2. The purpose of this, memorandum is to provide policy guidelines,procedures and standards in tile conduct of Ellgibillty/Pos1'Bid Evaluation andAcceptance 'r ests for Sniper Scope while waiting for the Memorandum Circular resame subject which will be signed by the CPNP.

3. The technical evaluation will be conducted by a Tecnmcs! Team headedby the Chief, Clothing and Criminalistic Equipment Divil.ibn, Directorate forResearchand Development or a representative designated by the Director, DRD.The members will corne from other Directorates, the end user, NAPOLCOMandother selected units of the PNP as provided for in the existing rules andrequlatlons governing the conduct of T & 'E for PI\IP equipment. Supplier's

• representatives shall witness all test procedures and parameters and areauthorized to operate the subject equipment or Item.

4. The policy quidelinf'c;, procedures and standards in the conductof Eligibility/Post Bid t.valuauon and Acceptance Tests for Sniper Scupewill be as follows:

a. The Bids and Awards Committee (BAC) shdll cause the conduct ofEligibility/Post Bid Evaluation and Acceptance Tests of the item asreauired In every procurement activity;

h. lhe prop(1I1ellt(~»)will sunmn to the Directorate for Research andDevelopment one (1) unit of Sniper SCOIJN,!~ for EU<Jllbllity/Post Bid Testand Evaluation regardless of the quantity to be procured:

c. The DRO shall receive and issue receipts for the samples fromproponents and shall deposit same to the supply custodian of theconcerned section;

d. The ORO Technical Team shall conduct visual inspection on thesample unites) and decide whether to ecceot or reject before thefunctional examination. If upon visual examination and evaluation, thesubmitted item is found non-conforming with the standard specifications,no further testing shall be conducted. Instead, tine Technical Team shallnotify the proponent through a letter the result of the test conducted. IfNon-Conforming, Test and Evaluation Report will be forwarded to BACwith the receipt of the ~)amp\eand its correspondmq memorandum;

e. NO Suppliers TrademarkTM shall mean non-acceptance of thesample(s);

f. Samples will be forwarded to any Accredtted Government TestingInstitution thru a letter request for destructive testinq with the presenceof the proponent(s) and other concerned units;

g. No partial Test and Evaluation Report shall be issued by DRD;

h. Late submission of sarnple/s will not be accepted after the deadlineprescribed by BAC. Replacement of samplewill not be allowed;

i. The ORO shall inform immediately the SAC on the termination ofsubmission of samples and the number of proponents who submitted/participated-in;

j. The ORO Technical Team shall brief and furnish all the proponentscopies of the policy guidelines and parameters to be used in the test;

k. The ORO Technical Team(s) will oversee the conduct of the Test atthe selected testing places. The Test shall be w'ltnessecl by representativesfrom other concerned offices/units of the PNP, NAPOlCOM, proponentsand other interested persons. A video coveraqe/pktortal on the conduct oftest shall be taken;

I. The ORO may conduct Test and Evaluation of the item which willbe termed as Product Evaluation even in the' absence of anyprocurement program and directive from the PNP BAc. The productevaluation result shall only be used ss reterence for anyrecommendation which DRO may deem appropriate.

m. The Test Parameters must be conducted ore after the other(chronologically or step by step). Any problem arisino from a particularTest Parameter shall be immediately brought to the attentton of the Chief,DRD Technical Team or the Team t.eader, Failure on the part of anyaffected proponents to file or reqlster complaints rlurlng the conduct ofTest based on a particular test parameter shall be deemed agreement tothe overall conduct of the test;

n. All testing fees, needed equipment and other incidental expensesfor use in the Test and- Evaluation shall be borne by the requestlnqproponents;

o. The proponents shall execute a waiver that the ORO TechnicalTeam shall not be held liable for whatsoever damaqe/s incurred byanybody to the Sniper Scope being used during the conduct of Test andEvaluation;

p. The Test and Evaluation may be postponed and re-scheduled bythe DRD Technical Team in the absence of the Proponent or its authorizedrepresentative for mentonous reason. A written request for reschedulingduly approved by The Director for Research and Development (TORO) willdetermine its resumption;

q. The Eligibility/Post Bid Test and Evaluation results of the item shallbe valid for a period of one (1) year to be reckoned from the date of theofficial final report of the'DRD Technical "Team for as long as the standingMemo Circular is in effect A report that contains the findinqs, conclusionand recommendations whether the sample is conforming or notconforming based on NAPOL.COM-Approved Standard Specifications andthe approved test and evaluation procedures used will be submitted toBAC thru TDRD;

r. Proponents whose samples have fc-:Hled the Eligibility Test mayrequest for a retest. Said retest shall be approved by BAC. Result of theretest shall be used in the next procurement activity and shall not bebinding in the current procurement program; and

s. Sample/prototype unites) used in the testing will not be a part ofthe delivery to the PNP in case the company vins the bidding.
