I feel confident in my assumption that the stakeholders and participants in the inaugural Caribbean MSME Conference stand united in our conviction that micro, small and medium-sized enterprises (MSMEs) represent the sector that will be the game changer in the future prospects for economic growth, job creation and wealth generation in our region.

The fact of the matter is that the global statistics speak loud and clear: As you are no doubt aware, it is universally acknowledged that it is MSMEs which are the major engines of growth in most economies.

Data from high-income OECD States indicate that SMEs account for over 95% of firms and 60-70% of employment and generate a large share of new jobs.

It is also reported that since the post-recession period beginning in the mid-2000s MSMEs have accounted for some 60% of the new jobs created in the United States.

The significance of the sector is no less different here in the Caribbean, where reportedly the sector accounts for some 70% of private sector employment.

Here in Jamaica, it is estimated that 96.7 % of all classified business taxpayers are MSMEs and, with over 400,000 persons being classified as own account holders or self-employed, entrepreneurship is a viable alternative for socio-economic development. The entrepreneurial and creative activities of MSMEs have created businesses across all economic sectors – whether farmers, fishers, agro-processors, manufacturers, tradespeople, craftspeople or service providers.

It is against this background that it gives me tremendous pleasure and a great honour to welcome all delegates who have journeyed from across the Caribbean and beyond to Montego Bay, Jamaica, driven by a shared and common purpose to elevate and enhance the MSME sector.

I am confident that, buoyed by all the possibilities that the sector holds, our meeting of minds will result in the desired outcomes required to establish a movement and business association that will foster the sustainability and growth of the sector.

As we craft strategies for cooperation and seek to find solutions, we eagerly anticipate the decisions that will emanate from our deliberations.

I wish you a hearty welcome to Jamaica and urge you to make this a fruitful and productive conference!

We would like to thank our partners MICAF, our regional partners Caribbean Association of Small and Medium Enterprises as well as Caribbean Women Producers Network, Caribbean Women Enterprises Network and Caribbean Center of Excellence for sustainable livelihood. To allow them to showcase their goods and services to each other

To come away from the conference with a policy position or tangible workable solution to the many challenges we face in doing better business amongst ourselves.

We think it is high time for small business players within the region to get to know each other, to come together with regional government to forge a path for themselves to get businesses growing amongst themselves.

So with this in mind, I call upon all stakeholders to be a significant part of this process in helping small business from around the region to do better business. Study will show that MSME sector employs over 80% of the labour force in the region and also that this sector is the engine of growth in any economy. We need to facilitate in equipping ourselves with the necessary fuel and lubricant to function proficiently thus enabling us to grow. I also call on various governments around the region to not only talk of the importance of this sector to their growth path but to live up to the high expectations to facilitate this sector in a meaningful way.

Inclosing, I wish that at the end of this conference each small enterprise that has been a participant will derive the necessary information to help them to propel their business to enable them to achieve their stated objective to grow their business.

WELCOME! WELCOME! WELCOME. The Small Business Association of Jamaica and the MSME Planning Committee wish to welcome all to this the Inaugural MSME Caribbean Conference. The Committee see this Conference as an important step towards “Collaboration for Caribbean Sustainability” in business development. This Conference was conceived by small business owners to facilitate the growth of the sector for the benefit of all stakeholders who represents it. To this end, we envisioned a conference that will begin the process of collaboration among the MSME’s to create a forum to lobby for necessary policy changes, increase the business to business interaction, increase regional trade and encourage more public private partnerships.The Caribbean community that we all belong to, though our nations are divided by water, share in an historical experience common to the region. We see this as an opportunity to build on that shared history for our mutual benefit, one that will grow our economies in a sustainable way. It our hope that all attendees of this conference will come away with information and business opportunities that will help them to become more informed stakeholders.

The planning and implementation of this conference would not have been possible without the commitment of volunteers who worked tirelessly behind the scenes to make this conference a reality. Our belief and support with much personal sacrifice has given all MSMEs in the region a much needed forum. It is the hope of the planning team that this conference will become the premier MSME event for the Caribbean that will garner the support necessary for it to continue as an annual event. On the behalf of the committee, we wish to note also, the commitment of our sponsors and partners in supporting this event as they have demonstrated their resolve to this shared vision for growth. Introduction:There is an estimated 67,000 small businesses operating within Jamaica; the Sector currently

accounts for nearly eighty percent (80%) of all employment in Jamaica. In 2014, sole traders, who comprise the majority of micro and small enterprises, accounted for more than thirty six percent of the employed labour force.

The Small Business Association is actively seeking to create opportunities in assisting this sector to survive, be relevant and to contribute to the development of Jamaica.

Background:The Small Business Association of Jamaica (SBAJ) was registered in 1974, and currently serves

a membership of approximately 400 individuals/business operations and Associates. The economic growth and progress of any nation resides in the effective support given to smalll business operators not just by govenment but by larger private sector operators.

The vision of the SBAJ is to enable its membership to become the vehicles of growth as is expected from the sector.

Mission:The mission of the SBAJ is to support the economy of Jamaica through the development of the

On February 1, 2017, The Jamaica National Group, a powerful, Jamaican mutually-owned global business, became a reality and the country’s third largest commercial bank, JN Bank, was launched. 

Following the re-submission of the Jamaica National Building Society (JNBS) application for a commercial banking license in November 2013 to the Bank of Jamaica (BOJ), the application was approved by the BOJ in February 2015. The country’s third largest financial institution at the time, the Society commenced the process to convert the building society into a commercial bank and to restructure the JN Group. 

The JN Group has been restructured to ensure compliance with the new Banking Services Act. The reorganisation of the JN Group involved the establishment of a Financial Holding Company, which will own the new JN Bank and all other companies in the JN Group which offer financial services. 

These companies are: 

• JN Fund Managers Ltd. (JNFM) 

• JN Life Insurance Ltd. (JN Life) 

• JN Money Services Ltd. (JNMS) 

• JN Small Business Loans Ltd. (JNSBL) 

• JN Cayman Ltd. 

A Non-Financial Holding Company (Non-FHC) has also been established to take ownership of on-financial entities in The Jamaica National Group. 

These non-financial entities are: 

• Jamaica Automobile Association (JAA) 

• JN Properties Limited 

• Management Control Systems (MCS) 

Both the FHC and the non-FHC and the entities under their control will be under the direct control of The Jamaica National Group. All members’ rights under mutuality will be transferred to The Jamaica National Group and JN Bank account holders will automatically become a member of The Jamaica National Group.

Caribbean Airlines was founded in the Republic of Trinidad and Tobago on 27th September, 2006. The Development Bank of Jamaica Limited (DBJ) is a wholly owned Government institution and its only shareholder is the Accountant-General.

Recognized for his wide-ranging expertise and accomplishments in the political arena, Honourable Edmund Bartlett has given over thirty-five years of service to Jamaica, working in both chambers of Jamaica’s Parliament – the Senate and House of Representatives.

Mr. Bartlett was first appointed Minister of Tourism in 2007, serving until December 2011. Prior to this appointment, he already had a solid track record of service as an outstanding legislator in central government in both Chambers of Parliament. He served as Minister of State for Information, Broadcasting and Culture in the Office of the Prime Minister and Minister of Youth, Sports & Community Development from 1980 to 1989; later he served as Senator and Opposition Spokesman on various portfolios, including Tourism, from 1989 to 2007. While serving in the shadow Cabinet following his first stint as Tourism Minister, Mr. Bartlett traveled

the world forging alliances with strategic partners for global initiatives. He returned to the helm of the Ministry of Tourism following the February 2016 victory at the polls by the Jamaica Labour Party.

Minister Lester Michael (Mike) Henry, Member of Parliament for Central Clarendon since 1980, is the longest serving JLP MP without interruption in the current Parliament. Between 1980 - 1989 Minister Henry held several State Minister portfolios spanning Culture, Information, Youth and Community Development. From 2007 - 2011, he was the Minister of Transport & Works.

Outside of politics, he is the Chairman and President of Humble Lions Football Club in his Central Clarendon constituency. He is also the Chairman of LMH Publishing Ltd formerly McGraw Hill Far East Publishers and Kingston Publishers.

An avid reader and writer he was awarded The Silver Musgrave Medal for Literature.

Minister Henry has had many noted achievements. Among them are:

- First to seek political decision on Reparation…Moving a motion in Parliament

- Published the first Integrated Science Books for Schools in Jamaica

Dr. The Honourable Ralph Everard Gonsalves, Political Leader of the Unity Labour Party (U.L.P), was appointed by His Excellency the Governor-General to the Office of Leader of the Opposition with effect from October 1, 1999. Dr. Gonsalves succeeded the distinguished statesman, the Honourable Vincent Ian Beache, who voluntarily demitted that Office. On December 6, 1998, Dr. Gonsalves was elected Political Leader of the U.L.P in succession, to Mr. Beache. He is now into his second term as Prime Minister of Saint Vincent and the Grenadines, his Unity Labour Party (ULP) having successfully contested the General Elections of 2001 and 2005.

Ralph Gonsalves attended the Colonarie Roman Catholic Primary School and then the Saint Vincent Boys’ Grammar School. Thereafter, he was educated at the following tertiary institutions:

University of the West Indies (U.W.I.) (Jamaica) from which he obtained the B. Sc. (Econ.) and M. Sc. (Govt.) degrees;

University of Manchester (England) from which he secured his Ph.D. degree in Government. During his doctoral studies at Manchester he spent one year at Makerere University in Uganda (East Africa) as a Research Associate conducting research work for his doctoral dissertation entitled “The Political Economy of Trade Unions and Industrial Relations in Uganda, 1950 – 1971.”

Mr. Oliver Joseph joined the Grenada Public Service in 1982.

He served in various positions including Director of Trade in 1999 and Permanent Secretary, Ministry of Foreign Affairs from August 2006 to 2009.

He was an adjunct Lecturer in Economics at the T.A Marryshow Community College and Tutor at the University of the West-Indies Open Campus (2003-2008).

On the 1st of November 2009 he was seconded to the Caribbean Centre for Development Administration (CARICAD) as Integration Specialist.

Mr. Joseph holds a Bachelors Degree in Economics and Management, Diploma in Trade Policy and a Masters Degree in International Trade. He has also received specialized training in Trade

Negotiations. He brings a wealth of experience in the field of Public Policy.

An Applied Economics Consultant and Advocate for over twenty-five (25) years, Joseph Cox assumed duties as the Assistant Secretary-General, Trade and Economic Integration at the Caribbean Community (CARICOM) Secretariat on 1 September 2015. A Jamaican national, he holds both a Bachelor and a Master’s degree in Economics from the University of the West Indies.

Prior to his most recent posting, he was the Managing Partner for the Centre for Growth and Development in Jamaica, doubled as the Executive Director, Growth Secretariat, at the Planning Institute of Jamaica and provided oversight for the Inter-American Development Bank (IDB) / Government of Jamaica (GOJ) Competitiveness Enhancement Programme. Mr. Cox’s contribution to Jamaica’s national development has manifested itself, in part, through the establishment of three (3) Financial Institutions and includes the preparation of the Taxation for Growth Strategy for Jamaica, Municipal Finance Reform Strategy and an intervention strategy entitled “Towards a Modern

Development Approvals Mechanism” which was to overhaul the construction permitting system in Jamaica. He was also engaged in advocacy of a myriad of social and economic policy issues. In October 2014, Mr. Cox conceptualised and led a demand side access to finance intervention entitled the “Financial Information and Real-time Matchmaking (FIRM) initiative, in which some J$1.9B (US$174.0m) in financing was obtained for the Jamaican business community.

President of Trafalgar Council, former Director of Economic Research and Business Development at the Private Sector Organisation of Jamaica (PSOJ), and Group Director of Corporate Development at Island Life, Mr. Cox has also distinguished himself in the International Development Partner Community, having successfully completed diverse assignments for the IDB and World Bank. A prolific writer, he is the former Editor of the Financial Journal – a monthly financial magazine, and is also an active blogger and former talk show host. He received the Prime Minister’s Medal of Appreciation for Service to Jamaica in 2012.

The Honourable Donville O. Inniss was appointed Minister of Industry, International Business, Commerce and Small Business Development in March 2013. Prior to this appointment he served as Minister of Health from November 2008 until February 2013, and Minister of State, Ministry of Foreign Affairs and International Business from January November 2008.

He has been the Member of Parliament for the constituency of St. James South since January 2008. Prior to entering elective politics, Mr. Inniss worked for 20 years in the public and private sector.

He has served as a Business Development Officer with the Barbados Investment and Development Corporation. He worked in the areas of Industrial Development, International Business and Export Promotion. He has served in South Korea and New York, USA (3 years).

Minister Inniss also served as CEO, Managing Director and Chairman of several international companies based in Barbados and for nine years operated his own management company catering to the international business sector. He has managed companies with operations in Latin America, Europe, Africa and Asia.

Mr. Inniss earned a Master’s degree in Business Administration, (MBA) in General Management and a Bachelor of Science Degree, in Public Administration from the University of the West Indies, Cave Hill Campus. He has also completed training in investment promotion, taxation, law and finance.

Dr. Ramdeen has a PhD in International trade. He has completed two Masters Degrees: one in the area of International Trade Policy and the other in International Relations. His first degree is in Economics and he possesses a post graduate diploma in International Relations.

Dr. Ramdeen has completed a full program in Export Marketing and is fully certified as an Export Marketing Trainer. He has engaged training of various CEO’s of SMEs within T&T and the wider CARICOM region in Export Marketing and Business Strategy. He has also completed a certified course in Train the Trainers with GIZ and Caribbean Export Development Agency. Dr. Ramdeen possesses numerous certificates in International Trade, Trade Negotiations, Competition Policy and Law and Trade Remedies.

In 2016 Mrs. Street Forrest was conferred with the honour of the Order of Distinction in the Rank of Commander (CD) in recognition of her outstanding leadership in the growth of the Jamaica Stock Exchange.

She is an avid reader, who is committed to the principles of volunteerism and community service. She is a Justice of the Peace and serves as a Director for the Good Samaritan Inn, a Christian outreach aimed at uplifting the poor and marginalized. She is married to Franklin and has two daughters, Francia and Keena.

Mrs. Marlene Street Forrest is the Managing Director of the Jamaica Stock Exchange (JSE) and Director of both its subsidiaries. Her mandate is to continue the process of developing the JSE Group and particularly the Exchange, in an atmosphere of transparency and fairness while utilizing appropriate technology in providing the greatest possible efficiencies to the market.

Mrs. Street Forrest has a wealth of experience having worked in senior management positions at varying private and public sector organizations here in Jamaica and overseas. It is under her stewardship that the JSE became demutualized and the US Denominated Market and the Junior Market were launched. She also spearheaded the Registrar Division of the Jamaica Central Depository (JCSD) when she served as General Manager for this subsidiary of the JSE. Today, Mrs. Street-Forrest is a highly demanded speaker, having

Hugh Johnson is a certified Automotive Engineer having begun his training at the College of Arts Science and Technology but later decided to complete the German Automotive School (JAGAS) certification instead. He spent many years as an Automotive Assessor before the entrepreneurial spirit was kindled.

He is currently the President of the Small Business Association of Jamaica, having been a Member of

the Board of Directors for over six years.

Prior to this, he held a number of Leadership roles including President of the Jamaica Broilers Growers Association, Board Member of the Jamaica Agricultural Society (JAS), Jamaica Cocoa Farmers Association, Bureau of Standards Jamaica, Jamaica Business Development Corporation, Self-Start Fund and MIDA among many others.

His first love is farming. He was a Broiler farmer for more than eighteen (18) years as well as a livestock and agriculturalist for even longer. His passion for sustainable agriculture was the catalyst for his sojourn into organic fertilizer manufacturing, birthing RESCUE Organic Fertilizer. He has managed Johnson and Sons Organic Fertilizer Company as Managing Director and later as Chief Executive Officer for more than twenty five (25) years. For his contribution to sustainable agriculture, he was bestowed the FAO Award for Food Security and Bio Diversity in 2008 and was an IICA Regional Hemispheric Farmer Nominee for 2009

He has worked closely with the Jamaica Organic Agricultural Movement (JOAM) to craft Jamaica’s Organic policy. Currently, he is a Regional exporter and works intimately as Board Member and advisor to a number of other Boards including the Jamaica Exporters Association and the Scientific Research Council. He is now the Region’s Representative for the International Cocoa Farmers Organization based in Amsterdam.

Mr. Johnson is a devoted father and avid supporter of cricket at the Community and National levels.

Jermaine Deans has responsibility for Investment Banking, Origination and Capital Markets.

He has over 14 years’ experience in Global Financial Markets, Monetary and Fiscal Policies, Research, Treasury Management. He also structured portfolio and balance sheet solutions for various entities via Debt, Equity, Acquisitions and IPOs.

Mr. Deans was instrumental in raising funds for multiple Debt and Equity transactions in optimal financing structures. Jonathan Ortmans is founder and president of the Global Entrepreneurship Network (GEN),an organization that provides a platform of programs and initiatives to help new firms start and scale within one global entrepreneurial ecosystem. GEN is headquartered in

Washington, DC, but operates in 170 countries where it works to foster healthier local ecosystems to help entrepreneurs unleash

their ideas and turn them into promising new ventures—creating jobs, unearthing innovations for society and strengthening economic stability around the world.

Ortmans launched GEN’s cornerstone initiative, Global Entrepreneurship Week, in 2008 with the Ewing Marion Kauffman Foundation. Each November since then, millions of people are welcomed into the entrepreneurial culture through thousands of local GEW activities and competitions. Through building GEW, he assembled a broad multi-disciplinary coalition that is the backbone of GEN operations, including

their ideas and turn them into promising new ventures—creating jobs,

entrepreneurs, investors, policymakers, researchers and affiliated support organizations.

Ortmans also chairs the Global Entrepreneurship Congress (GEC) that gathers well over 5,000 leaders each April from the entrepreneurial ecosystems GEN serves to collaborate on effective approaches to advancing entrepreneurial growth. After launching it in 2009 at the Kauffman Foundation in Kansas City, he has now chaired the GEC in Dubai, Shanghai, Liverpool, Rio de Janeiro, Moscow, Milan, Medellin and Johannesburg. The GEC will celebrate its 10th year in April 2018 in Istanbul.

As an economist, Ortmans worked on Capitol Hill and served as CEO of a health care and trade policy think tank. His entrepreneurship experience includes two successful startups.

He has served as a longtime advisor to the Kauffman Foundation and currently serves on the Board of the Center for American Entrepreneurship in Washington, DC. Outside the United States, beyond chairing the Boards of dozens of GEN affiliates, he serves on the Board of Directors of the Center for Entrepreneurship in Moscow.

Ortmans speaks and writes about high-growth entrepreneurship regularly and has emerged as a global strategist for healthier ecosystems for entrepreneurs around the world.

In 2015, Mrs. Gillian Hyde was appointed General Manager of JN Small Business Loans Ltd., Jamaica’s premier microfinance institution, a company which prides itself in providing access to credit for the MSME sector, thereby enhancing the sector’s growth and development.

Mrs. Hyde joined the Jamaica National family in 2003 and has served at the building society in several areas: Finance &

Accounting, as well as Corporate and Strategic Planning, where she spent a number of years and was integral in charting the path for the achievement of significant milestones throughout the Society. She later

Dr. Marcia Brandon is a social and economic development entrepreneur, of Jamaican birth, who has lived and worked in Barbados and the Caribbean for over 20 years. Lauded as a pioneer, champion and guru in entrepreneurship development, she is the Founder/Entrepreneurial People Development Specialist at the award winning, UN endorsed, Barbadian based, Caribbean

Centre of Excellence for Sustainable Livelihoods (CoESL). CoESL is the hub for the Caribbean Climate Innovation Centre (CCIC), Global Entrepreneurship Network Caribbean lead; Global Entrepreneurship Week host in St. Kitts & Nevis and a partner for the CTEP project. She is the former Executive Director of the Barbados Youth Business Trust (BYBT), where she served as an innovative leader, pioneering regional entrepreneurship development in general and youth entrepreneurship development specifically, with global impact, for fifteen (15) years. She has assisted 15 CARICOM countries, over 5 global and a number of OCTs with entrepreneurship development.

Marcia is very instrumental in building the entrepreneurship eco-system in Barbados and the Caribbean and was the only female on the very first committee established in the 1990’s to create the Barbados Small Business Development Act. She has worked strategically and creatively over the years to help to develop an integrated, holistic best practices Caribbean entrepreneurship development model which is now recognized and utilized nationally, regionally and globally.

With this model she has helped over 4000 young males and females and adults to start businesses through start-up capital, business mentoring, access to markets, research and development, leadership, non-traditional training including boot camps, simulations and regional connecting. She has sensitized an estimated 30,000 in school and out of school youth as well as adults to entrepreneurship as a career choice through resilience training, business mentoring and mindset change. Dr. Brandon is passionate about Caribbean integration and uses her abilities to connect entrepreneurs and people in general to each other, markets

She is a mentor for the Queens’ Young Leaders programme, WINC Caribbean, Cherie Blair Foundation and the Barbados Coalition of Service Industries Inc (BCSI) Export Incubation Support Unit (EISU).

Dr. Brandon is an Ambassador of the global programme, iChange Nations and the Golden Rule Movement. Caribbean. He was appointed a Mars Ambassador in 2011, initiating a programme for the Jamaican cocoa farmers. Robert is a graduate of the University of the West Indies and the Manchester Business School.

Robert is a Distinguished Toastmaster (DTM), having attained the highest honour in Toastmasters International in 2004 and also having served as the Territorial Governor for the Caribbean, ushering the Caribbean

into Provisional district status. He is also the Caribbean Humorous Speaking champion for 2007 and the Caribbean Impromptu Speaking champion in 2008.
