The following comments have been prepared by a technical working group of the Walzstahl-Vereinigung. They are based on the newly revised edition DIN EN 10028 September / October 2003 and are intended to help in the implementation of this standard. These comments have been prepared for customers in the processing and distribution sectors and staff in the plate manufacturers` mills. Pressure vessel steels are important in that they are used in safety critical applications. Consequently the specifications are very demanding, particularly for heavy plates. The previous edition of DIN EN 10028, for the first time, incorporated all current relevant pressure equipment steel grades in one standard – independent of the manufacturing / rolling process. The new edition continues on this basis and also takes into account the requirements for a Harmonized European Standard. A similar approach has been applied to constructional steels and a new edition of DIN EN 10025 for constructional steel will be available shortly These comments are also available in German. Comments relating to changes in the new revised DIN EN 10028 part 1-6

Changes in the EN standards for flat steel products for pressure purposes

New edition: October 2003 The revised EN 10028 is only valid for flat products. It covers all steel grades for the production of pressure equipment, including stainless steels in part 7. Constituent element of all Parts of the new EN 10028 is the annex ZA, which takes into account different safety regulations set up by the European Commission in the European Pressure Vessel Directive (PED) 97/23/EC. Since 29 May 2002 all rules of the PED have to be respected for the manufacturing of new pressure equipment (pressure vessels, pipes, boilers, fittings). As one of these rules provides that the minimum toughness requirement measured with Ch-V specimen in the transverse direction has to be 27J, in all parts of the EN 10028, former lower values in transverse direction are increased to this minimum of 27 J. By the annex ZA the EN 10028 becomes a Harmonized European Standard. Remark 1: Contrarily to the CPD, according to which all products under the new EN 10025 have to be delivered with the CE marking, the flat products according to the PED are not to be delivered with the CE marking but only the pressure equipment as a final product. This way, the manufacturer of the finished product assures the conformity with the PED. Provided, the manufacturer of flat products according to EN 10028 applies a Quality Management System certified in accordance with PED, the flat products can be delivered on the basis of a mill’s inspection certificate. Remark 2: The EN 10207:1991 + A1:1997 "Technical delivery conditions for plate, sheet and bars for simple pressure vessels" remains unchanged for the time being. This standard is in conformity with the European Regulation 87/404 for simple pressure vessels. This standard is not further commented here. Remark 3: As in all new EN standards the unit N/mm² is now designated as MPa. This means:

EN 10028-1:2000-04 + A1:2002-11 (DIN EN 10028-1:2003-09) Flat products made of steels for pressure purpose

Part 1: General requirements Main changes compared to the preceding version

The 2000 version of part 1 of EN 10028 was a revision of the original EN 10028-1:1992, which was issued at the time together with part 2 for the unalloyed and alloyed steels with specified elevated temperature properties and part 3 for the fine grain steels. In 1994 the new part 4 of EN 10028 for Nickel – alloy steels with specified low temperature properties and in 1996 the parts 5 and 6 of EN 10028 for thermo - mechanically rolled respectively quenched and tempered fine grain steels for pressure equipment production had been published. In 2000 part 7 of EN 10028 for the stainless steels was published. With the 2000 issue of part 1 all above mentioned new parts were taken into consideration. The current amendment A1:2002 for EN10028-1:2000 contains certain supplements resp. corrections in particular concerning the position of test pieces (especially the flat and round specimen for tensile tests of TM and Q + T fine grain steel grades).

Flat products made of steels for pressure purposes Part 2: Non-alloy and alloy steels with special elevated temperature

properties

Main changes compared to the preceding version 1. For all unalloyed steel grades the range of application is brought in line with the current

demand by lowering the proof temperature for Charpy-V transverse test pieces from 0 to -20°C.

2. The maximum admissible P- and S- contents are generally reduced. 3. As the PED prescribes that the proof values at elevated temperatures should be established

by statistic methods, in 2002 a new standard EN 10314 with a corresponding procedure for the “deduction of minimum proof values for steel at elevated temperatures” has been established. According to this procedure all 0,2 proof stress values all steel grades of the part 2 (and also part 3) have been calculated and determined anew. (Exceptions where the determinations have not been established according to EN 10314 are marked in the standard).

4. The steel grade 12CrMo9-10 replaces the former 11CrMo9-10. 5. Eight new alloy steel grades have been included in the standard:

6. For all steel grades that are continued from the preceding standard the maximum plate

thickness is increased from 150 to 250 mm. 7. More precise hints for the further processing of the steel grades according to this

standard are given . In particular the indication of the maximum PWHT (Post Weld Heat Treatment) condition for each steel grade is requested, expressed by a "Hollomon Parameter". Above this condition it is recommended to consult with the steel producer.

8. Recommendations for the reception criteria to be used when the HIC test (Hydrogen

Induced Cracking) according to EN 10229 is ordered for unalloyed steels.

9. Introduction of recommended conditions for the Step-Cooling-Test (time-temperature treatment) for CrMo steels to check their tendency for embrittlement during the later operation of the vessel.

Part 3: Weldable fine grain steels, normalized

Main changes compared to the preceding version 1. For the quality ranges N, NH and NL1 the range of application is aligned to PED and the

standard are given . In particular the indication of the maximum PWHT (Post Weld Heat Treatment) condition for each steel grade is requested, expressed by a "Hollomon Parameter". Above this condition it is recommended to consult with the steel producer.

Flat products made of steels for pressure purposes Part 4: Nickel-alloy steels with specified low temperature properties

Main changes compared to the preceding version

1. The manufacturing of the steel grades 11MnNi5-3 and 13MnNi6-3 in the normalizing

rolled instead of the normalized condition is no longer permitted. 2. The maximum permissible deviation of the product analysis from the cast analysis

concerning the S- values is generally reduced. In case of the steel grade X7Ni9 this also applies to the P- value.

3. The designation of the 5%Ni - steel grade 12Ni19 has been changed to X12Ni5. 4. The 9%Ni - steel gradeX8Ni9 can be delivered (like before) with a minimum tensile

strength of 640 MPa respectively 680 MPa.

In the former standard the two minimum tensile strength versions “HT640” und “HT680” also were differing in the minimum impact values of 27 J resp. 50 J at – 196°C for Charpy-V transverse pieces. As the heat treatment was not clearly defined for the HT640 grade there was the danger of mixing up. In the new version the delivery condition is integrated into the designation of the steel grade (X7Ni9 is shown to complete the picture):

5. The maximum plate thickness for the steel grades up to 3,5%Ni (11MnNi5-3,

13MnNi6-3, 15NiMn6 and 12 Ni14) is increased from 50 mm to 80 mm.

Main changes compared to the preceding version The recommendations for the processing of the steel have been updated regarding the references.Furthermore the requirements regarding Charpy - V testing are applicable until 150 mm thickness without special agreement.
