Two s u r v e y s o f v o l u n t a r y o r g a n i z a t i o n s were c o n d u c t e d i n Washtenaw County and J a c k s o n County , Mich igan , i n 1971 and 1973. T h e s u r v e y s were o n e e l e m e n t o f t h e e v a l u a t i o n p r o c e d u r e s f o r t h e Washtenaw County A l c o h o l S a f e t y Act i o n Program (WCASAP) . J a c k s o n County was c h o s e n a s a compar i son c o u n t y b e c a u s e o f i t s s i m i l a r i t y t o Washtenaw County and i t s l a c k o f a n ASAP-like program. I n 1971 , 13 s e r v i c e c l u b s i n Washtenaw p r o v i d e d 370 c o m p l e t e d q u e s t i o n n a i r e s and 13 m a t c h i n g c l u b s i n J a c k s o n p r o v i d e d 420 q u e s t i o n n a i r e s . In 1 9 7 3 , n i n e Washtenaw c l u b s p r o v i d e d 232 q u e s t i o n n a i r e s and e i g h t J a c k s o n c l u b s p r o v i d e d 3 2 0 q u e s t i o n n a i r e s .

e v a l u a t i o n o f t h e e f f e c t i v e n e s s o f t h e Washtenaw A l c o h o l S a f e t y

A c t i o n Program p u b l i c i n f o r m a t i o n and e d u c a t i o n campa ign . In

1 9 7 3 , 13 s e r v i c e c l u b s i n Washtenaw and 13 m a t c h i n g c l u b s i n

J a c k s o n p a r t i c i p a t e d i n t h e s u r v e y . I n 1 9 7 3 , n i n e c l u b s i n

C l u b members from b o t h c o u n t i e s i n b o t h y e a r s t e n d e d t o be

Washtenaw c l u b r e s p o n d e n t s , however , were more l i k e l y t o have

p u r s u e d p o s t g r a d u a t e s t u d y . I n 1 9 7 3 , 46% i n d i c a t e d p o s t g r a d -

u a t e work compared w i t h 32?, o f t h e J a c k s o n r e s p o n d e n t s .

I n r e g a r d t o knowledge o f t h e r o l e of' a l c o h o l i n a c c i d e t - ~ t s ,

t h e p r o p o r t i o n o f r e s p o n d e n t s i n b o t h c o u n t i e s who e s t i m a t e d

c o r r e c t l y t h e number o f t r a f f i c f a t a l i t i e s i n t h e p r e v i o u s y e a r i n

t h e i r c o u n t y i n c r e a s e d f rom 1971 t o 1 9 7 3 , b u t J a c k s o n r e s p o n d e n t s

i n b o t h y e a r s w e r e more l i k e l y t o be c o r r e c t t h a n Washtenaw

r e s p o n d e n t s . M a j o r i t i e s o f r e s p o n d e n t s e a c h y e a r t h o u g h t t h a t

o v e r h a l f o f a l l f a t a l t r a f f i c c r a s h e s i n v o l v e a l c o h o l and

m a j o r i t i e s i n b o t h y e a r s f e l t t h a t s o c i a l d r i n k e r s r a t h e r t h a n

p rob lem d r i n k e r s were more r e s p o n s i b l e f o r s u c h c r a s h e s .

d e n t s i n 1973, however , were more l i k e l y t o underestimate t h e

a c c i d e n t r i s k f o l l o w i n g c o n s u m p t i o n of ' s i x and n i n e d r i n k s c o r n -

p a r e d w i t h 1 9 7 1 .

The m a j o r i t y o f r e s p o n d e n t s i n b o t h y e a r s u n d e r e s t i m a t e t l t h e

maximum number o f d r i n k s a 150-pound p e r s o n c o u l d consume i n one

h o u r b e f o r e r e a c h i n g t h e p r e s u m p t i v e minimum BAC f o r I m p a i r e d

d r i v i n g . An a n a l y s i s o f t h e p e r s o n a l d r i n k i n g l imits , which were

c a l c u l a t e d f o r e a c h r e s p o n d e n t i n 1973 b a s e d on h i s r e p o r t e d body

w e i g h t , showed t h a t most r e s p o n d e n t s u n d e r e s t i m a t e d t h e i r own

d r i n k i n g l i m i t f o r s a f e and l e g a l d r i v i n g a t . 0 5 and . 0 7 BAC,

r e s p e c t i v e l y . R e s p o n d e n t s were a l s o found t o h a v e u n d e r e s t i m a t e d

t h e i r p e r s o n a l a c c i d e n t r i s k f o l l o w i n g c o n s u m p t i o n o f s i x and

n i n e d r i n k s . T h u s , a l t h o u g h e s t i m a t e s o f d r i n k i n g . l imits , f o r

s a f e d r i v i n g were t o o low, t h e r e was no d e m o n s t r a t e d aw:ir.t!tlo+;s o l

I n A p r i l 1 9 7 2 , t h e presumpt i v e minimum BACs f o r D r i v i n g

Under t h e I n f l u e n c e o f L i q u o r (DUIL) and f o r t h e l e s s e r i n c l u d e d

o f f e n s e o f I m p a i r e d d r i v i n g were r e d u c e d f rom . 1 5 t o . l o and f rom

. 1 0 t o .08 r e s p e c t i v e l y . I n 1 9 7 1 , o n l y 7% o f Washtenaw and 11%

o f J a c k s o n r e s p o n d e n t s knew t h a t t h e p r e s u m p t i v e minimum f o r

I m p a i r e d d r i v i n g was . l o , a n d e v e n f e w e r (3% i n Washtenaw and 5%

i n J a c k s o n ) knew t h e r e d u c e d minimum i n 1973 was . 0 8 . With re-

g a r d t o t h e p r e s u m p t i v e minimum BAC f o r DUIL, 12% o f Washtenaw

a n d 11% o f J a c k s o n r e s p o n d e n t s g a v e t h e c o r r e c t answer o f . l o i n

1 9 7 3 . T w o - f i f t h s $ o n e - h a l f o f r e s p o n d e n t s i n b o t h c o u n t i e s i n

b o t h y e a r s g a v e a n s w e r s which were n o t n e a r l y c o r r e c t . The r e -

m a i n d e r made e s t i m a t e s which were e i t h e r c o r r e c t o r n e a r l y c o r -

r e c t numbers b u t had m i s s i n g o r m i s p l a c e d d e c i m a l s .

I n r e g a r d t o knowledge o f ASAP c o u n t e r m e a s u r e s a n d r e l a t e d

a c t i v i t i e s , Washtenaw s e r v i c e c l u b r e s p o n d e n t s were more in fo rmed

a b o u t t h e ASAP a c t i v i t i e s t h a n t h e J a c k s o n c l u b r e s p o n d e n t s .

Kashtenaw c l u b r e s p o n d e n t s were most l i k e l y t o have h e a r d a b o u t

t h e r o a d s i d e b r e a t h t e s t i n g s u r v e y s (60%) a n d t h e s p e c i a l a l c o h o l

e d u c a t i o n c l a s s e s f o r c o n v i c t e d d r u n k d r i v e r s ( 5 7 % ) , a n d 44% had

h e a r d o f f o u r o r more o f t h e e i g h t l i s t e d c o u n t e r m e a s u r e s , com-

p a r e d w i t h 18% o f t h e J a c k s o n Coun ty r e s p o n d e n t s . Washtetlnw c l u b

r e s p o n d e n t s were a l s o more a w a r e o f ASAP a c t i v i t i e s t h a n t h c

g e n e r a l p u b l i c s u r v e y e d i n Washtenaw Coun ty i n 1 9 7 3 . No more t h a n

o n e - t h i r d o f t h e g e n e r a l p u b l i c h a d h e a r d o f e a c h o f t h e a c t i v i t i e s ,

a n d o n l y 20% h a d h e a r d o f f o u r o r more .

I n terms o f t h e i r own r e p o r t e d d r i v i n g - a f t e r - d r i n k i n g

b e h a v i o r , s e r v i c e c l u b members i n b o t h c o u n t i e s r e p o r t e d more

i n v o l v e m e n t t h a n t h e Washtenaw Coun ty g e n e r a l p u b l i c . T h e r e was

l i t t l e c h a n g e i n 1 9 7 3 f r o m t h e 1 9 7 1 f i n d i n g s t h a t r o u g h l y t h r e e -

q u a r t e r s o f s e r v i c e c l u b members h a d d r i v e n a f t e r d r i n k i n g some

a l c o h o l i n t h e p r e v i o u s y e a r a n d 27% t o 30% h a d d r i v e n a f t e r d r i n k -

i n g t o o much a l c o h o l i n t h e p r e v i o u s y e a r . T h e r e is t h e n , no

e v i d e n c e t o s u p p o r t a c o n c l u s i o n t h a t t h e p u b l i c i n f o r m a t i o n

c a m p a i g n e f f e c t i v e l y r e d u c e d d r i v i n g - a f t e r - d r i n k i n g b e h a v i o r among

Washtenaw Coun ty s e r v i c e c l u b r e s p o n d e n t s .

T h e r e were f ew c h a n g e s i n a t t i t u d e s a b o u t countermeasure

a c t i v i t i e s . I n b o t h y e a r s , m a j o r i t i e s of ' r e s p o n d e n t s i n b o t h

c o u n t i e s d i s a g r e e d t h a t " t o o much f u s s was b e i n g made a b o u t t h e

d a n g e r s o f d r i n k i n g a n d d r i v i n g " . Most f e l t t h a t s t r o n g e r pun-

i s h m e n t o f c o n v i c t e d d r u n k d r i v e r s would b e e f f e c t i v e b u t t h a t

p r o b l e m d r i n k e r s c o n v i c t e d o f d r u n k d r i v i n g s h o u l d b e p l a c e d i n

t r e a t m e n t p r o g r a m s r a t h e r t h a n g i v e n s e v e r e p e n a l t i e s .

A m a j o r i t y o f Washtenaw r e s p o n d e n t s i n b o t h s u r v e y s s u p p o r t e d

t h e u s e o f ~ n t a b u s e ' ~ ) * w i t h p r o b l e m d r i n k e r s c o n v i c t e d o f d r u n k

d r i v i n g , b u t a s i g n i f i c a n c e * * d e c r e a s e i n s u p p o r t f r o m 40% t o 31%

E v a l u a t i o n o f t h e ASAP p u b l i c i n f o r m a t i o n a n d e d u c a t i o n

campaign was c o n d u c t e d by p r e - ' a n d p o s t campaign s u r v e y s o f key

g r o u p s w i t h i n t h e Washtenaw County p o p u l a t i o n and a h o u s e h o l d

s u r v e y o f r e s i d e n t s t h r o u g h o u t t h e Coun ty . S e r v i c e c l u b s were

o n e o f t h e t a r g e t s o f t h e campaign and t h e p r e s e n t r e p o r t c o n s i s t s

o f t h e a n a l y s i s o f d a t a c o l l e c t e d f o r e v a l u a t i o n o f t h e impac t o f

t h e campaign on t h o s e g r o u p s . I n a d d i t i o n t o s e r v i c e c l u b s i n

Washtenaw County , m a t c h i n g c l u b s i n J a c k s o n County , M i c h i g a n ,

The o b j e c t i v e s o f t h e campaign w i t h r e g a r d t o s e r v i c e c l u b s

were t o i n c r e a s e knowledge and c o n c e r n a b o u t t h e d r i n k i n g d r i v i n g

p rob lem and t o d e v e l o p a b a s e o f s u p p o r t f o r t h e ASAP c o u n t e r -

m e a s u r e s d i r e c t e d t o t h e p r o b l e m . A s p e a k e r s b u r e a u was e s t a b -

l i s h e d e a r l y i n t h e o p e r a t i o n a l p h a s e o f t h e campaign and a c t e d

a s t h e p r i m a r y v e h i c l e f o r a c h i e v i n g t h o s e o h , j e c t i v e s . In a l l ,

a p p r o x i m a t e l y 3 0 Washtenaw County c l u b s w i t h a t o t a l membership

o f 900 were a d d r e s s e d . O t h e r e l e m e n t s o f t h e campaign which were

d e s i g n e d t o impac t t h e g e n e r a l p u b l i c and s p e c i f i c p r o f e s s i o n a l

g r o u p s , s u c h a s a t t o r n e y s and p h y s i c i a n s , were e x p e c t e d t o f i n d

some s e r v i c e c l u b members i n t h e a u d i e n c e . Such p e r s o n s were

e x p e c t e d t o b e p a r t i c u l a r l y r e s p o n s i v e b o t h a s a r e s u l t o f t h e i r

d e m o n s t r a t e d c i v i c i n t e r e s t and a s a resul t o f i n t e r e s t g e n e r a t e d

by ASAP p r e s e n t a t i o n s t o t h e i r c l u b s .

The s u r v e y s were c o n d u c t e d by m a i l e d s e l f - a d m i n i s t e r e d

q u e s t i o n n a i r e s which were c o m p l e t e d i n m e e t i n g s o f s e l e c t e d s e r -

v i c e c l u b s . I n 1 9 7 1 , 13 c l u b s i n Washtenaw County and 13 c l u b s

i n J a c k s o n County p a r t i c i p a t e d , p r o v i d i n g a t o t a l o f 370 q u e s t i o n -

n a i r e s from Washtenaw and 425 q u e s t i o n n a i r e s f rom J a c k s o n . I n

3 . ANALYSIS OF RESULTS

3 . 1 KNOWLEDGE OF THE ROLE OF ALCOHOL IN ACCIDENTS

A s i g n i f i c a n t i n c r e a s e was found i n t h e p r o p o r t i o n of r e spon-

d e n t s i n bo th c o u n t i e s who knew how many p e r s o n s had been k i l l e d

i n t r a f f i c c r a s h e s i n t h e i r c o u n t y d u r i n g t h e p r e v i o u s y e a r .

Given a r a n g e of 10-49 f o r " c o r r e c t " J ackson r e s p o n s e s , and 50-99

f o r " c o r r e c t " Washtenaw r e s p o n s e s , 46% of t h e Washtenaw r e s p o n s e s

were c o r r e c t i n 1973 and 32% i n 1971 , and 61% of t h e Jackson

r e s p o n s e s were c o r r e c t i n 1971 and 46% i n 1 9 7 3 . * I t was n o t e -

wor thy from t h e p o i n t o f view of a r e a l i s t i c a s se s smen t o f t h e

problem of t r a f f i c f a t a l i t i e s , t h a t i n 1973 o n l y 3?, o f t h e

Washtenaw r e s p o n d e n t s gave answers h i g h e r t h a n 1000 , compared w i t h

28% i n 1971 . I n terms of campaign e v a l u a t i o n , however, no e f f e c t

c an be a t t r i b u t e d t o t h e ASAP a c t i v i t y i n Washtenaw County. The

i n c r e a s e i n c o r r e c t answers i n J ackson was a c t u a l l y s l i g h t l y

g r e a t e r t h a n i n Washtenaw (15% v s . 14%), and t h e r e was no e f f o r t

t o e d u c a t e J ackson r e s i d e n t s s p e c i f i c a l l y abou t t r a f f i c f a t a l i t y

s t a t i s t i c s .

There were no s t a t i s t i c a l l y s i g n i f i c a n t changes i n t h e e s t i -

mates made by r e s p o n d e n t s o f t h e p r o p o r t i o n of f a t a l c r a s h e s

which a r e a l c o h o l - r e l a t e d . The m a j o r i t y i n both c o u n t i e s i n bo th

s u r v e y s t hough t t h a t 50% t o 80% of such c r a s h e s a r e a l c o h o l -

r e l a t e d . M a j o r i t i e s i n bo th s u r v e y s a l s o f e l t t h a t s o c i a l

d r i n k e r s r a t h e r t h a n problem d r i n k e r s were more l i k e l y t o be i n -

vo lved i n t h o s e c r a s h e s .

Respondents i n 1973 were most l i k e l y t o t h i n k t h a t two o r

fewer d r i n k s were a s many a s a 150-pound pe r son cou ld have b e f o r e

s p o n s e s t o t h e q u e s t i o n o f how many times t h e r i s k o f a c c i d e n t

would i n c r e a s e f o l l o w i n g c o n s u m p t i o n o f n i n e d r i n k s i n o n e h o u r by

t h e l i m i t o f d r i n k s a t t h r e e . A g a i n , however , t h e m a j o r i t y of

r e s p o n d e n t s made l o w e r es t i m a t e s . A r a t i o was c a l c u l a t e d f o r e a c h r e s p o n d e n t b a s e d on t h e

answer g i v e n t o t h e q u e s t i o n o f how many d r i n k s a p e r s o n c o u l d

consume i n one h o u r and s t i l l be a s a f e d r i v e r and t h e answer

g i v e n t o t h e q y e s t i o n o f how many d r i n k s a p e r s o n c o u l d consume

i n one h o u r b e f o r e r e a c h i n g t h e . l o BAC. For e x a m p l e , a r e s p o n -

t h e i n c i d e n c e o f s e r v i c e c l u b members t h e m s e l v e s d r i v i n g a f t e r

d r i n k i n g . T h e r e was l i t t l e c h a n g e i n t h e p r o p o r t i o n o f s e r v i c e

c l u b r e s p o n d e n t s i n e i t h e r c o u n t y who r e p o r t e d t h a t t h e y had

d r i v e n a f t e r d r i n k i n g some a l c o h o l i n t h e p r e v i o u s y e a r . I n

Washtenaw, 77% i n 1 9 7 1 a n d 74% i n 1973 h a d d r i v e n a f t e r d r i n k i n g

a t l e a s t o n c e i n t h e p r e v i o u s y e a r , compared w i t h 72% i n 1 9 7 1 and

75% i n 1973 i n J a c k s o n . Compared w i t h t h e g e n e r a l p u b l i c sur-

v e y e d i n 1973 i n Washtenaw County , 61% o f whom r e p o r t e d some

d r i v i n g - a f t e r - d r i n k i n g b e h a v i o r , s e r v i c e c l u b members i n e i t h e r

c o u n t y were more h i g h l y i n v o l v e d i n t h e b e h a v i o r . I n 1 9 7 3 , 23%

o f Washtenaw and 28% o f J a c k s o n r e s p o n d e n t s had d r i v e n a f t e r

d r i n k i n g 2 5 o r more times i n t h e p r e v i o u s y e a r , compared w i t h 155,

o f t h e Washtenaw County g e n e r a l p u b l i c .

T h e r e was a l s o no c h a n g e be tween s u r v e y s i n t h e p r o p o r t i o n o f

r e s p o n d e n t s who r e p o r t e d h a v i n g d r i v e n a f t e r d r i n k i n g t o o much i n

t h e p r e v i o u s y e a r . I n 1 9 7 1 , 29% o f t h e Washtenaw and 27% of t h e

a t l e a s t o n c e , compared t o 30% and 27% r e s p e c t i v e l y i n 1973 . One-

Approximately t h r e e - f o u r t h s of t h e r e s p o n d e n t s i n both

c o u n t i e s i n both 1971 and 1973 ag reed t h a t s t r o n g e r punishment of

drunk d r i v e r s would h e l p t o r e d u c e t h e problem. The p r o p o r t i o n

of r e s p o n d e n t s who a g r e e d t h a t problem d r i n k e r s who were c o n v i c t e d

of drunk d r i v i n g s h o u l d be p l a c e d on p r o b a t i o n and i n t o a counse l -

i n g o r t r e a t m e n t program r a t h e r t h a n g i v e n s e v e r e p e n a l t i e s

changed l i t t l e i n Washtenaw from 88% i n 1971 t o 82% i n 1973, and

i n J ackson from 82% i n 1971 t o 74% i n 1973. Thus, a m a j o r i t y i n

both c o u n t i e s a g r e e d w i t h t h e v a l u e of s t r o n g e r punishment f o r

drunk d r i v e r s i n g e n e r a l , bu t p r e f e r r e d c o u n s e l i n g f o r problem

d r i n k e r s c o n v i c t e d o f d runk d r i v i n g .

A n e g l i g i b l e change was found i n t h e p r o p o r t i o n of Washtenaw

r e s p o n d e n t s who ag reed t h a t "persons c o n v i c t e d of drunk d r i v i n g

s h o u l d be r e q u i r e d t o t a k e p i l l s which c a u s e them t o be s i c k i f

t h e y d r i n k a l c o h o l f ' (50% i n 1971 and 52% i n 1 9 7 3 ) . B u t a s i g n i -

f i c a n t d e c r e a s e was found i n t h e Jackson r e s p o n d e n t s who were of

t h a t o p i n i o n (40% i n 1971 and 31% i n 1973) . I n 1973, 81% o f t h e

Washtenaw r e s p o n d e n t s a g r e e d t h a t t h e government s h o u l d be i n -

vo lved i n med ica l and p s y c h o l o g i c a l t r e a t m e n t programs f o r d runk

d r i v e r s compared w i t h 74% i n J ackson . T h i s r e p r e s e n t e d a s l i g h t

i n c r e a s e i n Washtenaw from 73% i n 1971 and a s l i g h t d e c r e a s e i n

J ackson from 77%. I n 1973, 67% of Washtenaw and 65% o f Jackson

r e s p o n d e n t s d i s a g r e e d w i t h t h e s t a t e m e n t " t h a t no m a t t e r how much

e f f o r t i s i n v e s t e d , t h e r e is n o t l i k e l y t o be much e f f e c t on t h e

drunk d r i v e r p rob lemf1 . There were no d a t a on t h i s q u e s t i o n f o r

comparison w i t h 1971.

More t h a n t h r e e - f o u r t h s o f each c o u n t y i n 1973 ag reed t h a t

most d runk d r i v e r s a r e not apprehended by t h e p o l i c e . Half o r

fewer of bo th c o u n t i e s f e l t t h a t p o l i c e s h o u l d p a t r o l p r i v a t e

p a r t i e s , but more t h a n h a l f i n each coun ty a g r e e d t h a t p o l i c e

s h o u l d c a r r y o u t random road checks t o c a t c h d r i v e r s who have

drunk t o o much and s h o u l d be a b l e t o r e q u i r e anyone who is

s t o p p e d t o t a k e an a l c o h o l b r e a t h t e s t . In Washtenaw, t h e

INTRODUCTION

The f o l l o w i n g codebook w i t h m a r g i n a l s c o n t a i n s t h e r e s u l t s

of two s u r v e y s of v o l u n t a r y o r g a n i z a t i o n s i n Washtenaw County

and Jackson County, Michigan, i n 1971 and 1973. The s u r v e y s

were conducted a s one e lement of t h e e v a l u a t i o n p rocedure s f o r

t h e Washtenaw County Alcohol S a f e t y Ac t ion Program (WCASAP) . The a b b r e v i a t i o n s of WC and J C have been used th roughout

t h e codebook t o i d e n t i f y r e s u l t s from Washtenaw County and

Jackson County r e s p e c t i v e l y . R e s u l t s from t h e 1971 s u r v e y a r e

p r e s e n t e d i n p a r e n t h e s e s and t h e r e s u l t s from t h e 1973 su rvey

a r e f r e e - s t a n d i n g . I n 1971, 420 completed q u e s t i o n n a i r e s were

r e c e i v e d from Washtenaw c l u b s and 370 q u e s t i o n n a i r e s were

r e c e i v e d from Jackson c l u b s . In 1973, Washtenaw c l u b s prov ided

232 q u e s t i o n n a i r e s and Jackson c l u b s prov ided 320 .
