SECTION 1& GENERAL
Article 1
1. (he sovereignty of a tate extends7 eyond its land territory and its internal aters7 to a elt of sea adacent to its
coast7 descried as the territorial sea.
6. (his sovereignty is exercised suect to the provisions of these articles and to other rules of international la.
Article 2a
(he sovereignty of a coastal tate extends to the air space over the territorial sea as ell as to its ed and susoil.
SECTION $& LI6ITS O THE TERRITORIAL SEA Article 3
)xcept here otherise provided in these articles7 the normal aseline for measuring the readth of the territorial sea
is the loater line along the coast as mar;ed on largescale charts officially recogniaselines shall not e dran to and from lotide elevations7 unless lighthouses or similar installations hich are
permanently aove sea level have een uilt on them.
?. -here the method of straight aselines is applicale under the provisions of paragraph 17 account may e ta;en7
in determining particular aselines7 of economic interests peculiar to the region concerned7 the reality and the
importance of hich are clearly evidenced y a long usage.
5. (he system of straight aselines may not e applied y a tate in such a manner as to cut off from the high seas
the territorial sea of another tate.
@. (he coastal tate must clearly indicate straight aselines on charts7 to hich due pulicity must e given.
Article 5
1. -aters on the landard side of the aseline of the territorial sea form part of the internal aters of the tate.

6. -here the estalishment of a straight aseline in accordance ith article ? has the effect of enclosing as internal
aters areas hich previously had een considered as part of the territorial sea or of the high seas7 a right of
innocent passage7 as provided in articles 1? to 6=7 shall exist in those aters.
Article 6
(he outer limit of the territorial sea is the line every point of hich is at a distance from the nearest point of theaseline eAual to the readth of the territorial sea.
Article 7
1. (his article relates only to ays the coasts of hich elong to a single tate.
6. "or the purposes of these articles7 a ay is a ellmar;ed indentation hose penetration is in such proportion to
the idth of its mouth as to contain landloc;ed aters and constitute more than a mere curvature of the coast. %n
indentation shall not7 hoever7 e regarded as a ay unless its area is as large as7 or larger than7 that of the semi
circle hose diameter is a line dran across the mouth of that indentation.
=. "or the purpose of measurement7 the area of an indentation is that lying eteen the loater mar; around theshore of the indentation and a line oining the loater mar;s of its natural entrance points. -here7 ecause of the
presence of islands7 an indentation has more than one mouth7 the semicircle shall e dran on a line as long as the
sum total of the lengths of the lines across the different mouths. #slands ithin an indentation shall e included as if
they ere part of the ater areas of the indentation.
?. #f the distance eteen the loater mar;s of the natural entrance points of a ay does not exceed tentyfour
miles7 a closing line may e dran eteen these to loater mar;s7 and the aters enclosed therey shall e
considered as internal aters.
5. -here the distance eteen the loater mar;s of the natural entrance points of a ay exceeds tentyfour
miles7 a straight aseline of tentyfour miles shall e dran ithin the ay in such a manner as to enclose the
maximum area of ater that is possile ith a line of that length.
@. (he foregoing provisions shall not apply to socalled BhistoricB ays7 or in any case here the straight aseline
system provided for in article ? is applied.
Article 8
"or the purpose of delimiting the territorial sea7 the outermost permanent harour or;s hich form an integral part of
the harour system shall e regarded as forming part of the coast.
Article 9
,oadsteads hich are normally used for the loading7 unloading and anchoring of ships7 and hich ould otherisee situated holly or partly outside the outer limit of the territorial sea7 are included in the territorial sea. (he coastal
tate must clearly demarcate such roadsteads and indicate them on charts together ith their oundaries7 to hich
due pulicity must e given.
Article 10

6. (he territorial sea of an island is measured in accordance ith the provisions of these articles.
Article 11
1. % lotide elevation is a naturallyformed area of land hich is surrounded y and aove ater at lotide ut
sumerged at hightide. -here a lotide elevation is situated holly or partly at a distance not exceeding the
readth of the territorial sea from the mainland or an island7 the loater line on that elevation may e used as theaseline for measuring the readth of the territorial sea.
6. -here a lotide elevation is holly situated at a distance exceeding the readth of the territorial sea from the
mainland or an island7 it has no territorial sea of its on.
Article 12
1. -here the coasts of to tates are opposite or adacent to each other7 neither of the to tates is entitled7 failing
agreement eteen them to the contrary7 to extend its territorial sea eyond the median line every point of hich is
eAuidistant from the nearest points on the aselines from hich the readth of the territorial seas of each of the to
tates is measured. (he provisions of this paragraph shall not apply7 hoever7 here it is necessary y reason of
historic title or other special circumstances to delimit the territorial seas of the to tates in a ay hich is at varianceith this provision.
6. (he line of delimitation eteen the territorial seas of to tates lying opposite to each other or adacent to each

Article 15
1. (he coastal tate must not hamper innocent passage through the territorial sea.
6. (he coastal tate is reAuired to give appropriate pulicity to any dangers to navigation7 of hich it has ;noledge7
ithin its territorial sea.
Article 16
1. (he coastal tate may ta;e the necessary steps in its territorial sea to prevent passage hich is not innocent.
6. #n the case of ships proceeding to internal aters7 the coastal tate shall also have the right to ta;e the necessary
steps to prevent any reach of the conditions to hich admission of those ships to those aters is suect.
=. uect to the provisions of paragraph ?7 the coastal tate may7 ithout discrimination amongst foreign ships7
suspend temporarily in specified areas of its territorial sea the innocent passage of foreign ships if such suspension is
essential for the protection of its security. uch suspension shall ta;e effect only after having een duly pulished.
?. (here shall e no suspension of the innocent passage of foreign ships through straits hich are used for

Sub-Section B. Rules Applicable to Merchant Ships
Article 18
1. o charge may e levied upon foreign ships y reason only of their passage through the territorial sea.
6. $harges may e levied upon a foreign ship passing through the territorial sea as payment only for specific services
rendered to the ship. (hese charges shall e levied ithout discrimination.
Article 19
1. (he criminal urisdiction of the coastal tate should not e exercised on oard a foreign ship passing through the
territorial sea to arrest any person or to conduct any investigation in connexion ith any crime committed on oard
the ship during its passage7 save only in the folloing cases:
CaD #f the conseAuences of the crime extend to the coastal tateE or
CD #f the crime is of a ;ind to distur the peace of the country or the good order of the territorial seaE or
CcD #f the assistance of the local authorities has een reAuested y the captain of the ship or y the consul of the

CdD #f it is necessary for the suppression of illicit traffic in narcotic drugs.

6. (he aove provisions do not affect the right of the coastal tate to ta;e any steps authori shall also apply to government ships operated for commercial purposes.
Article 22
1. (he rules contained in susection % and in article 18 shall apply to government ships operated for noncommercial
purposes.
6. -ith such exceptions as are contained in the provisions referred to in the preceding paragraph7 nothing in these
articles affects the immunities hich such ships enoy under these articles or other rules of international la.
Sub-Section D. Rule Applicable to Warships
Article 23
#f any arship does not comply ith the regulations of the coastal tate concerning passage through the territorial
sea and disregards any reAuest for compliance hich is made to it7 the coastal tate may reAuire the arship to
leave the territorial sea.

1. %fter the expiration of a period of five years from the date on hich this $onvention shall enter into force7 a reAuest
for the revision of this $onvention may e made at any time y any $ontracting arty y means of a notification in
riting addressed to the ecretary3eneral of the United ations.
6. (he 3eneral %ssemly of the United ations shall decide upon the steps7 if any7 to e ta;en in respect of suchreAuest.
