• Keep current fence and asphalt pad

• Patch asphalt and coat in one color

• Add ADA compliant access gate for gardeners and a sepa-rate maintenance gate

• Construct 32 floating 12'x 4' raised garden containers (space available for an additional 20–24 containers)

• Install water source, compost bin, garden soil bin, and shared storage shed for gardening tools

• Rent garden containers to residents through a lottery system with an annual fee

• Install appropriate signage

Proposed Community Garden

Why Medley Park? Very poor soil conditions and landscape impact, water issues, and underground root structures have caused the tennis courts to fail and create conditions that make their long-term viability un-sustainable in this location.

Medley Tennis Courts History• Mid-1970s: Original construction

• 1983: Resurfacing

• 1991: Complete reconstruction

• 1992: Resurfacing in spring due to cracking and failure over the winter

• 1997, 2005, 2010, 2014: Resurfacing

• Courts now require resurfacing every two years to maintain a safe playing surface.

• Courts are built in one of the lowest areas in the park on a peat soil base with significant drainage issues.

• Tennis court lights are more than 40 years old and are failing.

Medley Park Garden Container Proposal• The tennis court dimensions are 120’

wide, 150’ deep, and 10’ high.

• The dotted perimeter is the fence.

• The proposed composite wood raised containers are approximatley 24" tall, 12' deep, and 4' wide. They are generally spaced 6' apart (left to right) and are 12' from the north fence and12.5' from the east and west fence areas.

• There is room for an additional 20–24 garden boxes on the south side of the enclosure using similar spacing.

• The wooden bins near the mainte-nance entrance are 48”-tall three-sid-ed material storage areas for mulch and garden soil.

• Final locations for the hose bibs, mulch/soil bins, and shared tool shed are yet to be determined.

• Construct a permanent 5-foot chain link fence around entire off-leash area

• Install an ADA compliant double access gate on a concrete pad for the public and a separate maintenance gate for staff

• Designate a separate area for small, older, or timid dogs

• Provide a water source for owners and pets, along with an enclosed portable toilet pad, near access gate

• Construct a 20' x 20' sun/rain shelter inside the park with picnic tables and an LED safety light

• Maintain internal asphalt trail to shelter

• Add appropriate signage, waste disposal, benches, doggy bag dispenser, and bike racks

• Require a fee-based use tag for off-leash area

• Design off-leash area with intent to expand stormwater management to the west

Why Medley Park? Due to unstable soil conditions, the softball field can-not be maintained in a manner that allows for safe play.

Medley West Field History• Late 1970s: Original construction

• Early 1980s: Problems begin to surface

• Early 1980s: 1980s-1990s: As soils settle, City works to continuously fill in low spots to keep field safe and playable.

• Early 2000s: Golden Valley Girls’ Softball Association (GVGS) works with City to find alternative locations due to safety concerns.

• 2014: City stops scheduling field for organized ath-letics due to significant safety concerns. All GVGS games and practices are relocated to Lions Park.

• Estimated costs to reconstruct field are prohibitive, with no guarantee of avoiding repeated settling.

• Additional stormwater storage is needed on the west end of park.

Open HouseThe City hosted an open house the evening of April 2, 2019 so community members could learn more about the proposed changes and offer input. Representatives from the City were on hand to provide information and answer questions. Seventeen people submitted written comments.

EmailThe City received 11 comments via emails addressed to City staff and Council members.

Online Comment FormThe online comment form asked for public input on the proposed changes. The survey was active from April 3–19, 2019 and had 46 responses. Respondents were required to provide a name and address.

Social Media OutreachThe City posted information and reminders about the open house and online comment form four times on Facebook and four times on Twitter between March 23 and April 17, 2019.

Community Input ReportThe City published a report that included all community input received on the issue. The report is available on the City website.
