2. CHAPTER 2
PROJECT DESCRIPTION
2.1 Rationale
Energy is the important factor to mobilize economy and to identify competitive potential of the country. At
present, Thailand has confronted with energy problem due to insufficiency to support demand of private sector and
local people. Energy must be imported from other countries. For example, Thailand needs to import petroleum
for700,000 barrels per day or 63 percent of domestic procurement (Ministry of Energy, 2011). Therefore, energy
procurement is important to support demand and economic expansion.
Salamander Energy (Bualuang) Ltd expected that petroleum production from BLWPA (Bualuang Wellhead
Platform A) will be decreased in 2013. According to the 3D seismic survey in 2010 in Block B8/38 of Bualuang Area,
the potential of Bualuabg area is still effective for petroleum production. The remaining crude oil is approximately 38
million barrels. In order to keep the production of Bualuang, it is necessary to expand petroleum production by
installing one additional wellhead platform and drilling new production wells. It is expected that the petroleum from
new production platform can compensate the decreasing amount of petroleum. Moreover, the project will support
using of domestic energy, reduce imported oil, maintain petroleum reserve of the country, increase national income
by taxes and royalties, and to strengthen national energy security.
However, the production rate was limited due to capacity of existing Floating Production Storage and
Offloading (FPSO). Therefore, the production rate from 2009 was not changed. There is no additional production
process, worker, and equipment on FPSO.
2.2 Background and Law Status of Concession
2.2.1 Background of the Concession
Many concessionaires have been occupied the concession Block B8/38 as follows;
x 1972: Gulf Oil obtained general concession area
x 1973: Sun Oil (Thailand) Ltd. obtained the concession and explored petroleum
x 1991: Sun Oil (Thailand) Ltd. obtained the concession Block B7/32 which is the same block of B8/38
In 1996, Soco Exploration (Thailand) Limited (SOCO) was awarded offshore Block B8/38 from the Ministry
of Energy on 24th October 2006under the concession agreement number 3/2539/50. The total exploration area was
9,548 km2. According to the concession agreement, duration of petroleum exploration was 6 years or from 24
October 1996 to 23 October 2002.
