1, General

1951

a. This Standing Operating Proced.ure for Salva.ge supersedes reference

(a.). Instructions contained herein are a:pplicable to combat conditions

when formal accountability has been suspend.ed. and. combat accountability

established.

b. Salva.ge, as defined by reference (b), is the collection, 8V'acuation,

classification, and disposition of wa.sto material, abandoned property. a_nd

unserviceable supplies and equipment.

c. In time of war any article that is abandoned 'becomes sal"'lage. The

prompt se,lvage of equipment that has been abandoned. on the battlefield and

in bivnuac areas; the exploitation of captured materials and Su:p'llies; and

tl!J.ac,ltilization of waste materials are important measures for the conservation

of mili ta.ry resources.

a.. Respnnsi bili ty

(1) The responsibility for salvage collection r~~ains with the unit

commander of the areA concerned.. The Sal"'lage Plat'lon, 1st Service :Battali~n,

will receive salvage from the units and will oe responsible for its further

evaluation, cla.ssifi~ation, and dispoJsition~. In caae a unit must move out

of an area before salva.ge operatie>ns are completed, the Salvage :Platoon w:ill

above (3) Unit commanders are responsi"ole for delivering salvage to the

collecting points. Maximum use will be made of transportation return­ing from fonvard. areas. Priority will be given to weaponst i terns in short supply. and i terns that are sarvicea:ble, valuable, end/ or easily repaired.

(4) Ammunition considered to be unsafe or duds will not be moved by unit salvage teams, Commanding Officer, lst Ordnance.Eattalion will be notifie.d of the type, amount, and location of this ammunition and will assume respons•tbili ty f0r its salvage or destruction. (See paragraph 4).

(5) In cases where heavy eQuipment or large ~uantities of material become salvage and facilities are not availa:ble to handle it in the regtJln.r salvage N"annels, the facts will be reported t0 this headquarters (G-4) by the most expeditious means.

( 6) Commending officers of Collecting md Clearing Compmies and Division hospitals are. res~«;Jo:nsible for collecting arms and. equipment from the sick and wounded. The Salvage Platoon, lst Service Battalion, will meke f:roqnent pick-ups of this material and. will deliver it t0 the cogniZa.YJ.t service \Jhit for disposition.

(7) Ground units will not collect, dismantle, or disttJrb any i'riendly or enemy aircraft, Salvage of aviation m8.terial will be the resnonsibility of such aviation activities :ts .are operating in the area.

a. All captured material is the prop~rty of the United st,ates C,-overnment and not of individuals,

b. Procedure and responsnili ty for the salvage of enemy materi9J. l<ill be the same as that for friendly material, except as follows:

4, Ammunition Collection

Captured or oYerrmn ammunition which is believed to be unsafe to move reported to the Commanding Officer, 1st Ordnance Battalion who l<ill an inspector to ad.vise the commander concerned. and, if appropriate,

c. Duds (unexploded. projectiles of all kinds) '"ill be reported in writing to the Cornm:md.ing Officer, lst Ordnmce Battalion who will take ·necessary action for their disposition. Reports rnny be telephoned. and. then confirmed in •11ri ting. All reports will include the following:

( 1) Map location of duds. (2) Description of duds to include tyue snd ~uantity. ( 3) N'ame of person ::t..ncl unit mn.._kin__g report. (4) Time 311d date d.iscovered. (5) Name and ucit of person to be contacted. by explosive ordnance

d. Excess ammunition, extra fuzes, snd supplementary charges will be turned in to Ammunition Sti"[>ply Points as excess arnmuni tion and not as salvage. U~its w·ill axarcise due care to insure tha.t e11..-:plosive elements are not included in inert salvage shi:oments. A certificate signed. by an cfficer will accompany each turn-in of inGrt emmuni tion salvage to e.n Amm•mi tion SUp'PlY Point. This certificate wiU read. substantially as follows: "I certify that no live or misfired rounds, cartrid.ge cases containing live primers, or explosive elements of sny ·kind. are contained. in this shipment".

use of VT. fuzes, will be carefully repacked in the VT fuze fibar containers

and metal packing boxes. (These items must be returned as excess ammunition

and not as salvage).

5. l1Isnnsi tio" 'of Salva;;e by Division Service Units

a. The Salv,.ge Platoon, lst Service Battalion, will turn salvaged material

in to the cognizant division servico units. Service units will inspect ~~is material and if found to be serviceable, will return it to stock. b. Division service units are aQthorized to remove serviceable parts,

assemblies, or components from like unserviceable major items provided such

part, assembly, or component is replaced. by a like unservicea·ole item.

This direct excnange of part or assembly policy will be followed except in

cases of urgant operational necessity~

c. Durir...g periods \·Then the Division is S\Ipported. logistically by ArmY

units, i terns common to the Army - Marine Corps which are beyond the repair

capabilities of the service units concerned will be evacuated to the

appropriate Army service unit in support of the Division. Items peculiar

to the Marine Corps will be,delivered to the appropriate supply section of

the lst Combat Service Group.

, "-• Division ~arvica u~nits will maintain complete records of

operations and will indicate on the Periodic Logistic Report, as directed, the Hems collected ond the disposition made thereof.

6. :J)i_sp"."lt:i,o_n_of_Salvage by 1st Combat Service Group

a. Upon the receipt of salvage or surplus material, the 1st Combat

Service Group will fur-ther classify, repair, &!d return suCh material to stock. Due consideration must be given to the time factors involved for

the receipt or eYaileJiilit.y of parts, assemblies, or components to determine

whether certain items should be repaired locally, scrapped, or sent to a higher echelon depot,

b. The lst Combat Service Group is authorized to remove serviceable
