 140,000 children are seen in emergency departments for fall-related injuries. Most of these injuries to children under 5 occur in the home. This week will highlight the evidence-based solutions and injury prevention strategies. I am requesting that Parachute’s Safe Kids Week 2019 be publicly proclaimed in your jurisdiction in order to bring attention and awareness about preventing harmful child falls in the home and at play in your community. I have enclosed a sample proclamation with suggested text for Parachute Safe Kids Week 2019. I look forward to following up with your office shortly. WHEREAS Parachute Canada’s theme for Safe Kids Week 2019 is preventing

WHEREAS preventable injuries are the number one killer of Canadians aged 1 to
44. Preventable injuries are costing the Canadian economy tens of billions of
dollars, and
WHEREAS preventing harmful child falls in the home and at play is important.
Falls are the leading cause of injury to Canadian children. While most child falls
do not result in death, each year more than 140,000 children are seen in
emergency departments for fall-related injuries. Most of these injuries to children

WHEREAS everyone can follow simple fall prevention tips to our children safe
