4.1 Email from Sunil Dhanji, 7 November 2018

Council received an email from Sunil Dhanji notifying of his resignation from the committee.The email advised that Landcare does not have any suitable replacement to send toEnvironment Advisory Committee Meetings.

The correspondence was received and noted by the committee.

The Chair expressed his thanks on behalf of the committee for Mr Dhanji’s contribution tothe Environment Advisory Committee.

Council Officers will advertise for Expression of Interest to fill vacancies on the committee.

4.2 Email from Sarah Fairhead, 29 January 2019

Council received an email from Sarah Fairhead informing the committee of her replacementon the Environment Advisory Committee. Mr John Gaynor is the new Director SouthernRegion, Department of Environment Natural Resources.

The Chair expressed his thanks on behalf of the committee for Ms Fairhead’s contribution tothe Environment Advisory Committee.

6. BUSINESS ARISING FROM PREVIOUS MINUTES

6.1 Domestic Helium Balloon recommendation from previous minutes LOST; andNotice of Rescission Motion - Helium Balloons (19917)

The below recommendation in Agenda Item 6.1 from November 2018 meeting in regardto Helium Balloons was not endorsed by Council at its December Ordinary Meeting, 26November 2018:

That Council discourages the release of domestic helium balloons in Alice Springs. (4477 ts)

LOST A rescission motion was foreshadowed.

A subsequent rescission motion for the original Helium Balloon recommendation(19917) was endorsed at the January Ordinary Meeting, 29 January 2019.

The recession motion was received and noted by the committee.

Rod Cramer expressed his disappointment that the recommendation had not been endorsed by Council, noting Helium is a finite resource extracted from the atmosphere.

Tierneigh Parnell discussed the original intent behind the recommendation, and advised that unfortunately this may have been misunderstood – as the original intent was to discourage the release of mass helium balloons.

6.2 Kerbside Recycling - Tennant Creek

Mayor Ryan reported he had investigated Kerbside Recycling in regard to Tennant Creek. He advised that Barkley Regional Council had gone out to Expression of Interest twice and had not received any interest. At this stage the project has not progressed.

6.3 Director Technical Services – Palm Circuit Public Consultation

The Director Technical Services advised that approximately 50 people attended the Public Consultation meeting that was held on Friday, 1 February 2019. Council Officers will collate the information and report back to the next meeting.

7. DEPUTATION

7.1 Scott Allen, Director Technical ServicesWater Conservation and Turf Management

The Director Technical Services spoke to Council’s process of water conservation and turf management. He gave a summary on:

Irrigation systems used, historical and current Impact of temperature and humidity Rainfall and impact of weather Water quality Turf species, management and renovations Turf Managers qualifications and experience Soil profile and characteristics Management of playing surfaces

Questions and answers followed with the committee.

8. LAND

8.1 John Gaynor, Director Department of Environment and Natural Resources.Bushfire NT – Updates

Bushfire Season declared on the 12 December 2018 2 large bushfires: Barkley region and West MacDonnell Ranges

o Biodiversity impact of these fires are not yet knowno Closer inspection will be undertaken, some sites can only be reached by helicoptero De-brief will be undertaken next week between Bushfire NT and Parks & Wildlife.

Mr Gaynor suggested the committee might benefit from a member of the Police, Fire and Emergency Services joining the committee or performing a deputation to report on municipal fire related matters. The chair responded.

8.2 Community Garden

Alex Read reported on behalf of the Community Garden:

The Community Garden was significantly impacted with the extreme weather overJanuary 2019

A working bee was held on Sunday with an enthusiastic turnout They currently have a waiting list on plots

8.3 Feral Cats

The Director Technical Services presented Figure 1 for the committee’s information in regard to the number of cats trapped by the Alice Springs Town Council Ranger Unit.

In 2018 a total of 245 cats were trapped. In 2019, 28 cats have been trapped to date. The Director reported that the recent increase in Dingo activity in the municipal area may have an impact on these statistics.

Kate Stevens from Land for Wildlife reported that they also have traps for feral animals available to their members and enquired if those statistics can be included in these results.

Action: Kate Stevens to liaise with the Environment Officer in regard to including Land for Wildlife statistics in these results moving forward.

10. ENERGY

10.1 Solar:

The Director Technical Services presented item 10.1 Solar Report. This was received andnoted by the committee.

The Chair enquired how the solar panels handled the extreme weather conditions with temperatures in excess of 45 degrees, if the solar panels shut down in the extreme heat, and how efficient they were under these circumstances.

The Director Technical Services took the question on notice.

Action: The Director Technical Services to report back to the Environment Advisory Committee on how the solar panels handle extreme weather conditions.

11. WATER

11.1 Alice Springs Water Allocation Plan

Robbie Henderson reported on behalf of the Water Advisory Committee.

The committee has submitted a letter to the department containing thoughtfulrecommendations in regard to water efficiency and demand management initiatives

The chair of the Water Advisory Committee has relocated and resigned from thecommittee, which has resulted in a vacancy. Expressions of Interest for this position willbe sought, and the committee is encouraged to share amongst appropriate networks

Reminder: The Water Regulatory Reform Paper is available for public comment on the‘Have Your Say’ website, and has been promoted in the Centralian Advocate and theNT News. Online feedback can be submitted until 31 March 2019.

12. WASTE AND RECYCLING

12.1 Regional Waste Management Facility - December 2018 Report

Total Waste: Total Waste MINUS clean fill collected at the Regional Waste ManagementFacility (RWMF) for July 2018 to December 2018 was 16,007.48 tonnes. In 2017, 17416.52tonnes were collected.

Total Recycled: Total Recycled material for July 2018 to December 2018 period was1056.92 tonnes compared to 464.64 tonnes for 2017 in the same period.

Percentage Recycled: Total percentage of materials recycled between July 2018 andDecember 2018 was 6.068%. In 2017 only 2.90% was collected.

14.1 Palm Circuit - Public Consultation

Refer item 6.3 - Business Arising.

14.2 Robbie Henderson - Environment Advisory Committee Charter / Strategic Plan

Robbie Henderson apologised to the committee for not completing the action from theprevious minutes in regard to a proposal to align the Environment Advisory Committee’spurpose to the goals set out in the Alice Springs Town Council Strategic Plan 2018-2021.

Alex Read to work with Robbie Henderson to complete this action.

This item to be held over to the next meeting.
