NOTICE OF DRAFT ENVIRONMENTAL ASSESSMENT AVAILABLE FOR PUBLIC REVIEW AND PUBLIC HEARING FM 2275, from FM 3272 to SH 300 CSJ: 2158-01-019 and 2158-01-020 Gregg County, Texas The Texas Department of Transportation (TxDOT) is proposing roadway improvements for FM 2275, from FM 3272, 4.04 miles east to SH 300 in Longview, Gregg County, Texas. This notice advises the public that a draft environmental assessment (EA) is available for public review and that TxDOT will be con- ducting a public hearing on the proposed project. The hearing will be held on THURSDAY, FEBRUARY 28, 2019, at the SPRING HILL HIGH SCHOOL located at 2800 East George Richey Road, Longview, Texas 75605. Displays will be available for viewing at 5:00 p.m. with the formal hearing starting at 6:00 p.m. The purpose of the hearing is to present the planned improvements and to receive public comment on the proposed project. The public hearing will be held in accordance with Chapter 26 of the Texas Parks and Wildlife Code. At the public hearing, all interested persons have the right to appear and be heard on the using or taking of public land designated and used as parkland, consisting of approximately 0.049 acres of land, situ- ated in Panther Park in the City of Longview in Gregg County, Texas. The public hearing will present plans to upgrade and widen FM 2275 by converting the existing two lane rural roadway to a four lane roadway with a continuous center left-turn lane with curb and gutter. The improvements also accommodate bicycles and pedestrians. The project length is approximately 4.04 miles in length. The proposed project is an added capacity roadway project. The proposed right-of-way (ROW) would vary between 130 and 145 feet in width and would require approximately 41.7 acres of new right-of-way. The existing FM 2275 right-of-way (ROW) width is approximately 80 feet. The proposed project would displace thirty one single family residences and one commercial business. Information about the TxDOT Relocation Assistance Program, benefits and services for displacees, as well as information about the tentative schedules for ROW acquisition and construction can be obtained from the TxDOT district office at the address listed below. Relocation assistance is available for displaced persons and businesses. Portions of the proposed project area are located within the Federal Emergency Management Agency (FEMA) 100-year floodplain, which is defined as the zone with a one percent chance of a flood event occurring in any given year. The hydraulic design for the proposed improvements would be in accord- ance with current TxDOT and v Federal Highway Administration design policies and procedures. The project would not increase the base flood elevation without coordination and approval from the appropriate FEMA Floodplain Administrator. The proposed project is anticipated to impact waters of the US, including wetlands. The project includes 5 single and complete crossings of waters meeting the regulatory definition of waters of the U.S. Total potential impacts to these waters include 0.09-acre of wetlands and 955 linear feet of stream channel. This project is anticipated to receive a Nationwide Permit 14 under Section 404 of the Clean Water Act. A Preconstruction Notification to the U.S. Army Corps of Engineers would be required. No Individual Permit would be required. The draft EA, maps showing the project location and design, tentative construction schedules, and other information will be displayed at the hearing. Project materials are also on file and available for inspection Monday through Friday between the hours of 8:00 a.m. and 5:00 p.m. at the Tyler District Office located at 2709 West Front Street, Tyler, Texas 75702 and the Longview Area Office located at 4549-A West Loop 281, Longview, Texas 75604. This information will also be available online at: https://www.txdot.gov/inside-txdot/projects/studies/tyler/fm2275.html. Verbal and written comments from the public regarding the project are requested and may be presented at the hearing, or submitted in person or by mail to the TxDOT Tyler District Office. Comments must be received on or before Friday, March 15, 2019, to be part of the official hearing record. The hearing will be conducted in English. Persons interested in attending the hearing who have special communication or accommodation needs, such the need for an interpreter, are encouraged to contact TxDOT at (903) 510-9100. The hearing will be held on THURSDAY, FEBRUARY 28, 2019, at the SPRING HILL HIGH SCHOOL locatedat 2800 East George Richey Road, Longview, Texas 75605. Displays will be available for viewing at 5:00 p.m. with the formal hearing starting at 6:00 p.m.The purpose of the hearing is to present the planned improvements and to receive public comment on the proposed project.

The public hearing will be held in accordance with Chapter 26 of the Texas Parks and Wildlife Code. At the public hearing, all interested persons have theright to appear and be heard on the using or taking of public land designated and used as parkland, consisting of approximately 0.049 acres of land, situ-ated in Panther Park in the City of Longview in Gregg County, Texas.

The public hearing will present plans to upgrade and widen FM 2275 by converting the existing two lane rural roadway to a four lane roadway with acontinuous center left-turn lane with curb and gutter. The improvements also accommodate bicycles and pedestrians.

The project length is approximately 4.04 miles in length. The proposed project is an added capacity roadway project. The proposed right-of-way (ROW)would vary between 130 and 145 feet in width and would require approximately 41.7 acres of new right-of-way. The existing FM 2275 right-of-way (ROW)width is approximately 80 feet.

The proposed project would displace thirty one single family residences and one commercial business. Information about the TxDOT Relocation AssistanceProgram, benefits and services for displacees, as well as information about the tentative schedules for ROW acquisition and construction can be obtainedfrom the TxDOT district office at the address listed below. Relocation assistance is available for displaced persons and businesses.

Portions of the proposed project area are located within the Federal Emergency Management Agency (FEMA) 100-year floodplain, which is defined asthe zone with a one percent chance of a flood event occurring in any given year. The hydraulic design for the proposed improvements would be in accord-ance with current TxDOT and v Federal Highway Administration design policies and procedures. The project would not increase the base flood elevationwithout coordination and approval from the appropriate FEMA Floodplain Administrator. The proposed project is anticipated to impact waters of the US,including wetlands. The project includes 5 single and complete crossings of waters meeting the regulatory definition of waters of the U.S. Total potentialimpacts to these waters include 0.09-acre of wetlands and 955 linear feet of stream channel. This project is anticipated to receive a Nationwide Permit14 under Section 404 of the Clean Water Act. A Preconstruction Notification to the U.S. Army Corps of Engineers would be required. No Individual Permitwould be required.

The draft EA, maps showing the project location and design, tentative construction schedules, and other information will be displayed at the hearing.Project materials are also on file and available for inspection Monday through Friday between the hours of 8:00 a.m. and 5:00 p.m. at the Tyler DistrictOffice located at 2709 West Front Street, Tyler, Texas 75702 and the Longview Area Office located at 4549-A West Loop 281, Longview, Texas 75604.This information will also be available online at: https://www.txdot.gov/inside-txdot/projects/studies/tyler/fm2275.html.

Verbal and written comments from the public regarding the project are requested and may be presented at the hearing, or submitted in person or by mail tothe TxDOT Tyler District Office. Comments must be received on or before Friday, March 15, 2019, to be part of the official hearing record.
