    SEC. 3. (a) Ix GEXKHAL.For purposes of this Act(1) The terms "budget outlays" atid "outlays" mean, withrespect to any fiscal year, expenditures and net lending of fundsunder budget, autho rity du ring such y ear.(2) The term "budget autho rity" means authority provided bylaw to enter into obligations which will result in immediate orfu ture outlays involving Go vern me nt fu nds, except th at such termdoes not include autho rity to insure or guarantee th e repaymentof indebtedness incurred by another- person or government.(3) The term "'taxexpenditures"' means those revenue lossesattributable to provisions of .the Federal tax laws which allow aspecial exclusion, exemption, or deduction from gross income orwhich provide a social credit, a preferential rate of tax, or adeferral of tax l iabi l i ty : and the term."tax expenditures budget"weans an enumeration of such tax expenditures.(4) The term "concu rrent resolution on 't he budget." means(A ) a con current i esolution setting f or th the congressionalbudget foivthe United States Go vernm ent for a fiscal year asprovided in section- 301;( I B ) a conc urrent resolution reaffirming or revising the con-gressional budget for the 'United States Government for afiscal year as provided' in section 310; and(C) any other concurrent resolution revising the congres-sional budget for the United States Government for a fiscal,year as described in < section30-k
