three premier services — IAS, IPS and IFoS according to
new rules announced on 30 January 2014 aimed at
checking political interference? –Two years (Under the
new rules circulated by Department of Personnel and
Training (DoPT) of the central government, a cadre
officer, appointed to any cadre post, shall hold the office
for at least two years unless he or she is promoted,
retired or sent on deputation outside the state or for
training exceeding two months. However, transfers and
postings before two years will be done by a Civil Services
Board to be constituted by states under the new rules.
States have now been mandated to constitute a civil
services board, which is to be headed by the chief

2) Family of late Justice J.S. Verma recently refused to
accept an award conferred on him posthumously by the
Union Government. In a letter written to President

1) The Bureau of Energy Efficiency (BEE) recently
calculated that the new fuel efficiency standards from
2017 would help the country reduce oil consumption
by 2.22 million tonnes of oil equivalent (mtoe) as
compared to the business as usual scenario by 2017
and 10.5 mtoe by 2022. The Ministry of Road Transport
and Highways is to implement the new fuel efficiency

2) The Cabinet Committee on Economic Affairs (CCEA)
on 5 February 2014 approved the proposal of the
Ministry of Home Affairs to establish an emergency
response system for women and other vulnerable
groups who may face violence. The Geographical
Information System (GIS) based call-taking and
Geographical Positioning System (GPS)-based police
vehicle dispatch system will be able to respond to
distress calls and ensure speedy assistance to women.
What is the name of this system? –Integrated
Computer Aided Dispatch (CAD) Platform (Distress or
emergency alarms generated by panic buttons,
landlines, mobiles through individual devices pioneered
by the Department of Information Technology (DIT) or
mobile phone applications would be tracked and
Emergency Response (ER) units will be dispatched to
attend the call. It will be integrated with the existing
Dial 100 system for seamless operation and
coordination between the two systems. The initiative
will provide 24 hours and 24X7 helpline service to
women in distress and an efficient and effective
response system to attend to their calls as well as for
alarms related to other emergency services such as
medical and disaster (fire etc.) by other responders in
an integrated manner. This project would obtain
funding from the Nirbhaya Fund. The project involves a
total expenditure of Rs. 321.69 crore)
3) North and South Korea on 5 February 2014 agreed to
hold reunions of families separated by the Korean War.
The reunions will take place at the Mount Kumgang
resort in North Korea between February 20 and 25.
