a, Thorough indoctrination of personnel,

c. Thorough destruction when appropriate,

d, LI!v1ITING ACCESSIBILITY TO THOSE WHO "NEED TO KNOW'.

2-4. CUSTODY - Officers in Charge of' unit Secret and Confidential Files are authorized custodians of classified matter. However, no classified matter tor which a coJ;unand is resiconsible vdll be removed therefrom without authority of the commanding officer, The following precautionary measures will be observed b~r all personnel:

a, If for any reason th8 area vrhich cc;ntains classified matter must be vacated during vmrking hours, the classified matter therein shall be accounted for in the same manner as presm·ibed undel' STOWAGE,

inspections of classified matter by ur,&uthorized persons, Keep papers or

documents face down or coverer! Wh8n not actually i1·1 use, Do not discuss

classified information over the telephone or with those who do not 11need

c, Preliminary drafte, cushion sheets, and similiar matter will be des­

troyed immediately after they have served their pur~ose. 11hile in custody

they will be safeguarded in the same manner as the matter to be· produced from

them.

d, Keys to locks on stowa3e. containers will not be removed from the

command,

2-5. STO\·~·AGE .... I>~l:L'1imum sto\-rage requirements for classified matter are as

follows:

a, T::l:' SECHET - Safes or vaults having combination locks of not less thar

three tumblers and of such weight, size, construction, or inst.aliation as to

minimize the possibility of ppysical removal.

b. SECr1Er - Safe-cabinets or safe-files having combi.."lation locks of not

less than three tumblers and of such wed.ght, size, construction, or ir,stalj..a­

tion as to minim;ize the po5aibility of physical removal.

c. CONFIDENTI><L - Cabinets, locrl:ed with a steel bar and padlocl. locking

system. Hanuracturer' s numbers will be removed fro;r. the lock used, and

cabinets must be of such size, weight, and construction as to minimize the

possibility of pl':ysical removal.

d. REuTniCTED - Restricted registered matter &~d Restricted messages

marked "Paraphrase required" (Catego;ry B messages) shall be stowed the same as

Confi:lential rn:<tter. Other Restricted matter will be stowed in a container

equipped with a reasonably secure locking device,

. 2-b, AffivJEii SENTRIES - In all cases where stowage faCilities required by para­

gra;ch 2-5, above are not available, comnanding officers will institute a sfster

to provide adequate security through the assignment of reliable arid trust¥-:or=

thy full-time armed sentries. Aasignment of Duty Jlerks, appropriately armed,

to UL"'lit of-fices or areas \'.'here classified matter is stewed will constitute corir

pliance 'with this paragraph. However, such offices or areas will not be left

unguarded at .any time, and locked containers will be secured to the deck or

bulkhead in such a msnner as to prevent their being easily removed.

2. In amplification of reference (a), the following additional instructions are promulgated:

1. Effective 7 December 1953, Battalion Medical Officex·s ~r.i.ll st,bmit a telephonic recapitulation report of personnel reporting for treatment, admitted, returned to duty, evacuated, and total sick tc the RegL~enta~ Medical Officer by 1400 daily as of 1300,
