Number of students involved in THE in Armenia
According to the World Bank research (2012) carried out within
one academic semester, out of 126 700 students involved in 71
State and Private HEIs of the RA, about 95 000 students study at
State HEIs, 8 700 students study at the Intergovernmental HEIs, 20
000 students study at the local private HEIs, about 3000 students
study at the branches of foreign HEIs . (World bank, 2012):
The number of students receiving Transnational Higher Education
in Armenia constituted 12 000, according to the data of 2012, which
is 10 % of the overall number of the students.
Evolution of THE in Armenia
According to the research data of the National Information
Centre of Academic Recognition and Mobility, (2008) about
8000 students study at the THE providing Institutions, which is
about 7 % of the overall number of students.
Within the period of 2008-2012, the number of students
involved in the Transnational Higher Education Institutions has
increased in 3 %.
To enhance quality, and promote regulation and
recognition of Cross-border (transnational)
higher education provisions in Armenia and
Georgia through establishing internal (for
Higher Education Institutions-HEI) and external
(for External Quality Assurance Agencies-EQA)
quality assurance mechanisms in line with
OECD/UNESCO guidelines
Project Wider objective
• Building on the capacity of the Armenian and Georgian
Higher Education Institutions and external quality
assurance bodies to effectively manage quality assurance
of transnational higher education,
• Developing and integrating quality assurance mechanisms
at the institutions that provide transnational education,
• Developing and integrating quality assurance standards and
procedures for external quality assurance systems to
effectively manage the quality assurance procedures at
universities providing transnational higher education,
• Ensuring regulation, quality assurance and recognition of
TNE provisions in Armenia and Georgia
Project Specific objectives
Well-prepared staff at HEIs and EQA agency/Ministry to
provide quality assurance of transnational higher education,
Established/revised functions of internal quality assurance
units at HEIs,
Nationwide standards, procedures, indicators and
benchmarks for external quality assurance of transnational
higher education providers in Armenia and Georgia,
Institution-wide internal quality assurance Procedures
Handbook for HEIs in Armenia and Georgia,
Legitimate and sustainable quality assurance system piloted
and operationalized in Armenia and Georgia

Project implementation methodology: management structure
PARTNERSHIP AGREEMENTS have been signed between
every consortium partner and the GRANTHOLDER,
UFAR.
The partners' responsibilities as well as financial allocation
for each partner institution (including the co-financing) are
mentioned in the PARTNERSHIP AGREEMENTS.
The performance-based approach in-line with “Guidelines
for the Use of the Grant (Tempus IV sixth call for proposals
no. EACEA/35/2012 is applied)

- Kick-off meeting at French University in Armenia, Yerevan,
February 20-21, 2014
- Capacity development training for Higher education
institutions staff at University Jean-Moulin Lyon 3, Lyon,
France, 28-30 April 2014
- Capacity development training for Quality assurance
agencies staff at QAA, Gloucester United Kingdom, 4-5
June 2014
Outcomes:
- 54 persons participates to the training at Lyon and 43 to the
training at Gloucester
- A training kit on THE QA is developed
