    Attached find a list of individuals known to have beenconnected with the CIA station in Mexico City duringLee Harvey Oswald's visit

    This information has been gleaned mainly from theexecutive session testimony of David Phillips ex-CIAagent who had been in charge of Cuban Affairs for theCIA in Mexico City Other information comes from staffinterviews with a witness Boris Tarasoff formerlywith the intercept unit of the CIA station

    It has been suggested that E Howard Hunt may have beeninvolved in CIA activities in Mexico City and specificallywith the visit of Lee Harvey Oswald Many criticscite the fact that the CIA Station Chief has never beenidentified publicly as a basis for speculation that Huntpossibly .held that position This however wouldconflict with information from Phillips that the StationChief was named Winston Scott now deceased

    This does not preclude the possibility that Hunt held

    another position at the station but Tarasoffwas shown photographs of E Howard Hunt which he couldnot identify nor did he recognize the name from CIA-Mexico City

    I will also be forwarding an organizational chart ofthe CIA station as best I can make it out with theinformation known presently

    MEXICO CITY - CIAA review of notes taken from interviews with DavidPhillips indicates that there are a several areaswhich our witness may be questioned aboutOrganization & PersonnelPersonnel in Mexico City StationDavid PhillipsIn 1963 Phillips was in charge of Cuban affairsfor the CIA in Mexico City As such he wasresponsible for the monitoring of the CubanEmbassy

    He was in Mexico City from September 1961to early 1965 succeeding Tom HazlettHe originally comes from Ft Worth and joined theCIA in 1950He recalls the Oswald tape as an intercept t4tweenthe Soviet and Cuban embassies.E 03 I headof Russian affairs at Mexico City Station wouldhave been primarily responsible for informationderived from this interceptPhillips was never in the intercept unit whichwas staffed mainly by Mexican nationalsHis immediate superior wasL. 03 3 but heanswered to Winston Scott

    Winston ScottStation Chief for the Mexico City CIA Station in 1963Supervisor for Phillips in practice although thedeputy Chief of Station would normally have beenthe person to whom Phillips was to reportScott was known for his almost photographic memoryand a strong personality He did not like to delegateauthorityScott was the person who made final determinationas to whether information coming in over anintercept was to be forwarded to Washington or notScott is now deceased He died of a heart attackaround 1972 His name was not previously known publicly03 3Deputy Station Chief under Scott in Mexico CityPhillips was not sure whether it wast 03 jor AllenWhite who held this office at the time of Oswald'svisit but he feels fairly positive that it was[.03-2

    Phillips believes that Goodpasture is retired andresiding in Dallas Texas

    Also assi~hed to Phillips replacing Joe PicoloPhillips believed O 3 presently works in theWashington headquarters of the CIA

    George Misco (phonetic)Although Phillips was somewhat shakey about factswith respect to Misco he was able to tell us thatMisco was the Russian translator for the CIA andthat his office was most likely in CIA headquartersrather than the Soviet intercept unit outsidePhillips claims that Misco was not in Mexico Cityat the time of Oswald's visit

He had a meeting with AMLASH onOctober 29 1963 for a policy discussion informingAMLASH that the U.S was prepared to provide supportfor a Cuban uprising only after a real coup hadbeen effected.)Fitzgerald is now deceased

    Mr and Mrs Boris TarasoffAs one of the CIA's husband-and.wife teams theTarasoff's had the job of translating and transcribingconversations in the Russian language going inand out of the Soviet Embassy by telephoneThey were experts in voice identification using suchaids as newspaper clippings and other miscellaneousinformations about different individuals to helpdetermine geographic origins etc about personswhose conversations were being tappedThe Tarasoand transcthe specifmemoryTarasoff sTarasoff wagency abo

    ffs were directly involed in the translationription of the Oswald conversation althoughics have become dim in Mr Tarasoff's

    ucceeded George Miskoas never questioned by any investigativeut the Oswald conversations

    Boris Tarasoff thought the conversation was mostlikely bet een Kanstaninov and Oswald and did notinvolve Koetikov or Yatskov Tarasoff knew no oneby the name of KostinTarasoff presently resides in Guadalajara MexicoWilliam BrightIdentified by Tarasoff as CIA "contact betweenthe statio and the translators It is not clearwhether Ta asoff was in the station or in a separateintercepts g unit but it appears that he wasprobably outside the stationBright seemed especially interested when the secondcall between Oswald and the Soviet Embassy wasintercepted and Oswald identified
