Our cost proposal is based our understanding of services to redesign the proposed SWM/BMP facility for the Lovettsville Community Center Site to accommodate the required SWM/BMP volumes for the offsite Town of Lovettsville, Broadway (RT 673) Sidewalk and Utility Improvement project. A detailed understanding of our scope is detailed in Timmons proposal, see attachment. The firm fixed price of this work is $ 20,394. Dear Heather,
Timmons Group is pleased to provide you with this scope and fee proposal to provide additional
civil design services for the new Lovettsville Community Center. The following scope of services
has been developed based on the request from the Owner / Architect for Timmons Group to
redesign the proposed SWM/BMP facility for the Lovettsville Community Center Site to
accommodate the required SWM/BMP volumes for the offsite Town of Lovettsville, Broadway (RT
673) Sidewalk and Utility Improvement project. The additional scope includes meeting and
coordination with Town Staff and their consulting engineers, redesign and routing of the
SWM/BMP facility, construction sequence planning, review and permitting coordination, creation
of bid alternate drawings and construction administration.
We anticipate that the following Scope of Services will be provided by Timmons Group:
A. Coordination with Town of Lovettsville Staff & Pennoni, Concept Design: Timmons
Group will meet and coordinate with the Town of Lovettsville Staff and Pennoni to discuss
the offsite SWM/BMP needs and ability to include these required volumes into the
Community Center Design. This task includes exchange of design data, review of offsite
design, scoping and developing concept SWM/BMP design. Timmons Group will develop
concept design to identify location of facility expansion, identify critical invert elevations,
grading and embankment limits. Included are up to (3 – 2 hour) meetings.
Lump Sum: $4,700
B. Redesign of SWM/BMP Facility: Timmons Group will redesign the SWM/BMP facility
to fully incorporate the offsite drainage. The facility will treat and detain as required. The
site plan will be updated to include the following redesign:
•••• Stormwater Management (SWM) and Best Management Practices (BMP) as
required by Loudoun County and the State of Virginia to include the offsite area.
Includes analysis and calculation of offsite drainage areas, impervious cover
percentage, facility routing analysis, bmp volume requirements, embankment and
outfall structure design.
•••• The redesign of the SWM/BMP facility will include grading, adjustment to the
embankment height, outfall structure, sediment forebay, tie in with proposed
parking lot.
•••• Adjust E&S Phase I and II design to accommodate larger SWM/BMP Facility and
construction sequencing.
•••• All required Notes, tabulations, typical sections, construction details and
computations.
•••• Timmons Group will manage the site plan permitting for this project with the
Town of Lovettsville Staff and their consulting review engineer and attend any
additional site plan comment review meetings. This task includes all plan
submissions, comment review & responses and resubmissions until plan approval.
Lump Sum: 6,800
C. Bid Phase: As directed by the Owner, Timmons Group will create Add Alternate bid
sheets to be used to establish the additional construction cost for facility expansion to
include offsite improvements. Prepare final construction documents incorporating the add
alternates as chosen by the Owner. This task does not include analysis or cost estimation of
the additional SWM/BMP construction costs.
Lump Sum: $1,750
D. Construction Monitoring - Timmons Group will perform construction observation and
field notes pursuant to the enlarged SWM/BMP facility. This scope includes attendance at
construction progress meetings, response to RFIs and review of shop drawings as required.
Lump Sum: $2,325
Exclusions
• Preparation of Town/County SWM/BMP shared use agreements and associated
easement plats associated with the enlarged SWM/BMP facility
• Preparation or analysis of construction cost estimates of the enlargement of the
SWM/BMP facility
• Additional downstream analysis or survey to accommodate adequate outfall of
enlarged SWM/BMP facility as may be required.
Anticipated Schedule
Plans can be developed and submitted for review on a mutually agreed upon schedule as time
of contract signing.
Printing, postal, travel, etc. are reimbursable expenses.
