1. Islamic Relief (IR) is an International Non-Governmental Humanitarian Organization (NGO) providing humanitarian aid during emergencies and working for long-term development of the world’s poorest people.

2. Islamic Relief (Pakistan) takes this opportunity to request you to quote the prices for the Supply and Installation of Automatic Weather Station for its RAPID project in District Quetta, Baluchistan. 2: Instructions for Preparation of Bids Definitions (a) “Agreement” means the Agreement signed by the Parties and

all the attached documents.

(b) “IR” means the Islamic Relief with which the selected supplier/firm signs the Agreement for the supply of product/services.

(c) “Supplier” means legally-established Firm, duly registered with Tax authority in income tax and sales tax, which shall provide the services to the IR under the Agreement.

(d) “Contract” means the legally binding written agreement signed between the IR and the Supplier/Firm and which includes all the attached documents listed in the agreement

(e) “Day” means calendar day.

(f) “Instructions to Supplier” means the document which provides the Suppliers/Firms with all information needed to prepare their Bids.

(g) “in writing” means communicated in written form (e.g. by mail, e-mail, fax, including, if specified in the Data Sheet, distributed or received through the electronic system used by the IR) with proof of receipt.

(h) “Tender” means the document prepared by the IR for the selection of supplier/firm.

1. Pre-Bid Meeting

1.1 Suppliers/Firms should familiarize themselves with the assignment conditions and take these into account in preparing their request for bids. To obtain first-hand information on the assignment, suppliers/firms are encouraged to visit the IR before submitting a bids and must attend a pre-bid meeting on Thursday i.e. September 24, 2020 at 1500 hours. Suppliers/Firms may contact the IR’s representative named below, to obtain additional information on the pre-bid meeting:

1.2 Suppliers/Firms shall bear all costs associated with the preparation and submission of their bids and agreement negotiation. The IR is not bound to accept any bid, and reserves the right to annul the selection process at any time prior to Agreement award, without thereby incurring any

liability to the suppliers/firms. Specifically, the IR reserves the right to accept or reject any or all bids. However, the IR shall, upon request, communicate to any supplier/firm which submitted a bid, the grounds for its rejection of all bids, but is not required to justify those grounds.

Bids Validity

1.3 Bids will remain valid for 90 days after the submission date i.e. until: December 16, 2020.The IR will make its best effort to complete procurement process in this period. Should the need arise, however, the IR may request Suppliers/Firms to extend the validity period of their bids. Suppliers/Firms who do not agree have the right to refuse to extend the validity of their bids, resulting which they shall be treated out of the competition/selection process.

2. Clarification and Amendment of Tender Document

2.1 Suppliers/Firms may request a clarification of any of the Bid documents up to seven (07) days before the bid submission date. Any request for clarification must be sent in writing or by standard electronic means to the IR’s representative. The IR will respond in writing or by standard electronic means and will send written copies of the response (including an explanation of the query but without identifying the source of inquiry) to all Suppliers/Firms. 2.2 At any time before the submission of Bids, the IR may amend the bidding document by issuing an addendum in writing or by standard electronic means. The addendum shall be sent to all Suppliers/Firms and will be binding on them. Suppliers/Firms shall acknowledge receipt of all amendments.

Taxes 2.3 The Supplier/ Firm shall be subject to local taxes (such as: value added or sales tax, duties, fees, levies) on amounts payable by the IR under the Agreement. Taxes shall be deducted at source, wherever required under the law. IR will not reimburse any tax paid by the Supplier/ Firm.

3. Submission, Receipt, and Opening of Bids

3.1 The bids must be sent to the IR’s representative and received no later than October 07, 2020 at 1400 hours on the following address:

Any bid received by the IR after the deadline for submission shall be returned unopened.

3.2 Bids shall be opened on the due date for submission at 1430 local time in the presence of representatives of the firms who shall choose to be present.

4. Bids Evaluation

4.1 From the time the Bids are opened to the time the Agreement is awarded, the Suppliers/ Firm should not contact the IR on any matter related to its bid. Any effort by Suppliers/Firms to influence the IR in the examination, evaluation, ranking of bids, and recommendation for award of Agreement may result in the rejection of the Suppliers/ Firms’ bids.

5. Confidentiality 5.1 Information relating to evaluation of bids and recommendations concerning awards shall not be disclosed to the Suppliers/ Firms who submitted the bids or to other persons not officially concerned with the process, until the publication of the award of Agreement. The undue use by any Suppliers/ Firm of confidential information related to the process may result in the rejection of its bid and may be subject to the provisions of the guidelines relating to fraud and corruption.

5. General Terms & Conditions General 1- Supplier will be required to provide CDR/DD amounting 5 % (in the name of “Islamic Relief”).

CDR/DD will be returned to unsuccessful bidders after decision of tender. Tender without CDR/DD will not be considered.

2- The CDR/DD of selected will remain with IR till the completion of the project. 3- All prices must be quoted in Pak rupees. 4- Prices quoted shall be Delivered Duty Paid (DDP) at the identified locations i.e. District Quetta

Baluchistan. 5- Any damage, loss, theft and demurrages outside the premises of Islamic Relief (Pakistan) shall

be the responsibility of supplier / agent. 6- Withholding tax & GST as per government prevailing rates shall be deducted at the time of

12- Supplier will be responsible to ensure the complete supplies, installation, training and warranty at the complete satisfaction of IR during and after the completion of project.

13- Suppliers are encourage to present in the bid opening meeting as well as in pre-bid meeting which is scheduled on September 24, 2020 at 1500 Hours.

6. Eligibility Criteria

4.1 Registered company/firm/organization/Individuals. 4.2 Having NTN and GST and active on taxpayer list

4.4 Submission of 5% CDR/DD of the total quoted value. Note: Please provide documentary evidence to prove your company eligibility.

7. Evaluation Criteria for Bid 5.1 Islamic Relief will scrutinize the offers to determine whether it is complete? 5.2 Whether calculation errors have been made in the offer? 5.3 Whether required technical documentation has been furnished? 5.4 Whether the documents have been properly signed.

Note: Offers with incorrect information or not supported by documentary evidence, wherever called for, would be summarily rejected.

5.5 Evaluation criteria will be Given Specifications, Quality, Price and Delivery time respectively of the items. Deviation from specifications stipulated may make the offer liable for rejection.

Automatic Weather Station (state-of-the-art technology according to WMO)

1. Supplier’s Responsibilities: Supplier shall have to provide:

Supply all components of each Weather Station; Perform the factory integration Develop and document all operating procedures; Calibrate all sensors and tag the calibration date/time; Verify and document performance; and Provide after sale service for at least 2 years of its supply to CCC. Standard Mast / Steel Tower (Galvanized) Factory Training Installation

2. AWS System Overview:

Supplier should provide the following items to the Pakistan Meteorological Department Quetta and should notify if and whenever any one of the components becomes obsolete. As each remote

station collects data from its respective sensors, it should record, store data and transmit to Central Station PC via FTP with acknowledgement. Highlights of the system are as follows.

3. Scope of Work:

Automatic Weather Stations (01 Nos – WMO Compliant) comprising;

4. Technical Specifications of Automatic Weather Station (AWS):

The AWS should comprise of:-

A. HIGH PERFORMANCE DIGITAL DATA LOGGER:

A multipurpose Meteorological Data Measurement Logger to receive data from various meteorological sensors and store the values within itself in a solid-state smart media flash card type memory. Data should be measured as frequently as once every 5 sec. and stored in user selectable time intervals (5 min, 10 min, 30 min, 1 hour) intervals with time tags. The stored data should be retrieved by removing the flash card and by delivery to Central Station computer system via FTP with acknowledgement. The unit should be able to handle various types of sensors with digital, analog and pulse type outputs.

6. CASING FOR LOGGER: The logger must be housed in a ruggedized; Water and Dust Proof sealed reinforced fiberglass lockable enclosure IP66 that can with stand direct exposure to harsh environment. The casing should be mountable on the steel tower. In order to protect from excessive heat/ cold, the enclosure should be provided with radiation shield.

B. SOLAR PANEL:

Photo voltaic solar panel; to charge batteries from solar energy, 12Volt and min 60-Watts power

Capable of keeping the battery afloat round the year. In case of heated sensors the solar panel dimensions should be adequate to power consumption of the system.

i) CHARGE REGULATOR: To be integrated into data logger for batteries up to 60 Ah, or external for bigger batteries ii) STORAGE BATTERY:

Sealed maintenance free, rechargeable lead acid battery; 12Volt, 60AH with high quality instrumentation class terminals and connection cable RED+BLACK.

In case of heated sensors, a separated battery should be considered, adequate to power consumption of the heating. This allows the system to work and transmit also in bad weather conditions, and data logger will regulate and eventually turn off the heating when battery’s voltage is detected under a specific threshold.

6. Calibration Certificate Required for Sensors:

The sensors provided should come calibrated from the factory with Report of Calibration. Supplier will ensure comparative measurements with known well-calibrated sensors of each sensor during the installation phase. All sensors should be supplied with cables that are UV proof to ensure good performance for years. The sensors should be high-quality professional instruments. Specific certification for each single sensor where applicable, issued by external accredited bodies such as Accredia, Measnet or equivalent should be considered as an optional.

All support arms holding sensors should be manufactured from anodized aluminum or galvanized steel and fitted to the tower-scaffold by means of stainless steel and/or hot galvanized clamps and stock of screws. Consideration should be taken to avoid vibrations due to high winds. All sensors connected to the Data logger should be easily identifiable with labels for each cable together with electrical scheme to be printed and distributed also in CD copies.

7. Data Viewing and Editing:

Data viewing at Central Data Processing Centre should be of standard format at all levels. Supplier should customize data-View to incorporate a view of different data reports consistent with the tender requirements. The data collected can be viewed in a tabular format, graphical format (Trending) or visual format.

Manage multi-user access to different levels, both horizontally and vertically with specific permissions (username, password and levels for each user, without limit);

Manage the master data of each station with even the introduction of metadata;

Extract data, per time period, by type, class membership or combinations of them;

Automatically generate specific reports in Excel, PDF or images (xml and csv as optional), which can be automatically sent to one or more e-mail addresses;

Check alarm situations from the stations, sending one or more e-mail and/or one or more text messages to the available staff;

Create macros for an automatic data export from database, as user customization;

Display data in a dynamic graphical format , with the possibility of interaction;

Calculate, view and extract the wind rose in several formats (thousandths table included);

Display dynamic tables of data with the ability to interact in order to calculate: average, minimum and maximum values, totals, or make selections using filters or directly export the table in Excel;

Obtain the representation of monitoring stations georeferenced in GIS map i.e. Google Maps (in satellite mode, ground and street), with the ability to view the latest data cyclically and automatically: by station, measure, or groups; the wind rose oriented on the map, view metadata and manage the fault in transmission from the stations with a log that allows you to alert maintenance staff;

Optionally manage the validation of the measures maintaining a copy of raw data, by creating manual or automatic rules;

Save backup copies of the entire database;

Local and remote upload of data from stations in manual mode (data retrieve) even metadata.

11. Installation: Installations should include all materials and workmanship, as well as equipment,

Factory acceptance tests are part of Manufacturer’s ISO-9001 quality control program. The procedures should indicate that all systems be “site packaged.” That is, all of the components and software for one site are shipped in a single container with clear labels and an assembly manual. The FAT for this system should concentrate on:

Proper setup of the software for communications with AWS Sites

Proper communications with the AWS Sites using Telephone, Radio or Direct Cable Connection

Successful data storage at the Central Receiving Stations

Verification of the message validation software operations and procedures Proper system startup from a cold boot

Viewing and Displaying Real-time Data

Site Acceptance Test A successful FAT normally ensures successful SATs. However, each SAT must be tailored to its specific location and real-world situations. Manufacturer should be acutely sensitive to shortcomings in the communications infrastructure of developing countries. Power outages, unreliable phone lines, and difficulty in obtaining even simple tools and parts. Manufacturer should write generalized site test procedures for each AWS Remote Station and add site-specific requirements that reflect differences in the number/type/location/communications for field sites and other details. Manufacturer should submit the test procedures 15 days prior to the shipment.

Availability of Spare Parts: Manufacturer should guarantee that all spare parts will be available for a period of 10 years. In the event that a part is no longer available, Manufacturer should identify a substitute item that is identical or better in function, and similar in form and fit. 13. Documentation:

The supplier should supply 2 sets of operational and technical manuals in English language which should include description of working of the system, schematics preventive maintenance and trouble shooting.

14. Warranty:
