From the South - North on Route 68 from Xenia village of Yellow Springs. At the traffic light at intersection of Rts 68 & 343, turn right and proceed for four miles. At the village of Clifton turn left on Jackson Street. From Route 72 (Jamestown area) - Follow Rt 72 North through Cedarville. Presbytery of the Miami Valley Presbytery Covenant

We believe that God calls all people into covenant. In this way, God called the people of Israel to be God’s people saying:

Hear, O Israel: The LORD is our God, the LORD alone. You shall love the LORD your God with all your heart, and with all your soul, and with all your might.1

We are called as disciples into a new covenant given by God’s free grace in the life, death, and resurrection of Jesus Christ, the second person of the Trinity. Our bond together as people of faith was given to us from Christ himself as he told his disciples:

Abide in me as I abide in you. Just as the branch cannot bear fruit by itself unless it abides in the vine, neither can you unless you abide in me. I am the vine, you are the branches.2

Thus, the church as the community of disciples is bound together in covenant and united as the body of Christ. While the call to ministry from the Holy Spirit may be understood in a diversity of form and expression, the church commits itself to connectional relationship as the Apostle Paul reminds us:

For just as the body is one and has many members, and all the members of the body, though many, are one body, so it is with Christ. For in the one Spirit we are all baptized into one body.3

In covenant, the presbytery is the community of congregations gathered for particular ministry and shared calling. Ministry occurs among the disciples of the visible church within the covenant instituted by God the Father, Son, and Holy Spirit. Thus, the church is dependent upon God, as well as upon other congregations of disciples, in witnessing to the in-breaking of God’s Kingdom into our world. It is by this act of covenant that the presbytery itself comes into life.

The presbytery prepares, equips, and nurtures congregations in their ministries for God’s mission for the transformation of creation and humanity by calling all people to Christ.

The Presbytery of the Miami Valley calls the ruling elders and sessions of its congregations along with all teaching elders to a continually renewing sense of covenant as the embodiment of Christ’s church.

This covenant is a reaffirmation of our ordination vows promising to share in government and discipline, serving in the councils of the church.4 By this covenant, we commit together to that which might bring fulfillment to the presbytery’s purpose and shared ministry.

We commit to prayer, encouragement, and support for our work of the presbytery We commit ourselves to regular and active attendance at meetings of the presbytery We commit our participation in the work of the presbytery councils, committees and commissions We commit financial resources to our shared purpose as the presbytery We commit, as ruling and teaching elders, to the nurture and care of our colleagues in ministry in this presbytery

Rev. Bill Golderer Bill is the founding pastor and convener of the Broad Street Ministry in Philadelphia. BSM is an innovative ministry that emphasizes hospitable outreach, civic involvement, and creative expression. Prior to that, Bill served as the founding Director of the Center for Church Life at Auburn Theological Seminary in New York City where he was also a lecturer in Reformed

theology at Union Theological Seminary whose campus Auburn shares. Auburn and Union have long been pioneers on the landscape of bringing a progressive theology to bear upon and be relevant to the culture. His work at Auburn also included creating opportunities for multi-faith understanding in our post-9/11 world, and addressing the coming crisis of leadership that will confront the church in the coming decades. Prior to that, Bill served as Associate Pastor for Youth, Young Adult and Public Church Ministry at the Fourth Presbyterian Church of Chicago. His time there was spent mainly integrating the Gospel with the demands of everyday life through fellowship, advocacy/outreach programs, public forums, and discernment exercises. While serving in Chicago, Bill helped to found a national network of Presbyterian clergy under the age of 40–called the 7 percent. The group takes its name from the statistic that only 7 percent of clergy currently serving the Presbyterian Church U.S.A are under the age of 40. To learn more about the ministry of Fourth Church, visit www.fourthchurch.org. Prior to that, Bill was the Founding Director for Religious Outreach for The Interfaith Alliance in Washington D.C. This membership organization that has grown to over 150,000 members works to promote interfaith cooperation around shared American values of civic participation, freedom of religion, diversity, and civility in public discourse and to encourage the active involvement of people of faith in the nation’s political life. In 2009, Bill extended his pastoral ministry in Philadelphia when he became the Pastor of Arch Street Presbyterian Church. Since 1851, Arch Street Presbyterian has been a worshiping congregation in the heart of Center City Philadelphia. Since Bill has arrived and assembled a dynamic team of lay and professional leadership, ASPC has undergone a rapid and dramatic revitalization. The congregation aims to be a dynamic Sunday morning worshiping community, a church that welcomes children and families of every configuration, a church that meets the needs of the people who work in the buildings around it (and those who wish they were employed there) as well as a center for arts and culture. His energies away from ministry are devoted to having fun with his wife, Julie, reading, cooking, manically listening to sports radio, and marveling at the wonder that are his sons, Sebastian and Deacon.

Redressing the Balance of Teaching and Ruling Elders for year 2014-2015 o As of December 31, 2013, there were sixty-four (64) resident teaching elders active in the life of the

presbytery. (According to the By-Laws, honorably retired teaching elders are excused from presbytery meetings, therefore HR teaching elders are considered in the calculations only when they are serving a congregation (interim, stated supply), are members of a presbytery committee and/or attend at least one presbytery meeting per year.)

The request came from at least two teaching elders and two ruling elders of different congregations and the meeting was called in accordance with the Bylaws of the Presbytery of Miami Valley.

COMMITTEE ON THE PREPARATION FOR MINISTRY September 9, 2014

For action, the committee recommends that the presbytery:

1. Pursuant to G-2.610, authorize the Committee on Preparation for Ministry to design and conduct an alternative exegetical exam in Hebrew for Candidate Robyn Kleinschmidt (Dayton: Southminster) in to order to ascertain her readiness for ministry.

Rationale: While Robin has passed all other standard ordination exams, she has failed to pass the exegetical exam on three occasions. The most recent attempt was followed closely by her family’s move from Alaska to New Mexico and she did not have access to her own resources. The CPM expresses their appreciation for Robyn’s work and faithfulness to the process and are confident she has been called by God into the gospel ministry. This motion requires a three-fourth vote in the affirmative to pass.

For information, the committee reports that:

1. Candidate Nathan Sautter (Dayton: Corinth) received a call as Pastor for Family Discipleship at First Presbyterian Church, Columbus, Georgia. Nathan was ordained by the Presbytery of Flint River on April 6, 2014.

COMMITTEE ON MINISTRY September 9, 2014

The Committee on Ministry recommends that the Presbytery:

1. Amend the COM Policy and Practice document by adding Section 1.24 as follows:

Section 1.24: Marriage and Freedom of Conscience

The 221st General Assembly of the Presbyterian Church (U.S.A.) issued an Authoritative Interpretation of the Book of Order W-4.9000, concerning marriage with respect to a teaching elder’s (or commissioned ruling elder’s) authority to perform same-gender marriages in jurisdictions where legally permitted. The Authoritative Interpretation reads, in part:

In no case shall any teaching elder’s conscience be bound to conduct any marriage service for any couple except by his or her understanding of the Word, and the leading of the Holy Spirit.

The Presbytery of the Miami Valley, in covenant, commits itself to uphold all of its members’ rights of conscience as stated in the Authoritative Interpretation and detailed in G-2.0105 (Freedom of Conscience), specifically vowing:

1. No teaching elder or commissioned ruling elder shall be compelled to officiate at any Service of Christian Marriage in which an individual’s understanding of scripture dictates that doing so is a violation of conscience.

2. The right of a session not to permit any Service of Christian Marriage on congregational property shall not be abridged when such permission, based on the session’s understanding of scripture, is a violation of conscience.

3. To extend these vows to the proposed changes to the Book of Order W-4.9000 passed by the 221st General Assembly and awaiting ratification by presbyteries, should such ratification occur.

2. Approve the request of the Committee on Ministry that the cost for Board of Pensions

Medical Coverage for members with dependents (24.5% of Effective Salary) for 2015 be borne by congregations in which they serve.

Background: Beginning in 2015, the Board of Pensions will move to a two-tiered program for medical dues. For members without dependents, the cost will be 23.0% of effective salary – this cost remains unchanged from 2014. However, dues for members with dependents will increase to 24.5%. Pension dues will remain at 12%.

The Board of Pensions, after several proposals that were reviewed by its members, determined that the decision to require congregations to bear this increased cost, or pass it on to individual members with dependents would be made by individual presbyteries. While many presbyteries have yet to take action on this, at yet a clear majority of presbyteries are requiring that congregations bear this cost. Rationale: On first glance it would seem that such a requirement penalizes congregations with younger pastors, who are more likely to have families. In addition, there is some concern that such a requirement might move search committees to look more favorably on single candidates. Conversely however, if the cost of this increase was not borne by the congregation, then it is equally apparent that pastors with families would be penalized as well. The Committee on Ministry, in its consideration, looked beyond the perception of this increase cost as a percentage, and examined instead the actual financial implications to congregations. In the Presbytery of the Miami Valley, congregations with pastors who would be affected by this two-tiered program would, on average, bear an additional cost of about $855.00 per year (per covered pastor). In addition, nearly 40 percent of the congregations in the presbytery, because of their size and their pastoral coverage, would not be affected at all, meaning that the great majority of the affected congregations would also be among the larger congregations in the presbytery and more likely would have greater financial resources available. Perhaps most importantly, this reality (that the burden would borne by congregations in better financial positions) would seem to fit well with the “community nature” of the Board of Pensions which has provided shared responsibility across the denomination, allowing for smaller congregations to provide for the welfare of their pastors in ways that a full, direct plan cannot.

3. Approve the 2015 Pastor’s Compensation Recommendation (starting page 21) for approval.

Comment: The action will provide a 1% increase in minimum compensation, and is recommended for congregations with pastors receiving compensation above the minimum as well. Though the data and indicators used to make this recommendation point to an increase of about 2%, the Committee on Ministry felt that as congregations are being asked in several cases to bear an increased cost of medical benefits, a 1% increase would be more prudent at this time.

2015 PASTOR’S COMPENSATION RECOMMENDATION

The Book of Order (2011-2013) specifically addresses minister compensation and the responsibility for its maintenance in the following two sections:

G-2.0804 Terms of Call The terms of call shall always meet or exceed any minimum requirement of the presbytery in effect when the call is made. The session shall review annually the minister’s terms of call and shall propose for congregational action (G- 1.0501) such changes as the session deems appropriate, provided that they meet the presbytery’s minimum requirements. The call shall include participation in the benefits plan of the Presbyterian Church (U.S.A.), including both pension and medical coverage, or any successor plan approved by the General Assembly.

G-3.0307 Pastor, Counselor, and Advisor to Teaching Elders and Congregations Presbyteries shall be open at all times to communication regarding the life and ministry of their congregations. Each presbytery shall develop and maintain mechanisms and processes to serve as pastor and counselor to teaching elders, ruling elders commissioned to pastoral service, and certified Christian educators of the presbytery; to facilitate the relations between the presbytery and its congregations, teaching elders, ruling elders commissioned to pastoral service, and certified Christian educators; and to settle difficulties on behalf of the presbytery where possible and expedient.

Each presbytery shall develop and maintain mechanisms and processes to serve as pastor and counselor to teaching elders, ruling elders commissioned to pastoral service, and certified Christian educators of the presbytery; to facilitate the relations between the presbytery and its congregations, teaching elders, ruling elders commissioned to pastoral service, and certified Christian educators; and the to settle difficulties on behalf of the presbytery where possible and expedient.

The Committee on Ministry recommends to the Presbytery:

*Reflects a change in calculation established in 2012 by the Board of Pensions of the Presbyterian Church (U.S.A.), requiring a minimum of valuation of the manse at 30 percent “of all other compensation included in Effective Salary,” not of total Effective Salary.

This recommendation reflects a 1% increase over 2014. Information which was used to formulate this recommendation included the following:

a. The full-time median salary* of PC(USA) pastors rose 1.7 percent from May 2013 to May 2014 to $55,400. The average salary increased 1.9 percent to $61,347. The average salary in the Presbytery of the Miami Valley

is $57,044, with the median salary around $56,200. The average salary in across the Synod of the Covenant is $57,497.

Note: The Board of Pensions of the Presbyterian Church (U.S.A.) annually tabulates the median and average Effective Salary information reported to it for minister members of the Benefits Plan who are serving U.S. congregations. The median salary is generally considered more representative than the average salary, since it is less influenced by the very-high or very-low salaries.

b. Bureau of Labor Statistics data (www.bls.gov) reflects an increase in the Consumer Price Index for All Urban Consumers (CPI-U) 2.1 percent from July 2013 through July 2014. The energy index has risen 2.6 percent over the last 12 months; the food index has risen 1.9 percent; and the index for all items less food and energy has increased 1.9 percent.

c. Social Security (www.ssa.gov/cola) announced a 1.5 percent cost-of-living adjustment (COLA) for 2014 (computed in October 2013). This follows a 2012 increase of 1.7 percent in 2013. The Social Security Act provides that Social Security and Supplemental Security Income benefits increase automatically each year if there is an increase in the Bureau of Labor Statistics' Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W) from the third quarter of the last year to the third quarter of the current year.

2. The following standard minimum requirements apply for Pastors, Certified Christian Educators (CCEs), and Commissioned Ruling Elders (CREs):

a. Continuing Education Reimbursement: $1,116 (indexed to inflation; record as a separate item)

b. Vacation: Four weeks including four Sundays

c. Study Leave: Two weeks including two Sundays The committee also reports additional information useful in preparing terms of salary packages for pastors and other church professionals:

1. Certified Christian Educators (as approved by the Presbytery in November 2000)

a. Salary equal to the minimum Effective Salary (Plan A) above, pro rated as appropriate for part-time contracts.

b. Reimbursements, vacation, and study leave as above.

c. Additional guidelines:

(1). Base salary plus one percent per year for each year of experience beyond five years. (2). Provision for medical coverage either by participation in the PC(USA) Major Medical Plan or other vehicle.

2. Commissioned Ruling Elders (as approved by the Presbytery in January 2002)

a. Salary equal to 75 percent of the minimum Effective Salary (Plan A) above, pro rated as appropriate for part-time contracts.

b. Reimbursements, vacation, and study leave as above.

c. Medical coverage is normally obtained by the individual through his/her secular employment.

3. Effective 2015, Board of Pension dues will require a two-tiered” rate schedule. For BOP members no dependent coverage the rate will remain at 35.0 percent (23.0 percent for medical; 12.0 percent for retirement, death, and disability) of Effective Salary for 2015; for BOP members with dependent coverage the rate will be 36.5 percent (24.5 percent for medical; 12.0 percent for retirement, death, and disability) of Effective Salary for 2015. All medical dues are based on Effective Salary, with a minimum participation basis of $42,000. Medical dues for part-time calls are based on the greater of a full-time (35-hour) equivalent or the full-time minimum basis.

4. To calculate Effective Salary plus other helpful information, visit the Board of Pensions web site at www.pensions.org. It is important to remember that calculating Effective Salary is not the same as calculating Federal tax implications. 5. Pulpit Supply Honoraria. When a pastor leads worship for a congregation as a visiting guest, the church shall pay mileage at the current IRS authorized rate plus the following:

a. For churches up to 250 members: $75

b. For churches over 250 members: $100

c. Additional compensation of $50 for each additional service. 6. Session Moderator Honoraria. The Moderator for churches without installed pastors shall be reimbursed mileage at the current IRS rate plus $35.

7. Travel Reimbursement. Member churches should reimburse pastors, Certified Christian Educators, and Commissioned Ruling Elders for church-related travel at the current IRS rate.
