A: There is a fascinating, albeit relatively unknown Halacha of Sefirah codified in Shulchan Aruch (O”C 493/4). Rav Yosef Karo cites the custom of women to refrain from doing Melacha, work, during the evening hours from Pesach to Shavuoth, the time period when the Omer is counted. Interestingly, the Chofetz Chaim, in Mishnah Berurah, adds that this custom is incumbent upon men as well. There are numerous reasons offered why this custom developed. The Mishnah Berurah suggests that since Rebbe Akiva's students died during this time period and people were busy in the evening hours burying the dead, they were not able to do their normal work, so we too refrain from work. The Mishnah Berurah also suggests that the custom is based on the language the Torah uses when referring to the commandment to count the Omer. The Torah requires that we count, “Sheva Shabatot” meaning seven weeks. However, the word “Shabatot” also means to rest, and therefore the custom developed to rest from work at night when we count the Omer. The Mishnah Berurah points out that according to this understanding, it follows that once the Omer is counted, work is again permitted. Finally, Rabbi Yonatan Eyebeschutz suggests that the custom is based on the understanding of the Ramban who believes that the days between Pesach and Shavuoth are a quasi “Chol HaMoed”. Just as on Chol HaMoed we refrain from certain work, so too during this time period we refrain from some work as well. Nowadays though, many Halakhic authorities point out that this custom is not observed by either men or women. SEFER MINHAGIM Shabbat HaChodesh, Rosh Chodesh Nisan

and the month of Nisan

1. This Shabbat is Rosh Chodesh Nisan,therefore, we take out three Sifrei Torah. From the first, we read a minimum of 6 Aliyot for Parashat HaShavua. Upon concluding the first reading we place the second Torah on the Shulchan, while we do Hagbah and Gelilah for the first Torah. From the second Torah we read Shivii which is the portion for Rosh Chodesh. Upon concluding the second reading, we place the third Sefer next to the second on the bimah and say Half Kaddish. The first Sefer Torah, however, is not placed on the Shulchan for Kaddish. The third Torah is Maftir from which the portion for Parashat HaChodesh is read. 2. When Rosh Chodesh Nisan falls on Shabbat, we read the Haftorah for Parashat HaChodesh and we do not add any other verses mentioning Rosh Chodesh. 3. Following Anim Zemirot we recite Shir Shel Yom as normal. However, because it is Rosh Chodesh, we add the section Barachi Nafshi after which the mourner’s Kaddish is recited 4. Throughout the month of Nisan, we omit Av HaRachamim before Musaf, except on Achron Shel Pesah and Shabbat Mevarchim Rosh Chodesh Iyar. We omit Tzidkatcha Tzedek and El Male on Shabbat Minha throughout the month of Nisan, and we do not say Tachanun the entire month. Throughout the month we omit the Yehi Ratzon prayers usually recited after the Torah reading on Monday and Thursday mornings. We do, however, say Lamenatzeach between Ashrei Uva Le’Tzion and Kel Erech Apayim before taking out the Sefer Torah on Monday and Thursday mornings.
