Attention: Louise Niro (1ouise.nironeb-one.gc. ca)Regulatory OfficerNational Energy Board

To Whom It May Concern:

I am writing to you requesting permission to register late for the Joint Review Panel

hearing in Smithers, British Columbia. The reason why I did not register in time for the

October 6, 2011 deadline was because I was under the impression that I was registered as a

part of the group “Youth For A Better World.” When we registered, our group was not made

aware of the fact that each individual speaker needed to register, and that fact only became

known to us a few days ago. Two other members of the group had already registered before

we decided to speak as a group, but I did not think I needed to register, as I believed that I

would be able to give my input as a part of our group presentation.

I am asking that my name be added to the list of speakers, if possible, as a part of the

group “Youth For A Better World.” While I would defmitely appreciate getting my own ten

minutes to speak, if that is not possible, the other members of my group are willing to share

their time with me, which totals thirty minutes, so that I can give my input on the project, as

well.

I plan to discuss how politically incorrect the approach to this project has been, as

well as the threat the project will have on my way of life, and how it will potentially

deter me from returning to live in the Buildey Valley after I complete my post-secondary

education. I would really appreciate the opportunity to give my evidence and have my voice

heard, as I have been under the impression I would have the chance to do so since October.

Thank you very much for your consideration in this matter, and I look forward to

receiving your reply as soon as possible. Please e-mail your decision to me at

[email protected].

Sincerely,

Motion by Arctica CunninghamRegarding request to register to speak at the Northern Gateway Pipeline Joint Review Panel Hearing in Smithers, BC

1. Statement of Relevant Facts:

When we registered our group Youthfor a Better World to speak regarding the proposedNorthern Gateway Pipeline at the upcoming hearing in Smithers, BC, we were not made aware ofthe fact that each individual speaker needed to register separately. Two other members of my grouphad already registered before we signed up to speak as a group, but I did not think I needed toregister individually, as it was our understanding that I would be able to give my input as a part ofour group presentation. The requirement for individual registration only recently became known tous, at which point I immediately phoned and had a conversation with Colette Spagnuolo, a ProcessAdvisor for the Northern Gateway Project, who advised me to e-mail the review panel, requesting tobe registered now. I would greatly appreciate the opportunity to have my voice heard, as I havebelieved I would have the chance to do since registering Youthfor a Better World to speak lastOctober.

2. Grounds for my reQuest (why the Panel should make this decision:

The reason why I did not register in. time for the October 6, 2011 deadline was because I was underthe impression that I was registered to speak as a part of the group Youth For A Better World. I haveintended to speak at the hearing since last fall, which can be substantiated by the comments printedin the Globe and Mail, as provided in point #4 of this document. It is important that I be allowed tospeak with my group, as we have each prepared our own thoughts to add to the debate.

3. Detailed description of the decision sought:

I am asking that my name be added to the list of speakers scheduled to speak during the morning ofApril 24, 2012 at the Joint Review Panel hearing in Smithers, BC regarding the proposed NorthernGateway Pipeline project. While I would definitely appreciate getting my own ten minutes to speak,if that is not possible, the other members of my group are willing to share their time with me (whichtotals thirty minutes) so that I can give my input regarding the pipeline proposal. The other membersof the Youthfor a Better World group registered to speak are: Perry Rath (our group contact person),Skeena Lawson, and Laura Anderson. iplanto discuss why the approach to this project has beenpolitically incorrect, as well as the threat the project will have on my way of life, and how it willpotentially deter me from returning to live in the Bulkley Valley after I complete my post-secondaryeducation. -

4. Information suDDorting my request:

In October 2011, I was interviewed and quoted by the Globe and Mail regarding my intent to speakabout the proposed Northern Gateway Pipeline project, and my comments reflect my firmunderstanding that I was registered and would definitely be speaking to the review panel. The article can be found at the following link: http://www.theglobeandmail.comlglobeinvestor/thousands-to-speak-on-proposed-northem-gateway-pipeline/article22O5O21 /For your convenience, I have included a copy of the article, and I have underlined and put into boldfont the relevant comments that support my claim. As indicated in the article, I was completelyunder the impression that I was properly registered and would be allowed time to speak at thehearing.

Thousands to speak on proposed Northern Gateway pipeline

John Cotter

The Canadian Press

More than 4,000 people and groups have registered to speak at bearings into a proposed pipeline thatwould ship crude from Alberta’s oil sands to fill supertankers on the British Columbia coast,

Opponents of the $5.5-billion Enbridge Inc. Northern Gateway pipeline hope the surge of publicinterest will pressure Ottawa not to approve the project.

Community hearings are to start in January. Each person will be given 10 minutes to speak.

Dana Adams is one of the people who has registered and says she is eager to tell a federal reviewpanel what she thinks.

“I think this is an environmental disaster waiting to happen,” said Ms. Adams, who is the chef andowner of Queen B’s Cafe in Queen Charlotte, B.C.

Ms. Adams worries an oil tanker could run aground and foul the pristine coastal waters similar towhat happened in 1989 when the Exxon Valdez hit a reef in Alaska.

“We are right on the water and it is gorgeous. For me it is too much to lose if we do have a spill.”

Calgary-based Enbridge says it welcomes public input, but is concerned the process could bog down.

Enbridge spokesman Paul Stanway said the project is already eight months to a year behind. Ifapproved, it’s possible the startup date for the pipeline could be pushed beyond 2017.

He said Enbridge is also concerned people could be manipulated by groups that hope to turnNorthern Gateway into an anti-oils ands battleground similar to the Keystone XL pipeline debate inthe United States.

“There is no question that the groups internationally who are opposed to the development of oilsands oil are focused on both projects,” Mr. Stanway said.

“if this is a genuine expression of public interest, we have no concerns about that at all. What wouldbe a concern is if this is a strategy being employed by political activists to try and undermine theregulatory process.”

A Victoria-based group called the Dogwood Initiative is claiming some credit for the number ofpeople who have registered to speak at the hearings.
