BHATTA PARSAUL, JAN 14 Congress on Wednesday launched its agitation against the land acquisition ordinance with a meeting of farmers in Bhatta Parsaul and accused the Narendra Modi govern- ment of “snatching away all the rights” given to the people by the erstwhile UPA regime. Addressing the gather- ing, former Union Rural Development Minister Jairam Ramesh said the Congress-led UPA govern- ment had given the farmers rights to their land but the BJP regime was reversing the measures. "You should be more keen than us... You said this (cleaning up the river) for which you are so committed. So, do you want to complete this task in this term of the government or not?” Justice T.S. Thakur, heading the bench hearing a 30-year-old PIL to rid river Ganga of pollution, asked. In reply, Solicitor-General Ranjit Kumar assured the job would be completed by 2018. This exchange came a day after Justice Thakur, while hearing another case on Tuesday, shared in open court of how his office received a phone call from the office of Uma Bharti, Minister for Water Resources and Rejuvenation, asking if he would be interested in taking part in a function at Varanasi related to the cleaning of the holy river. “I then told my office to con- vey to the minister that I only hear the PIL on Ganga clean-up. leader Shazia Ilmi is expected tojoin Bharatiya Janata Party (BJP)on Thursday, reports said.

Ilmi is likely to contest DelhiAssembly Elections against AamAadmi Party (AAP) chief ArvindKejriwal from New Delhi con-stituency, reports stated onWednesday.

If the reports are true, it will beinteresting to watch the erstwhileallies taking on each other in thehighly-pitched battle for Delhi.

Imli had resigned from AAP lastyear, saying there was lack ofdemocracy within the party.

"There is lack of inner partydemocracy within the Aam AadmiParty. The party which talks about`Swaraj` has failed to apply itwithin the party," Ilmi had said.

Imli had unsuccessfully contest-ed the 2013 Delhi polls. The ex-AAP leader had lost the RK Puramseat to Anil Sharma of the BJP bya slender margin of 326 votes.

Ilmi also lost the GeneralElections from Ghaziabad con-stituency. She contested against

former Army chief General VKSingh and even lost her securitydeposit.

Commission on Monday sound-ed the poll bigul in Delhi. Votingfor Delhi Assembly Elections 2015would be held in a single phase onFebruary 7 with the counting ofvotes scheduled for February 10.

In the 2013 Delhi elections, BJPbagged 31 seats, AAP 28 andCongress 8 in the 70-memberAssembly.

He said the gov-ernment is proposing a total 80 SewageTreatment Plants (STPs) which wouldprocess, in a day, 368 million litres of waterflowing into the river in the five river basinStates. The court directed the government topresent the status of 31 ongoing projects ofSTPs and 15 other STPs, which were in thebidding stage. Today's hearing primarilyfocused on the domestic sewage flowing intothe river. Murder mystery ...Mohmmad Yousuf, a resident of Halla

Dhundrath, here lodged a complaint that hiscousin identified as Ghulam Qadir was miss-ing for more than a month.

"Investigations were launched after thecase was registered, but as there was neitherany witness nor any clue, the case remainedshrouded in mystery," a police officer privyto the case said.

Later the case was handed over to the SIT."During the course of investigation we

identified an individual who had seenGhulam Qadir for the last time. On question-ing he revealed that he saw three personsgoing towards Dumni Galli forests," saidAjay Chib station house officer Ramban.

The witness further told that after sometime he saw only two of them returning. Oneof the accused identified by the witness waspicked up for questioning and during hisinterrogation he revealed the name of hisother accomplice.

"Two of the accused identified asMohammad Sharieef and Ghulam Nabi werearrested by the police and an FIR was regis-tered against the two. On interrogation theyaccepted to have killed Ghulam Qadir bypushing him from the cliff in the remote for-est," the SHO said.

He said that motive behind the murder wasstated to be some property related dispute.

Later clothes and some pieces of boneswere recovered from the place where theyhad pushed the victim.

"The bones and the pieces of the clotheshave been sent to the forensic science labora-tory (FSL) for further investigation. The twoaccused are in police custody and after weget the report from the FSL, they will be pro-duced before a court," the officer said.

Advocates of uncondition-al cash transfers claimthat they can be both

emancipatory and transforma-tive. They argue that people arequite capable of making rationaldecisions. And that this kind ofbasic income support canimprove their lives.

I have no quarrel with theclaim that we must trust thepoor. Such suspicion is part ofan elite mindset, which we mustfirmly reject. However, what isequally true is BabasahebAmbedkar’s reminder that wemust not romanticise the poor.We need to bear in mind that his-torically Indian society has hadmore than its share of prejudiceand discrimination, based espe-cially on caste and gender.Robust empirical evidence sug-gests that access to food, ratherthan cash, favours childrenrather than just adults, and girls,not just boys. Income supportgoes a long way in providing amodicum of security to thoseleft out of the mainstream devel-opment process. But the prob-lem with regarding uncondition-al cash transfers as transforma-tive silver bullets in themselvesis that we may leave unattendedmany fundamental requirementsof poverty elimination, withoutwhich cash transfers will just notwork.

What will cash do withoutessential capabilities and skills?Development is much moreabout empowering the poor andcreating concomitant conditionsthat allow them to translate theiraspirations into tangible out-comes. A key part of these con-ditions is possessing requisitecapabilities to be relevant in arapidly evolving economy.Transmitting these skills is acompletely different ball gamethan just transferring cash to thepoor.

Providing linkages

What will cash do without for-ward and backward linkages?Poverty elimination demandssustainable livelihood optionsand these require not just cashbut vital inputs (such as water orraw materials or veterinary serv-ices) and a market, where theoutputs produced could be sold.It is good to see the NationalRural Livelihoods Missionworking not only on skills, butalso on assuring these forwardand backward linkages.

Can cash work for the unor-ganised poor when faced withexploitative markets? As anystudent of the poor in Indiaknows, when individual smalland marginal farmers enter anymarket, they face extremelyonerous conditions. The nexusof interlocked markets presentsgrievously unfair terms for themand most of the time they end upmaking distress sales, gettingeven deeper into debt. It is forthis reason that recent work onfarmers’ poverty has focussed somuch on building powerful eco-nomic institutions of the poorsuch as Self-Help GroupFederations or Farmer ProducerOrganisations, so that they cancompete on better terms in themarket. A mere transfer of cashwithout this major innovationwill do the poor little good.

Can cash work for the unor-ganised poor when faced withunresponsive governments?Another reason why the poorneed to be organised is to gener-ate greater accountability of sys-tems of governance that are theweakest in our most deprivedregions. When the poor getorganised, especially when ledby women, we get much higherquality of mid-day meals andprimary health centres.Removing poverty without

strengthening systems of publichealth delivery is almost incon-ceivable in the poorest regionsof India. And without strength-ening Panchayati RajInstitutions, governance reformand better public service deliv-ery will continue to remain apipe dream. The 12th Plan RajivGandhi PanchayatSashaktikaran Abhiyan is asource of much hope in thisdirection.

What will people do with cashwhere there are no options? Oneof the fundamental requirementsfor cash transfers to succeed isthe availability of affordablehigh quality options for the poorso that they can choose the bestservice provider. But as therepeated experience of theRashtriya Swasthya BimaYojana shows, the poor havehardly any options for proper

health care or for any other basicrequirements of life. Indeed, thedanger, as I have witnessed overthe last 25 years first-hand, isthat the poor are caught in a ter-rible web of low quality local,private providers of health andeducation. Cash transfers with-out strengthening quality ofservice provision could end upeven making things worse in thisrespect.

In large parts of rural India,

market failure is rampant. Here,a range of public goods andinfrastructure need urgent provi-sioning. The trustworthy benefi-ciary of our direct cash transfercannot arrange for this all byherself. No one has ever stoppedthe private sector from goingthere but there is no incentivefor a profit-seeking capitalist totravel to these impoverishedregions of India. What the mar-kets cannot do, what the privatesector will not do, the Statemust.

The Indian challenge

Governments in all developednations in Europe, the U.S.,Canada, Japan, Australia, SouthKorea, Singapore and many oth-ers have provided their citizenssocial security, education, healthcare, mass transport etc. Suchpublic investments also generate

many positive externalities andspur private investment; they areindeed, a precondition for it.Cash transfers cannot be a sub-stitute for this. The challenge weface in India is of massive gov-ernment failure in these crucialsectors. We need to extend theprocess of reform to these keyparts of the economy, where thestate is in close interface withour most vulnerable regions andpeople.

The almost irresistible seduc-tiveness to the idea of cashtransfers is a reflection of greatintellectual, policy and politicalennui. Since real change is hardto come by, why not go with alazy short cut? Just give every-one a dole. Which is whatunconditional cash transfers are.In fact, cash transfers are justone element of India’s anti-poverty programmes. They workonly when they are accompaniedby other enabling changes, eachof which addresses key elementsof the poverty syndrome inIndia.

We have many such condition-al cash transfer schemes, which Istrongly support because theirsuccess is contingent uponsomething more than mere cashtransfer: such as the creation ofdurable assets under MahatmaGandhi National RuralGuarantee Act; incentivisingeducation of girls and disincen-tivising their early marriage inthe Ladli Lakshmi Yojanas ofmany States; or the JananiSuraksha Yojana that incentivis-es institutional deliveries. Thereal challenge is to reform theirfunctioning and improve theirquality, learning creatively frombest practices set up by manyStates, so that these programmescan deliver up to their realpotential.

Alot has changed in Delhi in the last one year.Between the last election in December 2013 andthe next in February 2015, Delhi would have seen

the ups and downs of both the Bharatiya Janata Party andthe Aam Aadmi Party. After the hung Assembly of 2013,when the AAP made a brilliant debut and formed a gov-ernment with the support of the Congress, Delhi votedoverwhelmingly for the BJP in the Lok Sabha election in2014. Now, however, the contest seems more even in theAssembly election, called after no party was able or will-ing to form a government. What was without doubt a votefor the BJP and its prime ministerial candidate NarendraModi last year in the Lok Sabha election is unlikely to berepeated this year in the Assembly election, when theissues and the candidates are very different. AAP fire-brand Arvind Kejriwal is not taking on Narendra Modi,but just another BJP leader. Unlike in a Lok Sabha elec-tion, when the AAP could not have expected to be accept-ed as a serious contender, in the Assembly polls the fast-growing party is attracting more volunteers and resources.Mr. Kejriwal and his advisers, who messed up theirchance in government by first pursuing unsustainablepopulist measures and then opting out of governance,seem to have learnt from their mistakes. After raisingdoubts in the public mind over their ability to govern,AAP leaders now appear keen to demonstrate that they aremore than a bunch of anarchist protesters and that theyintend to back systemic changes and push for Delhi’sdevelopment in a practical manner. In 2013 they rode onthe promise they held; in 2014 they paid for failing todeliver; and this year they have more of a programme tooffer. As for the BJP, whether in Maharashtra, Haryana orJharkhand, it has been unable to rise to the levels of itsLok Sabha success in Assembly elections. Mr. Modiseems to find it harder to win individual States for hisparty than he did to win the Lok Sabha election. Ofcourse, some of the difficulties have been on account ofthe BJP’s own chosen strategy of ditching alliance- part-ners in the search for absolute glory. In Delhi, a tradition-al stronghold, no ally could have added greatly to its voteshare, and the party is preparing for a straight contest withthe AAP. In 2013 the BJP had to fight the Congress andthe AAP almost with equal vehemence; now, however, theCongress, no longer in power at the Centre or in theNational Capital Territory of Delhi, is seen as a lesserthreat. The AAP, with a more sober style that is very dif-ferent from the idealistic foray of 2013 and the overambi-tious leap of 2014, is seeking to close the gap with theBJP. In any case, this election is likely to be more decisivethan 2013.

When the Pandavas invitedKrishna to be the chiefguest at the coronation of

Yudhishtira, Shishupala felt insultedand began abusing Krishna.Everyone became upset, but notKrishna who was listening calmly.However, after the hundredth insult,Krishna hurled his razor-sharp discusand beheaded Shishupala. For thelimit of forgiveness was up.

Charlie Hebdo, a French satiricalweekly, published cartoons; offen-sive cartoons that I have never seen,and would never have, had someonenot killed its staff. With that Charliebecame a person, a victim, a martyrto the cause of the freedom of expres-sion. We became heroes by condemn-ing the killing. And so millions havewalked in Paris to declare that theyare Charlie.

Will there be a march where peopleidentify themselves with Charlie’skillers? Is that allowed? Who are thekillers? Muslim, bad Muslim, madMuslim, un-Islamic Muslim? Theeditorials are undecided, as in theattack in Peshawar on schoolchild-ren. The victims there did not evenprovoke; their parents probably did.

The provocation in Charlie’s casewas this: perceived insult to theProphet Muhammad, hence Islam.Charlie, however, was functioningwithin the laws of a land renownedfor the phrase, “Liberty, Equality andBrotherhood!” Islam is also aboutbrotherhood (Ummah, in Arabic) andequality, though not so much aboutliberty since Islam does mean sub-mission, a submission to the word ofgod that brings peace.

Managing the measurable

The two siblings, believers inequality and their own version of lib-erty decided to hurt each other, oneemotionally, the other physically.Emotional violence is not measura-ble. Physical violence is. That makesthe latter a crime that can be proven,hence a greater crime, especiallywhen emotional violence is directedat something as notional as religion.Because we are scientific, you see.

And here is the problem — meas-urement, that cornerstone of scienceand objectivity.

We can manage the measurable.

But what about the non-measurable?Does it matter at all? Emotions can-not be measured. The mind cannot bemeasured, which is why purists referto psychology and behavioural sci-ence as pseudoscience. God cannotbe measured. For the scientist, god istherefore not fact. It is at best anotion. This annoys the Muslim, forhe/she believes in god, and forhim/her god is fact, not measurablefact, but fact nevertheless. It is sub-jective truth. My truth. Does it mat-ter?

Where do we locate subjectivetruth: as fact or fiction? Some peoplehave given themselves the “Freedomof Expression” and others have giventhemselves a “God, who is the oneTrue God.” Both are subjectivetruths. They shape our reality. Theymatter. But we just do not know howto locate them, for they are not meas-urable.

We cannot measure the hurtCharlie’s cartoons caused the Muslimcommunity. We cannot measure theMuslim community’s sensitivity or

over-sensitivity. But we can measurethe outcome of the actions of thekillers. We can therefore easily con-demn violence. That it caused hurt,rage, humiliation, enough for somepeople to grab guns, is a non-measur-

able assumption, a belief. Belief is ajoke for the rational atheist.

The intellectual can hurt withhis/her words. The soldier can hurtwith his/her weapons. We live in theworld where the former is acceptable,even encouraged. The latter is not. Itis a neo-Brahminism that the globalvillage has adopted. Those who thinkand speak are superior to those whobeat and kill, even if the wounds cre-ated by word-missiles can be deeper,last longer and fester forever. Gandhi,the non-violent sage, is thus pittedagainst Godse, the violent brute. I,the intellectual, have the right to pro-voke; but you, the barbarian whoonly knows to wield violence, haveno right to get provoked and respondthe only way you know how to. Ifyou do get provoked, you have torespond in my language, not yours,brain not brawn, because the brain issuperior. I, the intellectual Brahmin,make the rules. Did you not knowthat?

Non-violence is the new god, theone true god. When we say violence,

we are actually referring only to thephysical violence of the barbarian.The mental violence of the intellectu-al elite is not considered violence. So,one has sanction to mock Hinduismintellectually on film (PK by

Rajkumar Hirani and Aamir Khan)and in books (The Hindus: AnAlternative History by WendyDoniger), but those who demand thefilm be banned and the books bepulped are brutes, barbarians, ene-mies of civic discourse, who resort toviolence. They are not as bad as theCharlie killers, but seem to be on thesame path.

Role of the thinker

We refuse to see arguments as bru-tal bloodless warfare, mental war-fare. We don’t see debating societiesas battlegrounds. Mental torture, weare told, is merely a concept, nottruth: difficult to measure henceprove. The husband who mentallytortures can never be caught; the hus-band who strikes the wife can becaught. We empathise with the latter,not the former (she is over-sensitive,we rationalise). Should the mentallytortured wife kill her husband, it isshe who will be hauled to jail, not thehusband. Her crime can be proved.Not his.

The thinker we are told is not adoer. The killings provoked by thethinker thus goes unnoticed. Thethinker — the seed of the violence —chuckles as the barbarian, whoseonly vocabulary is physical, will becaught and punished while mentalwarfare will go on with brutal preci-sion. When the ill-equipped barbar-ian even attempts to fight back usingwords, we mock him as the troll.

In Sanskrit, the root of the worldmaya is ma, to measure. We translatethe word as illusion or delusion but ittechnically means a world construct-ed through measurement. Thus, thescientific word, the rational world,based on measurement, is maya. Andthat is neither a good or bad thing. Itis not a judgement. It is an observa-tion. A world based on measurementwill focus on the tangible and loseperspective of the intangible. It willassume measured truth as Truth,rather than limited truth.

Those who felt gleeful self-right-eousness in mocking the Prophet arein maya. So are those who took suchserious offence to it. The killer is inmaya and so is the killed. Those whojudge one as the victim and the otheras the villain are also in maya. We alllive in our constructed realities, somebased on measurement, some indif-ferent to measurement, each oneeager to dismiss the other, renderingthem irrelevant: The other is the bar-barian who needs to be educated. Theother is also the intellectual who isbest killed.

Essentially, maya makes us tojudge. For when we measure, wewonder which is small and what isbig, what is up and what is down,what is right and what is wrong, whatmatters and what does not matter.Different measuring scales lead todifferent judgments. Wendy Donigeris convinced she is the hero, and mar-tyr, who fights for the subalternIndian in her writings. DinanathBatra is convinced he is the hero whoopposes her wilful misunderstandingof sanatana dharma. Baba Ramdevfeels he has a right to demand thebanning of PK. And the producers ofthe film respond predictably aboutthe freedom of speech and rationality,

as they laugh their way to the bank.Everyone is right, in his or her maya.

Every action has consequences.And consequences are good and badonly in hindsight. The age ofEnlightenment was also the age ofColonisation. The most brutal warsof the 20th century, from the worldwars to the Cold Wars, were secular.Non-violent thought manifests itselfin non-violent words which give riseto violent action. The fruit is measur-able, not the seed. To separate seedfrom fruit, thought from action, islike separating stimulus fromresponse. It results in a wrong diag-nosis and a wrong prescription. Thekiller does not kill thought. Thethought creates more killers.

What goes around always comesaround. Outrage over violence feedsoutrage over cartoons. Hindu philos-ophy (not Hindutva philosophy) callsthis karma. We don’t want to breakthe cycle by letting go of either non-violent outrage or violent protests.Ideas such as maya and karma annoythe westernised mind for they disem-power them: they who are deter-mined to save the world with measur-ing tools dismiss astute observationof the human condition as fatalism.

In his past life, Shishupala was thedoorkeeper Jaya of Vaikuntha whowas cursed by the Sanat rishis that hewould be born on earth, away fromVishnu, for daring to block theirentry. The doorkeeper Jaya arguedthat he was doing his job but thecurse stuck and Jaya was reborn asShishupala. Vishnu had promised toliberate him and to expedite hisdeparture, Shishupala practisedviparit-bhakti, reverse-devotion, dis-playing love through abuse. So heinsulted Krishna, knowing full wellthat Krishna was Vishnu and wouldbe forced to act. There is a limit toforgiveness. But there should be nolimit to love.

SRMU protests privatisation, FDI

HYDERABAD, JAN 14The three-day Sankranti festival kicked off

with fervour and gaiety across Telangana andAndhra Pradesh on Wednesday with the cele-bration of Bhogi on the first day.

This is the first Sankranti, the harvest festi-val, after Telangana was carved out of AndhraPradesh as a separate state.

Towns and villages in both the Telugu statescame alive with the festivities with people set-ting bonfires on the streets with agriculturaland household waste.

The celebrations began in the early hours ofthe day with people cleaning their houses andburning old items with a belief that new thingswould usher into their lives.

People gathered at street corners in the earlyhours of the day and lit up a Bhogi fire inwhich unwanted goods like old clothes, matsand broom sticks were burnt.

Men, women and children went around thebonfires with prayers. Some sang and danced.

Bhogi is also known as Indran and is cele-brated in the honour of Indra, the Hindu god.Hindus worship Indra for good harvest and

Irrigation D Umamaheswar Rao participated inBhogi in Vijayawada. Transport Minister SRaghava Rao took part in the bonfire inOngole.

KAZIRANGA, JAN 14Three poachers were on

Wednesday killed in twoencounters with forest guardsin Kaziranga National Park inAssam.

On a tip off about the entryof a group of poachers into thePark, forest guards launchedan operation in BurapaharRange, Divisional ForestOfficer S K Sil Sarma said.

On facing the forest guards,the poachers fired at them andin an encounter one poacherwas killed around 3 AM nearBorghat forest camp, Sarmasaid.

On being chased, the twofleeing poachers engaged in afierce gun battle with the

guards for about 25 minutesbefore they were killed, hesaid.

Two 303 rifles fitted with asilencer and one round ofammunition as well as a 9-mmpistol with nine rounds ofammunition were recoveredfrom the slain poachers, theDFO said.

The poachers were suspect-ed to have come from adjacentKarbi Anglong hills side, hesaid.

Patrolling against poachingin the World Heritage Site hadbeen intensified after onerhino was killed on Januaryone this year and two onJanuary four, forest depart-ment officials added.

Navagaon, the Naxalsreached there onMonday night, draggedhim out of the house andaxed him to death, thepolice officer said.

The Naxals left a noteat the murder spot whichpurportedly stated thatthey had killed

Kashiram as he was apolice informer, he said.

In the note, the rebelsalso claimed to have ear-lier this month killed ayouth Manish, hailingfrom Bihar's Darbhangadistrict who was work-ing at a cloth mill inNagpur, for being a

most of the places in Punjab andHaryana, intensifying the coldwave conditions in both thestates.

UT Chandigarh was the coldestplace in the region as it recordedminimum at 5.8 deg C, while thecity received rainfall of 1.7 mm, aMeT Department report saidtoday.

Amid piercing cold wave con-ditions prevailing in the region,Amritsar recorded minimum at7.7 deg C, up by four notchesabove normal. The city receivedrainfall of 10 mm.

Ludhiana and Patiala, whoseminimum were 10 deg C and 10.4deg C respectively, were lashedby 2.8 mm and 0.8 mm of rains.

In neighbouring state Haryana,Hisar, Karnal and Narnaul record-ed minimum at 11 deg C, 10.6deg C and 9 deg C, respectively,four notches above normaleach.

Ambala, whose minimum was10.4 deg C, Hisar and Karnalrecorded rainfall at 1.9 mm, 3.2mm and 1.2 mm respectively.Bhiwani's minimum settled at 10deg C with rainfall of 2 mm.

A few trains were running latebecause of poor visibility at someplaces in the region.

naxals, which almost wiped outtop Congress leadership inChhattisgarh in 2013, was part of atactical counter offensive cam-paign (TCOC) by ultras against thedemocratic set-up of the state gov-ernment, according to the finalchargesheet filed by the NationalInvestigation Agency (NIA). Thechargesheet says that DarbhaRegional Committee, CentralRegional Command CPI (Maoist)-command II, Military Company-IIand PLGA Platoon had effectedthe ambush in Jheeram Ghati inBastar district on a Congress rallyon May 25, 2013 in which 27 peo-ple were killed and 33 othersinjured. Top leaders, includingstate unit president of party,Nandkumar Patel, former Unionminister Vidyacharan Shukla, ex-opposition leader Mahendra

Karma were among those killed inthe attack.

The chargesheet says the attackwas aimed at creating terror in theminds of people and over 150ultras took part in it. When con-tacted, state Congress general sec-retary Shailesh Nitin Trivedi saidthe NIA chargesheet was repletewith anomalies. "The NIA findingthat opposition (Congress) leaderswere killed to destabilise stategovernment was unpalatable andcontradictory," he said today.Trivedi said NIA chargesheet was"silent" on the crucial point of whythe Congress rally was not provid-ed with adequate security on thefateful day despite the palpablethreat to it. Assam Home Secretaryand Commissioner L SChangsan in an order onJanuary 12 to the DCs andthe Commissioner ofPolice said, "This may becomplied with priority inview of the bulbul/buffalofights organised during theMagh Bihu Festival (todayand tomorrow)."

all 11.27 lakh childrenaged below five years inthe city are covered underthe pulse polio immunisa-tion drive that will be heldon January 18 andFebruary 22.

Officials of the BruhatBangalore MahanagaraPalike (BBMP) and thosefrom the health depart-ment under the Bengaluru(Urban) district aregeared to achieve 100 percent pulse polio coverage,said N. Shantha Kumari,city Mayor.

Appealing to parents to

bring their children agedbelow five years on bothdays for the polio drops,she said that 2,970 booths

would be set up across thecity in all hospitals, mar-kets, railway stations, busstops, malls, medical col-

leges and other publicplaces. While the pro-gramme will be imple-mented by the BBMP in135 wards, the remaining63 wards will be coveredby the health department.

While there will be 447stationary teams, therewill also be 422 mobileteams that will go aroundthe city administering thepolio drops. The immuni-sation drive will see theinvolvement of 14,358volunteers, she said.

She also said that anawareness rally will betaken out from M.G.Statue on M.G. Road on

Microsoft is taking the fightto Android and haslaunched all new afford-

able 400-series smartphone, theLumia 435 and Lumia 435 DualSIM. The Redmond giant has alsolaunched the Lumia 532 andLumia 532 Dual SIM, sporting alayered design.

The Lumia 435 and Lumia 532will start rolling out in February inselect regions including Asia-Pacific, Europe, India, the MiddleEast and Africa.

The Microsoft Lumia 435 hasbeen priced at EUR 69 (approxi-mately Rs. 5,100), while theMicrosoft Lumia 532 will be avail-able at EUR 79 (approximately Rs.5,800) before taxes and subsidies.The company notes that the pricesof the Lumia 435 and Lumia 532will vary by market and operator.

Dean Jones believes Test skipperVirat Kohli must have a say inthe selection of the new Indiacoach which will be decided afterthe cricket World Cup startingnext month.

Incumbent India coach DuncanFletcher's contract with the BCCIexpires after the World Cup thatwill conclude on March 29 and acouple of names are alreadydoing the rounds as who could bethe possible replacements.

In an exclusive chat with PTI,team director Ravi Shastri hadhinted that he will be willing totake a permanent role with theteam post the World Cup. MikeHussey's name was also mootedas a rumour, but the cricketer hasruled himself out of the runningfor the time being.

"Virat Kohli is the Test skippernow and he will be the ODI andT20 captain in the time to come.So he must have someone he iscomfortable with and togetherthey must work for the better-ment of Indian cricket," saidJones.

"They need to come out of themess their Test team is in, and anew aggressive captain with anew coach should help achievethat. And they have a lot of timeon their hands, to pick a propercoach after the World Cup andthe IPL. There is a good 3-4months to settle down on somegood choices."

India have slipped to numberseven in the latest ICC Test rank-ings, placed just above West

Indies, Bangladesh andZimbabwe. While that is anembarrassing position to be in, itcannot be rectified until later inthe year as India's next Testassignment is a bit unknown.

"The question to ask here isthis, have they got the bestcoaching staff that money canbuy?" said Jones, when asked ifthe BCCI's deep pockets havebrought good enough supportstaff to the team mix.

"Have they got the best staffavailable at the moment? Clearlythe results haven't shown so."India had changed their supportstaff after the 1-3 Test series lossin England. Joe Dawes and

Trevor Penney were sacked,while Shastri, Sanjay Bangar, RSridhar and B Arun had come intheir place.

"Changing staff again andagain isn't a solution either andcertainly not one that I recom-mend. But then has there been adifference in performance fromEngland to Australia, particularlyof the bowlers? They bowledshort and wide in England andthey have bowled short and widein Australia. And India have lostboth series despite playing somecompetitive cricket," Jones said.

"What India need, and what theBCCI can afford, is a properbowling coach.

Someone needs to be talking tothese young bowlers all the time,before and after the matches aswell as during the breaks.Support staff can only do somuch.

"A proper bowling coach, a bigname, an ex-cricketer might beable to help these young bowlersbetter. They have the pace andthe ability to swing the ball, theyhave the talent. They just don'tknow to use it," he opined.

Jones then added another plau-sible theory for Indian cricketgoing ahead.

]"Look the problem for Indiahas been very simple. They can-not get 20 wickets. If they cannot

do it with four bowlers, theymust do it with five bowlers.Look at R Ashwin. He is a decentbat. Wriddhiman Saha has goodtechnique too," he said.

"In overseas Tests these twowill have to do the job of thesixth batsman and India need toplay four other bowlers, an extraspinner along with Ashwin andthree medium-pacers. Their top-five batsmen have been brilliantand must shoulder the burden ofscoring runs.

"It will give Kohli more controland more options to play aroundwith. He looked clueless whenthey were getting hit all over thepark the other day. Australiascored 200 runs in one session.And the Indian attack was bowl-ing short and wide after playingin this country for the last twomonths. You cannot bowl likethat in one-dayers or the outcomewill be pretty similar," Joneswarned.

With the exception of one ortwo names, pretty much the samebowlers will represent the Indianteam in the upcoming tri-seriesand the World Cup. Asked if thisis a cause for concern, Jones said:"Limited-overs cricket is a differ-ent ballgame. India definitelyhave a chance because their bat-ting is quite good and they canchase targets. "The bowlers havepace and swing so they can usethat in ODI matches here as wellif they bowl well. But if theydon't bowl proper line andlengths, how many times will thebatsmen rescue the team, even inODI matches?" he signed off.

and current Cricket SouthAfrica (CSA) CEO,Haroon Lorgat says he isstill not aware why theBCCI is upset with him buthopes his strained relationwith the Indian boardwould heal with time.

Lorgat and the BCCI haddifference of opinion on afew key issues during histenure as the ICC chieffrom 2008 to 2012. Someissues which they dis-agreed included theDecision Review System(DRS) and the Lord WoolfCommission, which wasinitiated by Lorgat.

Things got more bitterwhen the BCCI expressedits opposition to theappointment of Lorgat asCSA's CEO after left the

post of president inInternational CricketCouncil. With CSA eventu-ally appointing Lorgat asits CEO in July 2013, therewere speculations thatIndia's proposed tour to

South Africa in Decemberthat year might be calledoff.

BCCI later agreed to ashortened tour only afterthe CSA agreed to barLorgat from dealing with

matters related to India andfrom attending ICCExecutive Meetings asCSA representative.

Lorgat was also in themiddle of an ICC inquiry,which eventually clearedhim last year of allegedinvolvement in the FTPmanipulation charges lev-elled against the BCCI byDavid Becker, who was theICC legal adviser through-out Lorgat's tenure as CEOof the world body.

However, Lorgat said heis still in dark aboutBCCI's reservationsagainst him. "I clearlydon't understand what theissues are. I think that ismore relevant to be ascer-tained from the BCCI.Nobody could tell (whatthe issue are). Not even mypresident is aware of what

the issue is, what thewrongdoing is. So we areall in the dark as far as thatis concerned," he toldESPNcricinfo.

"The tour went on, andthere have been attempts toget together. But I can't tellyou what the issue is thatupsets them about myself,"Lorgat added. Lorgat hadmade a press statement thathe will work on betteringthe relations with theBCCI.
