We need a work site to connect the local combined sewer overfow (CSO), known as Holloway Storm Relie , to the main tunnel o the proposed Thames Tunnel project. We are currently proposing to use a vacant area o land o  Butcher Row or this construction work and to accommodate the permanent structures required to operate the tunnel. It reduces river water quality, harms the aquatic lie , causes unsightly litter and increases the risks to health or users o the River Thames. Starting in west London and broadly ollowing the path o the River Thames through the centre o the capital, the Thames Tunnel would transer the ows rom the most polluting CSOs to Beckton Sewage Treatment Works in the east o the city. The need or construction sites We need a signifcant number o sites in order to construct the Thames Tunnel project. Large shat sites’ are required at certain points along the route to allow the construction o the main tunnel. Smaller CSO sites’ are also required near each o the most polluting CSOs to connect them to the main tunnel. We have carried out a detailed site selection process to identiy suitable sites or the construction o the main tunnel and connection o the CSOs. How we chose the preerred siteWe shortlisted three possible work sites, close towhere the Holloway Storm Relie discharges into theRiver Thames. We assessed the suitability o eachsite by taking into account engineering, planning,environment, property and community considerations.From this process we have identifed our preerredlocation as Butcher Row (see map above).

Shortlisted sites:

Site 1 – Foreshore, o Narrow Street and near junctionwith Spert Street

This site is situated entirely within the oreshore o the River Thames. The site is close to the residentialproperties located on the northern boundary,overlooking the oreshore. It also has very poor roadaccess and the complexities associated with creatinga site in the river.

Site 2 – St James’s Gardens, o Butcher Row andTunnel Approach

This site is an area o public open space, which issurrounded by homes and major roads. It has achildren’s play area at its eastern end and provideslocal pedestrian and cycle route connections. TheRoyal Foundation o St Katharine and a numbero three-storey properties, which ront BekesbourneStreet, are located immediately to the north.

Its use would result in the temporary loss o anarea o protected public open space, including aplayground, in an area where there is a defciencyo open space and acilities o this type. There arealso a large number o mature trees, some o whichmight need removing to allow the construction worksto take place and which could harm the York SquareConservation Area setting. The shape o the sitewould also restrict the work site area.

Our preerred site:Butcher Row

We have identifed the area o land o ButcherRow as our preerred location because it is vacant,has good access to the road network and allowsor an efcient site layout due to the shape o thesite. It is also close to the sewer that we need tointercept. The majority o the construction workscan be located towards the northern edge o thesite, towards the DLR/railway line and away rom

The Royal Foundation o St Katharine and Chapel(a charitable conerence and retreat centre).

It also has a number o advantages when comparedto the two other possible locations identifed. Inparticular, it is vacant brownfeld land, and wouldinvolve less disruption to local residents and publicopen space.

Use o the preerred site during constructionWe would need to use the site as a constructionsite or approximately two years. It would then bevacated as much as possible but a smaller area keptsecure or subsequent equipment installation. Theplan above shows how we propose to use the siteto connect the CSO to the tunnel. It also shows theamount o space we think we would need to carryout the construction works but as the design o theThames Tunnel develops urther this could change.

Specifc measures may be necessary to reduce theenvironmental eects o construction and we wouldwelcome your views on the issues we should considerwhen developing our proposals. We will be presentingour more detailed proposals in our second roundo consultation beore the submission o planningapplications.

We propose that construction trafc would enterand leave the site using the existing entrance o Butcher Row.

Permanent use o the siteWe are likely to require some above-ground structureson this site ater the construction work has fnished.A ventilation column (approximately 10m highand 1m diameter) would be needed, along with arectangular kiosk (approximately 1.5m high, 1m wideand 3.5m long) housing control equipment.

We would leave the area around these structures ashard-standing to allow or maintenance vehicles andpublic pedestrian access to this area.

Below is an example o how the site could lookater construction has fnished. As part o our publicconsultation, we would like to know your views on thepermanent look and use o the site.
