This Training Manual was compiled to make the use of the MoneyGram product as user-friendly as possible, and to provide up-to-date information on various aspects of MoneyGram International Ltd. As the main user of this manual, your comments and input are most welcome, to ensure it is and remains useful and practical for you.

CONSUMER FRAUD PREVENTION

MoneyGram offers an efficient and speedy way to send money throughout the world. Unfortunately, fraud perpetrators have learned that they can dupe consumers with a variety of scams and may suggest to the consumer that the money be sent using MoneyGram. Fraud perpetrators will typically pick up the money as soon as it is sent. Once the money has been paid out, there is no way for the sender to get it back.MoneyGram does not want to see its customers victimised and offers the following suggestions that can help protect them.•Sending money to a stranger is very risky. The sender should know and trust the person they are sending money to.•MoneyGram cannot insure that any goods or services paid for will ever be received.•Customers should be very suspicious if they receive a telephone call telling them that they have won money or a prize and that they need to send money to pay for taxes, customs fees etc. Many of these scams ask for money to be sent to Canada.•Customers should research thoroughly before sending money in response to a newspaper or magazine ad for airline, concert or similar tickets. The same is true for offers of loans or credit cards where they are asked to send money for fees before signing any documents.•If someone responds to a customers classified ad for a lost pet or lost personal items, they should ask specific questions to ensure that the person really does have the item before they send money for a reward or shipping.•Customers should be very careful when sending money to pay for merchandise purchased on the Internet. If a receiver has identification and knows other pertinent information about the transaction and the sender, a reference number may not be required to pick up the funds. Customer should be careful whom they send money to and be suspicious about a person who wants them to send money using a test question.

•TRANSACTION LIMITS

MoneyGram reserves the right to set limits on the amount that customers may send. These limits may vary from time to time based on various security factors. The current daily limit is Limit E. In addition, the limits in some countries may be less than MoneyGram’s own limits due to specific laws in those countries

•SEND TRANSACTION APPROVAL PROCEDURE

All MoneyGram transactions between Limit C and Limit E must be authorized through the Call Centre. This is due to historic system limitations. For any transactions above limit E, prior approval MUST be obtained from MoneyGram Legal Compliance. Legal Compliance personnel reserve the right to interview the customer before releasing the transaction for completion. To avoid misunderstandings, please advise your customers in advance that there may be a short delay in completing transactions of Limit E or more because of the need for prior Compliance approval. Agents must not accept payment from customers for these transactions until the necessary approval is obtained.

It must also be stressed that under no circumstances should you ever try to split up transactions in order to avoid the Compliance approval. These requirements are in place for you and our mutual customers’ protection.

Note: the Sender must always be present when you are conducting a transaction.

•TRANSACTION VALIDITY TIME

MoneyGram transactions are usually valid for 45 days. After this time, the transaction will no longer be available to the Receiver. In this case, the Sender must return to the Send agent with the original reference number and valid identification, where they will receive a refund of the amount sent. The fee will be reimbursed at MoneyGram discretion only. However, in exceptional circumstances (receiver hospitalised or receive agent would not pay resulting in a delay) it is possible for the receiver to still collect the funds up until 90 days have passed. Under these circumstances, the Receive Agent must telephone the Call Centre or Agent Services for approval and to request they release the transaction. If a transaction is over 90 days old then the Sender will have to write in to MoneyGram for a refund.

CODE 4 – CONTACT AGENT SERVICES USING YOUR TOLL FREE NUMBER.

In order to gather the necessary information, the receiving agent needs to call the Call Centre. If the agent usually contacts the Call Centre in Peterborough, please be aware that the operator will need to connect to the Denver Call Centre – this may take a few minutes.

When possible, in order to avoid delays, MoneyGram would like to deal with the issue while the receiver is still at the premises of the receiving agent. The agent may tell the customer that they need to contact MoneyGram and that there could be a small delay in receiving the transaction.

MoneyGram agents cannot pay the receiver or refund the money to the sender until authorised by OFAC (Office of Foreign Assets Control) once we report the transaction to that office. The OFAC authorisation could take up to several weeks, or OFAC may order MoneyGram to turn the money over to OFAC. The Compliance Department will interact directly with the sender once a transaction is blocked.

CUSTOMER IDENTIFICATION

The laws of most countries indicates that acceptable customer identification for a financial transaction is a government-issued, photo identification such as a national identity card, passport or local driving license. Some countries have specific identification requirements for larger transactions. You must confirm that the identification document matches the customer conducting the transaction.

MoneyGram “send” transactions that are the equivalent of $20,000 US or more must be pre-approved by MoneyGram. For these transactions, MoneyGram Compliance personnel will interview the customer prior to authorizing the transaction. In order to avoid misunderstandings, please advise your customer that there may be a short delay in completing transaction of this amount because of the need for prior approval.

You CAN NOT split up transactions (send multiple transactions rather than one larger transaction) in order to avoid the approval procedure.

MONEYGRAM RECEIVE TRANSACTIONS

You must verify the identity of the receiver in the same way that you verify a sender’s identity and record the same information about the receiver. A receiver’s photo identification should be reviewed for all transaction amounts to ensure proper payment. The receiver’s photo identification information must be recorded for amounts the equivalent of $900 US or more. (In most countries, MoneyGram will allow a “test question”

MoneyGram Fee Schedules vary around the world. Your Fee Schedule has been attached with your agreement. The fees shown in the schedule relevant to you are the only fees to be charged to customers unless prior approval has been given by MoneyGram because of local regulations.

The Fee Schedules are only relevant to Agents when SENDING transactions, as this will tell you how much you need to charge the customer. There is no fee for a customer who is receiving a MoneyGram transaction.

Please note that MoneyGram has recently enhanced its service and we now have the ability to do corridor pricing which means that some countries might have various Fee Schedules in place, depending on the intended destination of the transaction.

Agents in countries that have multiple fee schedules must ensure that they use the correct fee schedule. To check this you can either CHECK THROUGH the transaction quote function on the MoneyGram system or call the MoneyGram Call Centre.
