Budget 2021 passed at policy stage by majority voice vote
Malaysia’s Budget 2021 was passed at the policy stage today with a majority voice vote. An allocation totalling RM322.5 billion was proposed under the budget, making it the biggest ever in the
country’s history, mainly to help the government cushion the economic impact of the Covid-19 pandemic on the livelihood of the people and the economic recovery of the country. Of the total, RM236.5 billion (73.3%) will be channelled to operating expenditure, RM69 billion or 21.4% to development expenditure and RM17 billion (5.3%) to the Covid-19 Fund. Next the budget will be debated at the committee stage for 10 days starting Monday.
Malaysia’s Leading Index up 8.6% in September from a year earlierAccording to Chief Statistician Malaysia Datuk Seri Mohd Uzir Mahidin, Malaysia’s Leading Index (LI) increased by 8.6% to reach 109.5 points in September 2020 from 100.8 points in the same month of 2019, based on data provided by the Department of Statistics. Real imports of semiconductors, particularly electronic integrated circuits, are among the components that propelled the growth of the LI. Correspondingly, the number of new companies registered, especially in the wholesale & retail trade subsector, significantly contributed to the increase. Concurrently, the growth rate of LI (smoothed) remained above trend which indicates that Malaysia continues to chart economic recovery despite in the challenging circumstances. The 2021 Budget which is targeted at the rakyat’s prosperity, business continuity and economic resilience, will revitalise the economy from the pandemic’s aftermath. However, the LI signal may be dampened by the rising number of Covid-19 cases and extension of the conditional movement control order to date. Meanwhile, the coincident index attained 113.1 points in the reference month, showing a better annual growth trend by registering a decrease of 1% in September 2020 compared with -2.3% in August 2020. This was the first positive growth recorded after the Covid-19 outbreak, led by motor vehicles, which advanced by 17.1%.
Automatic approval for extended moratorium on loan repayment for B40 and micro enterprisesAccording to Finance Minister Tengku Datuk Seri Zafrul Tengku Abdul Aziz, the government has instructed banks to automatically approve applications to freeze loan repayments by applicants in the bottom 40% income group (B40) as well as micro enterprises with debts of below RM150,000. As for those in the middle 40% income group (M40) seeking a reduction in monthly instalments, they would have to make a self-declaration with the banks, but can do so without documents. Also those who do not fall under any of the above categories can ask their banks directly about repayment assistance. More than 700,000 Malaysians had applied for the second moratorium phase, now under Budget 2021, with some 98% of applications approved. The government will be consulting with banks moving forward and Putrajaya is committed to helping the people if the situation worsens due to the Covid-19 pandemic.

over the course of the first three months of movement restrictions, momentum has picked up after that, with more companies showing interest to list. Just after the MCO was lifted (after May), there were a lot of enquiries on IPO by companies interested to do a listing exercise. It is quite unprecedented considering that we’re in a pandemic and businesses are not doing well. During the first quarter of the year prior to the MCO enforcement, there were seven IPO listings on Bursa Malaysia. From June onwards, there were 11 more listings including that of Mr DIY Group (M) Bhd, which is Malaysia’s biggest listing in the last three years, raising US$362 million. With a total of 18 listings as of October, this is obviously lower than the record 30 listings on Bursa Malaysia last year. Despite the fewer listings, the amount of funds raised was slightly higher at US$481 million compared to US$447 million in 2019. The market capitalisation of the 18 companies listed this year has also leaped to US$2.88 billion, compared to US$1.95 billion in 2019, thanks to Mr DIY’s IPO, which gave it a US$2.4 billion market capitalisation upon listing. While the pandemic and the MCO had partly affected the IPO appetite in Malaysia, the listing of Mr DIY and the other companies listed subsequent to the MCO show certain types of companies will continue to enjoy market participation. The pandemic and MCO have created some positive elements in the capital market including a lot more retail participation during the lockdown as more people remained at home and engaged in online webinars and market trading. The government’s economic incentives during this period have also provided opportunities to people where they had access to more funds to do trading. Furthermore, the low interest rates for fixed deposits and savings have also created an awareness among people to seek alternative and better-yielding investment. That resulted in a lot more participation in the trading of the stock market. The average trading volume has increased by approximately 86% and 208% for 2Q and 3Q 2020 as compared to the same quarter in 2019. The high trading volume with buying momentum should remain strong where investors are generally looking at stock specific rather than sectors, especially those related to technology and healthcare.
Eye On The MarketThis week, on Thursday (26Nov), the Ringgit strengthened to 4.0830 against the USD from 4.0895 on Monday (23Nov). Meanwhile, the Ringgit was 3.0499 to the Sing Dollar on Thursday (26Nov). On Monday (23Nov), the FBM KLCI closed at 1597.48. As at Friday (27Nov) 10:00am, the FBM KLCI continued its climb to 1606.60 buoyed by the passing of 2021 Budget at policy stage. Over in US, markets were closed for Thanksgiving.

its financial results for the third quarter ended 30 September 2020. LHI and its subsidiaries registered revenue of RM1.57 billion, 3.0% higher as compared to RM1.53 billion posted in the preceding year’s corresponding quarter ended 30 September 2019. Profit after tax and minority interests for Q3FY20 declined by 49.2% RM22.53 million, from RM44.38 million for Q3FY19.

Maxis Berhad (MAXIS) wishes to announce that on 17 November 2020, Maxis Broadband Sdn Bhd (MBSB) was served with notices of additional assessment with penalties for years of assessment 2016 and 2017 totalling to RM140 million.
