Effective Project Controls:

2

Faster, Cheaper, Better Quality Projects

Project Control is an important element of project management as it affects every aspect of a project with respect to cost, risk and schedule control. It must not be confused with project recording which is past tense but instead must focus on the future requiring forecasting and vision. Project Control must utilize both sides of the brain: creativity and logic. Therefore, tools and software are useless if not used “wisely”. It is also about managing people and engaging your “common sense”.

Connecting the dots of his 40+ years of rich experience, Ray will walk you through his vision of project control; the faster, the cheaper and the better methods to achieve world class projects, (think outside the box, mitigate risk, “earn” trust, align the project team towards common goals and make friends)

• DOWNLOAD: (Two Attachments, during Presentation)• 40+ years of Project Control – Faster, Cheaper, Better! (.pdf)• Calendar (.pdf)

• Why is Project Control important? (Key to the Success of any Project)

• What is touched by Project Control (Cost & Schedule)? EVERYTHING!

AGENDAAGENDA

4

• Project Controls vs. Project Control—Noun vs. Verb (Important Distinction)

• Tools and Software—Automobile Accessories (Care & Feeding vs. “Results”—(Cost/Benefit)

• Soft Skills—Human Engineering/Psychology

• What NOT to Do—DON’T HIDE OUT!

• Who am I & Why am I Doing This? (30Min=43 Yrs)

PROFESSIONAL EXPERIENCEPROFESSIONAL EXPERIENCE

• Bechtel--7 Years (Engr/Constructor, Const. Mgr.) San Francisco, Arizona, Quebec, Brazil

Billion Dollar Projects BEFORE COMPUTERS!

• Williams Brothers Engineering/Fluor Daniel--18 YearsTulsa, Morocco, Vancouver, London, Colombia,

PHX Urban Freeways, Ohio-Nuclear Clean-up

• SRP--18 Years (Electric Utility in Phoenix-OWNER)Executive Assistant, Y2k, Two Scrubber Projects and three Power Plants-$3B

• Certified Cost Engineer,1978 (on LinkedIn)

UNDERSTAND THE PROCESSUNDERSTAND THE PROCESS

6

• No Magic to Good Project Control (Think of Building Your Own Home)

• Beware of the Project Control “Tourist”

• Need Estimating, Cost Engineering & Scheduling Skills (at least one year for each)

• Only really need one Scheduler and one Cost Engineer (Project Control Supervisor/Mgr)

• Star Ship Enterprise Charter

PROJECT CONTROL TIPSPROJECT CONTROL TIPS

7

• COMMUNICATE, COMMUNICATE, COMMUNICATE! (Provide INFORMATION NOT COMPUTER DATA!)

• You’re the Project Manager’s Right Arm, You Must be RELENTLESS! (Captain & Navigator)

• Recognize & Avoid Bureaucrats! (RESIST BUSY-WORK!) Focus on “Results”, Your Time is VALUABLE!

• Project “CONTROL” NOT Project “RECORDING” (You Must Learn to PREDICT THE FUTURE!)

Page 8: 16 04 19- WPC Webinar

DURING THE PROJECT DURING THE PROJECT

8

• Perform PERFECT Work! (“Unofficial” Bechtel M&M Business Model—Fast, Perfect & Expensive)

• Set UNREASONABLE Project Goals (Use Bonuses for meeting these goals)

• LIVE the Project Costs & Project Schedule (immerse yourself 24-7)

• Project Control is 60%Psychology&40% Technical Skill

• Wander “Daily” (MBWA)-IDENTIFY PRODUCTIVITY!

Page 9: 16 04 19- WPC Webinar

DON’T FORGETDON’T FORGET

9

• Avoid Lawsuits!--Process Change Orders & Invoices in a TIMELY Manner. Everyone MUST be PROFITABLE!(The Owner, Engineer, Suppliers, & Contractors.)

• You are MARRIED to Your Design Engineer, Suppliers & Contractors-No one is in Business to go out of Business! (Help them be Successful Without Damaging Yourself.)

• Murphy’s Law (What Have I Missed?)

• Daydream (What Can I Do Better? & Exercise Intellectual Curiosity!

• Make Friends-SELL Your Ideas! “Nuts” Book.

COST, SCHEDULE & RISK TOOLSCOST, SCHEDULE & RISK TOOLS

10

• Perform Project Pre-Planning with “EXPERTS”

• Basic Risk Analysis is Very Valuable (Monte Carlo Simulation is an “Intellectual Exercise”)

• Critical Path(s) & Hard vs. Soft Logic

• Need Both Schedule and Cost “Contingency” (SCH PROJ FOR 2 TO 6 WEEK EARLY COMPLETION!)

• Prepare 50-Line Engineering, Procurement & Const. Bar Chart as the PROJECT “BASE LINE”

Page 11: 16 04 19- WPC Webinar

COST CONTROL COST CONTROL

11

•Develop Work Breakdown Structure (100-150 Codes split by Engineering, Procurement and Construction)

•Only Need One LARGE Cost Spreadsheet with Budget, Actual & Forecast Costs by Month--Update DAILY! (replace monthly budget numbers with actuals and re-forecast future months—dynamic tool)

•You MUST Receive All Important Documents (PO’s, PO Rev’s, Change Requests, Change Orders, Invoices, Contracts, Etc.) PLUS PILE FILE CONCEPT

PROJECT KILLERS PROJECT KILLERS

12

PROJECT KILLERS:

•IDENTIFY “Long-Lead” Permits, Materials & Equipment! (Real Critical Path Items.)

•EXPEDITE Engineering Design & Vendor/Supplier Information and drawings (Consider that $1in Engineering cost may be worth $20 Const. cost)

•INSPECT, INSPECT, INSPECT!(QUALITY CONTROL) (Engineering, Procurement, SHIPPING, Construction)

Page 13: 16 04 19- WPC Webinar

SIMPLE TOOLS SIMPLE TOOLS

13

• Max 2-3 Thousand Schedule activity Network with input from Engr, Suppliers & Const Supervision (Use Sub-Nets if necessary—don’t add to Main Network)

• Earned Value Calculations--Sch & Cost Variances (My first use on a “hand drawn” 50-Line Bar Chart in Brazil)

• 4 Week Schedule– Key Tool! (3 Weeks Forward, plus

1 Week Backward)

• Commodity Curves (Concrete, Structural Steel, Pipe, Conduit, Cable Tray, Wire, Etc.)

Page 14: 16 04 19- WPC Webinar

SIMPLE TOOLS SIMPLE TOOLS

14

•Project Calendar (Human Engineering Tool)

•Critical Item & Punch Lists (What, by Whom, When)

•You Need Both Salesmanship & Technical Writing Skills (Continuing Education) •Reason for Two Ears and One Mouth

•Remember, the Empire State Building was Constructed in 15 Months with no computers!
