Railway Board vide their letter no. 2010/M(L)/46611203 dated 21.04.15 has advised RDSO to issue a speed certificate for operation of train no. 22477/78 (Jodhpur-Jaipur Intercity Express Train) having a load of 17 nos. of LHB AC!Non AC (EOG) coaches (04 AC & 13 Non AC) with two WDP4B class of locomotives with hotel load features. Locos at either end are connected with cables. 1.0 Indian Railways had signed a contract with M/s LHB Germany for supply of 24 nos. all metal lightweight high-speed BG AC coaches along with transfer of technology. RCF has built LHB AC/Non AC EOG broad gauge coaches fitted with FIAT bogies under Transfer of Technology from M/ s. ALSTOM-LHB. The AC coaches, generally to RDSO drawing no. Sk. 96077 and to RCF 's drawing no. LE 90009 have a speed potential for operation at a maximum speed of 160 km/h, on track maintained to standards contained in RDSO's Report No. C&M-I Vol.-I. These coaches have been built to the-state-of-art technology, fitted with disc brakes and centre buffer couplers and have a unique feature of wheel slide protection device (WSP), to prevent formation of wheel flats . 1.1 BG LHB AC EOG chair car has been cleared for operation up to a maximum speed of 105 km/h on other than C&M-1, Vol.-1 standard vide this office letter of even no. dated 14.03.2001 followed by amendment no. 01 dated 18.11.2014 and up to a maximum speed of 160 krn/h on track maintained to C&M-1, Vol.-I standard vide this office revised speed certificate of even no. dated 08 .04.2015. 1.2 BG LHB Generator Van (L WLRRM) has been cleared for operation up to a speed of 105 km/h on other than C&M-I, Vol.-I standard vide this office letter of even no. dated 04.04.2001 followed by amendment no. 01 dated 18.11.2014 and up to a maximum speed of 160 km/h on track maintained to C&M-I, Vol.-I standard vide this office revised speed certificate of even no . dated 08.04.2015. 1.3 BG Second class Non AC EOG LHB variant coach (LS2) with pay loads up to 16t, has been cleared for operation up to a maximum speed of I OS km/h on track maintained to other than C&M-1, Vol.-1 standard vide this office letter of even no. dated 04.12.2012 followed by Page I of6

1.4 BG Second class Non AC EOG LHB variant coach (LS3) with pay loads up to 18.5t maximum, has been cleared for operation up to a maximum speed of 105 km/h on track maintained to other than C&M-1 , Vol.-I standard vide this office letter of even no. dated 16.01.2013 followed by amendment no. 01 dated 12.03 .2013 , amendment no . 02 dated 31.12.2013 , amendment no. 03 dated 19.7.2014 amendment no. 04 dated 25.8.2014, amendment no. 05 dated 12.12.2014 and upto a maximum speed of 130 kmph on track maintained to C&M-1 Vol.-I standard vide this office letter of even no . dated 16.01.2013 followed by amendment no.01, dated 12.03 .2013 , amendment no .02, dated 31.12.2013, amendment no .03. dated17/7/2014, amendment no . 04 dated 25.08.2014 & amendment no . 05 dated 12.12.2014.

1.5 BG LHB AC 3 - tier ACCN variant coach has been cleared for operation upto 160 kmph on track maintained to C&M Vol. I standard vide this office letter of even no . dt. 20.05 .13 & on track maintained to other than C&M Vol. I standard upto speed of 105 kmph vide this office letter of even no . dated 02 .05.2003.

1.6 BG LHB Non AC Chair Car variant coach (L WSCZ) has been cleared for operation upto 120 kmph on track maintained to C&M Vol. I standard vide this office letter of even no. dt. 31.03.2011 followed with amendment of dt. 06.03.2013 & on track maintained to other than C&M Vol. l standard up to speed of 1 05 kmph vide this office letter of even no . dt.31.03 .2011 followed with amendment of dt. 06.03.2013.

2.0 WDP4B class of locomotive has been cleared for operation up to a maximum speed of 105 kmph on track maintained to other than C&M-I, Vol. -1 standard vide this office speed certificate no. SD.WDP4B.11 dated 01.05 .2008 & followed with amendment no . 1 dated 21.07.2010 and up to a maximum speed of 130 km/h on track maintained to C&M-I, Vol.-I standard vide this office speed certificate of even no. dated 14.10.201 0 & followed with amendment no.O 1 dated 05.06.2012.

2.1 Coupler force, Acceleration and Jerk trials for running of 16 nos. LHB AC/CC EOG coaches with two WDP4B class of locomotives between Ajmer-Rewari- Ajmer section of NWR have been conducted and test results as contained in Report no. MT -1404 Rev 0 dated 27.04.15 are found satisfactory. During trials the hotel load of the train formation met by the locomotives connected at either end.

3.0 Based on the satisfactory results above, it is certified that operation of Jodhpur- Jaipur Intercity Express and other similar trains hauled by two WDP4B class of locomotives fitted with hotel load features (one in leading & other in trailing) comprising maximum 17 nos. of LHB AC/Non AC (EOG) coaches (04 AC & 13 Non AC) may be permitted to run on Jodhpur-Jaipur-Jodhpur section of North Western Railway up to a maximum speed of 105 kmph, on track maintained to other than C&M-I, Vol. -I and on track maintained to C&M-I Vol.-I standard subject to the following conditions:

One Hotel Load loco (WDP4B) with 500 kVA capacity would be able to cater to the demand of the entire train of Intercity express, while the other locomotive can work as a standby to provide 100% redundancy for hotel load. The wider trials meant for reducing the running time by improved acceleration and increase the throughput by replacing the power cars with passenger coaches gradually .

However, in the initial period of trials, Zonal Railway may consider attachment of one power car in the formation as a contingency measure till such time the proposed formation yields satisfactory results.

3.1 Track

3.1.1 The track shall be to a minimum standard of 52 kg rails on sleepers with M+7 density and minimum depth of ballast cushion below the sleepers of 250 mm which may consist of at least 1 00 mm clean and the rest in caked up condition, on compacted and stable formation.

3.1 .2 For track maintained to lower standard than that mentioned above, the Chief Engineer shall decide the lower maximum permissible speed on the basis of maintenance condition. In this connection, Rail way Board's letter o. 65/WDO/SR/26 dated 19/20.10.1966 may be seen. When the Chief Engineer considers that the road bed is not compacted or there is improper drainage, he may suitably restrict the maximum permissible speed, depending upon the local conditions.

3.1.3 The maximum permissible speed on curves to be decided on the basis of the existing provisions of the Indian Railways Permanent Way Manual Second Reprint-2004.

3.1.4 The welds shall be protected by joggled fish plates as per provisions ofPara 6.4 and Para 8.14 of USFD Manual and Para 6.3 of AT welding manual and other policy instructions of Railway Board. Maintenance of rail & rail joints shall be ensured as per Para 250 & 251 of IRPWM. In addition , wherever condition warrants on account of corrosion on rail/ weld collar, wear on rail , cupping of welds etc. necessary precautions shall be taken for fish plating/ joggled fish plating.

3.1.5 Zonal Railways may ensure further detailed examination of track as deemed fit based on age­cum-condition basis, overdue renewal and condition of formation etc. as per provisions of Chapter III of IRPWM-2004 regarding permanent way renewals .

3.2 Bridges

3 .2.1 The clearance refers to bridges "Standard Spans" with standard design of girders, slabs, pipe culverts, piers and abutments etc. issued by RDSO for BGML, RBG and MBG-1987 Standard Loadings. However, the bearings of span 76.2 m (clear) designed for BGML standard loading as per RDSO' s drawing no . BA-11154 should be strengthened by providing two additional anchor bolts.

3.2.2 Superstructures and Bearings of "Special Spans" (designed & contracted by Zonal Railways based on site requirements) including all arches and sub-structures of all bridges (all Standard Spans & Special Spans) are to be examined under the directions of the Chief Bridge Engineer concerned and certified safe with respect to current Indian Railway Standard Codes with upto­date correction slips.

3.2.3 The above clause have been arrived considering bridges are in physically sound condition. In case the bridges are not in satisfactory physical condition, necessary speed restriction to be imposed by concern Chief Bridge Engineer of Zonal Railway.

3.2.4 Location o f bridges on which speed restrictions have been imposed shall be notified by the Railways and incorporated in the working timetable.

3.2.6 Specific restrictions are applicable as mentioned in the relevant speed certificates of hauling single/multiple locomotives issued by RDSO.

3.3 Signaling

3.3.1 Provision of GR, SR, SEM and all extant instructions issued from time to time shall be complied with .

3.3 .2 While running through a station, speed of the train shall be restricted to the maximum permissible speed as per standard of interlocking provided at the station.

3.4.1 In 25 kV AC traction area, the Chief Electrical Engineer of the concerned Railway shall have to ensure that the minimum height of contact wire and electrical clearances, as stipulated in provisions of Chapter-V and V-A, Electric Traction "Schedule of Dimension of 1676 mm gauge (BG) revised 2004" with latest addendum & corrigendum slips is not violated and strictly followed to ensure its safe running.

3.4.2 In addition to the above, the CEE of the concerned Railway may impose any temporary speed restriction on the basis of his personal knowledge and experience of the sectional OHE and the field conditions prevailing on the particular section.

3.5 Rolling Stock

3.5 .1 Before starting the operation of train. the Mechanical /Electrical department of concerned Railway shall arrange to certify the track worthiness & safety of the rolling stocks. He shall also ensure proper maintenance of the stock. However where the maintenance of rolling stock is being done by Electrical Department, CEE will also be consulted.

3.5.2 The Wheel Slide Protection (WSP) device of all the coaches in the rake shall be functional at the starting station. If the WSP of any coach becomes defective enroute, the brake system of the particular coach shall be isolated duly ensuring compliance of the instructions contained in RDSO 's letter no. MC/LHB/Brake dated 5.12.2013.

3.5.3 The LHB AC/Non AC EOG coaches shall be maintained as per provision in "Maintenance Manual for LHB Coaches " issued by CAMTECH, Gwalior in 2013.

3.5.4 Buffers in adjacent coaches of leading & trailing locomotive shall be provided in the rake.

3.5.5 CEE of the railway shall ensure that the number of coaches augmented in the prposed rake hauled by two HOG locomotives shall be as per current carrying capacity of inter vehicular couplers and capacity of one HOG converter of diesel locomotive with HOG Converter of other locomotive as standby.

3.5.6 It should be ensured that escorting electrical maintenance shall be able to communicate with locomotive crew through walkie talkie etc. so that the locomotive crew shall switch off the feeder supply in case of overloading of feeders or any mishappening eg. Fire in the coach.

3.5 .7 Before starting of the train, locomotive crew shall ensure that the electrical safety feature of the 750 V feeder supply between two HOG locomotives is working ie. Electrical supply cannot be fed to the same feeder from two HOG locomotives simultaneously.

3.6 Traffic:

3.6.1 Guard will travel in the rear locomotive. Provision for placement of Stretcher, Guard box & other Brake Van equipments in loco cab shall be made to facilitate Guard to perform his duties as per extent rule.

3.7 General

3.7.1 All the permanent and temporary speed restrictions in force and those that may be imposed from time to time due to track, bridges, curves, signalling and interlocking etc. shall be observed.

3.7.2 Attention is also invited to the note on "Preparation of Electrical Equipment of Diesel and Electric Locomotives for high speed operation" circulated with this office letter No. EL/3.3.15/W AM2/Gr.CON dated 24.12.1970 and the locomotive should be attended accordingly.

3.7 .3 LHB AC chair car and Generator Van do not infringe any clause of Chapter IV (A) ofBG Schedule of Dimensions, Revised 2004 with latest addendum & corrigendum slips.

3.7.4 LHB Second class Non AC EOG LHB variant coach (LS2) does not infringes any clause of Chapter IV (A) of BG Schedule of Dimensions, Revised 2004 with latest addendum & corrigendum slips .

3.7.5 LHB Second class Non AC EOG LHB variant coach (LS3 ) does not infringes any clause of Chapter IV (A) of BG Schedule of Dimensions, Revised 2004 with latest addendum & corrigendum slips.

3. 7.6 The profile of WDP4B class of locomotive does not infringe any clauses of Chapter (IV -C) of BG Schedule of Dimensions (Revised-2004) with latest addendum & corrigendum slips .

3.7.7 Requirement related to Hotel Load operation should be as per Driver' s instruction manual and Maintenance manual provided by M/s Siemens.

3.7. H The Non-AC Chair Car (EOG) LHB variant Coach (LWSCZ) infringes clause 19(b) & 20(b) of Chapter IV (A) of Indian Railway BG Schedule of Dimensions, Revised 2004. These infringements of Non-AC Chair Car (EOG) LHB variant coaches has been condoned by Railway Board vide their letter no. 2011 /CEDO/SR/8, dt. 28 .03 .2011 .

3.7.9 LHB AC- 3 tier ACC coach with 23540 mm length over body and 12340mm maximum distance apart between any two adjacent axles infringes clause 13 (b), 16, 17, 19(b ), 20(b ), 21 (b), 22, 31 and 32(b) of Chapter IV (A) of BG schedule of dimensions, 1973 reprint. These infringements of LHB coach have been condoned by Railway Board vide their letter No . 2002/CEDO/SR/13 dated I 0.12.2002.
