    Constitution. The ONLY way, how

    ever, to get to the entire document to

    scrap and rewrite it is through the

    SECOND method for change, avoided

    for 200 years because of its

    risks--

    an

    open CONSTITUTIONAL CONVEN-

    . TION, (which explains the format for

    the

    Jefferson Foundation meetings).

    Dangerous Historic

    and

    Legal

    Precedent

    The only historic precedent for a Con

    stitutional Convention occurred in

    1787. The (55) attending delegates did

    several critical things:

    a. They IGNORED their pre-set,

    limited

    agenda;

    b.

    hey TRASHED the entire exist

    ing

    government;

    c. They WROTE a brand-NEW CON

    STITUfiON, and most important,

    d. (To assure adoption

    of their new

    Constitution), they IGNORED EXIST

    ING

    ratification requirements, wrote

    NEW

    ones, and

    used

    those

    new

    rules to

    BYPASS the state legislatures.

    Unquestionably, America has been

    mightily blessed

    by

    the God-inspired

    result, but as James Madison ("father"

    of the Constitution) commented: Hav-

    ing witnessed the difficUlties

    and

    dan-

    gers experienced

    y

    the

    FIRST

    Con-

    vention ... I would tremble for the re-

    sult o the SECOND.

    A SECOND Constitutional Conven

    tion has not been held

    in

    200 years be

    cause, by virtue

    of

    the only historic

    pre-

    cedent,

    nothing

    can

    stop a SECOND

    Convention from doing everything the

    FIRST did. The enactment

    of

    legisla

    tion, the ruling

    of

    the Courts, the pres

    sure

    of

    the states, an uprising

    of

    the

    people, CANNOT GUARANTEE that,

    when the gavel falls, the second Con

    vention will not

    do

    precisely what the

    first did, which was

    to

    ignore tbem

    all and

    do

    exactly what

    it

    pleased.

    Those individuals and organizations

    be-

    hind the pro-Convention movement un

    derstand this profound legal precedent

    very clearly. Sadly, and

    by

    design, the

    vast majority of Americans do not The

    American people

    are

    being deliberately

    led

    like sheep

    to

    slaughter into a fatal

    game

    of

    Russian Roulette with their

    freedom and

    Bill of

    Rights, and for

    what?

    Balanced

    Budget

    Amendment Ruse

    The stated goal

    of

    a Constitutional

    Convention is to gain control

    of

    the

    federal deficit

    by

    proposing a Balanced

    Budget

    Amendment to the Constitu

    tion. Exploiting the legitimate and deep

    concern of patriotic Americans every

    where about

    the

    mushrooming federal

    debt, the National Taxpayers Union

    (NTU), members

    of

    the Conunittee

    on

    al

    crisis.

    Did

    you know

    we

    were that

    close to a Constitutional Convention,

    an

    event

    that

    could

    destabilize

    the

    na

    tion in

    the

    eyes

    of

    the world?

    Did

    you

    read about it in the

    Washington

    Post

    or

    The

    New

    York

    Times,

    or

    see

    or

    hear reports on NBC, CBS,

    ABC? The silence of our "free press"

    was deafening Only a cross-section

    of

    groups

    and

    organization, like the

    American

    Legion, the

    VFW

    churches

    and

    denominations (including

    the Constitutional System (CCS), and

    others, with the help of a "gagged"

    media,

    have over

    the past (15) years

    quietly lobbied state legislators

    to call

    for

    a Constitutional Convention, ostens

    ibly

    to

    add

    a

    Balanced Budget Amend

    ment to

    the Constitution.

    Finally, as a result

    state-wide

    cation

    and

    petition drives, starting and

    growing

    in

    hundreds

    of

    churches and

    veterans posts in

    FLORIDA

    and

    ALA-

    coalition of people--Conservatives,

    Liberals, Republicans, Democrats, Inde

    pendents, etc.,--joined together

    and

    de

    manded that their state legislators pro

    the Constitution and their freedoms

    by withdrawing their state calls for a

    Constitutional Convention. Those two

    withdrawals, thanks to aroused .public

    awareness of the risks, were overwhelm

    ingly successful, but since then, the pro

    Convention o r c ~ s have, as .James Dale

    of

    the Na

    tional Taxpayers Union (NTU), pilt it,

    "taken the gloves off to stop efforts to

    save the Constitution. Other attempts

    to withdraw calls in 1988 met defeat in

    Oklahoma, New Hampshire,

    Louisiana, Maryland, Georgia,

    and other states,

    thanks

    to Washington

    based "big shots" and "big money."

    Virginia's battle to withdraw lost

    by

    a

    tie. vote in committee early in

    1989,

    despite a strong coalition

    of

    grass roots

    support tmoughout the state.

    America

    is within a "hair's breadth"

    of

    calling its second Constitutional

    Convention in history. Hundreds

    of

    millions of dollars are being pumped

    into states like Michigan, New

    Jersey, Vermont, Mootana,

    Massachusetts, West Virginia,

    California, and others, all across the

    nation to railroad calls FOR . Conven

    tion through state legislatures and to

    The SAFE Solution

    to the Deficit

    Anyone who truly believes all this is

    about a balanced budget

    has

    a difficult

    time facing reality. The solution to' the

    budget deficit

    is very simple,

    as

    ex

    pressed in the November 1985 issue of

    the Oakland [Michigan] Business

    Monthly: If this issue is so impor

    tant that some would consider a Con

    stitutional Convention--potentially . en

    dangering that document, no . matter

    how remote that danger s ~ t h e n perhaps

    it

    ought to become the sole issue of

    Congressional elections .

    We

    would be much better

    to

    dump out a

    few Congressional seats and rewrite the

    legislative roster

    get the Balanc

    Budget Amendment than to dump o

    few Constitutional provisions or re-

    write a few fundalnental tenets of o

    nation.

    In our June, 1989 issue, in the arti-

    takenly stated that the winner of the

    Heart Trek lOk in Atlanta had run

    the 6.2 mile course in under 20

    minutes. That should have been in

    In the guide for helping calculate

    fat percentage in a given food (2nd

    should have read, "Each gram
