HANDICAP REGULATIONS FOR POSTING SCORES UNDER THE WORLD HANDICAP SYSTEM
1. Post your 18-hole and 9-hole scores for all eligible rounds, whether at Grover or away. (Playing alone is not eligible for handicap consideration.) Do so immediately after completing play if possible. Use the Handicap Score Book in the clubhouse, GHIN Mobile, and/or GHIN.com. Do not withhold unusually high or low scores, unless a high score is occasioned by a temporary medical condition. If you post your score online with the GHIN Mobile app or on GHIN.com it is not necessary to write it in the book. If you do, put a check mark next to your score so the handicap chairman knows he does not need to enter your score for you.
2. Enter a “C” (Competition) with your score if the round was played as part of a major tournament (Qualifiers, Club Championship, etc.) or a public tournament. Do not enter a "C" for regular weekly tournaments. If the senior/red tees were used, enter an “R” with your score. Members playing only nine holes (league or otherwise) should enter an "N" with their scores.
3. In reporting Away scores on the sheets provided for this purpose, include your name, the name of the course, the tees used, and both the rating and the slope from these tees. For new and/or out of town courses it is helpful if you also place

your scorecard in the pocket of the handicap book. If you post your score online with the GHIN Mobile app or on GHIN.com, it is not necessary to write it in the book. If you do, put a check mark next to your score so the handicap chairman knows he does not need to enter your score for you.
4. Incomplete rounds: record as 18-hole scores if you have played at least 14 holes, as 9-hole scores if you played 7 holes. Take your score for each missing hole to be par plus the number of strokes to which your handicap would entitle you to. A player with a handicap of 15, for instance, would take a bogey on un-played holes rated 1 through 15, a par on holes rated 16-18. Holes played alone must be treated as un-played holes for handicap scoring.
5. Incomplete holes: if you have “picked up” for any purpose, your score on the hole for handicap purposes is that which you are most likely to have made if you finished the hole. If you picked up on the green from one foot away, for example, assume that you would need one putt; from 12 feet away, assume two putts.

6. Maximum score per hole: For handicap purposes the maximum score you can record on any hole is “Net Double Bogey”. Net Double Bogey is calculated as Double Bogey for the hole plus the number of handicap strokes you are allowed on the hole. For example, a player with a handicap of 10 can post a maximum score of Double Bogey Plus 1 on holes rated 1 through 10 and Double Bogey on holes rated 11 through 18. Likewise, a player with a handicap of 22 can post a maximum score of Double Bogey Plus 2 on holes rated 1 through 4 and Double Bogey Plus 1 on holes rated 5 through 18. If you enter hole-by-hole scores in GHIN, it will automatically apply the “Net Double Bogey” maximum for you!
In tournament rounds, you should not apply the Net Double Bogey maximum hole score to your tournament card. Apply it only to your handicap score.

BGC TOURNAMENT RULES
The following rules apply to all Buffalo Golf Club Competitions
unless noted otherwise in the tournament information. Also refer
to our Local Playing Rules for exceptions to the USGA Rules of
Golf.
1. The handicap classes for all Tournaments and Sweeps are as
follows:
Class A: 0-9 Class B: 10-16 Class C: 17 and over
2. Weekly Competitions, including Sweeps, shall start on
Wednesday and end at 4:00pm on Sunday (or Monday for
designated holiday weekends)
3. The senior (red) tees may be used by members age 70 and up
in handicap tournaments under the following conditions. (1)
Members must inform the Tournament & Rules chairman before
playing their first tournament of the season that they intend to use
the senior/red tees. (2) Members must use their red tee handicap
when playing from the red tees. (3) After a member begins using
the senior/red tees, they may not change back to the white tees
until the following season. (4) Scratch tournaments must be
played from the white tees. (5) Members may play from either
white or senior/red tees during non-tournament rounds, but must
accurately record the tees used for handicap purposes.
4. Sign the tournament registration book or send the
information to [email protected] before you play
in any EVENT. If a player decides not to play a tournament after
signing the book, he must cross out his registration entry
BEFORE making a stroke on the first hole. Attested score cards
must be turned in on the day of entry.

5. Competitions and Sweeps cards must be attested by another
member. In the case of a two- or three-man team EVENT, their
card must be attested by a club member who is not on the team.
In the case of four-man team events, all members in the foursome
must attest the card.
6. When a player is entered in two EVENTs for the same
round, separate cards, both properly identified and attested, are
required.
7. Current handicaps apply in all competitive EVENTs, even
though the competitions may have started during a previous
handicap period. The handicap book in the clubhouse is the
official source for handicaps and it overrides other handicaps
(club website, GHIN website etc.) unless otherwise posted.
8. A member may compete several times in the week’s sweeps,
but is eligible for only one of the prizes awarded.
9. In Certain Match Play Tournaments such as the President’s
Cup, Harvest Cup, and any others, matches must be contested
within the prescribed time or one or both players (teams) shall
forfeit the contest or be disqualified. Golfer (or team) with lower
qualifying score is responsible for arranging the match, although
their opponent(s) may arrange the match upon mutual agreement.
Circumstances preventing such match must be reported to the
Tournament Chairman, whose decision on default or
disqualification shall be final.

10. In cases of ties in weekly competitions and Sweeps, the
winner shall be determined by matching cards beginning at the
number one handicap hole, then the number 2 handicap hole, and
proceeding until a winner is determined.
11. In Tournaments where members play directly against each
other, such as in the Club Championships, President’s Cup,
Harvest Cup, and others, and end up tied on the last hole, the
players will continue in a “sudden death” playoff, with handicap
strokes, if applicable, applied as in match play, hole by hole
unless noted otherwise in the tournament information.
12. Disqualification will result if: you sign up for the same
tournament more than once on different dates, dates that don’t
match (tournament book vs. scorecard), signing tournament book
after starting the round, failure to have the card attested by
another member, failure to record your tournament score in the
score book (or entered into GHIN), or playing from the wrong
tees (white vs. senior/red tees).
13. All matters of dispute shall be referred to the Tournament
and Rules Committee for final resolution.
14. The scores for all Competitions and Sweeps must be
submitted on BGC tournament cards (white/blue/gold-
tournaments; green-sweeps) in the correct box. Cards that are
deposited in the wrong box will be discarded. The “Net Double
Bogey” adjusted scores must be entered into the BGC handicap
book (or GHIN).

15. Any member who qualifies for one of the Club’s major
tournaments or a public tournament where the fee is paid by the
Club, and withdraws less than 48 hours before the scheduled start
of the tournament or after the tournament is in progress, shall be
ineligible to compete in the same tournament the following year.
However, the tournament committee is authorized to waive this
penalty after reviewing the circumstances.
16. During the Club Championship competition, if a group
finishes the round more than two holes behind the group in front
and over 3 hours 45 minutes from their time of starting, all
players in the group are subject to a penalty of two strokes.
However, the tournament committee is authorized to waive this
penalty for individual players or the entire group after reviewing
the circumstances.

BGC LOCAL PLAYING RULES
The USGA Rules of Golf and the Grover Cleveland Course
Rules (as printed on the scorecard) are to be applied in
membership play, except as modified by the following rules.
Also refer to our Tournament Rules for additional rules in
tournament play.
1. When adverse conditions are declared and posted by the
Tournament and Rules Committee, you may lift, clean, and
replace your ball without penalty if it lies in your own fairway.
You must mark the spot before lifting the ball (see USGA Rule
14.1) and the ball must be replaced on its original spot (see
USGA Rule 14.2). If your ball lies in the general area, but not in
your own fairway, you may lift, clean, and drop your ball without
penalty. You must mark the spot before lifting the ball (see
USGA Rule 14.1) and the ball must be dropped as close to its
original spot as possible (See USGA Rule 14.3). Penalty for
playing ball from a wrong place in breach of Local Rule: Two
Strokes Under USGA Rule 14.7a. It is not permissible to take
relief under this rule when playing BGC major tournaments or
qualifiers for major tournaments.
2. Anywhere in the general area of the course, a player may
take relief if his ball is embedded in its own pitch-mark. Your
ball is embedded when it is in its own pitch-mark made as a
result of your previous stroke and where part of the ball is below
the level of the ground. Your ball does not necessarily have to
touch soil to be embedded (for example, grass and loose
impediments may be between your ball and the soil). (See USGA
Rule 16.3 for additional details and the procedure for taking
relief.)
3. Cracks in the ground in parts of the general area cut to
fairway height or less are ground under repair. The player may

take relief under Rule 16.1b, but interference does not exist if the
crack only interferes with the player’s stance.
4. At the player’s option, dung from geese may be treated
either as a loose impediment that may be removed under Rule
15.1, or ground under repair from which relief is allowed under
Rule 16.1.
5. There is no penalty if the ball or ball-marker is accidentally
moved on the putting green. See USGA Rule 13.1d for details.
6. After consultation with your playing partners, old hole
locations on the putting greens may be treated as Ground Under
Repair if they are above or below the surrounding area by the
thickness of an American quarter, and the problem cannot be
easily remediated. Please proceed under USGA Rule 16.1d.
7. Tractor or other equipment tracks, piles of grass or topsoil,
and other spots obviously damaged and to be repaired except in
penalty areas, may, after consultation and agreement with playing
members, be treated as “ground under repair.” Apply USGA
Rule 16.1.
8. If it is known or virtually certain that a player’s ball hit a
power line, telecommunications line, or pole supporting the lines
during the play of hole number 9, the stroke does not count. The
player must play a ball without penalty from where the previous
stroke was made (see Rule 14.6 for what to do). Penalty for
Playing Ball from a Wrong Place in Breach of Local Rule: Two
Strokes Under Rule 14.7a.
9. Relief may be granted on paved or gravel cart paths that
interfere with the stance, area of intended swing, or lie of the
ball. Apply USGA Rule 16.1 without penalty

10. If abnormal ground conditions in a sand bunker (including
temporary water) interfere with a player’s stance, intended swing
area, or lie of the ball, the player is entitled to relief as specified
in USGA Rule 16.1c. If rakes are unavailable for use in the
bunkers, abnormal ground conditions shall also include areas that
you deem to be unplayable because they haven’t been raked (e.g.,
a footprint or a disturbed area from previous play). Proceed under
USGA Rule 16.1c. Areas of the bunker overgrown with weeds
are not considered ground under repair. These areas are played
the same as playing your ball out of the rough. The definition of a
bunker states that “any growing or attached natural object inside
the edge of a prepared area (such as grass, bushes or trees)” are
not part of a bunker.
11. Stones and other loose impediments in a sand bunker may be
moved as specified in USGA Rule 12.2a. However, if moving the
loose impediment causes the ball to move, the player must take a
one stroke penalty and replace the ball as specified in USGA
Rule 15.1b.
12. Staked trees are to be considered no play zones: If a player’s
ball lies anywhere on the course other than in a penalty area and
it lies on or touches such a tree or its stakes, or such a tree or its
stakes interferes with the player’s stance or area of intended
swing, the player must take relief under Rule 16.1f. If the ball
lies in a penalty area, and interference to the player’s stance or
area of intended swing exists from such a tree or its stakes, the
player must take relief either with penalty under Rule 17.1e or
with free relief under Rule 17.1e(2). Penalty for Playing Ball
from a Wrong Place in Breach of Local Rule: Two Strokes Under
Rule 14.7a.
13. The areas of the course defined by red stakes are to be
played by the USGA Rules pertaining to red penalty areas. There
shall be no free drop for balls that come to rest in temporary

water or abnormal ground conditions within these penalty areas.
See USGA Rule 17 for details.
14. After consultation and agreement with playing members,
areas of the course where the grass has been allowed to grow to
six inches in length or more are to be played as red penalty areas,
whether or not they have been marked by red stakes. This
includes, but is not limited to the mound areas on holes 4, 9, and
10. It also includes areas outside the red stakes in marked
penalty areas where the grass has been allowed to grow. You
may take relief as defined in USGA Rule 17 “Penalty Areas”.
None of the unmarked areas shall be played as red penalty areas
if the grass has been mowed to less than six inches in length. In
order to take relief, it must be known or virtually certain that
your ball came to rest in the penalty area, otherwise it must be
played as a lost ball with stroke and distance relief as specified in
USGA Rule 17.1c. This is especially important to keep in mind
on the right side of hole 10 where the trees block your view of
the long grass on and around the mounds.
15. Any fences and road curbs surrounding the course, as well as
the entry road (Holes 10 and 11) and any area of the parking lot
are out-of-bounds. Any fences bordering the parking lot and
interior roads are to be treated as immovable obstructions, not
boundary markers.
16. Distance measuring devices, such as range finders and GPS
devices, are permitted. See USGA Rule 4.3 for details.

2019 USGA RULE CHANGES
1. There is no longer a penalty under the following
circumstances:
Accidentally moving your ball while looking for it
Accidentally moving your ball or ball marker on
the putting green
Your ball accidentally hits you, your equipment,
your caddie, the flagstick or a person attending
the flagstick
Accidental double-hit (or even triple-hit)
Hitting a flagstick that was left in the hole while
putting. (It is now allowable to putt with the
flagstick in the hole)
Touching your line of putt as long as you don’t
improve the conditions for your stroke
Moving loose impediments or grounding your club
in a penalty area (previously called a “hazard”)
unless it causes your ball to move
Moving a loose impediment (such as a stone or
twig) in a sand bunker unless it causes your ball
to move
2. You may repair damage on the putting green
before putting, including spike marks
3. You are only allowed three minutes to search for a
ball instead of five minutes
4. Ball is now dropped from knee height (instead of
shoulder height) when taking relief.

2019 USGA RULE CHANGES CONTINUED
5. You can take relief outside a bunker for an
unplayable ball (without going back to the original
spot) under penalty of TWO strokes
6. Playing “Ready golf” is encouraged
7. No need to announce that you will be marking
your ball and lifting it to identify it, check it for
damage or check to see if it is embedded
8. Measuring a relief area (1 or 2 club lengths) must
be done with the longest club in your bag
excluding the putter
9. After the ball is put in play, if it lies anywhere in
the teeing area (including on the tee), the player
may take any action that would be allowed in
preparing to put the ball in play for the hole. This
includes reteeing the ball, moving it to another
spot in the teeing area, or improving the teeing
area. See USGA Rule 6.2b for more details.

WNYPLGA Tournament Information
The Buffalo Golf Club is a member of the
WNYPLGA. You are eligible to enter any/all of the
above tournaments you qualify for by age. SENIOR
tournaments are AGE 50+.
The WNYPLGA classifies golfers into
handicap flights using their USGA handicap index, not
their home course handicap. Each tournament has
different cut-offs for handicap flights. Be sure to
check the handicap information on the tournament
application and literature carefully when entering a
tournament.
The BGC will pay tournament entry fees for
members for WNYPLGA tournaments held at Grover
Cleveland and Elma Meadows. Members are
responsible for their own greens fees and cart fees
even if the application says that these fees are include
in the entry fee.
All tournaments are scratch. There are flights
within tournaments so even though you play scratch
you are not competing against all golfers, only those
within your flight. As an example, the Senior
Individual, depending on entries, may have flights for
ages 50-59, 60-69, 70 and older. Each flight has
prizes. Full entry forms can be found next to our
clubhouse bulletin board. If you have any questions
